Next, we have announcements. First is a proclamation declaring September 11th, 2026 as September 11th, Remembrance Day in the city of Tualatin. Are we just reading the proclamation? Yes. Okay. There's no presentation. Councillor Brooks will read the proclamation. Oh, sorry. Wrong one. Councillor Sacco will be reading the proclamation.
Now we have a proclamation declaring the month of September 2026 as National Preparedness Month in the City of Tualatin. Councilor Brooks will read the proclamation.
Yeah. All right. Now we have some new employee introductions. We'll start with Chief Pickering.
Officer Tomachon, would you like to say anything?
And then, Officer French, I spent a couple years in Yuma, and I think we've ended up in a much better place. I would agree. Yeah. And just congratulations. Well deserved.
Now we have another new employee introduction. No, no. No, for county clerk. Oh, sorry. I kept you wondering.
Welcome Joel and I'm going to ask you if you have any thoughts on how you're adapting to the Tualatin way. I didn't great splendidly perfect yes well thank you and welcome thank you so much okay now let's meet our new interim city deputy manager deputy city manager
Welcome, Robin. Some of us got to meet you earlier, and it was a pleasure, and we look forward to having you. As we discussed, you have some big shoes to fill in the interim, but we're looking forward to working with you, and is there anything you'd like to comment to us?
We're grateful to have you. All right, now we're up to public comment. This section of the agenda allows anyone to address the council regarding an issue not on the agenda or request to have an item removed from the consent agenda. The duration for each speaking person is limited to three minutes. Matters requiring further investigation or detailed answers will be referred to city staff for follow-up and reported at a future meeting. Anybody in the queue for public comment?
Now we'll move on to the consent agenda. The consent agenda, are there any items that anyone would like, counselor would like removed from the consent agenda? Okay, we have two items. First is consideration of approval of the work session and regular meeting minutes of August 10th, 2026. Second is consideration of approval of a new liquor license application for Chen's Kitchen, LLC, DBA Lee's Kitchen. Any discussion? Do I have a motion?
Second. All those in favor say aye. Aye. Aye. All right. So now we're on to the Tualatin CERT 2526 Annual Report. And I see a couple of people.
Thank you. You mentioned emergency supplies throughout town. So how many, like can you just go into a little more detail what's in there and how many there are throughout town?
That makes sense. And then if money were no object, what would you add to the CIO program or to the CERT program?
Let's hope you get the grant. And thank you to both of you. I know you're out there in the community all the time. And thank you for keeping this program going. It's so important for our safety. Now we have a public hearing, so I have to read a script. This is for ordinance number 1457-26. This is a legislative land use hearing for the City Council to consider ordinance number 1457-26, amending ordinance number 1499-25 regarding the annexation of approximately 54.79 acres of land located at Tonkin Loop west of Gramps Ferry Road and north of Basalt Creek Parkway. The proposed amendment…
All right. Are there any members of the public who wish to testify in favor of the proposal? None. Okay. Are there any members of the public who wish to testify against the proposal? None. Okay. And lastly, I have to ask if there are any members of the public who wants to testify at all on this matter, which I'm assuming the same answer. Okay. Does anybody, member of council, have questions for staff or any person who testified? All right. If there are no further questions, the public hearing is closed. Now we, Council can deliberate. Any deliberations on this matter? I'll make a motion.
Okay, I have a motion and a second. All those in favor, or no, we have to do a roll call, right? Okay, Councilor Brooks. Aye. Councillor Gonzalez.
Councillor Sacco. Aye. Councillor Hilliard. Aye. And I'm also aye. Councillor Sacco.
We have a motion and second for a second reading by title only of ordinance number 1457-26. Councilor Brooks? Aye. Councilor Gonzalez?

All right, now we'll move on to general business, and we have one item, and that is consideration of resolution number 5993-26, authorizing the city manager to execute an intergovernmental agreement with Clean Water Services for ongoing operations and cooperative management. All righty.
I believe I remember reading, I just want to confirm that the discussions with the administrative fees, it's not just Tualatin and each individual city, it says a group. Is that correct? Correct. Okay.
Well, that sounds like a lot of positive improvements, so that's a great thing.
All right, I have a first and a second for this resolution, so now we go to roll call vote. I will go backwards. Councilor Gonzalez?
Councilor Sacco? Aye. Councilor Hilliard? Aye. Councilor Brooks? Aye. And I'm an aye, so motion passes. Congratulations.
