Good evening. My name is James Beltz, and my address is 20746 East 1100 Road in Pleasanton. And while that is not a city address, I am a property owner within city limits and have been a resident of this community since June of 2009. During my years in Pleasanton, I've seen many things overseen by city administrators and city council, both in a positive and negative result. During that time, Pleasanton had always remained a community that was both close-knit and proud. They had built a strong relationship between the city and the school district, which was beneficial to both parties. And when disagreements arose, community members spoke with their elected officials, who then would speak with their council members and make decisions that would benefit both and build the community, excuse me. Recently, I have noticed some visual changes in our community appearance and some differences in our representation. I would like to start by talking about the appearance of our community. Springtime is my favorite time of the year. The world is awakening, the grass becomes green, you can see life happening. However, with that comes added responsibilities. We have lots and ditches that in the past have been maintained by city workers and by the city, both being mowed and trimmed, which are not being consistently maintained. Two examples of this would be the entrance to our city coming in from Fourth Street, where there are unmaintained culverts and ditches with weeds almost the height of myself. And the 10th Street lead up to the USD 344 campus where the ditches have fescue that's heading out to seed. And while they have been mowed once since March, it still does not give the proper visual representation of what our city is. This also includes the water plant property. which is a city utility that I do partake. Secondly, I'd like to talk about the Northeast Corridor. When that corridor was developed, its purpose was to have an area with city resources available to businesses who wanted to build by the 69 highway corridor. Early on there was a lot of success with that as Casey's when they made their decision to move out there not only moved their store out there but expanded and it became the truck stop that it now is and years later when the Sechrest family decided that they wanted to change locations for Cox Motor Company that was an attractive place for them to go and they ended up building what is now Bob Allen Ford. What I've noticed lately is that when you come off of 69 Highway, the maintenance of that corridor gives a horrible first impression. The ditches are unmowed or untrimmed. They're almost overgrown, and this is not just right in front of Casey's coming in on the street, but if you turn and go north towards the clinic, all of that has not been maintained. This gives the impression that our city is not being properly maintained. And to anyone who is considering bringing their business to this city, it shows little support for those city businesses or civic pride just by the appearance that they've heard their first impression when they come off a 69 highway as the state properly maintains the entrances and exits onto the highway up to a point. We have... Very nice parks, in my opinion, in our city. Dr. Dunlap Park is a wonderful place for kids' parties or kids to be able to blow off some steam or ride the swings or parents to take their kids for an afternoon out. General Pleasanton Park, there next to the community center, has the bust of our city's namesake in it. The 6th Street Park is a nice open area if people would want to go out and play football or something where you need a large area. However, during this year, two of those parks, Dunlap Park and General Pleasant Park, were mowed and trimmed by community members when they became frustrated by their shoddy appearance. general pleasant park being mowed and trimmed after the community center had been rented for an event and nothing was done to improve the appearance prior to that event is that my five minutes yes sir okay motion has been made to allow them to finish and seconded all in favor

Our lakes have long been a point of community pride. They would draw business from out of town as people would come to fish and stop at Casey's or stop at other places to get bait or to get fuel or other things like that. And a lot of this has to do with the West Lake. I did go out and look at the East Lake, but most of my comments have to do with the West Lake that many of the shorelines out there are unfishable. There's an entire pier that has not been mowed. I don't think it's been mowed all year. I also understand that when it is wet, that pier is difficult to get to with a mower, as I had worked previously for around eight years in the summers with the Public Works Department. But there's dead overgrowth along those shorelines from previous seasons, still up. And you can see the new growth happening around them I can only assume that most of the areas that have been cut to where you can fish have been done by the fishermen themselves. This appearance of our city has caused me to vocalize personally to my spouse on more than one occasion that I was embarrassed to drive into my community. because it looked like we had just carved it out of the middle of a pasture. That we weren't worried about upkeep, that we weren't worried about showing our civic pride, and that embarrassed me. Now, in my view, the responsibility on this lies directly with the head of our council. Due to, Article 2 of the City Code, Section I-205, which states that the mayor has superintending control over all officers and affairs of the city. And since it has been brought to my attention that there are not any duties or responsibilities that have been delegated to other members of the City Council, that that is reinforced by Section I-207, which states the governing body may designate whether the administration of a policy or the carrying out of any order shall be performed by a committee, an appointing officer, or the mayor. If no administrative authority is designated, it shall be vested in the mayor. I don't get heavily involved in politics. I never have. I've always made it a point to kind of stay on the outside. But in my 50 years of observing, this is what I have come to know. Our government is accountable to its people. And representatives are representatives more than just in their meetings. They are elected to be representatives of their constituents. 24-7, 365, from the time they're sworn in until the time their term ends. The democratic system that uses all of its members to serve the people is the best possible system we can have. And one person does not rule the day. They need to always remember that they are a servant to their constituents. This has been the expectation in the past. and remains the expectation now. Thank you.

But honestly, you guys have done a pretty good job on the lakes in the past couple weeks. So they're looking pretty good. Except for, you know, like the path between Steg, on Steggy Lake. On the south side, it's still narrow and, you know, and we, you know, so spread your arms and still get through there. The weeds are almost as tall as me, you know, and so it's like a narrow path. It's kind of hot. It's going to get that way. It's been nice weather. So it really needs to be widened out. He did go back and widen out the other after the first mow, you know, and got the stobs and stuff the first time around because it had been so overgrown. But need to do that. And then when you cross the bridge, there's no weed eating or anything around any of the, we have these little benches out there. You can't use them. because they don't mow around them and they don't weed around them. This is at all the lakes, okay? East Lake, you know, and on the north side anyways, and so forth. So you just really need to, you know, just try and finish off. And there's a path, there's a walking bridge from shelter house one over across to the other shelter house at the West Lake, just south of the compactors. Okay, they only, you know, the landowners mowed up to it on their side and it's nice and pristine. But what we did, they didn't mow it. So there's no horses on the path, but that's the only thing that should be on the path, because it's not mowed, you know? And so it's just a little section. I guess whoever mowed it didn't realize that, you know, that was a walking path, you know? So it's mowed on one side, but you can't get from one side to the other, can't use the bridge. I mean, you know, unless you want to walk in the ticks and bugs and stuff, and they're just going to get worse. Okay. That's a, you know, so, but all in all, it looks a lot better, okay? These, like, though, the dock, it's just the ramp, but to the dock, it's separated, and so it goes way up and down. It's kind of a dangerous thing that just the first section, and it's just a couple, some stove bolts and a couple of straps and galvanized straps on there, and that probably... Solid it up where people could actually get on there without it being an actual hazard Okay, because it does, you know, I've seen it up this high, you know and cockeyed and so forth It's pretty simple fix. The other thing is is I'm just wondering up on the west on the Stegee Lake Dam, you know Yeah, I know you guys are trying to figure out how to bid on something, but you need to remediate the problem immediately, and it can be done cost-effectively, and you're going to have to do it anyway. You might not even have to spend... tons of money to to repair the thing yet once that once the water gets down you got a fire department you got some city workers that get a get a truck load or half a dozen pallets of bentonite and go down to the to the local sawmill maybe the Amish or something get a truckload of sawdust and just you know you can pump out you've already got a mixing bowl there where it is where it is washed out and as soon as the as soon as the lake stops running over and that that thing's still going to spin and then what if you do run out of water you know that that's not working through there you you can just start adding betonite when you see the gray come out down the bottom you start adding a little more than that and thicken it up and add a little bit of sawdust to it and just keep doing it until it stops it will seal it I'm telling you and it won't cost you you know more than less than a thousand dollars you know I mean it should I mean I'm not sure what the cost of bags of bentonite are now and how many you're going to need but you got everything you need to do it or or you can get it you know cost effectively and you know and then if that doesn't work with that that has to be done anyways Because unless you decide to dig that whole thing out and replace everything, you know. And then once you do get it sealed, then you can pour a little bit of concrete in that crater, you know, and cap it off, you know. But you got to get it sealed up first because it's just undermining around the dam. I mean, it's been doing it since last May when I first told you about it, you know. I mean, last year. Okay. Okay.

Hi, all. It's great to see you guys again. The reason I'm here today is to go through all the process we're about to embark on with getting your guys' water treatment roof replaced. And with that, I have a preliminary calendar and This is preliminary. And what I hate about calendars, especially the preliminary ones, is that, well, a lot of times these dates will change. However, it is a good starting point for us just kind of goes through the process of important dates and what we'll be doing at that time. Today, we're going through the calendar as well as we will be passing a reimbursement resolution that I brought with me today, which the reimbursement resolution just means that for this project, you guys can start spending for the project. And once we have the funds, well, that'll be expensed and reimbursed back to the city. Just if the engineer needs funds quicker and you guys have them, you can spend them and it'll get reimbursed within the issuance. And then some other important dates that are subject to change. As you'll see, July 6th, preliminary official statement will be distributed to the council. I'll be sending that. You guys will have a meeting that day. So I will attend and I'll bring that. And that may change just because, well, legal might not have it done by then. what the official statement is is all the bond documentation all the legal work that if you guys are having trouble at night sleeping trust me read it it helps other things that are subject to change is the kansas attorney general review of the bond documents because it is a general obligation bond which is backed by taxes will not be paid for by tax revenue though In the state of Kansas, you guys do not have to vote bonds. However, a general obligation bond is the strongest credit because it is backed by property taxes. This will be paid for out of utility receipts, so out of water revenues. And sometimes they say, well, we just need a little bit more time to read this over. And then on August 11th, you guys will have your funds deposited in your bank so you can move along with your project. Some other things we need to decide is how long do we want to be paying this back for? It's about $215,000 for a new roof. We can do it for 10 years, we can do it for 5 years, we can even go 20 years. I would imagine you guys don't want to be paying off a roof for 20 years. And so 10 and five, I've kind of looked at the numbers slightly before I have all the costs of issuance and the rate increases that are necessary are not a lot. And that is based on, what was the number of connections? It was about five. It's okay. But the number of customers was about 500. Yeah. And so with that number, the rate increase necessary is not that high. Does anyone have any questions so far? I do not know that off the top of my head for five years. And I can send you an email tomorrow with what I have roughly.

My name's Howard Brown. We just moved here in February, 601 West 14th Street. I've been working with Jeremy with the city on getting the property fenced. We've run into easements, street easements, as to where to place it. What I'm requesting, well, let me show you this. We're on 14th Street. We're bounded on the east by Sunset, which is a vacated street. I figured that out. That was one of the things I wanted to find out from here. It is a vacated street. We're bounded on the north by Park Street, and that half of Park Street that bounds us appears to be vacated as well because there was an electric pole right in the middle of it. Then we're bound on the west by a diversion ditch that has a street name, but it's just a ditch. What I don't know is the alley between. And the alley between the property on 14th and the property on Park, we want to turn into a driveway to exit on Park. What I want to do is... be able to gate the end of that alley, hopefully a vacated alley, so that we have dogs, I can keep the dogs in. It's gonna be a circle drive where we can exit, but I need to gate that end to keep my animals in. Jeremy told me the best way to find out whether I can do that or not is to come to the council. So that's why I'm here. We seem to be surrounded by vacated streets, but I don't know whether the alley is or not. So the alley has Crawcan comes through it. Evergy is overhead on the south edge of it. The city water comes in from Sunset in the corner of the property that's located on 14th. The sewer is all on me. It's clear down in the middle of the alley on down is where the city owns the sewer part. So as far as easements, the only easements that are needed or would need to stay in effect is Craw Can and Evergy. But they would have access because I'm talking about gating and continue that as a driveway. I guess I'm requesting that you vacate that alley if it is not already vacated. It may be because everything seems to be west of there vacated. I mean, Park Street is, Sunset is. I have title to the west half of Sunset. And be able to gate that alley. So either way, whether you vacate the street or whether you don't, I would like information to gate that street or gate that alley.

So that now just leaves me and Cartman or I'm sorry, officer highly. Um, we made some changes on our schedules, which I've pointed out to you guys. I'm not going to put it out there for everybody. Uh, For the call-outs, our call-outs involved burglary alarms, reckless driving DUI traffic complaint, civil standby for a meeting within the city limits, mental health crisis, assisted other agency, dog bite, internal city issues, 911 hang-up. assist with vehicle search of two registered offenders and a medical call a dog a large call which I Initially declined but given the fact of the situation with the dog I went out and took that anyway So there wouldn't be any liability to the city We've had several people call about full-time and part-time positions However, we haven't gotten any applications yet on any of those. The adults that was with them had a great time. And I hope that to in the future have some more of that to their positive things for the city there, for the fire department and the city as a whole. June 6th, there's been pictures in the newspaper. There's been posts and things like that. We had the KU, and I'll actually give you the name of the trailer. The KU Fire and Rescue Training Institute brought down their burn trailer for us. We had it here that morning. We started it. We was here at like between 630 and 7. To whom it may concern, on Saturday, June 6th, the Pleasanton Fire Department hosted an interior firefighter class presented by the Kansas Fire and Rescue Training Institute. The training consisted of simulated residential structure fire scenarios designed to enhance firefighter skills and preparedness. I would like to express how exceptionally well this training was conducted. Every participant arrived eager to learn, followed instructions without hesitation, and worked diligently throughout the setup, training, evolutions, and teardowns. For a department of its size, the level of teamwork, communication, and group dynamics was outstanding. The day's activities flowed seamlessly, and each scenario was completed safely and effectively. Any corrections to technique or recommendations provided during the training were received professionally and immediately put into practice. The willingness of the firefighters to adapt and improve created an excellent learning environment and demonstrated a strong commitment to professional development. I would also like to commend Fire Chief Jeff Wisdom and Renee Marshall for the significant effort they invested in organizing and preparing for this event. Their work before our arrival as well as their leadership throughout the day played a key role in ensuring a smooth operation and a successful training experience for everyone involved. The Pleasanton community should be proud of the dedication and professionalism demonstrated by its fire department. It was a pleasure to work with such a motivated and well-prepared group. All of us at the Kansas Fire and Rescue Training Institute look forward to returning and training with the Pleasanton Fire Department again in the future. It would be a three month program to where we do our work. at our pace and then every three months throughout the state and he said he would have to move it around to make it equal for everybody but throughout the state we would come together do the practicals that we actually trained on and then we would move forward into the next part so That is something that I'm kind of excited about. And there are so many other opportunities for exterior firefighter training, driver simulator trainings. There's so many trainings that we have the opportunity. We're in the process of getting signed up to try to get them here to where we can do that again. and it seems like whenever we do this and they put it on their website firefighters throughout the state are looking at this stuff like i say one from douglas county and a couple you know we actually had two from bourbon counties and only one of them showed up but you know they're looking at this for training as well lucas did say that this will go a long ways in our iso and because this is certified training hours from the institute itself so that will help us out there as well we've had three calls for assistance since our last meeting and Saturday evening storm we had one tree on a house tree limb and power lines on a vehicle and then tree limbs and power lines throughout the town that were down so not only was the city fire out Public Works was out, City Police Department was out, checking everything, reporting everything as much as possible. So, you know, everybody was working well together and to make sure that the community was taken care of and safe. So that's all I have. If you guys have any questions, comments.

So I know in the past I've been told that if the pool closed for extended amounts of time and we've already hired lifeguards and whatnot, that we compensate them for keeping this job and not going elsewhere. And I know several of my lifeguards have asked, like, hey, when are we going to be open? Should I go find a new job and things like that? And, of course, I'm trying to get them to stay with us. So I put together an idea to pay them for... I think it's like a solid week, May 28th or June 7th, because I had the schedule made up for that day, those days. And I didn't make it up after June 7th until starting to Wednesday because I didn't know when the pool was going to be open. So some lifeguards were going to have a bunch of hours. Some lifeguards were only going to have one or two shifts. I kind of thought after I was like looking at it and trying to figure out the best way to pay them, but not. give up our whole pool budget to times that we weren't open. Um, so there's, I think there's two guards that would have worked eight hours. I, my suggestion is just to pay them for their eight hours that they would have worked. And then for the guards that would have worked 20 plus hours, pay them for 60% of the hours that they would have scheduled been scheduled to work. Um, I just feel like that's our way of thanking them for not leaving us and going elsewhere. I mean, we've already invested money in them, certifying them and whatnot. Um, I'd hate to see that wasted because they leave and go elsewhere. And I really do think we have a good group of kids that are going to be lifeguards for us. They're always willing to do anything I suggest or ask. So that's just my thought. I also did not include myself in that because that was the time that I was going to be gone regardless. So it's just for the lifeguards that I'm asking this. So I think that's all I got.
