I'm the city's Employee of the Year, George Hossoff. He's our water operations manager for the Public Works Department. And we just want to recognize George for his hard work and leadership and dedication to keeping our community with safe, reliable drinking water. And with that, I'll hand over to Isaiah, who's going to recognize him with some awards from the chamber.

so on behalf of the chamber we missed you at our awards banquet this year um but today we brought you your plaque and your certificate so we had a really a good turnout this year of representatives from the state and the federal level so i'd like to present you your plaque here's all your certificates so congratulations and thank you for all your hard work you do for sanger and beyond so I'm not sure if you want to say anything. A lot of our awards banquet winners shared, but congratulations, and we're all proud of you and all that you do for Sanger.

You guys did a great thing. You know what? I just got chills right now because, you know what? I play sports, too, and I was fortunate enough to just win a couple of league championships. But state champion? Come on, man. That is awesome. Thank you, guys. Coach, how many games did you have to win after you won the league to get to state? Well, awesome. Well, I have some certificates for you guys and a small token of the city of Sanger's, you know, for you guys and how proud we are of you. So I'm going to come down and present you guys with it. Good evening, my name is Barbara Pyle and I'm a resident of the senior mobile home park and I wanted to let all of you know that the road has been finished and it's beautiful and anyone is welcome to come and see it. Also, thank you very much. for the medals that were given to me to give to the past mayor's wife, Margaret Martinez. She's so happy. Thank you so much.

It was my pleasure.

You don't know how happy you can make an elderly person that way. And I'm sure that some of you knew her husband. I wrote this today. I haven't been moved to write poetry for quite a while, but today I was moved. It's short in my three minutes of time. Whirlwind of time, round and round we go, where we stop. Who knows? It seems strange, twisting, turning, making the most. of time through commitments. Stay alive.

is kevin carter i'm on the planning commission what i want to express is my personal opinion last meeting we talked about revamping the planning commission i was hoping that was going to come back tonight kind of disappointed that it isn't because the city clerk calls me the other day and we're trying to figure out how we're going to have a meeting this month because she's having trouble getting a quorum there so i'm going to urge you guys to please bring this back next time because if we get this down to five members We got three that will show up, so then we'll at least have a quorum so we can do some business. My personal recommendations is we move the planning commission to five members. We leave the interview process such as it is today. We have appointments citywide, not by district. We have the term to be four years like it is presently. And as far as how we're going to rotate the members, I have no idea. No personal preference. Listen to the city attorney, see what he recommends is the easiest way to deal with this. And the only other recommendation I have in the future, if you miss four meetings, we really need to buckle down and enforce that rule because I think that's part of the reason why we're where we're at today. We've let members go for a couple of years and we haven't filled those seats. So now we've got a shortage and we're having difficulties. Thank you. Thank you.

Thank you. Item G, public hearing. The public hearing for the AB2561 public hearing regarding vacancies is now before the City Council.

So up to present that tonight is HR Manager Amanda Champion.

Good evening, Mayor and Council members. So tonight we are going to present on AB2561, which is a public hearing related to vacancies. So a little bit about AB2561. It is a fairly new law. It came into effect January 1, 2025. And it was brought about because vacancies in local government have been deemed an issue, a widespread and significant problem for the public sector. So they made the law to require public agencies to hold annual public hearings prior to budget adoption to discuss vacancies throughout the fiscal year. Bargaining units may present if desired. So we did reach out to all of our bargaining units. One of them did reply and say that they would like to give a presentation or speak tonight. And so they will be given the opportunity to do so following this presentation. And that was our SPOA. And then we're going to present here on the vacancy. So right into that. So when we're talking about vacancy rates, we talk about them per bargaining unit. So we've broken up the essential bargaining units here. You can see that all of them are under 10% aside from local 39. A lot of these bargaining units are fairly small, so it doesn't take a lot of vacancies to get that percentage up. And so we're going to talk about all of them here in a second on what these vacancies are per bargaining unit. So per bargaining unit, for the general bargaining unit, that is our human resources technician. That was recently approved just a couple council meetings ago. We have flown it, and we did testing actually today. So we're moving forward with that recruitment to do first and second interviews, and we'll hopefully have that position filled shortly. For middle management, we have the parks and facilities supervisor. That one's also recently approved. We've done interviews for that process already, and we're working through the conditional offer phase for that position. So hopefully that one will be filled shortly here as well. For fire, we have two EMT slash paramedics, which we issued conditional offers for today, and one firefighter position, which we actually just opened up today. So if anyone's interested in being a firefighter, you can go and apply online. As for the confidential group, that is our commander, which was recently vacated. So we will be working through the processes to fly that position as well. And we're going to prefer an internal recruitment for chances to promote. That's what typically is done for that kind of role. So we'll talk about police too. Police officers, we had three police officer positions, which we do have conditionals out for all of those, and they're currently in backgrounds. So hopefully, all of those will be filled shortly as well. Now Local 39, which had the most, All of their vacancies are related to the potential outsourcing of wastewater. A decision has not been made yet to outsource. We're still evaluating, and we've been working closely with the bargaining units that will be affected on what that means for them. But these vacancies exist because for the streets, parks, and facility worker and the Chief water operator, excuse me. We wanted to leave those open in case any of those employees, if we moved forward with the outsourcing, had an opportunity to retain employment with the city. So we left those open for them to move into that in case they didn't want to go to whatever company is potentially selected if we go with outsourcing at all. The other ones, the wastewater positions, those were left vacant because we didn't want to potentially bring on somebody that had a steady job just to turn around and say, we're going towards layoffs. So these will hopefully be filled and or eliminated just depending on what the city decides to do when we talk about outsourcing and that process. But no decision has been made, so we're still working through that. And that is all of our current vacancies for fiscal year 2026. So Now we're going to talk about what we've already done. So this is what we've hired in fiscal year 2026. We have hired a total of 33 full-time positions, mainly police officers and cadets. We've got about eight of those that we've brought on this year. A couple miscellaneous here, a senior planner, fire prevention inspector, water operator, senior coordinator, program tech. The other one is firefighters and paramedics and EMTs. We've hired nine firefighters and a total of five paramedics and EMTs. So we've been working really hard to get our public safety numbers and vacancies filled. So we've been very busy. 33 full-time positions in one year. It's a lot of positions to fill. Talking about the other side of that, with respect to personnel confidentiality rules, we're not going to talk about specifics, but we have separated them by group. These are the full-time separations that have occurred within the fiscal year. One was from the executive group, seven from fire, one from general, three from local 39, one from middle management, and three from police. Out of those 16 separations, four of them were considered other, seven resigned, two retired, and three actually left us, but then decided to come back. And that all existed in chief's department. He lost three, but they all said, we want to come back. So we reinstated them. So we've had about half amount of separations that we had actual hires. With that, that kind of concludes the summary. We're going to continue to review personnel policies, recruitment policies, try to button these up. Sometimes these recruitments can take a long time, but we're working on streamlining processes, bringing on additional staff to help with that. So we are working through that. Good evening, Mr. Mayor and council members. My name is Tyler. I'm the president of the Senator Police Officers Association. Thank you for allowing me the opportunity to speak to you this evening regarding the current staffing of the police department. As presented previously, the city reports three vacancies effective this week. We have a fourth vacancy. We understand that this presentation was prepared prior to that occurring. According to the city website, the department is budgeted for 43 sworn members, and the most recent personnel roster that I've received early this week shows us having 35 sworn members. Additionally, I just want to talk to you guys about some other things that affect staffing. We have four members who are out on long-term medical workers' comp. The three cadets that we have hired, two are attending the President of the Sheriff's Office Module 1 Academy, and one is waiting to start the full-time academy, which, once he begins, would take about six months prior to hitting the streets. Just wanted to present, operationally, we are down approximately 10 to 15 members. A small agency like ours being down that many officers is taking a toll on the membership. Each one of our patrols is minimally staffed with the exception of one. What that means is any time that any one of our officers want to take a day off, calls out sick, wants to attend training, that has to be filled by another officer. the frequency of which is taking a toll on many of us and is affecting morale and well-being. Currently, we have several members in the process of leaving the PD, including our most senior detective, our K-9 officer, who's also a field training officer, and a corporal, our ACT detective. Some attrition is to be expected. We understand that. I've discussed that with pretty much everybody in leadership. We can't compete with opportunities offered by bigger agencies such as Fresno, FSO, and a lot of younger officers want to pursue those opportunities, and that's completely understandable. Since I've been involved in the POA leadership, first as vice president, now recently since January as president, The majority of those that have left have provided me with many reasons why they're leaving, and everybody each has their own individual reasons. Staffing is often cited as one of the reasons. When I mentioned morale, morale is low, and that is largely due to the staffing issues that we have experienced. And it's not something that is controlled to an extent. If things happen, you can't control people going out on medical, things like that. And we understand that. I also wanted to express to you guys that the Senator PD has many great officers who continually serve the community in a compassionate and professional manner. Most of us strive for excellence while maintaining human dignity and to strengthen public trust and ensure a good sense of community. I would like to ask that council members be mindful of what's been presented this evening. I would like you guys to each look internally on yourselves and decide if you want the city of San Diego to be in a position to hire great officers and keep the great officers that work here because we do have many. If the answer to that is yes, I would like to ask that you take action to improve the staffing levels within the PD, which in turn would improve morale and increase the likelihood of good officers that we have staying and continuing to serve the city of Sanford. My line's always open if you need to talk. and give me an update as well. You know, I know that as a city council, we work hard to make sure that we're, you know, keeping up with every position here in the city. We've been doing a lot of transition and if there's anything else that, you know, you'd like to talk about, I'm here for you guys as well for the SPOA. And yeah, I mean, I think this is good. It keeps us accountable on tracking where we're at and where we need to be. So thank you for the report.

So my if I'm hearing right. Can you come back up? Thank you. If you're okay with that. So do you have an exact personnel on police department like How many sworn? How many non-sworn?

No, I didn't break it down by sworn versus non-sworn. I did it by bargaining unit. So they had a total in their bargaining unit of 42 belonging to their unit with a total of three vacancies. But he is correct. We did have one more since this report came out.

So currently, I mean, so he talked about on our website, it is 43. So it says department's currently budget for 43 sworn officers and seven non-sworn staff for a total of 50 employees. Where are we at? So you're saying we're three police officers. So being three, that means we would have, currently we have 40 sworn officers right now.

I don't have that in front of me. I would have to go back to the budget and look. I did it by bargaining unit because that's what AB2561 required. So I didn't do it by sworn versus non-sworn. I could definitely go back and analyze those numbers and get back to you with that information.

Yeah, because right now, the way it sounds, if we're missing three and you're saying police, I don't know if that means police officers, which is sworn or non-sworn. I understand. Okay. Okay, so there's a difference in that department. And then it doesn't really match what we have on what he has said on our website, because I'm on it right now, where it says 43 sworn officers and seven non-sworn. So that doesn't break it down. But if we're down three... the math is still not there for me. So unless Chief could answer how many...

I can tell you right now that the information on the website is not accurate. So we get our FTEs off the approved budget numbers by council, and that's the full-time equivalence is the number of sheet polls that have been authorized by the council. Why it's stated on our website is 43 and 7. We'll have to make that correction because that has never been the staffing levels.

It's 48 and a half according to the budget.

48 and a half. Sworn? That's not sworn. No, that includes executive assistant.

Yeah, that's what I thought when I saw the budget, but seeing this, so there's some confusion. There is.

John Reynolds, chief of police, to clarify a little bit. They're all FTEs for us. And if we fill a cadet position, it's on paper police officer. So no, we don't have that person out there on the streets. We have three cadets currently, two in the police academy, one getting ready to start, and then several other cadets getting ready to start a police academy, which are the job offers that are out there. So as far as vacancies now, we're at four total, but with people in the hopper to fill those positions. And as we know, the selection process does take time. I think this time last year, we were actually six vacancies coming into this meeting. Chief, when you say you have four vacancies, those are sworn officer positions. Yeah, I think we're actually a total of 55 total with the department, animal control, support staff, et cetera.

Thank you. So that kind of makes sense of what you guys are saying, but I would suggest... that whoever is in charge of our website to double check to make sure that all departments are currently at the status whatever we are budgeted versus what it says here because that could be confusing. That was a good thing they brought up because if it's not correct, then we should correct it to what the budget says and what Mayor Pro Tem was saying. But I think we need to maybe see every department just to make sure it flows with the budget.

As part of our contract, we get updates to our website, so we're currently going through that right now. That's being spearheaded by the city clerk, and she's working with the department heads to update our website, the functionality of it, and the information on it. So that's in process. Thank you.

Good evening, mayor, council members. Hmm. Before you what I have is a staff report indicating that I am presenting to you five resolutions when adopting the city operating budget and capital improvement plan, establishing the appropriations limit, authorizing regular full-time and regular part-time positions, adopting mastery salary tables, and adopting the investment policy for 26-27. We had a presentation on the budget last council meeting that took place on June 4th. At that council meeting, there were no recommended changes made to staff when we presented the budget. But since then, we did have a couple of changes that we identified that we wanted to point out to you that we did add to the draft budget for your consideration. Some of those we noted were like medical errors, formatting changes that we needed to make, so nothing major. Two of those items that we did add additional funding for was to add Academy Muscat lift station upgrades for $130,000. You can see that increase in account number 6210705017811. The other item was an increase of $50,000 to account number 6210705017900 for the wastewater treatment facility. It's a project already listed on the project listing, and it is to cover related expenditures for the domestic sewer line entering headworks. At that meeting, like I said, there were no changes that staff needed to make, but these were just identified after that hearing. I will open it up to any questions or comments from the last presentation.

For this next item, it is kind of like a standard item that is brought to you year after year. This is for the Singer Housing Authority. It's Fund 486, found on page 158. This funding source is to continue to administer loans and revenue as they come in related to the housing. Revenues of $18,283 are estimated repayments that we anticipate for the upcoming year. And for the expenditures, that relates to self-help, which is our consultant that helps us kind of keep administration on these loans, of $56,806. That's all I have for that. And we estimate about $50,000 for the budget expenditures.

For the Sanger Successor Agency, that is Fund 381, located on page 157 in the budget book. The Successor Agency is the activity from the former redevelopment agency. Any activity that is associated with any redevelopment properties the city still owns and any transactions the city may have in that fiscal year. And any reimbursement the city would receive from the former state redevelopment agency for administration services. So this is just a fund that we keep open until we are done with those properties.

So good evening, Mayor and Council Members. I've been out of the office on a little vacation, so I don't have many updates for you tonight. Other than tomorrow, the city is observing Juneteenth, so offices will be closed tomorrow. And I just want to thank staff again and Council for all the work on the budgets. And for getting everything put together for this was a lot of heavy lifting and I truly appreciate it. And that's all I have today. Thank you.

Thank you, sir. And reports and matters initiated by city council members. This portion of the meeting is reserved for the mayor and the council members to make brief reports on boards, committees and other public agencies and at public events to initiate new matters and to request updates and to initiate new agenda items. Under this section, the council may also take action on any items specifically agendized and which meet other and which meet other requirements for action. Mayor Pro Tem.

I did want to also express my thanks to staff for the budget and for presenting it clearly and concisely. Really, I know how hard those things are to put together, so I appreciate all the time you guys put into it. It's a good job on that. Um, we want to also recognize, uh, I don't know who put them up, but the flags on downtown look really great. And it's really exciting to see the city starting to get into the America 250 spirit. And I know we got a lot of plans, uh, coming up for, uh, 4th, July, uh, 2 days worth of events, which is, you know, clearly. Deserving since we are having the 20 250th anniversary of our country. Um. as far as any other uh business i do want to thank city manager for rectifying some complaints i received regarding some um junk in the street um thank you for the response on that and um i think that's pretty much all i have so i want to wish everybody a fourth uh great uh fourth of july if we don't see you council member title yes thank you mayor i have nothing to report on boards or commissions and i have no pending items thank you

Great job on the budget. Appreciate the time and effort you guys made with us to keep us abreast of what's going on and the budget process. Yeah, like the Mayor Pro Tem said, great job on the flags downtown. They look nice. Sad that we had a couple of things that were stolen but um it's okay we could always just replenish and everything suggestion because we're going to have for july at the high school i was wondering we could put flags on each of the polls on bethel avenue and then on anna dale um for as we get close to that event uh maybe purchase the smaller flags that we could put up on those posts the light posts um just that way it will look real nice at that location as

get ready for the fourth of july i'm not sure we could do it but i know there's some areas that are charging like ten dollars per flag or something i do know there's a there's some of the flags that we currently have that after our events over on the third we're going to move them over to the high school pretty good so i don't i don't have the full details but i know there will be some flags over the high school other than that um congratulations to

my colleague here for having a good ribbon cutting at her splash pad. It looks very nice. And so I know you did a lot of hard work with it and very advocated for that location and still advocating, you know, for more to be done to your, your gfk park and i know you were talking about fowler park being next but um great job i mean you pushed and pushed and you got that one now you're getting some lights so i want to congratulate your staff for doing a great job too for that event as well and then lastly uh i know myself and the mayor put the mayor um went out to the boxing expedition and um it was a great event as well and overall we have a great program i just want to make sure we i know you're hiring for a coach. I hope we have a really good coach. Mario did a fantastic job in many, many, many years he's been here, his dedication. So I would like to see if we could do something and honor him because the fact that, you know, he'll be leaving the coaching job since he's code enforcement. He's put a lot of time and effort to that program. That program is up and running strong because of him that I feel. So I would ask that we can recognize him, you know, in the future meeting and everything else.

I do want to say thank you to myself and everybody that did attend the ribbon cutting at JFK. And I did say that, um, do want to work towards feller park next um so we'll sit down and we'll talk um i also wanted to follow up with nathan i know i had mentioned there's a couple of signs in district two that we can have code enforcement go around whatever signs should be taken down i'm talking about vendors offering services yard signs i'm not sure we have an ordinance if we have something that says maybe like a timeframe. If your yard sale is over, I think that the sign should be taken down. It's only to keep the aesthetics of the city and keep it clean and nice. I also wanted to know who won the Battle of the Badges. Was it fire or police? I mean, I haven't heard.

25 total people donated and the majority of them were for peace.

I was going to Get consensus for the July 2 meeting being canceled? Can't we just do consensus?

on how it was adopted but if there's not going to be a quorum there it'll automatically be canceled hint hint for the regular meeting thank you okay because I see people nodding their head the council members okay there's not there's not going to be a quorum there because if we adopted by resolution technically we're supposed to cancel a regular meeting by resolution but if we haven't adopted by resolution you can certainly do that right now and say hey we're going to cancel July 2nd okay so staff has nothing urgent to bring on July 2nd okay

Yeah, I know you brought it up the last meeting. Yeah, I just wanted to, I just wanted to make sure we got this budget done. And we're finished. Everything looks good. We had a meeting with with the governor's office. And we got to talk to his staff that have they have an office in Fresno. And we got to express our needs and wants for the city of Sanger. And we're still pushing forward ahead for our growth in the city. And with that growth, we're going to need infrastructure, our water and sewer updated. And so we let them know that that was coming on. And they asked about some housing projects in the city of Sanger. We let them know about the new businesses coming into town. And there was a lot of good things coming to the city of Sanger and they recognize that. And basically they thanked us for doing a good job. So I just wanted you guys to know that we're on the governor's lands and he's looking at the city of Sanger and hopefully we get some more assistance with our infrastructure that way. But with that said, and there being no further business, this meeting is adjourned at 7.08.
