All right. Do we have any public comment on the consent items? All right. All right. I would ask for a motion to approve the consent items.
Motion to approve consent. Manfrey.
All right. I have a motion from Manfrey. Second, Cottrell. Second from Cottrell. All those in favor, please say aye. Aye. Any opposed? No. No from Doring. And abstentions? Okay. All right. We are now at public comment. At this time, anyone may address the board of the Napa County Flood Control and Water Conservation District regarding any subject not on today's agenda over which the board has jurisdiction. Is there any public comment?
All right. Thank you. We will move on. We are now at number eight, public hearings. Okay. We are going to go to a, protest hearing, intention to levy and collect assessments for joint zone project 96 dash one. And we have staff here. We're gonna open the public hearing and hear from staff and then we will take public comment. Thank you.
Great. Thank you. Greetings board members. Jeremy Sarra, watershed and flood control operations manager. This is a continuation from the last board meeting's agenda where the board held a public hearing in consideration of the engineer's report for Joint Zone Project 96 dash one and also adopted a resolution with the intent to levy the assessment and also put forth the protest hearing for today at this board meeting.
So at this board meeting, we're requesting that you hold the protest hearing, tally any protests if they're put forth. And assuming a significant number isn't put forth, closed it, adopted a resolution with the sorry, levying the assessment and collecting the assessment. Thank you.
Okay. Before we go to public comment, are there any clarifying questions from directors? All right. And is there any public testimony for the protest hearing? Alrighty. Looks like there isn't any. I will close the public hearing and bring it back to the board and look for any comments, questions, or a motion.
I'll make that motion. Cottrell.
All right. Motion by Cottrell. Second.
Second by Ramos. Is there any further discussion? Okay. Motion? Can we hear a statement of the motion?
I guess we have conducted the protest hearing. And so the motion is to adopt the resolution to levy and collect assessments for fiscal year twenty six twenty seven for joint zone project 96 dash one.
Alright. Thank you.
Alright.
Everyone in favor, please say aye. Aye. Any opposed? Any abstentions? Alright. That carries. Thank you, mister Saro.
Thank you.
Alright. We're going to move on to b public hearing fiscal year twenty six twenty seven, Napa County Flood Control and Water Conservation District budgets. Mister Thomas, sir, thank you. We're going to go ahead and open the public hearing and hear from staff.
Okay. Good morning. Rick Thomas, your district manager, and I'm here with Sarah Geiss, our supervising analyst. And what we have for you today is the initial hearing of the fiscal year twenty twenty six-twenty twenty seven budget for the flood control district, all of our programs and divisions. And Sarah is going to walk us through the proposed budget.
Sarah Geist, the district analyst. The flood control district has two funds, Fund eight thousand, flood control and water conservation district, and fund eighty ten, the OVOC CFD. Fund eight thousand is made up of five divisions. Division eight thousand five, watershed projects. Division eight thousand ten, flood control projects.
Division eight thousand eleven flood project measure a, which is a special revenue fund, division eight thousand twelve flood project maintenance measure a, which is also a special revenue fund, and division eight thousand fifteen water supply contracts. Fund eighty ten is made up of one division, division eight zero one zero zero, Oakville to Oak Knoll CFD. This division funds Subdivision 8503, which is the Oakville to Oak Knoll CFD services. The proposed appropriations are as follows 8,504 million $853,121 Fund 810,038 million $21,954 811,037 million $269,232.08 $0.00 $1.02, $752,722.08 $0.00 $1.05, 12,854,600, and $8.00 $1.00, dollars 118,750. If you have any questions, we will answer them.
Okay. Great. Any clarifying questions before we go to public comment? All right is there any public comment on the budget alrighty I will go ahead and close the public hearing and bring it back to the board for any discussion or emotion
Chair Gallagher? Yes. Actually, the public hearing remains open because it's going be continued to fall.
I'm sorry. We will continue for final adoption until June 9. So the public hearing does remain open. All right.
Chair, I have one question. I'm noticing I'm looking at the year over year for the Oakville CFD, and it was January last year and kind of significantly less this year. Is that we're ahead on maintenance? There's cost savings or
Yeah.
We had a project that we worked on this fiscal year, fiscal year 2526, the Bail Slough Bear Creek project. And then next fiscal year, it'll be funded through the Watershed subdivision from some grants that we received from the state and federal.
Okay. So it's equal amounts of activity, but we're being able to pull from a different fund source. Exactly. Got it. Thank you.
Thank you. Anyone else? Okay. I would entertain a motion.
I'll make a motion that we is this adopt a recommended budget?
I don't know that actually we need to do anything. Yeah, there's no need to make a motion. The dream is sorry. I just thought I'd call for one
I was the wrong the motion.
That's all right. We're going to move this forward to June 9 for final adoption. And we haven't made any amendments. Perfect. Thank you. All right. Great. Thank you so much. Okay. All right. We are on to district managers and engineers reports and announcements. Mr. Thomassar?
Don't have Oh, clear.
Counsel, is it appropriate for us to make a motion to continue the public hearing to June 9 for the budget?
I reviewed previous meetings, and there was never a motion made. And similarly, the county does it the same way. So it's just announced that the hearings continue till till the following June 9. Since it's already agendized that way, there's no need to make a motion to continue.
Thank you.
All right, great. Thanks for the question and clarification. I
don't have anything, but I thought Andrew might want to give us a little update on how construction is going.
Morning. Andrew Butler, district engineer. Yeah, I just wanted to give a brief update on our construction project, the flood walls north of the bypass project. As we mentioned in the last meeting, we have started construction. We've done a good amount of clearing and grubbing in the initial floodwall area and we're also doing some storm drain work this week and next week. After that, we'll actually move into constructing the first phase of the flood walls down there And I'll look to bring some pictures next time we can share those for the ongoing construction. Can take any questions?
Any questions? Okay. Any comments from the public? All right. Well, thank you very much. All right. Do we have any directors reports or announcements? We're a very active group today. Okay. All right. Any future agenda items?
I don't have an agenda item, but I was curious as to whether anybody's reached out to the city of Calisthenia for their representation on this board. There hasn't been any in a while. I don't know if somebody's made contact and there may be a glitch there. Been several meetings.
Maybe Not sure. That's
We do have representation at the city of Calistoga.
We do?
We do. Yes. The assigned mayor.
Oh, I I misspoke.
It's misconduct. Yeah.
The assignment is not being filled.
It's not. Yeah. The attendance isn't.
Yeah. I just want to make sure that whoever that person is knows that they are
Yes. They do.
All right.
They do.
All right. Thank
you. Thank you for asking.
Thank you. All right. We do not have any closed session items, so we will go ahead and adjourn the meeting until 06/09/2026, at nine a. M. Thank you, everybody.
