So, that's just south reimbursements for for the overtime rate that we've been paying the guys to work that. Uh the other the 1,13261 um Pearson's Ford overcharged us for brakes and rotors. So it just reimbures over.

So those are user fees basically for um industry. So it's for our local emergency planning committee is what those next three are. Then the last one is a new grant that we got. I mean it's a grant we get every year, but it's new for this year. Um and that's going to cover training and um a hazmat conference. So those are all hazmat related things and that's fully reimbursible. That grant is

Good morning, Deputy Prosecutor Jacob Moore. Um, we're requesting $3,000 out of our pre-trial diversion fund to be allocated for additional blood testing. Uh, this occurs when we have OWI suspects. The state lab is limited in the substances that they can test for. work finding more frequently motorists who are impaired by substances that the state lab is not testing for. So these funds would be used to send to a private laboratory out of state uh to test more thoroughly will be able to find those substances and we are generally eliminating it limiting it to suspects who have gone through a DR evaluation which those are specialists both with the city police force and with the county police force. They they can really pinpoint down the substance that we're going to be looking for and help us make sure that we're as judicious with our money as possible that we're testing for. Okay.

It it'll more help us secure convictions and keep impaired motorists off the road and make sure that the good work that law enforcement is doing actually comes to fruition. Um if we can't test identify whatever designer substance that is in their system, it's a lot harder for us to get a conviction. But if we can show them the lab says you have this substance in your blood, they're much more likely to plead guilty and save the county the expense of having to do a trial. So, it takes anywhere from about two to six months for the state lab to say we can't identify whatever substance is in there. And then it's going to take an additional three to four months to to run those lab labs through. Oftent times for the lowle owis, those offenders are not in custody. So, they're not incurring costs for the sheriff to house them. You're welcome. It's it's enough that we we need to request money for it. The last few years, uh, the DR evaluator had a grant that was funding if we needed to have additional testing done and he had done testing of the motorist. That grant would cover the cost for that private laboratory to test the blood. But that grant funding has run out. We feel that it's a good good use of money to help get convictions on voters who are impaired. Well, the the state lab can identify marijuana. This is more

All right. Um I want to first thank you all for approving the two additional deputy prosecutor slots. Um we threw out job postings in for every law school within about 350 mile range had a total of three applicants. We've filled both of those slots. So I want to thank you. Uh both of the young men that we've hired will be young men. One's few years older than I am, but they will be taking the bar in July. Uh and then they'll have to wait until the beginning of October to get sworn in as an attorney. If you all remember last year, uh you approved a special money slot for a certified legal intern at the 30 39 hourly rate after the compensation the firm did the compensation uh review on that. We're just requesting to transfer some of the funding that you've approved for a deputy prosecutor to a certified legal intern. They will not be a deputy prosecutor until they are sworn in, until they can legally practice in the state of Indiana. So, we just want to move funds for those two gentlemen so they can work for us through the summer and then through the fall into October. Uh, so we're requesting I I know that amount says 78972. That was a mistake on our end. I I want to do half of that amount. Uh, that should cover more than enough cover what we've got for both both slots. And again, I do really want to thank you all because it was really kind of a eye openening experience only getting three applicants. Um, and we we were able to get those and get some good people hired. So, thank you all for helping us with that. No, you have all approved that. Uh we're just requesting to take half of that 789. So, and I apologize. I'm an attorney. Math is not my strong suit. Uh but it'd be about 39 and move that into a new fund uh for certified legal intern position set at the 39 or 3039 hourly rate and leave the remaining approximately 39,000 in the deputy prosecutor position.

All right. Moving on to new business, the 2027 budget calendar. Mindy or whoever or Tom, somebody U Jennifer sent out a budget calendar uh with the agenda and we are looking at setting some dates. We would like to um introduce the budget, do the first reading on 811 at the 811 meeting. Um do the public hearing at the 98 meeting and do the adoption on the 10:13 meeting. um that will allow us to meet all of the DLGF um deadlines, but we do need to set the two, you know, we always have the two night meetings um for the department heads to present. We we'd like to set those. We proposed 8:24 and 8:25, which I believe is a Monday and a Tuesday, but obviously that's up to you guys. So, around those dates, we need to get that set. so everybody can start preparing. We did send out the budget module. We opened up the budget module for everyone. So, um they should be able to start working and from the questions we've had, they are all they are all on it. So, oh yeah, we did do them earlier. We did them at four o'clock instead of six o'clock. I don't care what you do and that's up to you guys. Whatever works for you. thoughts on that date? The 24th, 25th, 4 o'clock. Does that work?

Uh the best one we can come up with right now is June 22nd after the commissioner's meeting uh to have a joint meeting with the commission and council together uh between 8:30 and 9:30 uh June 22nd. 8:30 9:30. Yeah. So that sound doable hopefully. Most of you. Okay. June 22nd. Yep. We'll do that then. All right. Any old business? Any funded organizations here with the report? Department heads? So, uh, as you guys know, I started officially January 1st. Things are going well. Um, state approvals and everything. We meet state standards under new Indiana law 433 on veteran service officers position and how the county funds them and all the computers and things that we need. So our county is in perfect compliance. Um upcoming mid June we have a 4-day conference that's mandatory to help me better do my position. Other than that, things are going quite well. Um, we as a state, all of the veteran service officers are a little worried about the new property tax amendment they've sent down for veterans because uh with the fact that every veteran needs to be reertified. That's pretty much in McGomery County 800 more appointments that have to come into my office to reertify their disability before they go to the auditor. So, we're trying to to get the word out quickly at Legion meetings, BFW meetings, in the newspaper. It's been run a couple times that these papers are going to be ready in July. Everybody needs to be reertified. I'm sure we're going to have some veterans that are disgruntled come December because they didn't know about it. Um, but the the people at the paper and the journal have been very accommodating and running ads or whatever I send them to get the word out. Um, so that's what's happening. Other than that, things are going well. So, any questions for me, Brett?

my feedback from everybody at the Legion has been really good. I know that uh I've known Nick for a long time and um still like him even though he's a Cubs fan, but uh but uh he had a lot to uh go through and had some struggles in the beginning to get up to date with a lot of things, but uh like I say, the the veterans are are are feeling like they're being taken care of, and I've been hearing a lot of positives. So, good job on that. Thanks, Um, Mr. Peach and I have talked about it. We're kind of waiting more towards when the state has the actual forms to fill out. Uh, the state has announced this is happening, but they have not sent the the veteran service officers the official new form that we may or may not use. There is an old version of the form. I'm just not asking veterans to fill that out because I'm afraid that they're going to deny that if we use it now and then we're like no this is the old form do it again and I don't want that fight in my office

just to um we Nick and I have talked a couple times we're going to meet we I have a conference next week and just to let you guys know how deductions work with the state they change all the time how they need how they need to do it um so we have not yet received um instruction on how we're going to handle that in our office. And it may not be as bad as as having to have 800 meetings. I hope that's not the case. I can't imagine that will be the case, but um we should get clear instruction next week. It doesn't go into effect until July. It is a great thing. Um they're going to fully um exempt uh 100% disabled veterans. So, it's it's a really good thing. Um, but it is going to take some effort. Um, both Nick and our offices, but um, we don't have full direction on that. Nick and I have already spoken a few times, like I said, and we're going to meet after our conference and figure out the best way. And we'll help with advertising if if needed and and working to get the word out. We're just kind of we've kind of held our tongue a little bit until we know more because we know how they do with deductions. They're just

they change a lot. So the requirements for them and and a lot of the veterans are are older and they struggle with, you know, computers and things and if it's a if it's gray and they and they get mixed up, then they get frustrated and they think it's, you know, that it's the government working against them or whatever, but they just need to, you know, a lot of times just settle down. And that's it's sometimes it's best to wait till you know what's going on and then then let them know.

Yeah. So the the estimated benefit to veterans with a 10 to 90% disability rating is between 150 and $200 a year. Their taxes, less than what they paid the year before. And we are the 23rd state in the nation to now grant 100% property tax exemption for 100% disabled veterans with no cap on the value of your home. So if you're 100% and you win the lottery tomorrow and go buy a $7 million home, you're paying zero property tax. So, it's a great thing. Um, the state estimate is about $70 million back in veterans pockets every year because of this. So, any other questions for me?

I'm just going to throw in there. I don't like I'm not going to toot horns, but the auditor's office or the auditor's association was really pushing for this. So, I know that in addition to the veterans office, I know that the auditors of Indiana were really pushing for this, too. we are in our county we have approximately 2000 2,800 actual veterans and then we have 3,400 members that have been guard members or veterans. There's the difference is if you're a guard member and you've never spent more than 90 days on active duty, you're actually not considered a veteran. So, um we've had 3,400 people that have signed up and said, "I'd die for my country," but 2,800 are actually considered veterans, which is uh roughly 9.6% of our population, and the national average is 6.1% of the population. So, we have a lot of veterans in our county compared other places. So,

Um, I just want to give Heather a shout out. She's not in here today, but our offices, we yesterday was the last day to collect property taxes, and I will say this was a bad year. This I shouldn't say a bad year. This was a hard year. A lot of um we'll just we'll just leave it at that, but um I know that Heather's office has been under has been short-handed and a lot of people have stepped up and I know if she were in here, she would want to thank everyone for stepping up and helping her out during this time. So, I'm just going to do that for her. Um because when her office runs smoothly, our office runs smoothly as well. So, um It's been a tough tax season, but we made it. And I'm sure she is taking a big breather today, although she's probably still running her running her tail off over there. But, um, and just the other thing, we will be at conference. Three of us will be at conference next week, so our office will be very short-handed, so be patient, please. And Tuesday, we will be down to one person. So it will be a very um uh tight day on Tuesday, but we are all going to state called training and it's necessary. So um just appreciate your patience in advance and um keep coming at me with budget questions. Oh, yeah. Um I'll just say two things. One is, you know, the state legislature said they had to push governments kind of the financial cliff in order to save normal people tax, real estate taxes. my taxes went up as I predicted they would and then that assessment because uh real estate the market is pretty hot. Yeah, assessments are going to increase again and so I'm going to watch and see whether my taxes ever go down. Uh I think it's an illusion. I think some businesses are going to pay less taxes, but for the contrary to what the legislature said, I think most of us going to pay more taxes every year. So we'll watch that. There's a lot of concern about it.
