Yes, sir. Good morning, ladies and gentlemen, members of the board. I notice that there's a resolution to put something on the ballot to go from three supervisors, five supervisors. I just like to say that this resolution resolution really doesn't decide right now whether Mills County should move the five-member board of supervisors. It just simply places the question on the ballot so that all of us, the citizens of Mills County, can discuss it, debate it, and ultimately vote on it. Whether I personally support or oppose the five-member board is irrelevant. I believe the people should decide, the voters, not just the three supervisors here. should have the final say on the issue that affects the structure of their government. In 2024, if I'm not mistaken, I believe even Supervisor Mayberry stated, I would welcome a five-member board with an additional two board members. Decisions can be made with better understandings and outcome to all taxpayers, their strength in numbers. People are certainly entitled to change their views, But regardless of where anyone stands on the issue today, I would hope we all can agree that the citizens of Mills County deserve the opportunity to decide for themselves. I respectfully urge this board to vote to place this question on the ballot and let the people have their voice.

Yes, I'm Chris Whitey. I almost word for word agree with what Dan stated. We appreciate the work that Jack and Amber have done to actually get this put onto the ballot. Our objective is to let the people decide. And as Dan said, this does not actually make a ruling today. It just allows the people to make that decision. And the Mills County Matters Working Group promises to research all the pros and cons from everybody citizens and the supervisors about why this would be or would not be a good thing so that we can educate people by the time they get to the ballot box they will understand the issue in great detail because there's both benefits and detriments and not even everybody on our own working group is sold on the fact that this is universally a good thing it's a complex issue i think the people if we explain the issues can make the choice for themselves on a completely separate issue my friend mr warren is on here today i see he's going to ask for waiver reduction and permit as you know on previous occasions i always stand up and i say i'm opposed to renting waivers or reductions in the permit fees for two reasons one is it's one of the only additional sources of revenue that the county has and if we feel that our rates are so high or onerous that people need a reduction let's change the policy instead and that

I'll be reading this on the behalf of Henry Clark, located at 586A1 Dead Row, Glenwood, Iowa. He's currently unavailable today, but he would like to share his thoughts about the Mills County Board of Supervisors' current three positions or move to five. The reference text will be referenced from a Facebook post. I believe the board should stay at three. Whether a vote should be put before the general population, I would say no. Sounds undemocratic and a negative position, but you're in the hot seat. There's a lot to get done that is easier with three voting versus five voting. There are others that have not gotten done. It usually takes at least one year for a board member to learn fund accounting and also the departmental roles and functions. Just be one more year lost. I'll note several items below if the voters want it on a ballot and get the signatures. Even if you divide the pay by five, what happens to the benefits? I have a hard time agreeing to the currently getting benefits Definitely don't want five to get there. Please print my following statement. I believe salary is around $30,000 and benefits are around $40,000. Benefits are the higher portion. I don't know if there's a retirement portion not listed in the campaign budget since getting a portion. Geographic representation. The current supervisor makes roughly 5,000 people who live in Glenwood, 5,000 outside of Glenwood, say another 5,000 east of Highway 275, say north or south. If you move to five positions, I would recommend this as part of the vote. One position in Glenwood. One outside of Glenwood. West of 275 North South Line. One east of Highway 275 North South Line. Two non-district positions. I actually recommend non-district wide positions for those counties. One way or the other, it needs to be far different. As far as better oversight on the post, stated 96 employees and $25 million in expenditures stated. Having more supervisors with more professional backgrounds, different lifestyles, and fresh perspectives, paraphrasing from the post, that's not really needed. Adding another two doesn't necessarily help. Also, 96 employees, and I would just to say, $50 million sale versus expense company isn't that hard, especially when you have several departments with managers, supervisors, who are technically trained in those fields, versus a supervisor, and adding two more supervisors would add very little. Collaborating among supervisors, phrasing from the post, I believe in sunshine, unless it may be detrimental to an employee's integrity when a closed-chain session is warranted. Below are some cost savings totaling $2 million annually and a one-time cash infusion of $23 million. Thank you for your time. Thank you, Drew.

Good morning. My name is Lucy Wilk. I'm a resident. I don't know about anybody else, but I find it very... that this weekend, actually, we will celebrate 250th anniversary of our nation's independence. That's pretty awesome, isn't it? We have a chance today as the board discusses and decides on this resolution of moving from four to five to three to really embrace something that is what our nation is founded on, that we are a government of the people and for the people. So with that, I would encourage each member of the board to actually approve this resolution and put it to them, allow them to decide what they think is best, to govern that, to have their say in that way at the voting ballot box, which is what our government was designed for. I thank Jack for his efforts to bring this before this group today. I thank you for the diligence and the collaborativeness that occurred. I thank Amber for the efforts of her and her staff to make this happen. The things in county government don't happen overnight. It takes time to do things, so I recognize that. But at the same time, the concerned citizens that have asked for this resolution to come to the board and help eliminate a petition isn't because we don't want to do the work. It's because we can still unite as a group and move this forward and let the voters decide. That's really what the ask is. And I'm excited to see how this board progresses with that. I hope that you will welcome the voters to come to the table in November. and actually consider the position of the pros and cons that Chris mentioned, but also to talk within the community and to collaborate as a community, not just as elected officials. Our responsibility is to have a government that's by the people and for the people. And for that to occur, we have to engage. So I thank everybody for their time this morning, for your consideration, and I strongly encourage each board member to cast their yes, voting for the people. that their say matters to you, and that you want them to know that you care about their voice, and that they can speak from a place of understanding and knowledge if they take the time to engage. Good morning. I'm Melody Greglund and I'm here to, I encourage the board to support passing the resolution today for the ballot for November. I appreciate the young man that came and spoke. It shows that as a community, we all have our views. and the outlook of how we best feel we should govern our county. And what I would like to just encourage is to allow the people to decide what that looks like, the majority. And I thank you for your time and for everything that you do for our county. It doesn't go unnoticed.

Hello, I'm Karen Seifold, Anderson Township. And I'm here to... speak on a couple different option topics. One is the decision to put the five members on the ballot right away here in November. I'm not saying I'm opposed to five, but it is something that needs a lot more work and discussion in the community before we put it to vote. Why I say that is once it's voted on, that's it. Now, we can say, well, we're going to get this stuff done, all the community members, whatever, in the next two, three months. That's great. But what is our voter turnout for any of this kind of stuff? And you county supervisors are the only thing that protects us rural residents. I'm very concerned about the repercussions of it, both good and bad. I can see there's pros and cons. But we don't have enough community discussion yet in the rural areas where you guys are our vital link. I don't believe we should put it on ballot yet, but I think it needs to be something that is pursued more in the community and those of us voters who are going to have to live with the repercussions of this. So we need a real balanced effort to figure out what this means for us, both cost-wise. I can't afford any more taxes for this. I want to encourage my family, my kids, my new grandkid to move back to this county and have opportunities. If we're going to limit ourselves, I want to fall back on freedom. So I encourage you not to put this on the ballot yet, but fully engaged in discussion and figuring out how to best proceed with this. Because I don't think we have enough time to get to all the voters who this is going to affect. Number two, I want to talk about the zoning ordinances for solar industrial complexes here in the county. I believe we need a cap on this. Because once property is owned by a commercial entity in this county, it never goes back to private ownership. How many decades have we been dealing with railroads? over property they still have in the county and do not take care of. And we're left with that bill. The only reason to build solar, wind, any of this other stuff is for the tax subsidies and the benefits short term that those companies get. It doesn't really benefit us in the long term. Do any of those people live here? Do any of these people want to stay here? Any of these people care about the soil, the water, the air? Let's cap this. We have county zoning for a reason and we voted on it. We wanted this to happen. I don't think it limits us personally. If you want to put solar panels on your house, great. Thank you.

updated agreement, really an amendment to the one of the towers that we have in this county, the Glenwood Tower, and that's the next link. Me and Travis, Travis would be here today to do site inspections, or at least now that we've made it, so me and Travis have had a couple meetings with the next link in regards to the upcoming agreement, which we're pushing to bring it to one point. After a lot of back and forth, we were able to We basically negotiate out an increase in the same amount that we were anticipating for the $50 per, $50 at the next agreement, but they're going to pay us an additional $50 a month to cover electrical service fees, to sort of take the burden off of the cost that we're paying for the electrical services that just go to the tower. I'll play the amendment as in the first agreement itself will renew, but this will be filed as an amendment to that existing agreement.

So when I put together the set pay system presented to you guys, I used the value that was more representative of fiscal year 27. And what I mean by that, for example, one of our foreman killed his five year mark in September. So I used his September value to be more representative of what the total cost would be in fiscal year 27. And then I mistakenly put that value on what's effective in the 21st. So the error was that basically then he's gonna be a little bit lower. And then when he gets his five-year anniversary in September, he'll jump up to what I presented to you guys for the fiscal year 27 total. So it'll be less. So this one presented to you today is less or, Matt McMahon and Derek Holland. Derek, same thing. He'll hit his one year anniversary in November. So July 1st, it's going to be a little bit less than that. Those are the errors. Again, it was just kind of transferred it over and look at their specific anniversary dates. Go back through, check everyone else. All of the others are accurate. So this is my first time.

I think as far as the wage, resolution that we approved last week, I think we'll leave it as is because that's, you know, it's pretty close to what they'll be making after the, and we'd have to redo the resolution. So since it's going to be less than what they're making, I think we're going to leave it as it is.

We need to approve this together.

Okay. This was, um, Henry Clark had made a request to be on the agenda, even though he could not be present today. I just wanted to speak to that a little bit. He has reached out to us and I talked to Kyle Anderson, our wheat commissioner. He has been in contact with the landowners that are responsive to him. They did spray the thistle. It was a thistle complaint. So they did spray the thistles and then they mowed them down last Thursday. So from our standpoint, they are making progress. They are working to get it under control. believe they purchased this parcel three years ago or about that time and they've been working on it since then uh at that time we did make contact with them they did address it then too so they've been kind of doing what they need to but long term wise I guess we don't have a specific solution right now. So maybe we can just kind of be on him a little bit more ahead of time. You know, the big thing is going down before they go to seek. So I think that was one of Harry's concerns. I think the important thing is that we are working with them and they're responsive to us. So Henry has mapped out a big plan of specifically what he would like to see done. we're not passing that on to them. You know, as loose and invasive as we can be with anyone members of the property, but at the same time they're addressed.

So that's the update. Okay. General discussion.

General discussion, L63. I guess anything that can go wrong in that project has been. They were supposed to be done last week. The contractor coming in to do the mill rumble strips. They had a major computer failure, so that shut them down. They got back a couple days later and had some sort of electrical issues, shut them down again. So they're back today. They should be finishing up today. They're going to do the pavement markings, I believe later this week. 100% complete they have just after that some kind of punch list items or some rock that got down in the ditch by the residents crossing the fairgrounds they're going to scoot that out stuff but they're going to come back after fair so it's going to kind of be vacant for a while but for all intents and purposes everything it will be complete it'll just be small items like that so then we'll just be doing documentation we're kind of closing that project out and The DOT is coming down tomorrow to do a final walkthrough with those, since it has reached substantial completion, you know, those couple of weeks.

There'll be a lot of people passing. Yes. Especially with truck traffic through Melbourne. It is nuts.

That's the best speedway we've got right now. Yeah.

Uh, I have other general discussion working on putting together a safety meeting for department. I think probably what I'm going to focus on that this 1 primarily, and it is safety features that are exhibited on this project rumble strips at drop offs, things like that that are maintenance groups. And just kind of turn them into people looking for those safety things and addressing them while they're out in the field. So. Something that is just a two, three, four inch drop or goalie washed out on the side of the road. Seeing it from a safety perspective where they touch that up and it'll be some crashes or off-road departures, things like that. So that and then we'll probably do power and dam tool safety.

I don't have any speakers lined up right now.

It's going to be pretty real. So far, so good. And with the exception of us Russian veterans, I don't see anybody here in Hillstead. That's a community. And maybe Richard doesn't remember. I remember part of it, but not as much.

The story is that it was quite a plantation when it was started. Everything fell apart.

But anyway, the church started in 1873. And in 1957, the church was built. And the members of that church decided, without the support of the Memphis Foundation, they were going to rebuild. So they built that. The church is still active and growing. And so So we've, if we're in there, I could stay and just walk down the stairs, walk into the restroom, and be able to play into the restroom, so there are things that need to be changed in the building. And we actually need space, which is nice security. Anyway, so we're requesting, but the addition is $3600,000. So we're requesting I respect Mr. Whitey's position but as much as I respect usually folks, I don't believe that you can have ordinances in the past, but there is never an exception to if you don't grow. A good example is having an eligible person come in here and get him back to Junction for a couple of years. Did I do that? So, there are reasons. So, I would appreciate.

So on Thursday this week, we're having a street dance, so we already have the street hat closure. and then we're doing fireworks that evening um um my wife thought she had great to have a parade go through town so like it's good i'm swindled we can come down maple to the towards barris and go right on barris and then right on main and go back up to the church so just do a little block from the block so we'll need um a little bit of some people to help direct traffic uh We'll have that and the county engineer, the signs for like parade route or something or caution signs, we'll put out on Ferris on both ends of town. We'd like to also get approval for the parade through town. We've got a fire truck, some old cars, some horse and buggy stuff, and also some pedal bikes. And we'll carry the United States flag down Maple to back up Main Street. And so it'll all start at the church and go people around Ferris back up the streets on state house. The parade should be at five o'clock, shouldn't last more than 10 to 15 minutes. So hopefully it goes well.

I mistakenly When renewing our MOU for the 10-hour shifts with the union, I changed the language. And by doing so, I caused it to be voted on by you rather than just doing an annual deal. I changed the permit. And basically, my attempt was just to keep you about to remember to do this every June. So I changed it from June 3, 2026 to a permit basis. The union has agreed with the union rep. There's not necessarily a need to vote on it by the union. The union has all agreed they want to continue with this. This requires, because of changes from an annual basis to a permanent basis, it does require you to vote with the union.

We're going to continue with this. Yes, we have.

Okay. Anyway, so basically I just need your approval. rather than to do it on an annual basis, to just do it on a permanent basis. And if we had something that were changed, I'll bring it back to you in a different way.

Did you say bear club? Yeah, all right. General discussion, a couple of things. Our union attention officer did sign the agreement to come to work for us last week, so they are starting on July 6th. It was good to know because those are the people the staff would do. Yesterday, the county attorney, Birdsell and I went down to Des Moines, had the opportunity to Attorney General Berg hosted FBI Director at a gathering for law enforcement leaders across the state to include the federal level, state level, local level, including county attorneys, U.S. Marshals, U.S. attorneys. So it was a room full of a lot of people that are more important than me. But it was a great discussion. We got to hear thoughts on enforcement across the state of Iowa, actions that she'd like to take, but also FBI Director Bell's take on the current trend of vaccination, in particular in Iowa. If you don't, I would encourage you to get to see what the FBI has done across Nebraska and Ohio. They do a lot of work, particularly on human trafficking. And they call it jackpotting, scamming, particularly to persons of unfixed income across the state of Nebraska and the state of Ohio. So they're doing a lot of work and they've made a lot of arrests. Really good indictments that are going federal. So if you're not, it's the only social media I'm on now. yeah it's a professional network and uh it's a very good one again it's uh especially in gene college um he does a lot they're doing a lot of great work and i had a great conversation and also an opportunity to talk to uh especially kyle after the meeting and directly tell us a little bit for you to get close to but uh we had a really nice conversation and um they offer a lot of systems down here We see the scamming calls and probably, I'm going to say, underreporting to them because they've got a great network and they've got a lot of opponents. So we need to get our information to them. I think they can help us out. In particular, also with the reimbursement. They do shut down a major network. They just put a fund down for Southeast Asia. It's $3.2 billion. So there we go. So the money's out there. If we can start reporting it to them, get the money back to them. It's not that bad out there.

Okay. Next on the agenda is consideration, formal action, purchasing and installation of home-based Iowa signs. Okay. The purchasing part is an ongoing thing because they're not sure what they're going to cost yet. We have a personal private person that said that they would cover the price of them, which is fine. The installation part is kind of a hang up. We send information to the state, state Are you sure this is where you want them? Once we put them in place, we don't like to move them. It's just been kind of an ongoing back and forth, but it's going to take place. We'll work with the county engineer here to get them placed in the strategic areas that we want them in. Do either one of you have anything on this? I shouldn't say. I'm sorry. But anyway, That's where we're at with it. Approximately they're anywhere from 300 to 350 bucks for the five sun, five suns. Combined. Combined. Can anybody donate to that?

Anyway, the biggest hang-up is working with the state on place one. It'd be about a mile east of 59. I think we have on 34. The other one will go out here towards in the Love area on 34 west of Glenwood. The one there and then we have I think there's three going up in the county. We are pretty well covered by the city here. We already have signs with them, but they have to meet certain standards, reflection, all this. So it's taking a little more time than we'd like to. Other than that, that's all I've got to report on.

This is going through, I assume, will the VA work directly for the signs along the state?

Right away. That's what we're working on now is trying to get the state to cooperate. They're working, but they're just a little bit slow.

I guess I don't know myself what the process is to put signs up on county right away. Is that something that we have to approve as a board of supervisors, or is that something the engineer can do?

The engineer can take care of that for those.

Consideration of formal action resolution 26.25 allow for a major to be placed on the general election ballot to increase membership of the Board of Supervisors.

We had a lot of great discussion during public comments this morning from both sides of the issue. We got an email back from Beth Manley, who had been yesterday, saying that she did not see any issues with the resolution but she also expressed that we need to work with the county attorney's office on the matter so i would ask for the board of supervisors if we can push resolution table it until next week that way it can be reviewed by the county attorney's office john sent me an email asking when i could go down and meet with them so i'll figure out a time to go down and meet and discuss it with john then we can have it on the agenda for next week and everybody's looped in with the holidays that work for you guys to have it

Next on the agenda is supervisors community meetings. I had one with the Joint Service Board. Nothing too out of the ordinary. Just discuss how our sites and things and stuff that we have to put updates on. Other than that, that's all I had.

I had on Thursday evening the Elk County Economic Development Foundation annual banquet. It was a good crowd, good discussion.

Good turnout. The new board members are going to be great. So, Bonnie West, Emily Swinford, and the owner of Les Hills General Homes. Erickson. Erickson, yes, Erickson. So, that would be great. I was able to speak some with Rachel Reese about our prior discussion about general relief having an asset cap. So I send her off my ideas for an asset cap. That way, not only do you have to be making a certain amount, but you can also have $20,000 in assets and still be pulling out a general relief. So working with her to come up with a system and speaking with her. Also had a long and robust conversation with Orion Energy about their project. Going to continue working with them and discussing the project in full. So they're planning on applying for a additional use permit anywhere between July and September. It's probably going to be September because it does take quite some time to be on a zoning board adjustment meeting. So I'll keep you guys up to date with what comes from there.

That's all I have. Freddy, I had the legislative update with ISAC. That's the only meetings I had last week, phone calls. Okay, next is new business. This one is very interesting, let me tell you.

Had a discussion with the fire chief here in Glenwood. They run pretty much the emergency service and stuff. And our problem that is coming up, I keep learning more as I work on this job, There are only two people that can remove bodies from the scene from an accident. And that would be George and Peterson or Scott Erickson. His complaint was that he had a crew that had to wait two and a half hours for someone to come and take the body. Wondering if we could find another company or something to help out in situations like that because If Scott's, he might be taking care of one. At the time this took place, Peterson's were having a visitation, so it made kind of a difficult situation. I'm checking into the company and Council Bus that has originated out of Omaha, trying to find costs, what they would charge to come down, pick up the body, take it to Douglas County. The thing that could be. Stick around this is if it is an accident or suspicious, then it has to go to Ankeny, which is more yet so. We've spent approximately believe it or not almost $27,000 in. Removal of lobbies and autopsies. But it has to be done. I just can't public aware of what coming down the pike. I didn't realize that there was only two outfits that could remove bodies in Milt County. Lots of times there's more than one at a time. Because you have the nursing homes around here and then you have accidents and you have people.
