It's a big deal. And there is a lot of great celebrations that have happened in the last week, of course, because of the July 4th. But we should be celebrating this all year. This is a big deal to be celebrating our country's 250th anniversary or birthday. And with that, we say the Pledge of Allegiance every time. And sometimes we just say it. We've been saying it our whole life. We just spit it out. We don't think about it. So I just want to take a moment and provide a few meetings of it before we actually stand and do it. So as we hear the words, we say the word I. It means me, an individual, a committee of one. Pledge means to dedicate all of my worldly goods to give without self-pity. Allegiance is my love and my devotion. To the flag, our standard, the old glory, is a symbol of freedom. Wherever she waves, there is respect because of your loyalty has given her a dignity that shouts, freedom is everyone's job. Of the United States, that means we have all come together. States. individual communities that have united into 50 great states, 50 individual communities with pride and dignity and purpose, all divided with imaginary boundaries, yet united to a common purpose and a love for the country of America and to the republic, a republic which is a sovereign state in which power is invested in representatives chosen by the people to govern. And the government is the people, and it is from the people to the leaders, not from the leaders to the people. for which it stands, one nation under God, meaning so blessed by God, indivisible, incapable of being divided, with liberty, which is freedom, the right of power to live one's own life without fears, threats, or any sort of retaliation, and justice, the principle and qualities of dealing fairly with others. Thank you mayor Burton City Council members is an exciting night for the department. It's also exciting night for the community. I we're going to be swearing in a new police officer along with conducting a badge pinning. So our mission at Woodbury Public Safety is to serve all people with compassion and courage. What makes that possible is hiring people that share in our values of integrity, trust, respect, and excellence. People who have a servant's heart, who understand that these professions exist to serve others and that they will often encounter people on their worst day and work to make them better. As mentioned, tonight we'll be conducting a badge pinning, a little bit about our badge. Police badges are the most recognizable symbol of a police officer. They represent pride, honor, integrity, service, and self-sacrifice. They represent a commitment to our mission and to our values. So police badges have a unique number engraved upon them. This number signifies each officer's place in the history of our organization. This number will never be duplicated in the future. So tonight we're going to be swearing in Officer Matthew Berg. A little bit about Matthew. He graduated from Prior Lake High School. Before joining the city of Woodbury, he worked as a paramedic with Hennepin EMS and as an EMT with mHealth Fairview. He earned his law degree at Rasmussen University. He also served 10 years in the United States Army as an airborne infantryman, completing four deployments during his military career. So we also thank him for his service to our country. Matthew has served as a police cadet with the City of Woodbury since July of 2024. After the oath for the badge pinning, we're gonna be calling up his wife, Madeline, and his daughter, Mason, to help with the badge pinning. So to Matthew, I would say know that our department supports you, our city administration, and our city council supports you, and most importantly, the community supports you, and that this community support is not given, but earned on every interaction, every day. So with that, I would like to invite up for this presentation. This is a public safety acknowledgement presented by the Oak Park Heights Chief of Police, Steve Hansen. Steve, welcome. Thank you for this opportunity to come down here tonight and acknowledge three members of your public safety that so absolutely deserve it. I want to give a little bit of a background on the event, if I could, before we read the letter. On May 21st, we had a serious call on our bridge the St. Croix Cross Injury, a person in crisis. Responders got there, immediately recognized that we got situation we need a lot more help with. In fact, seven agencies sent their officers. So it was a big, big event. Person in crisis with a language barrier as well. Typically in those events, we contact crisis negotiations team that's affiliated with our SWAT team. And that's how we got here today with three of your best members from the public safety showed up and dropped what they were doing. And we had a very successful resolution on that. And with that, just some of that context of how that evolves. So what I'd like to do is read the letter and then have all three members later come up here and present it to them. On behalf of the city of Oak Park Heights and the Oak Park Heights Police Department, I'm writing to formally extend our deepest appreciation and commend you for your superior performance on May 21st. On that day, you responded to a critical incident involving a suicidal individual in severe crisis on the St. Croix Crossings Bridge. Facing a highly tense and dangerous situation, you deployed exceptional de-escalation skills and acted with immense compassion. Working seamlessly as the team with our responding officers, your calm demeanor and active listening and tactical communication were instrumental in the outcome. Thanks to your efforts, the male individual was successfully negotiated back over the railing and transitioned into a safe environment to receive the help he needed. Your actions that day directly saved a human life and prevented a tragedy. Your professionalism exemplifies the highest standards of law enforcement and highlights the vital importance of interagency teamwork during critical incidents. In recognition of your outstanding service and dedication to life safety and exceptional crisis intervention, you are hereby awarded this letter of excellence and appreciation. Along with this letter, please accept the Chief's coin as a token of enduring gratitude. Thank you for your bravery, and your skills, and your unwavering, protecting the communities. Thank you, appreciate it.

And we have obviously submitted a formal letter to Chief Pozzol to review for your own awards committee at a later date as well, if appropriate. But this is our appreciation from Oak Park Heights and Washington County as a whole too, I think. So well done, well done, very well done.

And we're so really blessed and fortunate to have you here in the city of Woodbury protecting our community. So thank you. My name is Justin Ropella and I am a resident of Woodbury. Hi, mayor and council members. I'm here to ask again for you to place the proposed resolution regarding municipal property and immigration enforcement activity on an upcoming agenda for a vote. At the last open forum, it was suggested that our community survey results demonstrate a lack of interest or need for this topic. I would remind the council that those surveys were completed between January 7th and February 23rd. Many of those surveys were completed prior to the surge in federal activity here, and all of them were completed before the council was presented with this proposed resolution. I was one of the respondents of that survey, and I can assure you that my answers today regarding leadership and governance would be different than they were in January. It has also been stated that this topic is outside of your jurisdiction. You're not being asked to set federal immigration policy or to solve federal issues. We are asking you to ensure that city owned property parks and community centers remain focused on their intended public use rather than serving as a staging grounds for federal operations. It's not about overstepping. It's just about local governance being intelligently preventative rather than reactive. We don't wait for a child to get tetanus before we address things that need to be fixed in our parks, right? We shouldn't wait for another abuse of federal power before we establish clear guidelines for our municipal property. I want to be clear that people are engaging with our state and federal representatives outside of this room. We appreciate the levers that they hold and we're working with them too, but I'm here because this council holds the keys to its own house. Zoning and facility use agreements are not federal concerns, they're yours. Our legislators haven't been pushing this work off onto us. They've encouraged us to use our voice at every level of government, including theirs, and that's what we're doing. So this issue is often characterized as some sort of partisan circus, right? But it doesn't really matter what party you belong to. You should be able to rely on your city to take actions within its control to prevent abuses of power on their property. There have been comments about how this is a waste of time and a distraction as well. And to that, I say if this is a waste of time, then put the resolution to a vote, cast your vote, and be done with it. The reasons continues to consume everyone's time is because the council hasn't acted. So you don't need to agree with it. I understand that, but you do have a responsibility to actually meaningfully address it. So avoiding a vote is not a strategy. It's an avoidance of your responsibility and Woodbury residents deserve a council that leads with conviction rather than one that remains silent and hopes that this issue will just go away. So please stop the delay, put it on an upcoming agenda for a formal recorded vote. Thank you.

Thank you, Mayor and members of council. Bailey Nurseries has submitted a development application for their property located to the north of Bailey Road and west of New Life Church and Academy. The application is proposing to plot property to facilitate a future mixed-use commercial and residential development which includes retail, public, semi-public uses for New Life Academy. A portion of the project is identified as light industrial and some multifamily uses on approximately 185 acres. The Bailey property is not just in Woodbury. It is also the Bailey's hold property, totaling about 300 acres spread across Maplewood, Newport, and of course, Woodbury. the cities have, throughout this development process, have worked collaboratively through the project development to review things such as site access, stormwater management, and project timing. As council is well aware at their last council meeting, I WOULD LIKE TO HIGHLIGHT ONE OF THE MORE IMPORTANT ITEMS THAT COUNCIL DID PROVIDE CLARITY ON AND THAT IS THE FINAL BULLET WHICH IS THE NEED TO REVIEW THE LOCATION AND ALTERNATIVE ALIGNMENTS FOR CENTURY AVENUE CONNECTION AS PART OF THE 2050 COMPREHENSIVE PLAN AND THERE WAS SIGNIFICANT DIALOGUE AS PART OF THE MASTER PLAN AND THE CONDITIONS OF APPROVAL IDENTIFY THAT IN FRONT OF YOU THIS EVENING AS WELL AS THE FINAL MASTER PLAN. SO THAT WILL BE THE INTENTION OF THE CITY TO LOOK AT THAT IN PARTNERSHIP WITH RAMSEY COUNTY, THE CITY OF NEWPORT AND WASHINGTON COUNTY. IN FRONT OF THE COUNCIL THIS EVENING IS AN AMENDMENT TO THE COMPREHENSIVE PLAN. THAT AMENDMENT IS NECESSITATED BY THE ACQUISITION OF APPROXIMATELY 30 ACRES OF LAND BY NEW LIFE ACADEMY. THE GRAPHIC ON THE SCREEN SHOWS ON THE LEFT-HAND SIDE THE EXISTING LAND USE. ON THE RIGHT-HAND SIDE IS THE PROPOSED LAND USE. AND HISTORICALLY THE CITY HAS USED ONE OF TWO FINDINGS OF FACT TO A PROPERTY, A CERTAIN WAY WITHIN A PROPERTY, A CERTAIN WAY WITHIN THE COMPREHENSIVE PLAN OR THE COMPREHENSIVE PLAN OR THE TIMES AND CONDITIONS HAVE CHANGED TIMES AND CONDITIONS HAVE CHANGED TO WARRANT A CHANGE IN THE PLAN. TO WARRANT A CHANGE IN THE PLAN. IN THIS CASE, STAFF RECOMMENDS IN THIS CASE, STAFF RECOMMENDS THAT TIMES AND CONDITIONS HAVE THE UNANTICIPATED PURSUIT AND ULTIMATE ACQUISITION BY NEW LIFE ACADEMY OF THE ADJACENT PROPERTY THAT WAS NOT CONTEMPLATED AS PART OF THE 2040 COMPREHENSIVE PLAN. AND AS YOU'LL SEE ON THE GRAPHIC, REALLY THE GREEN AREA IS JUST REDISTRIBUTED AROUND THE PUBLIC SEMI-PUBLIC PORTION. SO THE INTENT OF THE COMPREHENSIVE PLAN IN STAFF'S OPINION REMAINS AND THIS IS GENERALLY A NEGLIGIBLE COMPREHENSIVE PLAN CHANGE. WITH THE COMPREHENSIVE PLAN CHANGE COMES A MODIFICATION OF ZONING. AND SO A REZONING APPLICATION IS ALSO IN FRONT OF COUNCIL THIS EVENING. On the south side, B3 is our planned shopping center district. That is the majority of our retail area within the community. And the R4, which would necessitate the ability for the residential uses that are contemplated within the master plan, but also the future use of New Life Academy for recreation purposes on their holdings. You will note that the area on the north side is currently not being proposed to be changed for business campus. That was contemplated. As I referenced in some of my earlier comments, one of the key items within the master plan was evaluating the construction of Century Avenue. Century Avenue is proposed to be constructed as part of the application in front of you this evening, but only to the area shown on the screen in the dashed box. So there is a fairly large gap between the termination of WHAT WE ARE CALLING PHASE ONE OF CENTURY AVENUE AND THE OF CENTURY AVENUE AND THE ULTIMATE CONNECTION POINT THAT ULTIMATE CONNECTION POINT THAT WILL GIVE AMPLE OPPORTUNITY FOR WILL GIVE AMPLE OPPORTUNITY FOR FUTURE REVIEW OF THE DESIGN FUTURE REVIEW OF THE DESIGN ALTERNATIVE OF LOCATIONS AND ALTERNATIVE OF LOCATIONS AND OVERALL NEED FOR THAT CONNECTION OVERALL NEED FOR THAT CONNECTION TO OCCUR AS PART OF THE 2050 Consistent with the master plan, there are three areas of stormwater management, including the large regional basin on the left-hand side of the screen. That is a regional stormwater management. From an efficiency standpoint, this is a way for the city to be very efficient with the stormwater being in one larger area versus multiple ponds spread out to the development site. It also provides an interesting opportunity to provide trails around that area and an open space feel to enhance the overall area. From an access management standpoint, there are a number of access points. What's on the screen is the major access points, and the main access point for this development is a future signalized intersection onto Bailey Road. You'll also identify another full access point at access point A. That's located within the city of Newport. It's important to establish for the record the connection to Chamberlain Road. There was a number of conversations at the neighborhood meeting that there were concerns raised about that becoming a through traffic movement. And the record is clear to establish that as Outlot D develops, there will be very careful deliberation to ensure that that's connectivity, but not designed to move traffic through the site. What I think is important to talk about is something, and first of all, thank you for the consideration from the June meeting. I was not able to be at that one, but I watched it afterwards. And I think you guys are taking a good approach here and listening to the people about our concerns of Century Avenue and how that road is constructed today and really not being able to handle more traffic and the dangers of it. So what I put together here that you have in front of you is kind of one of those dangers. Drivers really like to go fast through the curves. I know that. I used to be a motorcycle rider. I never broke the speed limit, for the record. And what happens is they come down Century Avenue from the north, and the lake presents itself on the left. And they look to the left, oh, look at the beautiful lake. And what you see in front of you on here is what happens when they look to the left and the Carver's further to the right into the yard of 1190 Century Avenue. These are our mailboxes that are laying here on the street. This is on a Sunday morning, by the way. This is not a drunk driver on a Saturday night, unless it was a carryover, I don't know. But they took out the mailbox posts and kept right on going up the hill. So the bumper is on the right here, left his bumper behind in the whole bit. So ironically, us neighbors got out there and repaired it and had the mailboxes up again within about an hour. And the reason we were able to do that is because the prior year, somebody took them out. It was a young girl that was driving and she was on her phone looking for the beach, says that she was looking for the map of how to get there. But, and her father came when it occurred. She stopped and we talked to her and she was in tears and all. And her father came and said, I will replace the mailbox post for you guys while we got it done before he brought the post. So we had a post left over to take care of it a year later. So why am I saying this to you guys? I just want you to think about a couple of things that may not show up on a traffic study. And that's, think about if that mailbox post was a pedestrian walking along the side of the road, what that would have been. Or what if going the other direction primarily, it would have been someone drifting over into the oncoming lane of traffic and dealing with a head-on collision. It's just a big distraction. It's a beautiful lake, but it's a distraction for drivers going through a corner and they veer off the road quite often, so. I just want you guys to consider that as you move forward. I appreciate the consideration of what's going to happen with the 2050 plan, and I just wanted to bring this forward to you as another point of consideration that may not show up on a traffic study. Maybe I should say my name is Jeff Miner, and I live at 1315 Century Avenue South. My residence is directly across from the Carver Lake Park entrance. I've lived there for about 40 years, so even before Carver Lake Park came to be.

Unfortunately, in my view, the powers that be, those that have most control over planning for the Bailey development are representing Woodbury and Washington County. Very little of the Bailey development will actually be on Maplewood or Ramsey County property, so it makes me feel somewhat like an outsider. However, it is important for my neighborhood, the city of Maplewood and Ramsey County, to be included in the planning before decisions are made by Woodbury, because your decisions will have a large and direct impact on us. Simply put, Century Avenue South along the stretch between Carver Avenue and Courtly Road is not suited even for existing traffic loads. I will briefly review the problems. There are many blind curves along this section of Century Avenue. Many of the residential driveways are at a steep grade, making entry and exits hazardous to both the residents and through traffic. There are either no shoulders or narrow road shoulders on either side of the road. In multiple places, if your vehicle leaves the road, it ends up down a steep grade and in the woods or in the marsh. There are hills that block line of sight and one monster hill that can't be navigated by vehicles in winter weather. Pedestrian and bike access does not exist. My spouse Karen and I have had personal firsthand experiences with these hazards. On one occasion, a neighbor to our north was unable to get all the way into his driveway due to our usual winter snow. He had to block the road and just around a blind curve and on a hill. Even at low speed, Karen had no chance to avoid hitting the car. Fortunately, no one was hurt. Another neighbor on a different day was actually hit near his mailbox located just around a blind curve. He was nearly killed and required extended hospitalization. On many winter occasions, we have not been able to get up the hill to our driveway because our car couldn't get through the snow or because the road was plugged up by other stuck vehicles. And then there are vehicles trying to drive in reverse to get back down the hill they could not climb. Besides general traffic on Century Avenue South, Carver Lake Park draws a lot of additional traffic. I encourage Woodbury to plan for making another connection to the Carver Lake parking lot so vehicles can enter from the east side. The Woodbury side of the park has multiple paved bike and pedestrian routes into the park from the Woodbury neighborhood. There isn't any similar infrastructure along Century or along the park entrance road inside the park. So for people who risk getting to the park via Century Avenue by bike or foot, they are still not in a safe place when they get to the park entrance because they need to continue using the park driving lanes with more blind curves, hills, and with no shoulder at all for a distance of almost one-half mile inside the park to reach the park grounds. To get there, you need to keep your head on a swivel. When the Woodbury residents want to take a vehicle into the park, they all need to come around to the Century Avenue side in order to access the entrance from the east. From the west, I should say. Seems all traffic is getting funneled through our neighborhood. So please plan for an entrance from the east side. Lastly, I want to say Woodbury in Washington County has most of the Carver Lake area property. Maplewood and Ramsey County has the Fish Creek Natural Area and Greenway. Altogether, they make a single geographic corridor that is then connected to the Mississippi River Wildlife Corridor. Unfortunately, these undeveloped nature areas and surrounding development projects are being managed by various government authorities. I think all the areas should be developed holistically with strong coordination between city, county, and state agencies, creating an even busier road in the heart of this special scenic nature preserve degrades its unique beauty and creates obstacles for current and future use by people who want to experience the special geology of the extended watershed, all connected seamlessly from Carver Lake Park to the Mississippi River. Woodbury City Council, please support our request to remove references from any existing plans for a future Century Avenue South Road extension that connects through to Bailey Road. The situation has not been sufficiently analyzed to document that direction or intent at this time. I understand that the current plan shows the road dead ending and not going through, but some of the drawings I've seen, and I don't know if it's still the current state, it says future existing extension. And we would like to see that removed to get that mindset out of the picture at this time. In closing, thank you for your time this evening and for your support going forward.

Mayor and Council, my name is Johnny DeMay and I live at 1211 Century Avenue South in Maplewood. My family is part of the New Life Academy community and is excited for their ability to expand. It's an amazing school and church. I'm, however, here again to voice opposition to extending our portion of Century Avenue South to Bailey Road. See, I got my computer this time, not just notes on the phone. Many of us in the audience have voiced significant safety issues. Tonight, I'd like to dive into some additional points and requests. First, I will remind you that Century Avenue South is an old farm county road that became residential. If you take a look at a map, feel free to pull out your phones. You'll see we got cut off from the main Century Avenue a mile north of us when it turns into Lake Road. That road north of us is a straight shot from White Bear Lake to essentially Carver Lake. The attention I'd like to bring is actually to the south of us in Newport and Cottage Grove. You will see there are more roads named Century Avenue. These are not connected, which leads to much confusion. We don't want our road connected. Why add another segment of Century Avenue that's not connected to the others? So my first request is that you consider a different street name. Second, there's been a lot of publications referencing our road going through. Woodbury and Newports, Planning Documents, Pioneer Press, Business Journal, Finance and Commerce, Cushman, Wakefield, Discover Woodbury, Woodbury Heritage Society, the list goes on. Although these are other parties, we have concerned of developers and the public seeing these plans set in stone. Your current plan is to review our street extension as part of the 2050 plan. So, our question is, how would the 30 of us on Century Avenue South have a say in that? What will the developers, hundreds of new residents, owners, and tenants say? We ask that you put a stop to this now and remove the extension references and imagery. I've contacted Maplewood and Ramsey County many times. Their planners, engineers, county commissioner, even our state senator who was in attendance last city council meeting. There has been little movement and no response to my request to meet with them regarding this. At this point, I'm still hoping to meet with them, but not counting on it. This isn't a problem for you to solve. But I will remind you that several of our neighbors are property taxpayers in Woodbury, and we all pay sales taxes in Woodbury. It's where we shop. What I ask is that you keep us and members of the community engaged in any ongoing planning, and do everything you can to get our city and county to the table. Tying back to our safety concerns, I'd like to bring attention the environmental assessment worksheet, which was reposted to Woodbury's website yesterday per my request. I don't know if you're able to pull it up, Eric, but there's a lot of details in it, specifically at the end of it, Appendix F, pages 212 and 213, it does go into details on our traffic study for the area. So there's a few things that I want to highlight from that before diving into my main point. So this traffic study is using data from six to eight years ago. So that's COVID time periods. It likely doesn't consider the church and schools expansion along with sports fields. You gotta remember there's over 800 current students and many other parishioners. It doesn't consider other new developments in the area. We have East Ridge Heights and Century Ponds, which totals 279 new dwelling units within a couple miles. I also don't think it considers other developments in Woodbury, Bailey Road construction plans, and corresponding detours. So the biggest flaw in the table in that Appendix F is the land use columns. These are severely underestimated from current plans, as it currently shows only 345 dwelling units, 700,000 square feet of business park, 61,000 square feet of retail. For all three cities involved, the total is instead double that. At 869 dwelling units, 985,000 square feet of business park, and 100,000 square feet of retail, including a major gas station. So in total, the traffic state that we have shows half of the current plan's traffic. But let's look at the traffic studies numbers anyway. Of the 4,178 average daily trips for the residential and retail uses on the development, 28% would come from the Century Avenue extension at Carver Avenue. That's 1,170 additional vehicles in front of Rogers House each day. On top of that, 6% of the industrial traffic will go in front of Rogers House again. That's 278 vehicles, probably larger and louder vehicles. In total, that's almost 1,500 additional vehicles past Rogers House each day. Based on the original traffic study being half of the current plan estimates, I project that number to be over 3,000 each day. But how does that compare to our current traffic? We fortunately have public Minnesota DOT traffic data from 2025. Traffic at Roger's home on Carver currently shows 512 vehicles a day. Going from 512 to 3,000 is a 486% increase. What's stopping it from getting to traffic levels like Lake Road or Wood Lane? Remember my story of the county snowplow sliding backwards down our hill along the guardrail? The Maplewood portion of the development is slated in our 2040 plan as mixed use neighborhood. Assuming these kids will be sent to Carver Avenue north of us, I don't want to think of the busloads of them going down and up our dangerous hill. Another interesting note, going back to the traffic data. While traffic at Rogers is 512 daily, traffic at my house is 1,174 vehicles per day. We live right by each other. is at least 662 vehicles going to Carver Lake Park each day. Proving the traffic on our street is disproportionately Woodbury's Carver Lake Park traffic. In summary of this fourth and final point, I know it's been referenced that a new traffic study would be done, but I challenge you to shut this extension down in its entirety. It's not only dangerous, it's a waste of our resources and taxpayer money. Even if I'm half wrong, this extension would destroy our neighborhood and endanger lives. So, Mayor, Council, in closing summary, I'm here to ask you to please rename what you are now showing as a new portion of Century Avenue. Second is to remove any references to the extension of our street from your plans. Third is to keep us engaged and go out of your way to do everything you can to involve Maplewood and Ramsey County. And fourth is to look at the numbers and do not consider the extension any further. There's no more research needed. We don't want it, and for the safety of our residents, it shouldn't be considered. Thank you for opportunity to voice this.

Our next door neighbor is in Newport. Yeah, yeah. Excuse me. When we moved to Bailey Road just nine years ago, we were made aware that a development and a gas station would be constructed across the street from us in the future. At that point, I don't think we thought it would happen this soon, but here it is. And I'm sure you all are aware, but just so that everybody else is aware, Newport is about in the same process of getting this done for their development next door. That includes a gas station, a big gas station, an apartment building of approximately 170 units. That's a lot of traffic there. And also two, I believe two business buildings of mixed use. So our concern, living right on Bailey Road, is the traffic and everything that's going to be associated with this project. I guess my request for our family and for those of us that live on the south side of Bailey Road, there aren't a lot of us there, with most people have been there for a long time, that we be considered in the planning and the implementation of the construction process. From what I have understood, the improvements and possible enlargement of Bailey Road probably will not happen for a minimum of three to five years because of planning and budget availability. It just seems like once this development on the south side of Newport and the Woodbury developments happens, then in a very short time, there's gonna be a total disturbance to us again, and accessibility is a real concern of ours here. Our house is also the closest to the road on Bailey Road, and so I have real concerns about if there's an expansion of Bailey Road, and I understand that's a Washington County thing, but I would hope that this council would keep us in mind as residents of Woodbury in giving some information about that. So thank you. I appreciated that discussion because it recognized something important, which is obviously that this decision has not been made yet. But tonight, the preliminary plat still shows Century Avenue as a future connection. We talk about it will be studied further, but I still see a really thick line right under the letter E. And the proposed road going through the Bailey West development is still labeled as Century Avenue. And that's my concern. I've worked in advertising for 20 years. I do what Don Draper does, minus all the smoking and drinking and other things. So I do understand the power of a visual. And if the purpose of the 2050 planning process is to evaluate all reasonable access options, then This plat should not identify just one specific roadway before that work is complete. So if the other potential connections aren't shown on this plat, why is Century Avenue still there? And if there are no roads currently mapped out or identified in phase two of this development, which there are not, why is Century Avenue there? Why does it remain underneath access point E? And then showing only one option that goes through phase two creates the appearance that the decision has already been made. And once something appears on an approved plat, it becomes very difficult to change later. I've been at the other planning commission meetings. Hello, Jane. And I've shared there that my family has lived in that home since 1973, and my parents are very good at saving paperwork. So I recently found a copy of the original 1984 master plan for Carver Lake Park. in their file cabinet, which we still have. And I'd like to read something from it. Final plan, access and parking. A temporary vehicular entry point is proposed using the Camp Owen Digo Road from Century Avenue until Carver Lake Road is developed, at which time the entry point will be from Carver Lake Road. A parking lot for the cars is proposed on an unwinded portion of the site, again, being connected from Carver Lake Road. The current park entrance and the one right next to this proposed extension was never intended to be permanent. It was labeled as temporary until the road connection across the lake was built, which still has a street sign there that says Carver Lake Park Road. 42 years later, the temporary road into the park is still there. And that illustrates exactly why our neighbors are concerned, because what gets drawn on plans, they have a way of becoming permanent. And let's talk a little bit about the traffic analysis that was done in anticipation of this development, which Johnny talked about a little bit. That assessment worksheet was based on counts collected in 2019 and 2020. Of course, 2020, no one was going anywhere because of COVID. So the traffic levels would have been recorded as much, much lower than usual. It also predates the Century Ponds development in Maplewood and East Ridge Heights, which I'm sure you're familiar with. But Century Ponds is right on Century Avenue, hence the name. It's less than two miles from this hopefully eliminated proposed road extension. It will have 133 single-family homes and 73 townhomes. It's huge. It's the old golf course, the ponds on Battle Creek, and not reflected in that 2020 study. Johnny talked about the 1,500 additional trips, and that is a massive increase for this narrow roadway, and that is way more than double what is currently on the road, which is already overcrowded. Additionally, and I'm not an engineer or a planner, but what I've seen in the documents is that the road connecting B and D here and up over E would require, it appears to require 120 feet of right-of-way. to account for trees, to account for sidewalks, landscaping, the road, et cetera, a lot of safety and pedestrians, traffic flows, et cetera. The existing Century Avenue South physically does not have that space. I think we have around 60 feet. My own home is 20 feet from the road. So the extra space just isn't there to have that same consideration for traffic patterns, sidewalks, pedestrian safety, and nice trees, although we already have the nice trees taken care of, I guess. Even without any homes, there are steep embankments, ponds, and other physical barriers to that widening and that expansion. Century Avenue cannot reasonably or safely absorb that extra traffic. So, like Johnny tonight, I'm asking you to do one simple thing. If the Century Avenue connection is still under study, as was agreed upon in the last meeting, then let the plot reflect that. Remove Century Avenue as the identified future connection. And even as a copywriter, I will say change the name of that road that's going through the development which is also right now called Century Avenue because when we name something, then it becomes permanent. That's why vision boards are so popular with Oprah. Replace it with neutral language indicating that future roadway location is still to be determined pending the 2050 transportation planning process. A lot has changed in the past six to seven years when that traffic study was done. The lake, park visitors, kids riding bikes, families taking walks, neighbors getting mail, turtles, and unproblematic taxpayers who happen to live along this road deserve that consideration. So please remove Century Avenue from the plat and the visual of the road in phase two until further study is complete. Thanks.

You know, you're going to you're going from absolutely dirt property, 200, 300 acres, whatever it is, so it's all running into the ground, and they're holding ponds, which irrigate back out when they used to water. Well, once that stops, where is the runoff, and where are they sending it? You're talking all these homes, all this blacktop, These holding ponds only are gonna hold so much water and it's gotta go somewhere. So it'll be something down the road, but I'll be interested to see where they're gonna run this water out of this place. It's gotta go downhill, obviously. But this access to Carver Avenue, or Century Avenue, Woodbury has seven access points on the Woodbury side. Chamberlain Road it says right on the road future access Woodbury there's a fire hydrant on the corner and There's sewer there for the homes. So there's an easy access point. It just stops right there That's an access point. You've got Jordan Road that comes to the park. That's road. That's dead ends and stops there There's multiple paths going in on Thames Avenue, York Bay, Falstaff. There's an open lot that's there I'm sure they left it for another access so you've got tons of access to go out into Woodbury with this road. I mean, I'm not talking semi-traffic, but this low-density housing you want to put on the, they want to put, not you guys, north end. Low-density in my neighborhood, one house per five acres. That's low-density. Low-density can be up to nine houses per half acre. That's a huge difference. You can put three, four hundred homes. What's that? That's not Low density, I've read it can be from nine houses up to a half an acre.

So just on that curve there, I mean, there's big signs both ways on that curve, and I don't know what these people are doing, but it's just a... It's not a good road to be sending. Like John said, there's traffic going past my house versus traffic going past his house. Once the park closes, then it slows down. But you cannot run trucks down that road. They'll go down at once in the wintertime. It'll never go back, never. I mean, it's, like you said, The cars are stacked up on the guardrail in the wintertime, and the people try going down, then you got two cars, three cars, like I said, the snow plow stuck on the guardrail. It's just, it's not well maintained because it's a county road. It's not Maplewood and Woodbury's road, it's a county road. So it's just, I appreciate it.
