Uh thank you, mayor. Tonight, um on my agenda, I have for discussion the FY26 tax levy. Uh this was prepared by the finance department. It's been reviewed by the finance committee who is in agreement with the figures. And I wanted to see if there were any questions on the rest of the board. I just one item. Uh Chief Rita requested the roll over one week of vacation into 2026. Anybody have any issue with that? I know normally we put like in the first quarter next week I will not be here just okay I'll be I'll be here Saturday though Saturday what time 3:30 we're at 147 people what a great plug for the parade north side or Yeah. North. No, Southside. Oh, well. Okay. Thought it was Well, you know what? I'll have to reook it.

Fire department's doing hot chocolate again and we're going to have uh one of our restaurants has offered to give away some food and we have some dancers that'll be there. So very exciting. also pictures with Santa and Mrs. is Mrs. claws and also Christmas tree lighting and also the we expect that the candy will be pretty plentiful for the children that are watching the parade and uh should be should be a good uh a good time. Also, just another reminder, I keep on beating this drum that um the office village hall office is open till 8:00 p.m. on Wednesday except for the Wednesday before uh Christmas now. And so last last uh week, last week, no, two week, two weeks ago on the 21st, we had a line wasn't out the door, but we had a line on the 21st, and people were waiting and they have to wait. And if you if you uh come on Wednesday after 5, uh we're ready to take care of you. It's almost like going through the drive-thru window. And um it it it's quick, it's easy. Uh you can do it on your way home. You don't have to make a special trip. And um you also can talk to a representative of the building department if you uh need to uh do so also uh ask some questions and um they'll be happy to get back to you also. So that's going to be from now on that we're not going to be open on Saturday, but we are open to on Wednesday till uh 8:00 p.m. And that's all. here.

Under Trusty Jed's business, I'd like to make a motion to approve the ordinance 2179, which is an ordinance granting a zoning variation to permit a sound barrier fence behind 1445 Pilaski. Um, just to give everybody a little bit of background, um, uh, there were some complaints made by some of the neighbors, um, with the large blowers that Buddy Bear has and so they came to the village and asked for a variance so they could put some sound barrier fence up. So that's what this uh, ordinance is about. Um everybody there was a uh a meeting of all the department heads and it was a consensus that this will definitely um break some of the sound from the large heaters that they have and make it a little a little easier for the residents not so loud. Thank you. Um, next under my business, um, the first thing I have is discussion of the tip up application for 1440 South Plasky. Um, just so everyone knows, we have a representative um, from uh, Fort Feathers here in case there's any questions. Um, I did talk about this um, a few months ago. We got the uh tip application in and we are looking for um the total investment in the property right now is about $328,500. And based on our current um policy for TIF, we are looking for uh I'm supporting a $30,000 TIP incentive, which is a little under 10 thou 10% of the $328,000 total investment.
It it behooves the village. Uh we've talked about this before other plazas that have every unit in every plaza filled. So this uh incentive will help the property owner get those uh units more u able to rent more rentable.
Um I do have the ordinance from our uh tiff attorney that I will be forwarding to deputy clerk Harris. Um if nobody has any problems, I'd like to put that on the consent agenda for approval next week. Thank you very much. Next on my agenda, um we have another TIFF application. This is the TIFF application for the property that is right next just east of Beim Mo Harris. I'm looking up the address. I apologize at 4042 147th Street. Um this is a TIF application that I brought up too. Um the mayor and I have uh been working with our economic development consultant. um this property um for some time to uh make a substantial investment in the property so that the property is not only brought up to code and able to be rented both as the second floor is a residential and the first floor is commercial but also to make it um you know to make it a lot more appealing from the street. So, the owner has come back um to us. Um we've went through a a number of drafts. Um I know there's a lot of attachments on this, but this investment um the property the eligible expenses for this investment are $52,000 with the tiff allowable being um up to $70,000. Um, and that would be my recommendation is that we would uh offer a $70,000 tiff incentive with the investment on the owner of $52,00050 $561.
And again, the the tiff reimburse money is based on the actual cost of the renovation. So, u, and if u if you look at the pictures, you're really going to you're really going to notice this building when it's done. Yeah. as compared to what it is now, you kind of drive by and don't notice it. You're really going to notice it.
So, anybody have any questions? I also have this ordinance I'll be forwarding to Deputy Clerk Harris. We can have it on the agenda for approval next week. Uh, next on my agenda is uh I'd like to make a motion to approve the change order request for the renovations that we are doing in the old police department. um last week or what was I think it was I brought up to the um board that in the demolition the company found that uh there was asbestous and so it needed to be abated. The extra dollar amount is $31,932 and as promised I put that on the agenda for this week for an approval even though we moved forward last week because it hadn't been. So this is the formality of approving it. So, I'm making the motion to approve $31,932 of a change order for the uh remediation of asbestous.

Thank you very much. Uh, next on my agenda, I have uh discussion and approval. Um, I normally would not put something on for discussion and approval at the same time. However, this is a really positive thing. Um, I'd like to thank the New York Police Department. Um, Sergeant Zoey uh applied for a grant for a traffic safety uh device. Uh, the grant was approved. Um, the grant covers the expense of Hang the exact dollar amount. 17,700.
Yes. 1,700. And the total cost of the radar gun is $1,859.37. So it leaves us a balance of the village only having to pay about $168. So I um this grant has to be approved and we have to have a purchase order by the end of the month. So I put it on now so that we would not run out of time and lose this grant. Um so I would like to make a motion to approve this expenditure. I'll second. Any discussion? Does this radar unit have uh be able to collect data? Um I don't think this one does. It's one of the handheld devices being mon.

Motion carries. Thank you. And then just a few updates. Um I'd like to just remind everybody we are in our last week of um collecting toys for our toy drive and our secret Santa. Um this year we have noticed a huge increase in the need from our uh churches. So if you're able to um there's a number of locations on our website and also on our Facebook pages um including the police department and hall. Um, if you're able to donate, please feel free to drop an unwrapped brand new toy in one of those locations. Alternatively, we do have a Amazon gift list, which is also on both. And um, we'd be it's really simple. You go, you pick a toy off of it, you buy it, and it gets shipped directly to the police department. So, we'd greatly appreciate it. And I know everyone here wants to make a child's Christmas a little happier. So, appreciate any donations. and C San Ca did it super easy.
It did. You Thank you. Thank you. Um next I just wanted to update everybody. Um the fence did go up around the old emporium liquors. Um we have a um a projected date of I think it is December 15th or am I getting that confused with asbestous removal?
I think it's going to start any I'm getting them confused. Um but we are ready. So the the demolition crew has put the fence up. Um all the eyes have been dotted and the tees crossed. So hopefully over the next couple days we will start seeing a building coming down. Um one thing I did want to bring to the um board's attention is IML was offering for a long time which was very beneficial for us a grantfinder application. um they had partnered with a an agency that um provided a listing and it was very good. They would give us like one login. We all shared it and you could look for grants if you had something specific. Um you know, our grant writing company does a great job, but every once in a while it's nice to just look out there and see what's available, private, public, whatever. Unfortunately, we received notice that um due to the cost of the application, IML is no longer able to offer us that service. So as of January 1st, we will not have that service. Um I have talked to our grant writing company. They are um looking into some of the options that they have that you know um might be something that we could also use through them. But unfortunately this service won't be available throughout anymore. And that is all I have.

Thank you, sir. Under my business, uh, 14730 Costner Avenue, the Kinder property. Superintendent Surf knows all about this one. Uh, we've tried to go after abandonment at least once, maybe twice. Uh, taxpayers keep popping up or buyers, whatever, keep popping up. So, the abandonment keeps going away. Most recently, an individual uh, whose attorney has contacted me about the property. they bought the back taxes and they are ready to move forward with this project. Uh I have a signed agreement from the property owner stating that they will once they get the deed uh they will get inside and they will start renovation immediately on the structure and the property and be completed within a year and intend to move into the residence. um that year will start after they get the deed uh from the judicial deed, I'm sorry, uh from the court and all they're asking is that we wave uh the lean on the property. I believe it's 1300 or 1500.
Yes, it's 1300. 1300. Based on the signed agreement from the property owner, I'm in favor of waving that lean at this time. uh given the fact that we can reinstate that lean if the property is not being um brought up to code or uh or in the timeline uh given to me by the property owner or the can't call it a property owner the tax buyer. Um so I'm in favor of it. Anyone have any problem with that?
Um no I would just add to that mayor that I know you and I have both um talked to a number of the neighbor neighbors around there. They're very concerned about this property. It has been a blight for a very long time. Um I I know they're really looking for some relief. Um if we can't get someone to get a teddy on it, then there no one's going to be able to get it fixed. So I am completely in favor of it and support that. Well, true. The problem's going to be is that they can now sit on it for two more years and then record the UN in error. they call it certificate certificate.
So, I would rather try to get this moving. Uh, as as Trusty Crowley said, we we know the neighbors quite well and they've had to deal with this property for a long time. I think we all know this. Yes. So, uh, I'd like that on the agenda, our consent agenda for approval next week to wave the lean on 14730 Coer Avenue. Um and and if we don't see progress in the next few months, we can certainly start writing citations again, right? We can put the lead back on and we can write more citations. Yeah. Because they'll now I believe there is some it takes some time for the job before it's perfected. Correct. Right. Before they get there long it'll be longer than a couple months.

Uh the other thing is uh I don't think I have to say much about Chicago Metropolitan Agency of Planning CMAP. They have been an outstanding partner for the village of great success stories and currently working on our safety action plan. So, um, I'm looking for a motion to approve the invoice for Chicago Metropol Metropolitan Agency for Planning Cap in the amount of $661.35. I'll make a motion, sir. I'll second. Any discussion?
