Good evening everyone and welcome to the November 20th meeting of the city of Clovis Planning Commission. Members of the public are encouraged to participate in meetings by accessing and listening to the webcast on the city's website, providing written comment at the same website, or coming to the planning commission meeting in person. Like to call this meeting to order. If you all join me, um, Commissioner Hinle will lead us in the flag salute. I'd like to move uh for approval of the minutes for the planning commission meeting that was held on October 23rd, 2025. I'll make a motion.

Commissioner Bed said, as I was not present, I'll abstain. Thank you. Chair Antuna. Um, I actually had the opportunity to review the recordings and read the memo. So, I will um approve the minutes. Thank you. Motion passes 41. Very good. Uh moving to commission secretary comments.
Okay. I just want to mention on the agenda we did have our proposed um PC dates. Um so um we'll have those for next year. Um and then I do have a couple announcements. So first um I think he already did, but I want to introduce uh Chris Kelly. Um he was a civil engineer in our uh engineering division. um and he was just recently promoted to supervising civil engineer. He will be the uh development review unit manager that's in our engineering division. Um taking over for Shawn. Um so you'll see him more often here at our planning commission meetings. So he's been with the city for two years and before he was with the Kings County for seven years. So welcome Chris. Um the next item is that um you'll be receiving an email from our U clerk um Erin regarding our one-on- ones um for either in December or January, but um he'll be scheduling those. Those will be with Renee, George, and I. Um and then I just wanted to give a quick update on our general plan. Um so we did have our general plan advisory committee meeting in um October 30th that was about um economics. Um so we have our next three scheduled. Um they are let's see January 29th, March 5th and April 30th. Um and those are going to be uh talking about our land use map. Um so we'll spend those three meetings um discussing that. Um and then we do uh want to note that we are going to have a moratorum on our general plan amendments that will end. So, the city will be ex um not accepting general plan amendments um after December 31st um unless there's a compelling reason for the city to do so. Um so, we'll limits on that. Um and then I did want to just give an update um in regards to the infill reszone program. Um that's the program that came out from the Desire Martinez court judgment. Um we will be hosting fourformational
meetings in December. Um each meeting is going to be have the same presentation. Um but all notices went out or are going out to property owners within 800 feet of the 20 sites that were selected to be part of that program. Um so those are December 2nd, December 4th, December 11th, and December 16th. And those will be here at the council chambers um between 5:30 and 6:30. Um and then we have that available on our website as well. So any member of the public can go and um review and then comment um or call me if they have any questions. And then my last item was the planning commission academy. So we'll be sending out something. We're going to do things a little bit different um where we are going to rotate uh commissioners that attend the um the academy. So um I'll I'm still talking to George about it. So we'll send out an email probably next week um to let you know what what's been decided on what the rotation will be like. Um but for the next one um it's March 11th through March 13th. um if you do have an interest in it, just respond back. Um but we'll we're going to be trying to split it up where we send a few um you know, every other year or something like that. So, we'll let you know, but that's all.
Very good. Uh moving on. Do we have any um planning commission comments? I'm sorry, planning commission members. I should be specific. I just want to note that we I um the mailers that you sent out for the infill projects um I I personally received one so there people are getting them. Okay. Um any no comments? Okay. Moving on. Um at this time the planning commission will now um hear um items from the floor. This is an opportunity for the members of the public to address the planning commission on any matters within the planning commission jurisdiction that are not listed on the agenda. Comments are limited to three minutes or less pro uh providing opportunity for everyone to be heard. Anyone wishing to be placed on the agenda to for a specific topic should contact the planning division and submit correspondence at least 10 days prior to the desired date. Do we have anyone from the floor wanting to address the commission? Okay, seeing none, uh we're going to go ahead and move on to our public hearing. Sorry, have to excuse my hand. It's not usable right now. Uh okay. Um we're moving on to item number three. Consider items associated with 40 40.62 62 acres of land of land uh located at the southwest corner of North Sunnyside Avenue and East Parin Avenue. Multiple Owners Quail Run Group applicant Rich Waen and Jared Castellar representatives consider approval for resolution 25, a resolution recommending that the city council approve and amend the environmental impact report adopted for Shepard North for the Quail Run
annexation. Consider approval resolution 25 or 2024-00008, a resolution recommending that the city council approve a request a request to prezone the properties within the quailrun neighborhood for the Fresno County RR rural residential zone district to the Clovis RR rural residential zone district. Uh Marissa Parker, associate planner, presenting.
Thank you, chair. Good evening, commission. So tonight's item is a request by the Quail Run Neighborhood um to annex into the city and be prezoned to the rural residential zone district. So currently the Quail Run neighborhood consists of 18 rural residential properties about 40 acres or so um up uh in the county of Fresno. It is east of Sunnyside Avenue, south of Parin, and north of Shepard. With this proposal, there is no development um proposed. I just want to be really clear about that. It is fully developed as it is right now. Um so they are just looking to annex into the city and connect to our water. So, the Quailrun neighborhood is adjacent to track map 6205, otherwise known as the Shepard North project. And when Shepard North was coming in um during their entitlement process, some of the property owners within Quail Run inquired about being included as part of that annexation. And just due to some time constraints, that didn't work out. So now, um here we are with this item. Um so as you can see on the screen there is a red line that shows the current city limits. It goes right around the quailrun neighborhood. Um but with the Shepard North project uh the city's sphere of influence which is the green line towards the top um the SOI was expanded. So, as you can see, it's just north of the Quail Run neighborhood, which means that we did expect at some point that the Quail Run neighborhood would be annexed into the city. With annexations, they are not considered by the planning commission per our code. They go straight to the council. Um, but the c the commission
does have the opportunity to make a recommendation on the prezoning. So prezone 2024008 is associated with this item and as of now the quailrun neighborhood has an existing planned land use of rural residential. It is surrounded by a variety of other densities for single family residential um and some public facilities and for zoning. The Quail Run neighborhood is currently zoned rural residential in the county. Um again, there's a lot of single family residential around it um at different densities and a lot of it is recently constructed or under construction now for Shepard North. Um and with this item, they would be proposing to pre-zone the property to the city's rural residential zone district, which is consistent with its planned land use. Um, kind of shifting gears a little bit, um, for environmental, um, the Quail Run group did prepare an addendum to the the environmental impact report prepared for Shephard North. Um, since there is no development proposed with this project and it is within the sphere, there are no environmental impacts that will occur. And with that, um, staff, um, is recommending that the planning commission approve resolutions recommending that the city council approve an addendum to the EIR for, um, Shepard North for the Quail Run neighborhood and approve pre-zone 2024008. Um, since the annexation is a logical boundary as confirmed with LFCO and Fresno County, um, and the prezoning is consistent with the existing general plan land use. Um, my name is Richard Wan. I live at 9431 North Purdue. um one of the 18 homeowners and I think we have several here tonight. So um I think first and foremost I want to thank the staff Renee and and um Sean and so many others who have been on this journey. I think it's been a couple years that we've been working with the staff. Um the city council uh has been extremely helpful to us over the past couple years. Uh working with the Wilson Development Company. Um so there have been a lot of people involved. Um we feel like we have a good plan. We feel like we're conforming with the expectations of the city and uh so we're just grateful to be here hopefully at the latter part of our process. So, I'm just here to answer any questions or any of our other group. So, any any questions I can answer?

So, it sounds like uh we're ready to make a motion.

It's just the list of dates um when we meet the fourth Thursday. Um with the exception of a couple months there um where we move it. Um George did want to mention that you know there tonight is enchanted evening. Yes, I was going to say I'm not sure if it's every the same Thursday, you know, every Thursday. The the Thursday before Thanksgiving.
Yes. So, what we may do is um if you guys would like maybe in November we can modify that to the second one because we already modify it for Thanksgiving. So, we can modify it if if that's the commission. Um but I think um since that shows um November, we'll try to adjust it and then in the future we'll we'll try to make that accommodation too.
