Chair, we are ready to go live. Good morning. I will call to order the Wednesday, August 26, 2026 zoning administrator meeting. First on the agenda is item one, the agenda review. We have one public hearing item. scheduled for today which is item 2A, the Napa Basin Reach, Inc. and Napa Switchback Bend, Inc. Land, Tree, Farms, Trolley and Barn Certificate of Extent Legal Nonconformity Application P2600016-CLN. This item will be presented by Planner Kelly Cahill. So at this time I will open the public hearing item. Ms. Cahill, the floor is yours.

Good morning.
This morning we are talking about the Langtry Farms Trolley and Barn Certificate of Extent Legal Nonconformity, CLN. Presentation topics, I'll discuss the setting, permit request, and staff recommendations. The setting is there are three parcels amongst a much larger, I think roughly 3,000-ish acre holding on the Napa County side. These parcels are all general plan designation agriculture, watershed, and open space. The three parcels consist of roughly 57.6 acres and the zoning for each is agricultural watershed as well. The setting is predominantly open space that overlaps a stream setback along the Poudre Creek, 14.6 acres of approved vineyard on the north side of Poudre Creek, a trolley with cable across Poudre Creek with towers on the west and east sides, and an agricultural barn on the north side of Poudre Creek. The trolley itself was recognized. There was little aerial evidence because of the size of the trolley, but we did find evidence in county record as well as association from the applicant that the trolley was installed prior to 1993 for purposes of the CLN but as you can see a cultural resource report that was also filed acknowledged the presence and prior to 1987 the agricultural barn on the north side was also recognized and based on aerial photographs and to be present prior to 1954 or at least 1954. Both of these structures predate the zoning code and the building code, or at least the barn predates the building code, meaning that they aren't subject to the conservation regulations and they're not subject to the property boundary setbacks of 20 feet. They are also, the barn is also not subject unless in the future they come in for some sort of alteration, it wasn't subject to the building code. So the project request is to recognize, for purposes of the certificate of extent legal nonconformity, the historic use of the existing trolley as constructed prior to 1987 and the agricultural barn constructed prior to 1954, both, again, predating the zoning code and the conservation regs, and as for their purposes for agricultural purposes. and uses. We did receive two public comments, which were provided to the ZA. Both were responded to, and we had no additional follow-up. And finally, staff recommendation, find the project not subject to CEQA based on findings one through three, detailed in attachment A, and issue a certificate of extent legal nonconformity for P2600016CLN. based on recommended findings four through seven of attachment A. This concludes my presentation. The staff applicant or the applicant and their team are here to answer any questions you might have.

The first thing I will do is find that the project is not subject to CEQA based on findings 1 through 3 and attachment A. And secondly, I will issue a certificate of the extent of legal nonconformity for P2600016-CLN based on the recommended findings 4 through 7 and attachment A. That concludes today's public hearing.
