Additionally, the 2025 Urban Water Management Plan and the 2026 Annual Weed Abatement Program were approved.

26-279 Appeal of Planning Commission’s Action on Conditional Use Permit No. 23-014 (HBCSD Maintenance and Operations Building)
Recommended Action: A) Find Conditional Use Permit No. 23-014 exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303, Class 3 - New Construction or Conversions of Small Structure; and B) Approve Conditional Use Permit No. 23-014 with suggested findings and conditions of approval (Attachment No. 1).
26-340 2026-27 Annual Action Plan for Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs
Recommended Action: Staff recommends that the City Council approve and authorize the following in compliance with the Consolidated Plan Procedures of 24 CFR Part 91: A) Conduct a public hearing for the 2026-27 Action Plan; and, B) Adopt Resolution No. 2026-10, “A Resolution of the City Council of the City of Huntington Beach, California, Approving the 2026-2027 Action Plan for Federal Community Development Block Grant and HOME Investment Partnerships Programs”; and, C) Authorize the City Manager to sign all necessary related documents.
26-355 Public Hearing to adopt Resolution No. 2026-12, adopting the 2025 Urban Water Management Plan (UWMP), which includes the 2020 Water Shortage Contingency Plan (WSCP)
Recommended Action: A) Conduct Public Hearing and receive comments on draft 2025 Urban Water Management Plan; and, B) Adopt Resolution No. 2026-12, “A Resolution of the City Council of the City of Huntington Beach Adopting the 2025 Urban Water Management Plan” and Updating the Water Shortage Contingency Plan.

Recommended Action: A) Open the public hearing to receive any objections to the proposed weed and rubbish removal; and, B) Authorize the Director of Public Works to proceed with the abatement (removal) of the identified nuisance conditions.

26-335 Request for City Council Direction Regarding an Operating Permit Amendment from the California State Water Resources Control Board to Discontinue Supplemental Fluoridation of the City's Drinking Water Supply
Recommended Action: Direct staff to submit a request to the California State Water Resources Control Board, Division of Drinking Water, to amend the City's Domestic Water Supply Permit to discontinue supplemental fluoridation.
26-386 Item Submitted by Councilman Don Kennedy, Mayor Pro Tem Butch Twining, and Mayor Casey McKeon - Proposal for Installation of Commemorative Plaque at Sunset Beach
Recommended Action: Set aside Resolution No. 2017-25 and direct staff to install a plaque on the rock under the elbow tree in Sunset Beach. Furthermore, staff will inform the Hall Family regarding the proposed memorial and seek input through the process.
26-411 Item Submitted by Mayor Casey McKeon, Mayor Pro Tem Twining, and Councilman Don Kennedy- Proposal for Installation of Commemorative Plaque at Tower Zero
Recommended Action: Set aside Resolution No. 2017-25 and direct staff to develop a proposal for a public memorial at Tower Zero honoring Kolby Aipa. Return to City Council within 90 days to present the proposal for consideration. Furthermore, staff will inform the Aipa Family regarding the proposed memorial and seek their input through the process.
