My name is Robert Myers pines on division director for Saint Charles County and would like to briefly characterize this going to show you permit application. Again the addresses 4532 Central School Road, which is located near Saint Peter's how road near the city of Saint Peter's. there's existing commercial center at this location and on the edge of the on the West in this commercial center. There's a an office that looks like a house. But it's it's really an office and the proposal is to operate used car sales with the House being the office for 2 employees and then behind that there's a small existing. Asphalt parking lot excuse me where it's proposed to have 35 cars or 35 cars for sale. I'm understanding that most of the sales is intended to be online which would probably reduce the traffic to this location. There is one house to the West of this property and the proposal is to provide a visual screen between this property in the House next door and be a vegetative buffer. And as July 15th 2026 meeting the planning's on commission review this request using the condition use permit criteria. Under section 4, 5, 5, 10, B of the county code. And after concluding the public hearing they recommended 9 in favor and 0 against approval with certain conditions and those conditions are provided in your the bill that's before you tonight and county staff likewise recommends approval. We're working on this project is the current tenant is moving or previous tenant has moved out a lot is ideal for used car sales with especially where he does most of his sales through the Internet and there's not really any frontage on the on the high on this central school road and So there's no frontage there for office parking, and we've got a site plan that shows a couple parking spots up front for the customers, and there's several parking spots for the employees, and then the lot itself would be for used cars. Not much to add. I think we went through the P&Z, and everybody was quite pleased with the project. I don't expect it to be a very intense use at all. If anybody's got any questions, I'm more than happy to answer any questions.

you solemnly swear that you will tell the truth the whole truth and nothing but the truth so help you guys i do thank you very much mr chairman members of the council my name is rnac ac deanoff county public advocate first of all i want to state for the record unfortunately i was busy with another issue could not make the county and planning and zoning commission meeting this is a used car sales application for a conditional use permit either parallel or to the rear and and to i believe the east of this property is the francis house school district operations and support facility there's a lot of different vehicles that are parked there that are owned by the school district including employee parking This used car sales with the amount of cars that they proposed to be selling or having on the lot will be a low traffic, low volume area. It looks like the property used to be a former residence. This area has grown into a commercial district area of the unincorporated county. For the record, sales taxes from vehicle sales on this property will either go to the county if the resident lives in unincorporated St. Charles County. And if the resident lives inside the municipality, then those sales taxes that is collected by the Missouri Department of Revenue will be turned over and given to that municipality in which that resident lives. That's per our state statute. Now, when it talks about the buffer, I believe the type two barrier was recommended by staff. I would like to up that any and ask for a type three landscape buffer. I think that that's only proper to in the future ensure property values of all adjoining property owners. I like the hours of 10 to 7. I believe that it's going to impact this neighborhood in any adverse way or any factors that might be to the negative. And so therefore, I'm in support of this conditional use permit. Okay. My name is Robert Myers on the planning zoning division director for Saint Charles County. You have vehicles will be stored there while they go out to other sites to landscape work. So at this property itself again essentially would be employee vehicles are here on this property. The nearest residents is about 600 feet away and given how they're proposing to use it. The planning zoning Commission at their July 15 meeting and using the criteria for section 4, 5, 5, 10, the of the county code. They found that it would not be detrimental to the criteria in that in that code. My zoning Commission recommends approval at a vote of 9 in favor and 0 against and county staff, but likewise recommends approval. Mister.

Is there a building on this property.

There is the concept plan that's part of the packet shows there's a existing building. I think it was most recently a residence, but it's it's an older residents and the applicant theater after can explain if that building would be reused as part of their proposal.

This is going to be all gravel the whole knowing it's gravel or just part of it, not the entire thing actually where those existing building there's a small area that that's I think there's gravel already there that it would be reused for the storage of vehicles. So no not the entire 3 acres of the gravel to be an area of about a 100 feet. By Seventy feet somewhere around there.

I do. great if you just introduce yourself and tell us a little bit about the project great my name is ted hafner as robert said we bought 4230 north highway 94 with the intention of running a small landscaping and lawn business out of it there is a residential house on it and then there's a as you asked a i think it's a 60 by 40 out building and we plan on storing all the equipment inside there won't be anything stored on the outside of it except for the vehicles, the trucks and whatnot that grab a lot that you're talking about is approximately 50 by 80. I believe we're still working with the county to kind of find out how much that they're going to give us on that. Um, ultimately, if you guys deny this or we find that we can't do what we're trying to do down there, the property will be sold because it's not going to be any value to me. So any other questions or anything?

Yes, yes, within the narrative that was submitted within the packet you did state that the residents of the House was going to be that resident early going to be a rental unit is going to be for workers to stay.

It will be a residential unit. Yes, so that I was actually going to move down into it until you know you get my lap we found some snakes in the basement after that I was. Changing the rules up a little bit. Sorry, man. Used to be every one, but that's okay. R-N-E-C-A-C Deanoff, County Public Advocate, 4230 Missouri Highway 94. It's real close, a stone's throw away from the city of St. Charles. Number one, my biggest concern was I was unable to make the first of all unable to make and testify before the county planning and zoning Commission meeting, but I did look at the packet read the packet and reviewed the meeting video. My question first one up was about the equipment being stored outside and that's been relieved my thoughts about that so there's it will be all the equipment will be housed. There will be no bulk materials stored on the site, which is a good positive issue in its own commercial. There will be low to no impact. I believe, as it was stated on the record, the nearest residence is, I believe, 600 feet away. I also want to make sure that the conditional use permit entails no outdoor repairs. We don't want workers banging on on tractors and Trying to get tires off when it's like 6 o'clock in the morning. Hopefully, I believe the hours of operation stated at 7 a.m., if I recall, is one of the conditions. And we want to make sure that those residents that live 600 feet away, that their enjoyment of life is not being impeded or trampled upon. For those reasons, because of its low impact and because it is zoned commercial, I would recommend a conditional use permit for 4230 Missouri Highway 94 as presented by the applicant. Thank you, Mr. Chairman, members of the Council. My name is Arnie C. AC Deanoff, County Public Advocate. I've been about this neighborhood. It has a lot of situations going on. This neighborhood, unfortunately, is the Fort Zumwalt West Middle School site on predominantly the majority of this roadway. As you all know, we found out as a county, that roadway is owned, operated, and controlled by St. Charles County. As a matter of fact, that roadway, it's my understanding, is in unappropriated county. However, to the South into the North would be the city of O'Fallon and of course Missouri Highway K is controlled and enforced by not only the O'Fallon Police Department, our County Police Department, but also the Missouri Highway Patrol. And to the West of Waterford Crossing Drive is... Dardenford. You're right. The city of Darden Prairie. And so we have a county code. I've been looking at this property for a number of years. There's been a number of issues with the busing, stacking, with the amount of parents who pick up their children from West Middle School. And I guess I haven't seen it, but I guess it's been brought to the attention of staff that there's been parking on the north side of Waterford Crossing. I would like to see some type of compromise with this issue instead of a carte blanche, no parking zone and sending our county police down there to enforce it. I'd like to see if we can make notches to allow for temporary parking and temporary pickup, maybe many parking lots. There is some good news on the horizon. The property just to the north of Waterford Crossing Drive is going to be developed by Mercy Systems. It's going to be a combined medical center and a shopping retail location. As part of that proposal, they're going to build an outer road. And that outer road will connect Waterford Crossing Drive, go north to outer 364 roadway, which is owned and operated by the Missouri Department of Transportation. And so hopefully there's been buy-in by our county, by our county road board with funding. I'm not sure if we got East-West Gateway Coordinating Council funding that came down from Congress. But what that roadway will do will hopefully eliminate a lot of the buses from using Waterford Crossing and going to Missouri Highway K which bogs down that intersection with that traffic light. So hopefully this outer road will take those buses over to outer 364 and alleviate some of the parking issues for pickup by parents. Section 310.010 of the county code requires a public hearing before putting up the signs. As I stated and testified, I'd like to see a compromise and see if we can make some nodules or some parking areas. for 2 or 3 cars to allow parents to pick up to very busy school. The school and believe is either at or close to capacity and it's ever changing there's a lot of homes being built in that school district zone where those students attend and I like to see the county take a proactive stab at this because The other areas, there's a golf course, there's a park, but it's far away in terms of parking. And so we need to come up with a alternative. We need to come up with a solution. And hopefully Mr. Lyons will heed my comments and heed my recommendation. And hopefully we can do something to make the parents happy, make the public happy, and make sure that we're not clogging Waterford Crossing for residents to get through to the neighborhood in the rear end of the city of Darden Prairie. All right for your thought my name is Richard Pickering I live that 318 Swan Lake drive in Waterford crossing. That road that we're talking about, the Waterford crossing off from K to our subdivision, we use that all the time in and out. And when the school is for pickup, very difficult. And since COVID it hit, There's more parents seem like they want to pick up their children instead of the bus. For some reason, they're afraid the kids are going to get COVID on the bus or something. Because I know my grandkids, they did the same thing. You know, my daughter had them, but they go to Wentzville. But every, when I go pick up my grandkids in Wentzville district, you pick up the children and you're in the parking lot of the school. Not West Middle. You're on the street. So it's more dangerous, really. Now, I'll tell you a scenario that happened to me. I was coming into the Waterford Crossing, coming in through the school, or along the school. They're parked on the, coming towards me, but they're on the right side. Then when you have to go around, when you picked up your child, you go around that person, and so you're kind of halfway in, In the middle, so you have to move over. Well, this one time, there's a gentleman that went around that guy. It was three abreast, and I was facing him. I just had to stop, you know, because I didn't know what to do, you know, and that's kind of dangerous, you know what I mean? So there's a lot of ways this could be fixed, I really do believe. I'm a longtime resident, 32 years in Waterford Crossing, okay? So there is a lot that's vacant, that's next to the car wash just east of the school, okay? If that was purchased by the school district, that could be pickup for the kids. That's an alternative. And they would be off the main road. Or you can go behind the school and widen some roads that are there and make it so you can put parking back there. There are alternatives than being on the street. But I don't know if they would like to do that. You know what I mean? I know a lot would probably cost them money, this district. You know what I mean? And I understand if they're strapped with money, you know, for money. But those are some options that maybe would be good options relative to just cutting out a slot for certain people. Because there's so many people that they're up into our subdivision now. And they're down the road. Going to the Renaud Center, down that way, they're all over. So it's kind of difficult. But if they would try something, and it's going to cost some money, to build something if they wanted to build anything. That's all I can say. I just wanted to say, looking outside the box, there's something there that could be done, I think.

Well that yeah, thank you so to start with story and the story starts in Saint Louis County the story involves a mother and father they had 2 daughters and another daughter on the way and last year the follows picked up by ice ice made claims that he had the eyes on his record that he had a warrant out for his rest everything was proven to be false those allegations had no basis. and he was deported. He also had $1,000 in his wallet, which was meant to be rent for his family, and that disappeared without a trace. So his wife, the mother of these children, was then forced to give birth to a child without any support. She was forced to raise those kids on her own under constant fear of being deported by ICE. And we know from cases where right here in St. Charles County, Amande Rhea Nemanji was picked up She had no prior record. She was following all the rules. She was following asylum law. It's the same with this woman. She was here on asylum, following all the laws, following all the immigration courts. So terrified for her situation, terrified for being separated from her children, she chose to self-deport. And they went back to Guatemala. where they were reunited in June. And you're probably wondering, well, you know, why am I talking about this? That's St. Charles. That's St. Louis County. We're here in St. Charles. And the reality is here in St. Charles, it's even more dangerous for these types of people, for immigrants who are following the rules, who are just trying to live their lives, who are nonviolent. And they risk being picked up because now we have a show-me-your-papers agreement with ICE. We have a flock camera system that is monitoring everyone's whereabouts all the time. And it's been put in place by a lot of people who insist on a don't step on me mentality of small government. So I digress. Let's get back to the story. So in June, they were reunited in Guatemala. In July, the mother and father were found in a field. Their hands were bound. Their mouth was gagged. They were beaten. They were shot and left to bleed out. And that's not the only thing that was found in the field. The other thing that was found in the field was their 18-month-old daughter with dehydrated crime and claim to her dead mother.

McKinsey Greer regarding the 2.87 agreement.

Hello, my name is McKinsey and I'm here out of the concern for the international community of Saint Charles County. I was in this room months ago when the 2.87 the agreement was put into place. Since that day, I've been working alongside other concerned St. Charles citizens to organize on behalf of our international brothers and sisters. I've thought a lot about how to convey the real consequences of your decisions to enact 287 . I could give you statistics. I could tell you that a Stanford study published this year found ICE enforcement activity increased student absences by 22%. I could tell you that peer-reviewed research has found 287 agreements to increase violent crime. Or I could tell you that Florida's own 287G policy is projected to cost its agricultural economy nearly $13 billion. But the best tool that I've found to impact public sentiment in five years of immigration work isn't statistics, it's human stories. So today, and in my future visits to this council, that's what I will bring to you, human stories. My Christian faith is what teaches me that every human is made in the image of God, and that's what taught me to love my neighbor, welcome the foreigner, and treat others as I would like to be treated. As an elected in St. Charles County, I would assume that you also proclaim a Christian faith. Therefore, I will refer to this as our faith. It was our faith that compelled my husband and me to cook dinner for 75 immigrants every Monday. It was our faith that compelled me to change a newborn's diapers while her mother showered for the first time in months because the detention center wouldn't allow her to shower. And it was our faith that encouraged us to track down a young boy's mother after the two of them were intentionally discharged from the detention center at separate times to confuse the family. And it was our faith that took me to Simon. Simon came to the States on asylum from China when he was about 50 years old. He came alone without family, and he was the only Chinese resident in our long-term housing facility. My husband and I took him to a museum for his first American outing. Excited to see a Chinese exhibit, Simon reached out his hand and rubbed the belly of a Buddha from 800 AD for good luck. Security nearly had a heart attack. Simon became close friends with another asylum seeker, Raina, who happened to speak Chinese. Raina was a children's pastor who had been persecuted for her faith, and she was here in the States with her husband, Emre, and their two kids. Even though Simon was Buddhist, he started reading a Chinese Bible because of the hospitality Raina and our other volunteers had shown him. Simon self-deported last March, and we haven't heard from him since. Thank you.

arnie deenoff regarding the police projects parks and administration thank you very much mr chairman members of the council first of all tried reaching out to steve last tuesday and unfortunately we couldn't get find time to make it on the phone. But I want to congratulate Steve Vellman on your victory and well deserved, well done. You ran a clean campaign. You didn't even have any of those AI commercials, even making fun of me. So I appreciate that. I look forward to working with you and your administration the next four years. And I hope, hopefully you and your department heads will have a Open team here to hear that I have a heart of gold for our County and I love our County just like you do and I want to make sure that our parks are taken care of and maintained and that our facilities are tip top shape and that's why I called the department head, maybe I'm a pain sometimes to them, but I have a real heart of gold to do the right thing and I hope I can work with you the next 4 years and getting that accomplished so let's work together. I want to the next thing I want to talk about these Park repairs. I gave a list to Rob Wiley about park repairs at Indian Camp Creek Park. Hopefully that list has been taken care of and hopefully Ryan got the list last week. That park is an absolute jewel if any of you haven't been out there. It's beautiful. It's scenic. You almost feel like you're in the middle of a national park where there's 5,000 acres. The election authority parking lot, and there's a water issue that was caused by the contractor, and I visited facilities today and talked to Nate, the deputy director. I reached out to Christine on Friday talking about the ADA poll that fell down because the housing rusted. Hopefully there's one on order and we can fix that ADA issue. But there's about three-fourths of the parking lot with the ADA parking spots that are a pond. And it shouldn't be on the backs of us as taxpayers. We should hold that contractor accountable and not pay a dimer and nickel of our taxpayer dollars trying to fix it because it was caused by the grading by the contractor. It wasn't there two weeks ago before they paid the lot, and it wasn't there before they even started the project. So I want to make sure that that is taken care of. Friday, there were two police officers. They're the special community intervention team. They were assigned to the county election authority for the primary election audit that I attended. The police officers allowed their vehicle to run from 8.30 a.m. until 2 o'clock p.m., wasting our taxpayer gas. It's ridiculous, irresponsible, and wrong, as we are wrongly wasting and losing tens of thousands of dollars in wasted, idle gasoline at county council meetings, lunches, dinners, and at the county police station. I reach out to our police chief, and there are solutions and measures, and I'd like to work with our police chief, police administrators, finance, and fleet management to come up with a solution, and I have a solution that I'll bring back to next meeting. I am a member of the Findet Corporation Superfund Site Community Advisory Group, a.k.a. the St. Charles Water Safety Nerds. We will have our next meeting this Thursday at the St. Charles Police Station at 1781 Zumbel Road from 6 p.m. to 8 p.m. For those of you who did not know, St. Charles City gets about half of its water from St. Louis. If St. Louis decides to cut us off, we will die. And that is not hyperbole, because we can't function with just one half of the water. We're trying to figure out how we can wean ourselves off of that. And now for some personal things. I'm going to take off my hat of officialness. First off, congratulations to you, mother lovers, who won your primaries, and thanks for the two plates of chicken wings. They were tasty, even if they were cold. I was at the firefighter's banquet hall when I saw your images on the TV and I thought, hey, where is Steve Ellman doing his watch party? And I asked around and I basically drove to that place while following all traffic rules and helped myself to two plates of chicken wings. Thanks. And the other thing is this is the least amount of clothes I've ever worn to this council chambers because number one, my right foot is bleeding. I accidentally kicked something in my kitchen and thankfully the blood is dry so I'm not dripping blood all over your floor. So I didn't want to hurt myself even more by putting on tight socks. And second, since I was last here, I almost died because my apartment staircase collapsed. Luckily, I was fat enough that my right butt cheek caught the other end of the previous step, and I managed to upper body strength myself so I didn't die and fall to my doom. You're welcome. I'm not here to haunt Mayor Borgmeier yet. And speaking of Mayor Borgmeier and ICE, I promised him that if I got shot by ICE, I would haunt him. That hasn't happened yet. Can you tell us a little bit about the emergency bill. Yes, we applied for a grant to the DSSF fund. Currently collect fees on civil process papers. We submit to that fund to the state. They offer, based off the salary of deputy sheriffs, you can apply for a grant to help increase their salary. We have seven deputies that are underneath that threshold. We applied for the grant. We got accepted. However, it has to be signed by the 15th, I believe, which is why it's an emergency bill for us to approve that grant. It goes until next year.

So you this is going to increase the salary, but then what do you do next year are you going to get if we still have they change the threshold based on how much money they anticipate taking into that bond. All the sheriffs in the county have to we all collect this being at the summit to the state and then they set the threshold.
