We're grateful to have you. All right, now we're up to public comment. This section of the agenda allows anyone to address the council regarding an issue not on the agenda or request to have an item removed from the consent agenda. The duration for each speaking person is limited to three minutes. Matters requiring further investigation or detailed answers will be referred to city staff for follow-up and reported at a future meeting. Anybody in the queue for public comment?

29:55 – 30:43•Bridget Brooks

I just want to say thank you to you both. I know that you are very active. I see you out and talk to you at the events that you're working at, and it feels really good to have such bright, well-informed, and engaged community members helping spread the word around some of the potential situations people could find themselves in and how to come together and be ready instead of being freaked out and falling apart so I just appreciate it thanks counselor hillier thank you council president Pratt I just want to say thank you for making sure

30:43 – 31:14•Cyndy Hillier

not only for everything that you have done, are doing, and will be doing, but your attention to the fact that it will take multiple strategies for the community to be successful, should it be a small local emergency or more of a regional sort of thing. And empowering the residents is really inspiring. And so I just wanted to say thank you for that. I think that part is really important. needed and I think will go a long way to help us get to reaching our goals of being a little more resilient. So thank you.

31:14 – 31:27•Valerie Pratt

Thank you. You mentioned emergency supplies throughout town. So how many, like can you just go into a little more detail what's in there and how many there are throughout town?

32:00•Valerie Pratt

That makes sense. And then if money were no object, what would you add to the CIO program or to the CERT program?

33:19 – 35:59•Valerie Pratt

Let's hope you get the grant. And thank you to both of you. I know you're out there in the community all the time. And thank you for keeping this program going. It's so important for our safety. Now we have a public hearing, so I have to read a script. This is for ordinance number 1457-26. This is a legislative land use hearing for the City Council to consider ordinance number 1457-26, amending ordinance number 1499-25 regarding the annexation of approximately 54.79 acres of land located at Tonkin Loop west of Gramps Ferry Road and north of Basalt Creek Parkway. The proposed amendment clarifie

37:39 – 38:27•Valerie Pratt

All right. Are there any members of the public who wish to testify in favor of the proposal? None. Okay. Are there any members of the public who wish to testify against the proposal? None. Okay. And lastly, I have to ask if there are any members of the public who wants to testify at all on this matter, which I'm assuming the same answer. Okay. Does anybody, member of council, have questions for staff or any person who testified? All right. If there are no further questions, the public hearing is closed. Now we, Council can deliberate. Any deliberations on this matter? I'll make a motion.

38:28 – 39:08•Bridget Brooks

Okay. I move to approve resolution number. We have to do first reading. Yes. You should approve. Okay. I was just going to say, what is it? I approve or consider. Here. Sorry. I move for a second reading by title, a first reading. I move for a first reading by title only of ordinance number 5993-26. Sorry, 1457-26. Second.

39:10 – 39:32•Valerie Pratt

Okay, I have a motion and a second. All those in favor, or no, we have to do a roll call, right? Okay, Councilor Brooks. Aye. Councillor Gonzalez. Councillor Sacco. Aye. Councillor Hilliard. Aye. And I'm also aye. Councillor Sacco.

39:56•Bridget Brooks

Okay, I didn't tell the truth. I move, is it my turn? Okay, I move for a second reading by title only of ordinance number 1457-26. Second.

40:06 – 40:23•Valerie Pratt

We have a motion and second for a second reading by title only of ordinance number 1457-26. Councilor Brooks? Aye. Councilor Gonzalez? Councilor Sacco? Aye. And Councilor Hilliard? Aye. And Amal Salat? Aye.

40:47•Bridget Brooks

I move to adopt ordinance number 1457-26. Second.

40:54 – 41:34•Valerie Pratt

I have a motion second to adopt ordinance number 1457-26. Councilor Brooks? Aye. Councilor Gonzalez? Councilor Sacco? Aye. Councilor Hilliard? Aye. And I'm also an aye. Motion passes. All right. Thank you. All right, now we'll move on to general business, and we have one item, and that is consideration of resolution number 5993-26, authorizing the city manager to execute an intergovernmental agreement with Clean Water Services for ongoing operations and cooperative management. All righty.

1:00:53 – 1:01:34•Bridget Brooks

Well, first of all, thank you very much for all the work across all the departments that the city staff has done. And thank you as well to clean water services. It's kind of an amazing model that we have. and I feel really fortunate. I did have a couple just points of information questions, not about the agreement, but just in general since we're all here. I was curious when you talked about enforcement, is there a place that it's located that you can look up if there's been citations around, since it's a public?

1:02:25•Bridget Brooks

Okay, and there's not patterns or anything that we need to be worried about?

1:03:30 – 1:04:31•Bridget Brooks

Okay. And then I just want to also, I just keep advocating around water and technicians and I just want to thank the technical service people for their expertise and hope that we can keep supporting more people to fill those roles. And then I had one other question about, well two I think, is Is there I'm just concerned you know it's interesting the other day at a conversation with somebody and they talked about how people couldn't paddleboard on certain parts of the river because of the drought being so bad and I'm just curious like as far as extended planning for services and how we manage t

1:04:35•Bridget Brooks

I know that we do that, but I mean, at a certain point,

1:05:54 – 1:06:33•Bridget Brooks

Yeah. I'd be interested in what that is. And then, finally, I am also wondering about when it's the parts of the management, like so we're downriver from other users that source the same basin and we're looking at PFAS measures and things like that. How do we as a city protect ourselves and how does clean water services help us in managing some of the things that can happen from industry further upstream?

1:07:34•Bridget Brooks

Okay. Yeah, I heard some kind of startling numbers from some environmental people that I know about changes in measurements, so I was just curious about that and wanted to follow up on what you guys saw.

1:08:06•Bridget Brooks

Yeah, I don't have any facts so far. So I like data, so I really appreciate the information.

1:08:17 – 1:08:42•Cyndy Hillier

Thank you. I just wanted to say thank you for taking such a holistic look at the systems that are involved with this and the relationships and bringing everyone to the table and using a process that's worked in the past. And so I'm glad it was able to be applied here, including lessons learned. And thank you for taking the time to share that history with us. And Joe, for being here as such a great partner. So thank you so much for all your hard work.

1:08:47 – 1:09:01•Valerie Pratt

I believe I remember reading, I just want to confirm that the discussions with the administrative fees, it's not just Tualatin and each individual city, it says a group. Is that correct? Correct. Okay.

1:09:27•Valerie Pratt

Well, that sounds like a lot of positive improvements, so that's a great thing.

1:10:15 – 1:10:35•Bridget Brooks

All right. Well, we have a resolution before us. I'll make a motion to approve Resolution 5993-26, authorizing the city manager to execute an intergovernmental agreement with Clean Water Services for ongoing operations and cooperative management. Second.

1:10:35 – 1:10:53•Valerie Pratt

All right, I have a first and a second for this resolution, so now we go to roll call vote. I will go backwards. Councilor Gonzalez? Councilor Sacco? Aye. Councilor Hilliard? Aye. Councilor Brooks? Aye. And I'm an aye, so motion passes. Congratulations.

1:11:00 – 1:11:28•Valerie Pratt

All right. We had no items removed from the consent agenda. So next we move on to any additional council communications. Anyone? Okay. I just want to remind everybody the emergency preparedness fair is on September 12th at the library from 11 to 2. And with that, I move to adjourn. Second. Okay. All those in favor? Aye. Aye. All right. Thank you. Meeting is adjourned.
