I. opposed. First up is a public hearing for text amendments to the subdivision control ordinance. Make note that it's 801. Mark, good morning. Mark Bonwell, McGomery County Building Administrator. the subdivision control ordinance uh which is ordinance that controls the uh division of ground in Indiana in the appropriat changes to the state that we had to uh bring our code up to as well as some other uh text changes that we made to the subdivision control ordinance. Um so I'll go through those really quick. There's not very many of them. Um in definitions 1504 subdivision, it just uh this is just stating uh this change actually gives them more flexibility in in the egg sector and you can take a twoacre parcel and split it off of you know a larger parcel without going through platting. U 152 waiverss um just a little more alignment in the text there applicant may apply for a waiver at the at the application time. So uh also we have a little change in public hearing. We had some changes to the state that we had to align with. Um something about completion. It's all about completion of the application and 30 days uh in order for us to schedule hearings. One one text change in vacation pl was just that we have to receive a complete application for that plat. And then the last one is in minor plats and just another realignment of ver verbiage for give the zoning administrator a little flexibility on a minor plat. Uh they people would come to us with a minor

plat and the final plat if it met our code uh could be administratively approved. Those are the changes to the subdivision control ordinance. Thank you. Next up, the ordinance set ordinance 2025-23 for the adoption of the text amendments to the subdivision ordinance.

Oppose. Passes. Under new business, owner occupied rehabilitation projects, open roofing, HVAC, and ADA quotes. You have some for 616 East Pike Street from ProChoice Home Solutions. This is a bid for roofing work. $5,395 for 122 North Green Street. also from ProChoice Home Solutions, $26,900 for 1897 County Road 1000 East. Also, Prochoice Home Solutions 5,395 from 32 Heat Heating and Cooling I'm not sure what the address for this is, but oh, for 616 East Pike Street, the quote is $8,700. for 1897 County Road 1000 East also 32 heating and cooling $8,800 for eight Park Lane West Crawford'sville

also 32 heating and cooling $11,600 from EC Smith and Suns for 616 East Pike Street for the roofing only $8,800. EC Smith and Sons 1897 South 100 East for the roofing $7,900 from Meyers Heating and Cooling for 8 Park Lane West $8,947. Also from Meyers for 616 East Pike Street, $9,165. from Myers Heating and Cooling for 1897 South 100 East 5,79. and from Cox Roofing for 2256 County Road 725 East for chimney $1,5767 with an alternate for a second chimney of $828.34.

Yes. These are the contracts for both of those projects. After we award the bids, then we do a contract with the contractor. So these are for those two properties. I move to approve. Second. All in favor say I. I oppos. Next up is homeowner county agreement for owner occupied rehabilitation assistance. We also have to do an agreement with each homeowner regarding the grant that is awarded to rehab their property or their home. And so this is the template. We're ask seeking approval um of that as well as authorization for the um commission present to sign those agreements as they come in.

Highway department Jake. Good morning. Jake Low, McGomery County Highway Director. Uh so the first one on the agenda is our new core 136 uh intersection improvement contract with USI for construction inspection. Um INDOT's already looked through the contract. They're they've okayed it. Uh the amount is $2,486,400. It's not exceed that amount. Um, and this is a 8020. So, as we get um invoices in, I end up will then reimburse us 80% back.

Uh yeah, so the community crossing matching grant, uh they've opened it up for all communities again. Uh probably be the last one. We don't know that yet. Legislation still in limbo with it. Um but we are wanting to submit for 625 east from 500 north to State Road 32 and then 600 East from 32 to 136. Um the engineered estimate is 1,393,394. The max grant amount is a million. So the county portion would be $393,394, which that has been budgeted for. Um obviously it could change with the estimates when we receive the bids, but this is what we estimate it to be at. I move to approve.

Next up. So then the next one, um, obviously I've been submitting some reports to you guys about our boom mowers have been down. Um, we bought one used back in 18. We've had several mechanical issues. We fixed it. We fixed it. We fixed it. Um, to the point now that it's more costly to to fix than just replace. Um, so I'm seeking approval for a inner green boom mower. Uh the cost is $291,764. Um it's a source well quote through Brown Equipment and then the payments would be $67,37143 for five five years with a dollar buyout. That's all included through equipment.

Do those boom they trim trees or is it just like ditches where you can't? It does both. And that's under warranty for the full five years. Yeah. How long do you anticipate that lasting or being able to be used after the lease? Hopefully another five or 10.

I'm hoping. Um I mean they take a beating. Uh this is a hydrostatic. Before they were Kabota detractors, so um a lot of it was the transmission issues because you're constantly backing up, going forward, riding the clutch. go down. Um, so I'm hoping with this being a hydrostatic and it is built just for this vegetation control, I'm hoping it lasts well past the 5 years. Entertain a motion to approve. So moved. Second. I. Thanks, Jake. Next is the 2025 landfill grading project, McGomery County Public Works. Tom, this is our standard agreement we use for public works projects. And so this is for with JS McCulla to do the landfill grading project. It is a partnership with the city of Bloomington. City of Bloomington, city of Crawford'sville. I was thinking about IU. I was just there on I was just there on Saturday. Um they played Illinois did not play. Um and we each pay 50%. Had to sneak it in there somewhere. Yeah. Entertain a motion to approve.

This is just an addendum that we've added to the construction agreements that um make sure that they are complying with the new requirements about uh suspension and debarment, employee eligibility verification and no investment in Iran and non-discrimination. I oppose. Next is the opt-in to participate in the opioid settlement with Purdue and the Sackler family. And that's not Purdue University. It's actually the Purdue Pharma, just to clarify, the other university in Indiana. Um, this is a new settlement. Uh, Andrea Geel alerted us to this. We've received a notice about it. We have until the end of September to opt into it and we don't have any other additional information about the amount of the settlement or the share that would be distributed to us. Um, as far as I'm aware that will be coming later. Entertain entertain a motion to approve. So moved.

I opposed. Lastly, approve the carpet quote for the second floor of the elevator and elevator of the justice center. I'm Andrea Geel, chief probation officeration department. We are looking requesting um assistance with replacing the carpet on the second floor of the building. Um we have one room that we have to do no matter what. It's I won't dispare the details. Um we've gotten some quotes associated with it. Um it's through floor covering and I apologize that's not the proper name anymore. It's the same carpet that we had done for the two rooms that we've done over the past years. Um, we are actually offering and asking if you would be willing to split the cost. So, the cost to do the whole second floor is $16,553. We're asking if you guys would be willing to assist with $8,276.
