Uh B is consideration of a motion to approve the minutes for the January 12th, 2026 work session and January 21st, 2026 special meeting. C is consideration of a motion to approve the February 2026 budget adjustments for fiscal year 2025 to 2026. D is consideration of a motion to approve more bruins. DWSRF project plan proposal for a cost not to exceed $15,000. E. Consideration of a motion to award the bid for the North Division Street Infrastructure Project to Jackson Murky contractors in the amount not to exceed 1,59 990,000 and um 5 cents. Uh the subject is uh the village council will hold a public hearing here to review an amended zoning map which will reszone two blocks on the northern side of Savage Street between Cutler and Chrisman Street from Central Business District or CBD to Community Commercial. C. Uh we're going to move to open the public hearing and uh consider all public comments. Council welcomes and encourages the public to speak during public hearing portions of the agenda. Those members wishing to speak should wait to be recognized by uh the acting president and uh all comments should be limited to three minutes and will be entered into the permanent record minutes of the meeting. And if you come up to the podium, please um state your name and address when doing so. And do I actually have to move to

My name is Alan Lissawitz. I live in the township, but I run Bear Boot Works at 821 West Savage. Uh, we're the squeaky wheel on the amendment there about the marina. Um, we've been working with the village for a few years now. We go back three village managers on a plan to build a new building, have a new development. Um, there's a lot of moving pieces with that and we appreciate you keeping us as a special land use. We app we support the big picture idea of what the village wants to do with the resoning, but we appreciate the extra time to get what we need to do before we get reszoned. Um, I think public here with some big plans and I think everyone we want to work with the village. I think it can uh really beautify an important area and uh I appreciate the village continue.

Um, I brought the kind of concept of a idea of a pedal pub to Brady probably, I don't know, close to a year ago, maybe at this point. Um, but I do think it's something that's, um, you know, could be a benefit to the community. Um, I live right in town, so I obviously want it to be um, successful, but also not um, you know, I want it to be something that uh, benefits the entire community. Um, which I I do think it could be. Um, so yeah, I just uh thank you guys for um taking the time to uh think about it.

I got an email actually prior to the work session but it got lost in my email so we were unable to talk about at the work session. Uh my understanding of the um the change it's they still have their liquor license but the the difference between the classification is right now they are able uh to serve liquor with um as a mixed drink but not just the spirit itself. So this change would be to allow for for that and this the first step in that process is always local government approval. So the resolution in front of you tonight is to have them get the local government approval.
Okay. And then it gets submitted to the liquor control commission. I have a quick question. Um in historically I had heard that there was a finite amount of these licenses when it is transferred into sort of a different version does a new is that actually like a new license or is it just sort of morphing into a different classification? I mean that's not actually a a new license that had to be applied for. It's just changed. Okay. I don't know.
I am not sure. Okay. But it doesn't necessarily preclude another business in the area, something being able to get a liquor license. I mean, it doesn't sound like it used to be that there was, you know, a certain cash of them available and once they were gone, nobody else could apply for one. So, this is
my understanding would be they still have their liquor license. are changing a classification within that liquid license. Yeah. Okay. So, uh do I have a motion to approve resolution 20262?
