All right well thank you for coming tonight
I move that we adopt the consent agenda as read. Second.
Thank you. I'm really interested in this Creative Revenue Solutions Committee. Could you give some examples of would that be like public-private partnerships or...
Okay. And then moving on, oh, you talked about budget priorities. So is the county potentially looking at, what was it, $20.5 million deficit last year? Are we in that same ballpark this coming year?
Okay, and so now I'm going to ask you about today's news about that. Was it Cameron Jewett property? And people are asking why the county spent close to $6 million on that property when we're in this budget deficit. But was there a good purpose for that land and that purchase near North Plains?
It was just really unclear in the news blurb, so I wouldn't.
Okay. And then I guess, well, you mentioned the library and the WCCLS, and I think we still have some concerns here. I thought the MOU was kind of vague myself. And then we brought up the concern, too, that the executive committee is city managers, and we're wondering why it wouldn't be electeds that would be more willing to speak up and contact... like you and the other commissioners. So that's just a question we have because we feel like, or I feel, that that might bring more issues to the forefront earlier in the process.
And last, I know we're in this very tight budget constraint, but this whole east side of Washington County, as I know you're well aware, being the former mayor of Tigard, we really could use a satellite office for mental health services at some point. And thank you very much for being here and for serving on all these committees. Oh, and I have to back up what Megan Cohen said and what Councillor Brooks said about the assist program because she highly recommended it for helping our homeless services.
What a fantastic model, and I so agree that people in other forms of distress could really use this because it's so difficult to navigate some of our systems. Also, I've always wondered how we get people out there, so that was very enlightening and made me a little more hopeful here. I was wondering, you had on one of your things the survivor outcome score of 99%, and what does that mean exactly?
Okay, that's wonderful. Thank you. Thank you.
We had five nominees, and first is Ralph Gallantine for the Core Area Parking District Board. Then we had Ashley Payne and Emmy Lowanson for the Library Advisory Committee.
Just a reminder that tomorrow night at Hazelbrook, there will be a micromobility listening session. That's on the e-bikes and e-scooters. And there will be Spanish translation. It's at 6 o'clock at Hazelbrook Middle School.
Please place your hand over your heart. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible,
I move that we adopt the consent agenda as read. Second.
Well, I've had ex parte contacts with both parties, but not discussing this particular issue, so I feel I could be unbiased in my deliberations.
Council President Pratt. Yeah, I reread through a lot of this again today, and... I think the concerns are legitimate, but like you said, we have to follow just TDC 33-0205C for this purpose. We have to follow those guidelines, and the noise is under municipal code. And there's a lot of talk in there, too, about... chemicals and emergencies and I know that's a growing issue in our community but that just doesn't fall under the architectural review it is something that you know can be addressed in other forms but tonight we're looking at architectural review and it doesn't fall under that…
I just want to add on to what Councilor Hillier is saying, and it's we do have businesses with chemicals. There's a big concern about that, and we saw diagrams of that. And I lived in Wyoming for a while, and we had a chemical plant near us, and we had sirens in town in case something happened. So I think we just need an understanding of, a real understanding of if there are dangers and what procedures we should be following. if something happens so our community is aware of what precautions are in place.
Or am I am I am not community when you tell me no you know it's okay I think it be nice to have a little more down for myself and focused in I don't know if there's a way to do this and we make it more complicated but I'd really like to hear I'm sure these businesses have some kind of plan too just overall no what's in place, I guess, is what I'm trying to find out here, and what would happen if the worst situation occurred and how we would reach out to our community.
It could be like a, I guess maybe from TVF and it would be the good start because they would tell us what to do.
I move that we adopt the consent agenda as read. Second.
Yes, I did a site visit to LAM, and I also went to the groundbreaking in August, and I also have had communications on unrelated matters with one of the appellants. But I do believe that I can render a fair and impartial decision based on the evidence before us.
I just have one, and it's for you, Lam. When the subject of chemicals came up, you said that hazardous waste is the only city issue, and it sounds like there is hazardous waste. So when would that be addressed? Is it in the ARB process, or is it at another time?
I motion that we continue this until October 12, 2026. Second.
Okay. I would like to amend my motion to motion that we reconvene for, say it again, deliberations on October 12, 2026.
Welcome to the August 24th, 2026, 12th City Council meeting. We'll start with the Pledge of Allegiance, led by Councilor Sacco, so please stand.
