So this you had discussed with Becky at the work session and approved spending the fifteen thousand two hundred thirty six dollars additional for MSA's final invoice so this just is allowing the ARPA funds to be spent on that and that's why the claims if you'll notice have been pulled out of the consent agenda so that this claim can be paid as part of the claims, so.
Right, and I think she had expenses beyond that, but this is just the portion that's paid out of the ARPA funds, so I think she had some additional, but this is just what's coming out of ARPA, this amount, I think.
This, so we've already paid, I think it's 200,000 that was originally approved for ARPA funds, and then she had discussed that she was getting a final invoice for this 15,236 at the work session. and that they would need that additional in the ARPA funds.
Okay. Okay, so just to clarify, she sent an email after the work session listing out the invoices, and it totaled up to $27,591.

Item number four, pursuant to Iowa Code 331.384 and Warren County Book of Ordinances Chapter 22, Consider Warren County ordinance and notice of abatement for 5568 R57 Highway, Norwalk with possible action. Hi Kelly. Hi. What news do you have for us on this property?
So as you know, we had our engineer out there who has ruled that it is an unsafe building. And so we looked to our authority in 331, 384, which gives a county board of supervisors the authority to abate a nuisance property. And we have an ordinance in chapter 22 to follow to do that. And we start out, you have to give the homeowner notice. And we did that by certified mail. The problem is, is we were able to get a certified mail notice back from the deed holder and from Randy Rudolph, who's believed to be a shareholder of the deed holder. But the contract owner is no longer living in the unsafe building. I've tried an email address from him. I've tried a phone number from him. There's no contact information. And so what happens when you do that is the code allows you then to pass an ordinance and publish the ordinance for notice. So that's what we need to do from this point forward. Know though that our code of ordinances gives someone 90 days. So once that's published, then the clock is gonna start for that 90 days again. So that's the purpose of this. It is an ordinance, so it needs to have three readings unless the second and third are waived, and then we can publish it. Okay.

We had a full-time position that had gone to part-time. Lisa had gone down to part-time. So I came to you a couple months ago and requested that we backfill that half-time. Since then, we have had a full-time employee resign. And so the part-time employee we hired has agreed to go full-time, which is Randy Thomas. And I'm just looking to refill that half-time position. Item number seven, budget reports.
Hello. Okay. So we are looking at the end of fiscal year 26. So this is for June. First off, looking at the expenses, we are good. We didn't go over. We ended up spending 81.6% of the grand total budgeted for the fiscal year. So that's over nine million less than what was budgeted the big areas where we have funds that were not spent would be the county engineer and those projects kind of vary and they're not always able to tell what fiscal year they'll get them done and that's about that's over 2.9 million that wasn't spit spent capital projects the great western trail um We amended to make sure they would be able to spend the funds in this fiscal year if they needed to, and they only spent a portion of them. So that is the biggest portion of that 1.5 million that's left in the capital projects line. And then looking at non-departmental each, year i kind of budget so that if we spent the entire arpa funds that year we could but we didn't and so that's the largest portion of that that's not spent are the arpa funds that we need to spend this current fiscal year so overall the expenses look good and we came in under budget which is obviously good news i think when you take out the county engineers 2.9
on projects that got pushed into the next fiscal year and the capital project. I know that the majority of the 1.5 is the trail that didn't get spent this year, but in case it needed to, it was able to. When you take that out and the non-departmental ARPA money, what's the approximate real underage of expense?
Probably about a million.

Yep. Okay, and then looking over to the revenues, we estimated the revenues pretty accurately if you look overall for this fiscal year. We're at 100.58% of the budgeted revenues. The lowest departments were the DCAT department, which that department gets reimbursed, and we did get reimbursed enough to cover their expenses, so I'm not concerned about that. Wellness is actually good, we just transferred less. So their revenue is the transfer from the general fund, so that really just means more funds stayed in the general fund. And then finally for capital projects, we haven't received all the conservation grant funds yet. So that's the 750,000 that's been budgeted. That we haven't received yet So that's the revenues and where they sit And then if I'm looking overall at the funds Our general basic fund is up eight point five percent General supplemental is up from this time last fiscal year Our role basic and role supplemental are actually both up as well. So our Funds that have gone down are the admin building fund, which again is funds set aside to be spent on the admin building, so that makes sense because we're just budgeted to spend those funds, not to make money in that department. Same for ARPA. Secondary roads fund, the engineer is purposely spending down, not the secondary roads fund, but their equipment fund and their capital improvement funds. are being spent. So overall, looking at all of our funds, we're looking at a 10.67% increase over where we were sitting at this time last fiscal year. And those are my budget reports.
That's a good budget report. I appreciate the updates and We're actually, I mean, I'd like to see that holding the line on the spending and also the increasing fund balances both combined, those are all good figures.
And just an update, tomorrow I have, I'm going to a webinar with ISAC and NACO where they're going over some of these tax changes. So hopefully I'll have a little bit more information on that that I can start sharing with you as well.
Can you give a little bit of just a brief overview of, because some of the fund balances are something that's getting addressed or were addressed in that tax bill. They don't want to have huge balances in there.
So one of the big changes that's even outside of the taxing part where we'll be tied to the 2%, but then we aren't limited on the new growth. So hopefully that'll kind of balance out for us. Hopefully soon I'll be able to start making estimates. But another thing that's new is that we'll be tied to 35% of our budgeted expenses. can be in our general fund as unassigned. So we need to start figuring out what we want to assign anything above that to.
What was the threshold? Sorry, what did you say?

I do have a question about on the Humane Society. We presented them with that on May 26, the new document. And we haven't gotten a report yet from them on that. I mean, we did get their annual expenses, but we have yet to see the new log of animals. Have you heard anything, Michaela?
Were they going to start it for this fiscal year? Because maybe, I don't know. I don't remember.
Yep, so I did get an email from them. They were working on pulling the reports. And once they got that, they were going to send to you to make sure that that is what it was looking for. But that all went into effect as of this fiscal year, so July 1st.

On July 13th, I got an email from Tim.

Oh, I'm sorry. Thank you. Bill Bosch, BO 7323 R57 Highway, Indianola. On July... 13th, I got an email from Tim Hill. At no point did I say a shared entrance would no longer work. A shared entrance is the only viable option since the board denied your variance application. I was actually talking about a home division and a lot division during this. There's two different things. He was replying to a couple emails I sent a few days before Well, it looks like they succeeded in their effort to teach me a lesson. As stated by Tim Hill, my buyer canceled his offer. I believe that it is now necessary for Tim Hill to come out to my property and meet me and show me what, if any, my options are to access my lot. And this also proves that I'm talking about lot division and not home division. And then my second email, I also state, also Mr. Hill comes out to show me the entrance that he told me I could use. He needs to bring a copy of the legal Warren County document that he already had drawn up and he gave to my former buyer. The next, and I've sent you guys these emails, but I'm just trying to get this, officially documented for myself. I replied to his email that day at 925. Here are some of the findings I speak to my reason for being able to change the entrance to the front. Also, it seems the only way Mr. Hill could find the time to come and look at my property after I canceled my permit. He should be able to come out now and show me how I can get a driveway in. I also found it unbecoming for the Warren County engineer Tim Hill to be mocking me, a citizen behind his back on TV while the Warren County citizen speaking on his agenda to the meeting. The next page shows Becky sending something to be reviewed and stamped and then the next page shows it was recorded by a Jonathan Hill, I think. And then this next page shows my surveyor saying, boy, that sure went fast after we waited a month and a half after he signed his survey thing. So mine just got delayed, and then this just got passed out of nowhere. Mr. Hill should be required to show me where this Warren County Ordinance 1904.5 has been applied at any time in Warren County. since he's been in charge these last two years. And on R57 between Highway 92 and G14, only 10% of the homes have a 400-foot separation. And in conclusion, the surveyor set the pins yesterday and set two wooden stakes out front. We both agree that nothing can be done. I will leave the wooden stakes out hopefully for you guys to drive by and look at and see how outrageous his statements were during my variance agenda meeting about a driveway interest. Mr. Hill had time to drive by on 624 when no permit was taken out and signed a fraudulent permit stating no access will be granted, knowing full well that this would cancel my buyer's agreement to purchase the lot, which he was aware of, and stated we are going to teach you a lesson. Because as I have stated by the pictures that I sent you, you can't do it. The driveway would be four foot, five inches wide, and it won't work. So I still think I have a legitimate claim to have that driveway go off the front. Do you have any questions? I think I'm over my three minutes.

Mark Blackford, Chairman of the Veterans Board. I thought I'd come in to give you a quick overview of 2026. We helped 1,510 veterans this last year. We're up 95 from over from fiscal year 25. We've increased our benefits $438,000 coming into our veterans within the county. Awesome. And our new county or the veterans within the county are bringing in $3,148,810. We're doing more with less.
