Okay, I just want to mention on the agenda we did have our proposed PC dates, so we'll have those for next year. And then I do have a couple announcements. So first, I think he already did, but I want to introduce Chris Kelly. He was a civil engineer in our engineering division, and he was just recently promoted to supervising civil engineer. He will be the development review unit manager that's in our engineering division taking over for Sean. So you'll see him more often here at our planning commission meetings. So he's been with the city for two years and before he was with the Kings County for seven years. So welcome, Chris. The next item is that you'll be receiving an email from our clerk, Aaron, regarding our one-on-ones for either in December or January, but he'll be scheduling those. Those will be with Renee, George, and I. And then I just wanted to give a quick update on our general plan. So we did have our general plan advisory committee meeting in October 30th. That was about economics. So we have our next three scheduled. They are, let's see, January 29th, March 5th, and April 30th. And those are gonna be talking about our land use map. So we'll spend those three meetings discussing that. And then we do want to note that we are going to have a moratorium on our general plan amendments that will end so the city will be not accepting general plan amendments after December 31st unless there's a compelling reason for the city to do so. So we'll have limits on that. And then I did want to just give an update in regards to the infill rezone program. That's the program that came out from the Desiree Martinez court judgment. We will be hosting four informational meetings in December. Each meeting is gonna have the same presentation, but all notices are going out to property owners within 800 feet of the 20 sites that were selected to be part of that program. So those are December 2nd, December 4th, December 11th, and December 16th. And those will be here at the council chambers between 530 and 630. And then we have that available on our website as well. So any member of the public can go and review and then comment or call me if they have any questions. And then my last item was the Planning Commission Academy. So we'll be sending out something. We're going to do things a little bit different where we are going to rotate commissioners that attend the academy. So I'm still talking to George about it. So we'll send out an email probably next week to let you know what's been decided on what the rotation will be like. But for the next one, it's March 11th through March 13th. If you do have an interest in it, just respond back. But we're going to be trying to split it up where we send a few every other year or something like that. So we'll let you know. But that's all.
Very good. Moving on, do we have any Planning Commission comments? I'm sorry, Planning Commission members, I should be specific. I just want to note that the mailers that you sent out for the infill projects, I personally received one, so people are getting them. Okay, any other no comments, okay moving on At this time the Planning Commission will now hear items from the floor This is an opportunity for the members of the public to address the Planning Commission on any matters within the Planning Commission jurisdiction That are not listed on the agenda Comments are limited to three minutes or less, providing opportunity for everyone to be heard. Anyone wishing to be placed on the agenda for a specific topic should contact the planning division and submit correspondence at least 10 days prior to the desired date. Do we have anyone from the floor wanting to address the commission? Okay, seeing none, we're gonna go ahead and move on to our public hearing. Sorry. I have to excuse my hand. It's not usable right now. Okay. We're moving on to item number three. Consider items associated with 40.62 acres of land located at the southwest corner of North Sunnyside Avenue and East Perrin Avenue, multiple owners, Quail Run Group applicant, Rich Walton and Jared Casteller, representatives. Consider approval for Resolution 25, a resolution recommending that the City Council approve and amend the Environmental Impact Report adopted for Shepherd North for the Quail Run annexation. Consider approval Resolution 25, R 2024-008, a resolution recommending that the City Council approve a request to pre-zone the properties within the Quail Run neighborhood for the Fresno County RR Rural Residential Zone District to the Clovis RR Rural Residential Zone District. Marissa Parker, Associate Planner, presenting.
Thank you chair, good evening commission. So tonight's item is a request by the Quail Run neighborhood to annex into the city and be pre-zoned to the rural residential zone district. So currently the Quail Run neighborhood consists of 18 rural residential properties, about 40 acres or so up in the County of Fresno. It is east of Sunnyside Avenue, south of Perrin, and north of Shepherd. With this proposal, there is no development proposed. I just want to be really clear about that. It is fully developed as it is right now. So they are just looking to annex into the city and connect to our water. So the Quail Run neighborhood is adjacent to Track Map 6205, otherwise known as the Shepherd North project. And when Shepherd North was coming in during their entitlement process, some of the property owners within Quail Run inquired about being included as part of that annexation. and just due to some time constraints that didn't work out. So now here we are with this item. So as you can see on the screen, there is a red line that shows the current city limits. It goes right around the Quail Run neighborhood, but with the Shepherd North project, the city's sphere of influence, which is the green line towards the top, the SOI was expanded. So as you can see, it's just north of the Quail Run neighborhood, which means that we did expect at some point that the Quail Run neighborhood would be annexed into the city. With annexations, they are not considered by the planning commission per our code. They go straight to the council, but the commission does have the opportunity to make a recommendation on the pre-zoning. So pre-zone 2024-008 is associated with this item. And as of now, the Quail Run neighborhood has an existing planned land use of rural residential. It is surrounded by a variety of other densities for single family residential and some public facilities. And for zoning, the Quail Run neighborhood is currently zoned rural residential in the county. Again, there's a lot of single family residential around it at different densities. And a lot of it is recently constructed or under construction now for Shepherd North. And with this item, they would be proposing to pre-zone the property to the city's rural residential zone district, which is consistent with its planned land use. Kind of shifting gears a little bit for environmental, the Quail Run group did prepare an addendum to the environmental impact report prepared for Shepherd North. Since there is no development proposed with this project and it is within the sphere, there are no environmental impacts that will occur. And with that, staff is recommending that the Planning Commission approve resolutions recommending that the City Council approve an addendum to the EIR for Shepherd North for the Quail Run neighborhood and approve Pre-Zone 2024-008 Since the annexation is a logical boundary as confirmed with LAFCO and Fresno County And the pre zoning is consistent with the existing general plan land use.
Thank you, and I'm happy to answer any questions you may have Don't planning commissioners have any questions for staff See none we're gonna go ahead and open the public portion of this Is the applicant present? If you want to step up to the mic here and provide any comments. Oh, there should be a button there, yes.
Good evening Planning Commission members. My name is Richard Wathen. I live at 9431 North Purdue. I'm one of the 18 homeowners and I think we have several here tonight. I THINK FIRST AND FOREMOST I WANT TO THANK THE STAFF, RENEE AND SEAN AND SO MANY OTHERS WHO HAVE BEEN ON THIS JOURNEY. I THINK IT'S BEEN A COUPLE OF YEARS THAT WE'VE BEEN WORKING WITH THE STAFF. THE CITY COUNCIL HAS BEEN EXTREMELY HELPFUL TO US OVER THE PAST COUPLE OF YEARS WORKING WITH THE WILSON DEVELOPMENT COMPANY. So there have been a lot of people involved. We feel like we have a good plan. We feel like we're conforming with the expectations of the city. And so we're just grateful to be here, hopefully at the latter part of our process. So I'm just here to answer any questions or any of our other groups. So any questions I can answer?
Commissioners, any questions for the applicant? Thank you very much.
Okay, thank you.
At this time, we're going to ask if there's anyone in the public that would like to speak in support of this project. If you step up to the mic, state your name and address for the record. OK, seeing none, is there anyone in opposition of this project that would like to speak? Okay, very good, seeing none, then we're gonna go ahead and close the public hearing portion and bring it back for comments from the commission. It's a very good project, very straightforward, so it sounds like we're ready to make a motion.
All right. I will then make a motion, excuse me, to approve item three as listed and previously reviewed.
I'll second.
I have a motion from Commissioner Bedstead and a second from Commissioner Hatcher to approve item three as listed. Commissioner Bedstead?
Yes.
Commissioner Hatcher?
Yes.
Commissioner Hebert?
Yes.
Commissioner Hinkle? Yes. Chair Antuna?
Yes.
Motion passes 5-0.
Okay. One question before we adjourn. I know that item two had no action. Was there any further discussion? I'm sorry, I didn't go back to that.
No, not on the calendar. It's just the list of dates when we meet the fourth Thursday, with the exception of a couple months there where we move it. Georgia did want to mention that tonight is Enchanted Evening. Yes, I was going to say that.
I'm not sure if it's every... the same Thursday, you know? It is every Thursday.
The Thursday before Thanksgiving? Yes. So what we may do is, if you guys would like, maybe in November we can modify that to the second one, because we already modify it for Thanksgiving, so we can modify it if that's the commission. But I think since that shows November, we'll try to adjust it, and then in the future we'll try to make that accommodation too.
Okay, that's perfect. And that is a great segue, everyone. It's Enchanted Evening, so absolutely go enjoy yourselves and do some shopping and, you know, we want to be Clovis strong, right? Okay, and that adjourns our meeting. Thank you.
Yeah, it's good.
