Subject: A request to amend Chapter 19.28 (Landscaping Standards); Section 19.28.120(1)(C) and 19.28.120(14)(A)(B) (Water Efficient Landscape Standards) of the City of San Bernardino Development Code (SBMC Title 19) in order to update the development standards for MWELO in compliance with state law. Location: Citywide Zone: N/A Environmental Determination: Statutorily Exempt from review under the California Environmental Quality Act pursuant to Public Resources Code Section 21080.17. Owner: N/A Applicant: City of San Bernardino – Public Works Department APN: N/A Ward: All Project Manager: Matthew Fisher Recommendation: Staff recommends that the Planning Commission adopt Resolution No. 2026-013, forwarding a recommendation to the Mayor and City Council Recommending approval of Development Code Amendment 26-13 (Exhibit B) amending Section 19.28.120 (Water Efficient Landscapes) of the City of San Bernardino Development Code (SBMC Title 19). This request is to update the development standards for Water Efficient Landscapes in compliance with recent change in law Senate Bill (SB) 1383; and finding that Development Code Amendment 26-13 is exempt under the California Environmental Quality Act.
