Brings us to resolution 26-59, a resolution of the city council of the city of Waverly, Iowa, approving the application of United Equipment Accessories, Inc. to the Iowa Economic Development Authority Business Incentives for Growth Program. Connie, would you like to give us a little info? Connie Tolen, planning and development specialist. The item before you is a resolution of support for a business expansion project planned by United Equipment Accessories, a third generation family-owned manufacturer headquartered here in Waverly. The company is proposing to expand its Waverly operations through the purchase and renovation of an existing industrial facility located within the Waverly Unified Urban Renewal Area. The project represents a capital investment in excess of $1.5 million and is anticipated to create 18 new full-time equivalent jobs offering competitive wages and benefits. UEA has submitted an application to the Iowa Economic Development Authority for assistance through the business incentives for growth program which will be considered by the IEDA board at its meeting on March 20th. As part of that process, IEDA requires a resolution of support from the city council, which is the item before you at this time. At a future meeting, the council will also be asked to consider a proposal for a local incentive to support the project. Joining us tonight from United Equipment Accessories is CEO Deb Mik. I'd like to invite Miss Mollik to the podium to share some additional information about project.
Thank you. Just got back from Las Vegas so my throat's a little sore. So um it was a business a show trade so it wasn't pleasure. So again, my name is Deb Malik and I want to good evening board members, um, city council members and also the mayor of um, Waverly, Iowa. Again, Connie reference, my name is Deb Malik. I am serve as the CEO of America of United Equipment Accessories. We are a company that started in Waverly over 75 years ago. And if you look over at our plot, we have expanded over every three years. we have now almost outgrown our our location of where we're at. And so this is why we are looking for this proforma or this resolution put before you um to expand our team members that we have that's adding another 18 United Equipment accessories. What we do we invested in innovative we're expanding our engineering and our manufacturing talent. We are highly customized. We're moving in to the military. We're moving, we're in renewable energy, we're in construction, in agricultural. So, we touch many markets within the United States and across the country and across the world. Right now, UEA's facility will be buying the Winnebago facility that was vacated from Winnebago. This allows us to give us a strategic growth to the hundred million dollar company that we're advancing. We have a continued our growth of trajectory to be able to reach that 100 million and we would love to do that in the Waverly and so this building expansion allows us that growth that we see within the next 3 years or shorter than that. The way we've been expanding it'll probably be less than 3 years. So we're looking forward to being able to keep here. That's why this performer that Connie we thank you for putting this forward for
UEA. This helps us to put put together a performance-based um grant before the city council. This grant represents another opportunity to support the advanced manufacturing jobs, continually investing of the employees and the families who call Waverly home. So, United Equipments wants to thank the mayor and all the city council members for your consideration of the resolution. Um, and we look forward to growing in Waverly. And we are not done growing. Any questions you may have for me? Deb, how many employees do you have now? We currently have 184 UI um UEA employees
and we have 160 of them, over 160 of them here in Waverly. So the rest are in um Ames, Nevada. We opened a facility there to allow our expansion and then in California through an acquisition that we just hired we just did. And are you participating in the high school um career fair?
We do. We had Manda, I don't know if you've ever been there, Manda's one of our leads out on the manufacturing floor. And again, the best way we John Deere is around here. The best way we have to do it is to grow our own employees here. John Deere captures a lot and we found a lot of talent here in Waverly. So that's why we wanted to continue that growth here and that's why this proform helps to invest that in education. We have to grow our own. We grow our own certified welders here. Our five axis CNC machines. We have large ones. However you guys wanted to come tour, more than glad to see where it's at. And you can see the expansion that we have done over the years. Great. So yeah, thank you for asking me.
Yeah. No, it's exciting. I mean, I I appreciate the company's commitment to Waverly. Thank you. Yeah, it's a a strong family. Yeah. Growth. So, and Vern Eisermanman, who started it, was on city council. He does. He really was. Okay. His picture still probably 70s 80s. Okay. It still hangs there. So come by. You can see it. Yeah. And again, this is going to be our third generation. Um I'm not one of the family members, but I'm bridging for the next family member that's coming in. So it'll continue here in Waverly. East.
Do I have a second? Second. Any discussion? It's like total mumbo jumbo, but it's the it's an alley. Well, this is an old piece of um business that we did a couple of years ago.
It is. We had uh sent a lot of these small parcels that were going to connecting properties. Um I think there was a couple items in there that I'm not sure if everybody was communicated with correctly. We should have probably not sent them. Regardless, these all have uh this and the next two items. They all have utility easements that we are going to want to keep and have cuz we have either water lines or sew or something running under them. So, bringing these back to the city is not a bad thing. It's something we need to do. And so, that's what you'll see in the next three. They're identical in this situation. They may have wanted them, decided not to. It just depends. There's a whole lot of discussion about it from two years ago. So, we just trying to get them back. So, we have control of the easements and it should not be an issue, but that is uh cleaning up a lot of paperwork. So, okay.

Second. Okay. So, where is this? Where is this piece of property? This is over in the uh apartment complex down. It's the drive coming in. Pull this. Oh, is it is it down the southeast? Yes. School? Yes. Okay. It's basically the drive that partially comes in. So, there'll be some easement needed to allow access through there, but again, we have an easement running right under it. Yeah. Yeah. And so, you can kind of see the map in that apartment complex right there. So,

Is it typical to have to do a public hearing or is this a new relatively new We were not always doing them earlier. We'll be very honest about it. we by code need to do a public hearing if you have a lease 3 years or longer or if you even a single year lease to the same entity after the third year. Okay. And so that's what this falls into. So we just need to have the hearing to continue forward. Um like it's cited here. It's chapter 364.7. I'm sure it was written for some reason other than annoyance by us having to do this but we will do this accordingly. Second. Any discussion? It's just important to point out that 95% of the funding of this is federal through the FAA and we've seen pictures of this uh project and the pavement and it's needed. I move to approve resolution 26-69, a resolution fixing date of April 20th, 2026 at 7 p.m. in city hall as the date, time, and place for a public hearing and for a meeting on the proposition of the issuance of not to exceed $900,000 in local option sales and service tax revenue bonds of the city of Waverly, state of Iowa, and providing for the publication of notice thereof.

Um this is the balance of what it would take to fund the uh golf course remodel completely without any property tax and 100% through local sales tax. Based on the last meeting when the petition was delivered, a lot of discussion was around having to use property taxes for this. This allows you to not have to do that. So again, it is not saying you will do this. This allows for hearings. you'd have that discussion and determine at that point in time the best way to move forward. But this would allow a separate funding alternative to again establish no property taxes funding this resolution for this uh remodel going forward. Thank you. Roll call vote, please. Wolf, yes. So, James, would you remind me is this for a particular project or this is the uh architecture engineering for the Hines edition uh water portion. So, you're doing a 0% interest note on this until the construction begins. That would be folded into that. The next one will be for the sewer version of that same project. Okay. Okay. So, I just had a question. Is the is the addition of the days just to sort of what compensate for the weather so they won't be penalized if there's a delay in the project? Yes, ma'am. There's a different couple things on there. The most recent uh 5 days when we had the 124 in west, of course, that knocked them down for a while. We allowed that. the earlier is the 21 days when this first started and the dewatering
had happened. They could not go through and place anything in the ground till the water was bumped out and that took quite a while to get that orchestrated. The option was paying a $50,000 cost. You then shore up these 26 days which we declined to do and so in order to try and work through this project, we're allowing the 26 days. That does not mean the project will take that much longer, but if something were to push them a week out or something like that, we would then not hit them with liquid damages for our contract because of these delays which were legitimate to weather and other circumstances. Believe it or not, with the weather outside, uh, yardway sites opening Monday. That's right. Um, we do have a contractor out there working, so there might be some updates on that. Hopefully, they're they get completed by then. Uh they're grinding mulch right now. And uh I'm sure anyone who's driven past Coleman Park has noticed that the cottonwood tree is down. Uh it came down uh two weeks ago tomorrow. Um there are a few scraps out at the yardway site for the public to uh pick up. Our original idea was we were going to try to save, you know, 8 to 10 8ft lengths of the tree. there wasn't that much of it left to uh be able to do that. So, there are a few pieces out there, but nothing like we had planned.

I have to admit, I was thinking of that tree as the wind was howling um the last few days. I'm glad they took it down before it fell down. Um I want to thank the mayor for her Facebook videos. I'm not on Facebook, but it allows me to watch her videos. They're very informative. So, thank you for that. Um, I also want to commend to the the town there's a a chamber music concert at St. Paul's this coming Sunday at 2:00. They bring in world class um classical musicians and it's free and there are snacks afterwards. That's at 2:00 in St. Paul's. Um, also I want to give a shout out to the girls basketball team from WSR. They had an amazing season. They had a tough end to their season at the state tournament. That was a very difficult day for the town and the school. Um, but the news coverage about the team, their sportsmanship, um, and one of their star players, Hannah Buyers, was just really heartwarming. And so, I want to, um, send out my congratulations to to the team and their coaches and managers. Council person Kangis,
just want to thank public works again as always for days like today where winds blowing and shifting the snow where we didn't really want having any snow come in, but it's coming all over the place, but they were out early and getting streets as clear as could be. So, I last week got to go to Northstar to visit. Northstar is an area in our community where adults with disabilities go during the day and do activities and day trips and stuff like that. Um it's near and dear to my heart as I used to teach special education and it was such a wonderful cup filling experience. Um those adults are wonderful humans. I enjoy the conversations and what really stuck with me is they are very in tune to whether or not the golf course is handicap accessible, whether or not the pool is handicapped accessible. I had some questions if there was going to be a chairlift at the pool and yes there is. So those conversations were very insightful and very um very good for me to have with those people. They are also they love to make cards. So if you know a group of people who would like cards, either thank you cards or holiday cards, um please reach out to them or let me know and I can pass the message along.
