business Matt you're up in your package real quick for you we just added uh attendance looks like we have three members who were there at all of the meetings so you still don't get paid anymore congratulations John and Teresa and I one's bat 500 pretty good BR it is actually then we also put a meeting schedule in there for you all as well oh yes yes so that's really nice yeah we had to move the meeting date because the Board of Supervisors is going to hold a meeting here usual first Tuesday of the month believe is when Planning Commission would have normally met at the Board of Supervisors meeting down here on the first Tuesday of the month last second Tuesday yeah okay we just took stat yeah yeah through that we move to the courthouse so then on uh I wanted to just bring to the commission's attention there about what our year might look like as far as potential ordinances and some adjustments there on it there has been some discussion about uh we looking at the solar ordinance on there we haven't been directed to look at it yet
but there's discussion going on about it it's mainly surrounding we add in uh some sort of propop rating system to this to make sure that we're not giving up too much good prop ground solar projects and they have justify a little bit on that and or it could just be uh an addition of preservation component to it is going to be a project C set aside so much to that we have a really good solid foundation on the solar ordinance that's already there so I think that this is something that we probably take a shot at in house first through just us on the staff side of things and bring it to you all to present to see as long as and then we back supervisors unless it gets too complicated I would assume it's something that we can definit handle in house but there's a lot of back and might have bring some somebody in that side of it but is that something you've seen I mean or other counties is that something they're implementing as well or is this just more conversations I'm just kind of yeah kind of been a buzz for we've just briefly discussed it at board meetings and we want to protect the farm I agree and it is happening across the state I think everybody's kind of some of them already have the CSR rating system built into their ordinance yeah yeah we do have and we know of at least one large project another large project looking at Eastern Mills County and then we also have a large project that's looking at the western side of Mills County I think one on the western side is more than likely off Air Force Base is going to get shut down it's kind of in their area the Eastern side we haven heard
from in a while but we know that they were out there shot she I got phone calls they W to get like updated prices from us so there must be some discussion some Nick can you speak up a little more we can't hear you oh I'm sorry I said I I had gotten calls for like reup or you know renewing our uh quotes and stuff for materials for that and it kind of surprised me he said yeah they called out of the blue and I I don't know if it was anything that was really serious yet but it was something that they must be crunch I'm sure with the changes at the federal level My Hope hope is with the changes at the federal level we're going to see less inquiries on these types of things so that'll all take time sure to shake out how that happens uh the second thing weak conversations about the carbon Pipeline and in orance on that uh good and the Board of Supervisors did discuss that in their meeting and it really does depend right now on a current court case it's in the E District Court of Appeals uh on what that outcome is so um determining whether or not counties actually have the right to enforce anything on there so once that gets decided and then it sounds like Mills County attorneys uh will be involved in helping draft up something if if it comes at the courts do determine if we can put something on the books then mil attorne will help out with that aspect of it the fourth one is uh special
events and adding in uh some sort of criteria for special events permitting and that one's really a twofold piece of it in our roles we see a lot of people who are trying to do more uh a they they really trying to tie it to an act related event of having a concert or something on their property uh to bring people more people in on an area Gravel Road or whatever the case may be you know is that necessarily the right thing to have happen in that piece of it the other component of it is is the racetrack out there has made their intentions at least they did at the beginning of last summer had made their attention is pretty clear that they want to host larger scale concerts and larger scale events and uh we don't really have anything in the books right now to make sure and it's it's a it's a public safety component to it uh you know Emergency Management aspect of it as well and then just your your normal public health and safety things making sure that there's enough restrooms provided and uh those items and so we consider we're looking at we have a few different drafts of things on what we could potentially do as far as that goes but that'll probably be some study sessions make sure that because that started last year make sure that the board of supervisor still really wants to go in that direction and then it' be something that we bring to you it would more than likely fit with inside of our zoning ordinance wouldn't be anything else separate from that but then we can at least require those entities to come in and pull permits uh and that would start triggering the awareness through EMA make sure we got the highway patrol on board make sure the sheriff's office is on board make sure environmental health is involved and so then that way these events can happen if a little less impact to the areas um one the I think the one initial thing that brought it up
was the ice cream social that goes on down there with their car show and how that kind of grid lock traffic in that area so we had a we had a pretty good meeting on that aggrav Vision attended because they were obviously impacted with that they had Farmers walking down to trying to get parts worm because it's right at the harvest season time and it was just really trying to see what we can get out of that venue to make sure that we lessen the what that event is going to be I mean it's a great event brings people to the area you want things like that in a sanitary manner at the same time after they had their incident out there at the concert I don't know that we've heard much more from them on whether or not they still have desires to go and have large scale concerts because the initial so that's what I see kind of coming down the pipeline this year FL any more on the we covered last time the agreement with the city and how I don't know that they've announced anything on it yet um I think that they were there were a couple of different locations that this economic development project was gonna could potentially land at and so that was um just for Davis's point of view on this there's a joint land agreement every Community uh in the state of Iowa has a two- mile buffer zone around their community that uh they control they have to give approvals for land splits that happen in those areas they don't have zoning control over it they don't get building permit control over it but they do have control over whether or not you split the land in
that area and so the city of council BL had done a large two- mile area study and they had come down gave a presentation they wanted Mills County to sign on with that land use study with them because OB being a border Community a good chunk of that uh northwest corner there resides in that two- mile area of it and they had a large economic development project that I think it's potential 300 jobs maybe or something like that and those around 300 I think it's around 300 jobs well paying jobs would have been $70,000 a year plus and if it were to land would have been it would have landed in Mills County but they needed city services in order to make it work so they needed to be a to hook on the council water and Council sewer treatment plan having this joint land use in place would help them with their annexation pieces to allow for them to be able to do that and so that did that did go through but I I do think that um everything was leaning really positive that it was going to land here and that there was supposed to be an announcement coming out here pretty soon wow cool so it would be for that area which is I mean it's kind of it's really kicking off in the Mills County side it's kicking off in the pot County side sooner or later I think you're going to see that 192nd streak straightened out paved and all kinds of development running in between there be nice to see that run all the way down to L yeah open that back up especially if we can there already water there you get you get an employer of that magnitude that comes in there it's going to draw others to locate around it of some sort of supplier convenience so they're they're looking on the west side of the interstate or east side this one I think he's talking about is on the east side just up from there up Echo
constru that be very cool I think the city of ccil bless thought that they were going to hear something back actually last week over it they had an announcement just sted on me I had not heard anything yet they put an made it's a pretty big deal I menag pretty well on board with it I think that was before his time yeah um to be honest with you yes and no um I didn't like it because I was working with another group in Governor Reynolds to try to get water Andor sewer up to them because it would open up all of 195th from Mills County along the pavement and it it got shot down in flames but long story short like Matt said with the one and two mile agreement they they they didn't and don't need our permission they were just going through the motions and trying to include us so whether we liked it or not or whether we did it or not they could do it so you're going to see legal descriptions that say in the city of council Le Mills County Iowa I'd rather see Glenwood or Malin you know that area would be Glennwood growing most of Mills County but or not most of Ms County but somewhere something we got second sometimes you're the statue sometimes you're the pigeon this way sometime it's it's it's it doesn't hurt us we'll still get some we'll get some jobs we'll get some people moving here we'll get the real service tech base tax base it's it's it's not going to hurt us it
just isn't what I wanted I'm used to not get in my way have you guys heard anything about a rock Cory company coming in yes here yep okay I'm just getting a lot of calls on it we're looking at coming to the Zoning Board of adjustment this month in the are where's that at so northeast corner of Mills County is where they want to locate at they have an existing Cory area it's shur Cory you guys oh good all right good keep for us we have to track it as far just for the Emerson guys good that's what I clarified with and when they came in and originally talked to us about it that's was my first question I wanted to know was like well are you gonna ha is it are we looking at Sand or Limestone they said Limestone and I thought well it's probably gonna be pretty welcome area then because we're always like Le I think both Counties have been shut out of rock a couple of different times yeah when we Clos the Macon it's it's very rural it seem to be in a good area
there any questions from the commission on anything for this coming year or subdivision right I do need to go back to the Board of Supervisors and see what their feelings are our our big discussions we had on it we're going to go through it and then we'll give you guys some direction on how how we want it wrapped up and cleaned up so question from the board everybody good with those upcoming dates anyone not going to be here March 11 be good and in November we need to set a date because it's November 11th that's Veterans Day so County offices are closed so we can either meeting or you know that's up to you guys that's all we need to do now so as we get closer very well I mean last year our meetings ended in September for us Andy now you guys can hear B shut off yes okay well if there's no more discussion from the board public comment discuss the future meeting dates I guess should we uh just kind of hang on this what we got and
