Hello everyone. Welcome. Welcome. How's everybody doing? I asked everybody doing. Welcome to the new council chambers. I hope you like it. I know this is the first meeting here back in the chambers. We just opened it up officially. This is something that we're proud of. One of the things I just want to highlight as before I open up this meeting if I may is to just let you know that, you know, this entire city hall was built back in 1962 and this chamber was designed as well. And so since the 1980s it was remodeled once again and since then it has not been remodeled. And so not only do we have new furniture, but more importantly we have new technology. And so that is a capability for us to be able to show the meetings online. The more engagement for the community for the residents to be engaged, which is very important now as we move this forward. So again, it's nice to have this new this first meeting with you all. And of course celebrating these beautiful ladies who have been here with us. Um they showed up every day to practice ready to take on anything we threw at them and they they did what they needed to do. We start the season in July. That's when we start prepping. Um our first priority when season starts is to um get ready to cheer for our football players. Once football season's done, we start our competition season um end of November, early December. Um we start off at We're part of the San Gabriel Junior All-American Conference. So, we start off with competitions there. Um and then we proceed and do competitions with um Jams. Um we have some local competitions in Anaheim, and then we travel over to Bakersfield for state and um Vegas for nationals. Um so, it's just prepping and making sure that every

single time we hit the mat, we're better than we were we were before the last time, and making sure that we understand that discipline, hard work, and just making sure that we're putting in our all, not just for ourselves, but for each other, for the city, for our team. Um Yeah, we just make sure that we prioritize that cuz it's what we love to do, I think. We've grown so much. I think majority of us have been together for about 3 years. This year, 11 of these girls will be aging out in cheering in high school. Majority of them made varsity at El Rancho this season. Um a couple are cheering in Downey. [applause] It's been really great as a season with this majority of the girls that are up here. We won nationals twice. We won nationals twice. We won state three times, four times, I think. I think majority of us have a handful of rings, so it's really exciting. [applause] It's the end of a chapter for all of us up here. Um Yeah, cuz they're all moving on to high school. I'm moving down to coach younger girls and it's just been a great experience and hopefully we'll be here I'll be here next year with the younger girls and you guys will be able to see them cheer on at our Rancho at Friday Night Lights.

It appears that we won another award, you know, I I think we just keep the city of Pico Rivera just keeps getting these awards. I like to bring up um our executive director of Gateway Cities, Hector. How you doing, senor? Yeah, after after the the girls were here with all their awards and their bling, now you guys get yours.

Um we've had five years now. This is the fifth annual energy action awards competition. Um 19 cities were awarded uh some kind of award. Uh five cities received the bronze, eight cities received the silver, five received the gold, but only one city received platinum. Um

So, um first of all, they only mentioned one project per city. Obviously, all the cities did a lot more than just one project to earn their awards. And you did even more than that, way above everybody else. We didn't have a a platinum award when we started this. We had only up to gold. But, last year you Pico Rivera was so far ahead of everybody else, we decided to give the top city regardless the platinum award. So, there is only one platinum award. There can be, you know, 26 gold awards, but there can only be one platinum. And so, the fact that you won it back-to-back is very impressive and the commitment of Pico Rivera to sustainability, especially because you have the 605 over here and you have the industrial corridor down in the southern part of the city with the pollution that comes from that. So, the mitigation you're doing offsets some of that and so that's why it's so important to these communities. And then finally being energy efficient saves taxpayers money because you're paying less for your energy consumption here in the city. So, it's a win-win-win all the way around and you guys are doing nothing but winning with this award. Congratulations. Yeah, thank you. Thank you, Hector.

You know, we started off with our prime program Pico Rivera innovative municipal energy and now the office of sustainability thanks to our city manager's leadership and Victor, you know, for the that leads that department and with the entire team as well that is making this happen and as you mentioned, you know, we're trying to be efficient, save taxpayers money and you know, just save save energy all the way around. So, we we we accept this award on behalf of the entire community of Pico Rivera. So, come on up here and we'll take a a picture as well. Join us. Um Since we Since we have you here, Hector, I know aside from recognizing us today for our accomplishment in relation to sustainable energy, I know there's a lot going on at Gateways, you know, a lot is done at along the Gateway Corridor with other cities. Can you just give us a just a quick update as to some of the things that the Gateways working on and what it entails? Okay. Well, I I didn't mention usually I do. Gateway Cities is an association of 27 cities, 11 unincorporated areas from Whittier and Montebello in the north all the way to Long Beach, actually all the way out to Avalon on Catalina Island. So, it is a huge area, over 2 million residents and we focus on things that spill over city lines, transportation, housing and homelessness, environment, economic development and health and wellness. So, we are we've got multiple projects going across all of those. We will be working with Metro on the 605 um expansion here in in the coming probably in the next year they'll probably start doing some stuff. I think they're doing they're upgrading the EIR on that. So, that's something that will affect this area. We have the Eastside Line extension, the light rail that is currently ends in East LA at Atlantic. That's going to come this way and so we're working on that. That EIR is being submitted next month. So, it's it's to the federal government. So, it's moving ahead with growing that project which will run right through Pico Rivera. I'd say the other big project, well, obviously the energy efforts that we have that we

work with the cities through SoCal REN. We also have another environmental program that Pico Rivera was just included in which is the building electrification effort which parallels some of the things you guys have done already, but we were selected we Gateway Cities were selected by the state department of energy to to do a building electrification for for private residence, not for the city. So, this award is for the city, but we are doing efforts Empower Gateway is a program we've been doing over in the 710 Corridor cities. But because of that effort the California Energy Commission picked Gateway Cities and several of the cities, Pico's one of them. Pico Rivera is one of them where residents will be able to benefit from sustainability projects. Panel upgrades on the homes, electric panel upgrades. Some energy efficient appliances. Connections for electric vehicles, that kind of thing. So, we're very excited. We haven't launched yet. We're we're setting it all up right now, but I think it dovetails very well with the programs you all already have for residents. And then the final big one is our fiber optic network. 24 cities in the Gateway Cities. There's 27, but three of them for various reasons aren't part of it. Basically, they're getting their own. But 24 cities will be connected with high-speed fiber optic network cable from two directions for redundancy. This building will be connected from two directions for redundancy and when I say high-speed for comparison at best you can buy 1 GB per second from

an incumbent provider. This is going to be 10 GB per second. 10 times faster. More capacity and it's going to come to this building and the city will be able to provide services, get bigger documents, etc. More reliability and you're going to be 1/24 owners of the network, not us. You. So, we're building it, you're getting it for free. And it will be done by the end of this year. It's been insane. City Manager Carmona knows the drama we've had to go through to to get this project on track. We're about 25% complete. And again, we're going to be done by we have to be done by December of this year. So, we'll light it up. The city will decide like all 24 cities. You you will decide what you do with it. As I've made the analogy, we're giving you a Ferrari for free. We're parking it in your driveway and then giving you the keys and you decide whether you leave it in the driveway or take it out for a spin. How do you want to use it within your own community? That's your decision, not ours. That's great. Well, thank you for that update, Hector. And you know, the latter one you highlighted because I you know, if something COVID taught us is you know, accessibility and affordability. You know, I know there was a lot of speaking to the school district, a lot of students that unfortunately didn't have access to the internet and and that was unfortunate because obviously all the the home schooling that was taking place, but I think with this project it will now allow us to again be competitive with all these other affluent communities, but because of the flexibility, but the fact that it's free, it's affordable, we'll figure get all the details at a later time, but

this is a a good good good project and good things happening. Thank you very much. Yeah, I'll I'll say on the affordability piece. So, just for comparison, South Bay COG has done this already. They went from paying $4 to $5,000 a month for the city service and getting 1 GB speed uh to paying 1,500 to 2,000 a month and getting 10 gigabyte speed. It's an order of magnitude better than what you can buy off the shelf. Uh and then again, it's up to you. This this council will have to decide what do you want to do with it? What do you do with this Ferrari that you're being given um that to benefit the community. That's what it's about. So, thank you thank you very much. Uh all right. So, now we're going to move on to our council uh items here. We got uh three public hearings. Uh we're going to start with the first public hearing and that is the resolution amending the fee schedule for fiscal year 2026-27. I'd like to open up the public hearing. Mr. City Manager, is there any memos uh for this hearing? No memos, Mayor. Uh any written or oral communication? There were none received, Mayor. Thank you. And Clerk, uh with that, I'm going to close this public hearing. I'd like to entertain a motion to approve. Motion to approve. Second. We have a first and a second and we're going to do roll call vote for the first time on our computer. So, you'll be able to see the votes up time. So, Mayor, I'd like to make a comment.

Uh yeah, absolutely. Yes, regarding the fee schedule, I I expressed this um to city manager. Um there's this is correct to um address for inflation and cost recovery. Um the report does say this will bring in a revenue, but this is not a profit to the city, correct? Yes, we cannot make a profit. This is because of cost of inflation that we have to have a slight increase in some of the um for instance, trips um went up a few dollars. Um and I think the largest amount will is about $10. Parks Director, City Manager can correct me if I'm wrong.

Yes, that is correct. So, it's just small increases in the pricing on special projects um or events in throughout the city and it's optional for when they sign up. We only have two small fees that we're increasing and one is actually not a fee, it's a deposit that they get back and that's for the gazebos cuz right now um people can rent a gazebo and they can destroy it if they wanted to with no consequences at all. So, now we're charging a deposit and they'll get it back as long as they leave it clean. And then our day camps are just increasing by $10 and we're still the families are still getting uh more bang for their buck for what we provide. I'd like to add, Mayor Pro Tem, that we are still subsidizing many of our fees. These are just small adjustments just to help keep up with the costs. Thank you. I I just want to ensure that, you know, right now it's a tough time. Even nobody's getting a raise, not even $1, let alone $10. So, um this is just to adjust for a cost of inflation, not not the city getting any revenue. Uh thank you, Mayor Pro Tem, for the questions and you know, we do these adjustments yearly. Um but uh definitely highlight it, making sure that this is just the adjustments. So, there is a first and a second. We will do a roll call vote um or computer vote, I should say now. I'm a father of a two girls, so I'm more of the girl power by congratulations to all the football players and cheerleaders that uh made so many accomplishments. My name is Tony Islas. I'm a Pico Rivera resident of 28 years. And I'm just here reaching out for help. Um we got a lot of help from other facilities locations. Uh who was it? The Lancers let us use their facilities for their cheer mats. Um when football season's over, cheer season's still going on. Baseball players have the field. Football players have the field. Basketball players have the court. Volleyball has a court. Once football season's done, it's every cheerleader for themself. They have to find a location. They face challenges with weather um and just vacancies. So, if you guys could look into budget or your resources to uh help out our our girls. Um we bring champions. Some of our cheerleaders are get scholarships to continue on to college. So, any help would be great. Thank you. I appreciate it. Mr. Islas. If you have

When football season's over, poor girls, we're trying to figure out where they're going to practice. If we do get an indoor place, we need mats because the girls do get they fall, they're stunting, they can get hurt. So, maybe you guys can help us out with getting some kind of mats for the girls or um like my husband said, we were going to other districts. Norwalk district helped us out helped us out. We went to St. Paul High School, Norwalk High School. We had to travel to Norwalk High School, be there by 6:00 with traffic, getting the kids out of school, after school programs, and getting there when there's so much facilities here in Pico Rivera. Um the girls are practicing outside. It's November, December. Those are our big comp seasons and it's freezing. Sometimes we have heaters, the parents have heaters, the girls don't. Girls are getting sick, they're dropping like flies, and if a girl gets sick, then it affects the whole team. So, I'm just here to urge you and ask you guys for maybe some kind of assistance in working out some kind of schedule with um um practice schedule when um cheer season starts um or some mats for the girls. My name is Jonathan Grayson and I work with Helpline Youth Counseling. It's a non-profit organization with the mission of help building community health and wellness. We are aligned with our coalition, the Southeast Community Alliance, also known as SECA. The mission of the coalition is to actively engage with the community in addressing alcohol use, marijuana use, methamphetamine use, and prescription drug misuse and abuse to develop tools and resources to educate and empower the community in Los Angeles County Service Planning Area 7, or better known as SPA 7. I'm here today representing our coalition to express our strong support for the Smoke Shop Project campaign. This campaign responds to a sharp rise in vaping and cannabis-related issues on school campuses. Cannabis-like substances like Delta-8 THC are becoming widely available and are not regulated for their safety. This caused a number of issues for young people as the substances are harmful. A key part of the Smoke Shop Project looks at how local smoke shops may be contributing to youth access to these products. A community needs assessment survey conducted in 2017 showed that there was an increase in youth substance use among middle school and high school students after cannabis became legal for recreational use in 2016. Overall, the Smoke Shop Project campaign combines education and environmental scans to better understand and reduce youth substance use in school and communities. Our coalition visited 59 smoke shops within SPA 7 in 2025. It was found that more than half of these smoke shops were selling illegal products. And in the city of Pico Rivera, one out of three of the smoke shops visited sold illegal substances that they did not have the license for. Some of the illegal substances found at the location included Delta-9 vaporizers, nitrous oxide, kratom, and other dangerous products. Pico Rivera is already doing a great job at protecting the youth through ordinances that were put in place to reduce access from these harmful substances, which included Title 9

Chapter 40, saying that all commercial cannabis activities are prohibited within the city. And Title 9 42 stating that city prohibits the operations of smoke shops within any zone and overlay zone, and has also included building permits for smoke shops as well. What we are asking for today is the opportunity to collaborate with the city in further reducing youth access to cannabis and other illicit products by inviting us to community events and meetings. We also host quarterly coalition meetings with updates of our findings and welcome anyone who may be interested. I would also like to urge the public to report illicit substances in smoke shops to reduce youth access to them. If anyone come across any inhalable substances, you may report them to the California Department of Public Health. If anyone comes across any other cannabis products, including edibles, you may report it to the Los Angeles County Department of Public Health. And then uh Gavin Newsom and Karen Bass and Janice Hahn, they were part of it. And uh I have a question. What work was done on Gallatin and Paramount? Because, you know, you got a a bike path there and nobody's riding a bike. I ride a bike every morning. I go to the riverbed and there's nobody riding bikes right there in the morning. And there's a bunch of traffic there. All you All they did is is made a bunch of um traffic in that area right by Beverly and Paramount. And I don't see nobody riding a bike there. So, why do you say there's a bike path? Did you guys do the fiber optics there already? I don't know. That's my question. That's one of my questions to you. Okay? The other one is the fiber optics that could cause physical damage to the cables, uh delays, disruptions, long-term impact in the community. Uh Streamline Park. Or let let me finish with this. Um There was another thing I want. Um you know, these fiber optics, they they cause a lot of issues um um as far as from what I'm hearing, you guys are going to be starting in the next 6

That's another issue that I have that what you what you guys are doing about it. Project Homekey state program. Uh Janice Hahn, I know she's from LA County Board of Supervisors. She's representing the fourth district for the unincorporated Whittier and Whittier. And I don't know if it's Pico I guess it's Pico Rivera, too. And you guys had a meeting on April the 7th pertaining to it and nobody knew about it. How come you're not letting the public know about these kind of issues you guys have as far as your meetings? You know, you you guys you guys need to be transparent with us. And that's what we want. We want transparency. And she approved four hotels for the homeless resident. Epic Hotels and the alley Casa Inn, which is in Whittier. There's 100 units there. That's right over here by Whittier Boulevard by the 605 Freeway. If you want to people want to see it, it's right there. It's down the street. They're going to have 100 homeless people over there. And they're going to come into our city just like the other one that's over here on Beverly and Rosemead. You know, I live not too far from there and I just see a bunch of homeless coming down my street. And we don't want that. And why why

But just as a a brief summary as to what has been taking place, the city has been very aggressive in its effort to try and shut down Epic Motel. Uh Epic Motel and the current operator do not have a uh permitted business license. They um without any authority or permission from the city uh have uh transformed the uh use of the motel into a uh care facility. Uh we will actually be going into court tomorrow morning at 8:30 uh in uh Department 82. Uh we were there last week. The judge um uh allowed for further briefing on this matter and it is our strong hope and desire that uh the city will receive a a temporary restraining order against the operator uh and the owner of the hotel. So, I want to assure the public the city council has been very aggressive and also directing our office in um taking every step necessary, every step required to try to shut down the current use of the motel. Mayor, if I may. Um being that we're on the topic, uh just a point of clarification, did Supervisor Janice Hahn approve that project at the Epic Hotel? Uh no. Actually, there's been no approval by the city, by the county, by the state, by anybody.

I had came here before um in the city council meeting in regards to the humble courts. Um, you guys did recommended me to, um, speak to, um, Pamela and go to the park and recreation, um, meeting as well. However, when I did go there, um, she did mention some things to me that, um, in regards to that, that we were never informed that the humble courts were getting removed. She did say that that came at the Real Hondo Park from, um, in 2019-2020 and that that was by the community of Pico Rivera. However, me reaching out to the city of Pico Rivera, it looks like nobody was aware of the humble courts getting removed. These courts are important to us cuz it is used as a sport for a lot of us that live near the community or around Pico Rivera that come or even out of the cities that come and use those courts. They're used for exercising. Um, they they're also used for practices for humble tournaments. So, not everyone could play soccer and run. They can't hop and play basketball. So, this this is used a lot actually in the city of, um, of Pico Rivera and Real Hondo Park. And then just to have them removed without, um, you know, the the city or the local speeding or being aware of it. Um, also we do have a mural as well in the humble courts that I have brought up before um, that I was part of when I was 13 years old that I helped create and paint as well, um, when I was with, um, teen club right there in Real Hondo Park. So, I just want to ask, you know, what is the plan on that? I've been going back and forth. You guys sent me to the park recreation. Um, the park recreation sent me back to the, um, council meeting here. Um, you know, um, I did ask I reached out to the community. Um, I have pictures that I printed out in regards to, you know, the

It's She said that probably people don't remember, but it's, you know, she's saying that the whole city Pico Rivera does not remember, you know, that that was mentioned about the humble courts getting removed. Our restrooms are, you know, disgusting. There's no benches there. Um, we are a little small park there, so I think we get the least of, you know, any attention to the other big parks around. As it is already, all the sports were taken off from our children's around there. So, we got no kind of sports. We have to go to another parks to, you know, just to sign our kids for sports. And then, you know, humble the humble has been one of the, you know, the latest that still stands there that is still getting used until this day. So, we just want to I wanted to get more information, um, in regards to that. Well, thank you for being here and expressing, um, your concerns. I know this is a big remodel. Clearly, there's going to be a lot of activity, um, related to the sporting events themselves, but the city of Pico Rivera really took a different approach to really celebrate Pico Rivera, its community, its culture, and also, uh, tied it directly to a ongoing community and economic development revitalization program that we have here in the city of Pico Rivera. So, this is really an attempt, uh, to leverage these World Games that are coming into the region to the advantage of the city, of its residents, its stakeholders, its businesses, uh, and hopefully capture some of the economic activity while at the same time reinvigorating here the unique qualities and culture that we have here in the city of Pico Rivera. So, with that, let me just get right into the presentation. As a result of that, uh, resolution that was adopted uh, and the ongoing efforts associated with the FIFA World Cup as it pertains to just the LA region, these are all of the official FIFA World Cup events that will take place in the LA region. And then, the next one here, the blue dots represent the unofficial FIFA fan zones and celebration hubs. And really, the key difference between the two is that the official FIFA fan zones are going to be paid entered entry events. So, you have to pay for you and your family to attend these events, whereas these blue ones, including the one here in the city of Pico Rivera, is free of charge and open

to the public. It's a true and true community event and festival for Pico Rivera and the surrounding area. So, as you can see, there's only one other event taking place on that weekend of June 25th and, uh, 26th and 27th. So, really no other competition. This is of the official save the date flyer that's, uh, as of, uh, today, assuming approval, will eventually go out as part of our comprehensive and robust communications program, uh, which will launch a little bit later tonight and tomorrow morning. So, just to kind of give you a quick synopsis. So, on Friday's Friday night, June, uh, 26th, uh, we have the World Spirit Festival that is largely contained to just the Smith Park Mines Avenue. It's really taking the foundation of what we traditionally do with the Summer Street Fest and elevating it, obviously, in association with the World Cup. On Saturday, the following day, we build on that footprint. So, we were awarded a grant with Metro, an open streets, uh, grant to essentially have a car-free open streets event on Whittier Boulevard on that Saturday only. And then, we're also coordinating with, uh, Metro because any and all events associated with the FIFA World Cup, one of the things that the region is trying to promote is a transit-first experience, recognizing there's going to be a lot of visitors from out of town, and they're trying to promote the use of transit. So, we are working with Metro to provide an express bus service, uh, to connect people from the San Gabriel Valley, up East Pasadena area, south down to Pico

As Javier said, we are elevating what we typically do in August every single year for the Summer Street Fest, but we're going to be doing it at the end of June. Uh, and so, we will be having a street concert. We're transforming, um, Mines Avenue again. We're also having soccer clinics, carnival rides, a vendor village, uh, food and beverage. It's going to be just fun. Beer beer, um, gardens. And it's going to be electric. The entire corner, that whole I a campus that Javier has created, him and his team, will be absolutely electric on Friday and Saturday night. So, I encourage every and Saturday all day, I encourage everybody to get out there and celebrate. And we'll have a great lineup, a community lineup, and hopefully a headliner as well to celebrate. Dedicated for local community youth. But then, again, building on what we're doing here in Smith Park and Mines Avenue, the following day, uh, we're going to have that big open streets event. Uh, we're going to also, we've brought in a partner, Aslan Athletics, who's going to help us coordinate the 5K run/walk along historic Whittier Boulevard. We're also working with our good friend Art with the Lowrider Alliance that's going to be

We're also bringing in, uh, giant jumbo screens for free public watch parties. We have a number of games that are going to be taking place, um, both Friday and Saturday, World Cup games that is. Uh, a highlight here, the ones that are noteworthy, uh, we do have Colombia playing Portugal, which is going to be a really good game. So, we want to make sure that we have a free, safe, fun environment for people to come and celebrate the game, cheer on their team, or just simply just participate in the day's activities. Um, so, 12 games all together just on those two days alone. So, pretty exciting stuff. Uh, and again, we're also creating an opportunity for cost recovery. Uh, obviously, it costs money to co- to host an event. We're trying to introduce opportunities to bring in sponsors that offset the expense of hosting these kinds of events. So, I'm happy to report we already have a number of, uh, organizations in the city, as well as companies that do business here in the city that are open and willing to participate in the sponsorship program. So, pretty exciting opportunity there. So, again, all in all, wrap it up by just simply saying this is 100% free event, open to the public, not like the FIFA events that are, again, where they're charging an entry fee. But the growth of soccer has definitely uh come about not only in this community but through many communities. And so for us to be able to uh take advantage of this once-in-a-lifetime opportunity to highlight our city um and we have the United Soccer League who's also become a partner who's going to do the soccer clinics as you as you have mentioned. There's a lot going on and I think this is a great opportunity for not only primarily to provide our residents uh a fun-filled event but the region and also bring in um folks from outside to see who we really are as a community and as a city. Yes, I was able to attend the Earth Day event um at the Rio Hondo Park. And we were we awarded four winners of the um competition for Earth Day and students. We had local artists from Rivera um and El Rancho High School. And their art is going to be displayed on our um trash trucks. So, you'll see them throughout the city. And part of that is um part of the recycling separate your your you're supposed to we separate your organic waste from your recyclables from your regular trash. And so it's promoting that. So, congratulations to all of the winners. You can find out more on our website. The teachers of those art students did get um uh I forget how much. You can remind me, Victor, but um scholarships towards um school supplies and art supplies for those for those students and and the students at the schools. So, thank you so much to our office of the sustainability and NASA's our um waste uh trash company that will be um on the streets. I I if you haven't already seen them, look keep an eye out for those for those trucks. Our student art um are making even our trash trucks look beautiful. [clears throat] um Earth Day. Uh just two items. One, I Saturday I was able to facilitate a meeting um with the Watershed Labs through Water Education for Latino Leaders. And that is uh we did it in conjunction with the couple members from El Rancho Unified High School District board and staff. And really to look at ways to become sustainable even within the school district. Ideas to develop. It's on them to to implement. But I was able to facilitate to find ways to capture storm water, um create more shade areas for the students to be able to congregate. Not enough trees and so forth. So, it was it was a great discussion. Uh the school district is moving forward as well and applaud them for the work that they're doing over there. Lastly, I was recently appointed to the Metrolink um board which is um a board that deals with longer commuter rail that it's uh from San Bernardino, Riverside, uh of course Los Angeles County, Ventura. And we deal Some of you might might have already ridden Metrolink. Um and and so now I got I had my first meeting. Thank you to Supervisor Hilda Solis for the appointment. And I'll be representing the city of Pico Rivera in that capacity and now that I've been appointed to that board. So, I'll tell you that that is concludes my public comments.
