At this time, I'll call to order the arrangement schedule board meeting for the village of Lotheian Wednesday, March 25th, 2026 at 7 p.m. Roll call, please mo. Trusty Verbat here. Thank you. All right. At this time, I open the floor to public comment. Is there any public comment tonight? I have one. Okay. Can you step up the mic, please? Good evening. Good evening.
My name is Rachel. So, I am representing my mother who lives in Meloian still. So, she's 75. She's right here. Um, I moved out of the area about 22 years ago. I came from Manhattan, Illinois today to speak for my mother. Um, I'd like to talk about She just got a porch permit approved, which is right here. Can anyone guess how long this took to get two years? Two years to get this permit. Um, I'm going to briefly go through where we're at with this permit and where the inspection is at and my history of um trying to converse with the village for assistance with this permit. Um, this permit just got approved. The date right here is the 7th of January. We have till July 7th to complete this porch, this front porch. So, actually it was crumbling. So, we applied for uh the application process started uh September 10th of 2024. Um I had not heard anything from the building department. The application was actually put in in May of 2024. So, I reached out to the building department in September 10th of 2024 and advised them to seek everything communication through me versus my mom because of her age and because I have more experience with this than her. Um, I never heard back anything through email. Um, I then did call the village. So, we're going a year now. We're going April 17th, 2025. My mom goes to the village and I receive an email email from a person in the building department named Philip Powers. Um, he gets back to me and apologizes for the delay. He says they've been short-handed in that department and simple changes to move forward. There were four changes. I actually have the changes the email on my phone. um
simple measurements um was requesting a new drawing which the present drawing that was given with the application was actually excellent um so my question was and he wanted to plat a survey so my question was can't we just go off the existing drawing and the plat survey has already been per submitted I never heard anything back okay so that was April 17 2025 along with his four instructions on what needed to be changed he sent me um a download copy of the DCA6. Okay. Um I replied, you know, can we like proceed? What changes do we have to make? How quickly can we get this moving? Um can we just make the simple changes? How do we make these changes? I never heard anything. So now we are in January 2026 and my mom and the contractor go to the village to get the status of the permit. Um they get a hold of somebody there and the question was, "Well, how do we make these changes?" and they're like, "Oh, you just cross this off and make this change here. Cross this off and make this change here." Uh, a couple days later, my mom received the permit. They dug the holes right away. She called for anec inspection and was told that they're not doing any inspections till March 1st
second.
So, we get this permit January 7th and now we're on March 2nd and we have 180 days to complete this porch. Okay. So, the second they came out, um, Katrina, who actually is the person that approved this permit, her name is on here, she comes out for the inspection. And there's two things on this inspection. So, it was a concrete porch. And the thing with that being said, uh, the porch is actually crumbling. So, you know, it's been 2 years and it's slowly depreciating, depreciating, and so they actually um the contractor actually concreted. He used a jackhammer, got rid of a lot of the concrete so it wasn't crumbling underneath the porch. And on the drawing itself, on the lefth hand side of the drawing that was submitted for the permit, it did say the new porch will go over the existing concrete. Okay, that permit was approved. It's actually on the drawing. um she came out and questioned um why the concrete was there and she wrote two things which she passed the she passed the inspection but she said old concrete porch has to be removed and then to call for um the framing inspection. Okay. So the question remains, the drawing that was submitted for the permit is actually on there that the concrete will will remain and the new deck will go over that concrete. So I called her. I was actually at my mom's house on the 12th. I came up here. I showed uh the receptionist in the building department. Katrina called me back and all she could simply say was the old concrete has to be removed. Okay. So I said, "You know what? if I have to seek counsel, I will. This is like been going on for way too long. Um, and she just ended the conversation. Basically, it was a very short
conversation. We agreed to disagree. And so then, um, on the 12th, I was at my mom's. That's when I came up here. And actually, I contacted Mr. Moscow. I emailed you, Mr. Moscow. I emailed you for assistance with this from my mother and I never heard from you. Do you see the pattern? Do you see the pattern to where I'm contacting the village and I'm not getting any help? Do you see the gap the two years that has gone by to where I've reached out to the village and I haven't heard anything? And on our end, my mother is 75. So that's part of the problem too. That's why I am here.
I I just have one thing to say. the contractor left the existing concrete because if you look at the left hand side of the the drawing, it says that the the uh new porch will go over the existing concrete. Well, I hired a dumpster. They did all that work. They left, you know, basically the uh step part, okay? And it said that it was approved to go over everything. It wasn't going to touch the concrete. So, the dumpster goes back. I pay $400 for that, $200 for a permit, and now I have to crack the rest of it up. When it was permitted, it was that the contractor would have done it if it wasn't approved to leave it there and go over it cuz it wasn't going to touch the existing concrete. On the back of this, on the back of this permit, it says, "The village follows DCA6 for deck, porch, ramp, patio, cover construction." cover construction. This is available online. She paid for three inspections with this $200. Okay. So, she approved the inspection, but she wants the rest of the concrete removed. So, going to Monday, I called. I spoke with Philillip and I brought him all up to date. He was well aware. I think everybody in the building department is well aware of my mother's porch at this point. It's been two years. So, he puts me on hold. I said, you know, my question for you is where's your code? Where's your bylaw saying that this is that this concrete has to be removed because it's actually on the drawing
that was given the permit. Puts me on hold. Talks to Mark Surf and says, "Well, he says that because he started demo on the concrete, the rest of it has to be removed." I said, "Well, she never said that." And it's not written. So, show me where it's written where this concrete has to be removed. And he said, "I said, what percentage of it? Give me a percentage because if we're reaching a goal here, if we're trying to attain a goal, then I need specifics." He goes, "Well, it's up to the inspector." I said, "You can't say that. You can't say that cuz that doesn't stand up in the court of law. I need documentation." So, give me a code or give me a bylaw that says that this concrete has to be removed. I went through all 44 pages of the DCA6. It's not on there.
Read that one paragraph. This is on the plan. Okay. It's just the paragraph. That's all. New deck, stairs, and frame will go over existing concrete, porch, and stairs. That's what got the permit.
That's what got the permit. And like I said, if he known he had to do more than that, I would have sent the dumpster bass. Now I have to pay $400 for another one. So the goal is to improve the outside appearance of the home. The goal is to for a goal to be reached, it has to be measured and has to be specific. Okay? That's what the goal is. So you can't just say we can't just go off what we feel or what we think or what we what we see and we don't like it. Well, why don't you like it? What's wrong with it? You know, you can't just go out there and say, "Well, it has to be removed." Well, why? Because you don't like the way it looks. So tell me why. So it's been two days. I have not heard from Philip again. See the pattern? This would go on for another until this permit expired. I'm disgusted. I am disgusted with the building department
falling down. I am disgusted with the building department. Touch it and it would crack. I mean, it had to be done. I have no choice. The building department has been uncooperative and unprofessional based on our experience taking this two years to follow through with a porch permit. That is unheard of. unheard of for a permit to take this long. My mom is 75 and would really like her porch to be done. There's no reason why it shouldn't. With this being said, with this being said, we will be proceeding with the completion of her porch. Thank you for your time.
Uh all I can say is, you know, I'm very sorry for your experience. That's not what we're hoping to achieve here. Uh, if I get the address, I'll have a meeting with Associ and and Superintendent Surf about the problems you would have. The porch wasn't even safe to touch, let alone step on. You know, it was bad. And it's depressing to look at it when I can get it done, but I can't. continue to work. So, we will be proceeding with the next step which is the framing and um you go.
Okay. That's just it's unheard of. I've never I went to I live in Manhattan. I went to the village there and I talked to the building department. She says, "See where it's written on that drawing? You're okay."
Thank you for my attention. I want to thank you for listening to the story, okay? It's just been depressing and I want to get it done. That's all. You know, my dad passed away in 2019. In 2018, he had a shed built in the backyard. It was not a problem through this village. I do not understand why this has been so difficult. It's supposed to be working together. You know, at this point, since it's she's got till July 7th, you know, they should have been contacting us and saying, you know, what's the status on your permit? I'll find out. Uh I have Yes. I like to say something, but I'll try to be brief. Um, I live at 145 37 Turner Avenue and I sent uh the mayor and I also sent um one uh email to the uh building department in reference to the uh property that exchanged hands across the street from us. Um, ever since they've moved in, we have large construction equipment. They park them there. They're running, from what I can see, they're running a business out of this house. All right. Every day. Every day at 6:00 in the morning, they fire everything up and do their jockeying around. Okay. The pl the trailers do not have license plates on them. Uh although the vehicles of the people the multiple people that come and go and are staying there are out of Mississippi. Okay. Here's one of the trailers. No plates on any of them. Okay. Now, I don't know if it's bought, if it's a rental. As I said in my email, if it's a rental, they're in violation of our home rule laws. If other than that, they're in violation of our our on street parking with large vehicles. Now, the chief spoke to me before the meeting and told me that they went by there last night, but they put cones out there and they the the officers were mistaken and thought it was something from the village out doing something. But he assured me that they're going to check it out tonight because they they leave around 6:30 and then they come back around oh sometime 7. Last night it was 8:30 and they must have been very busy. But it says on the side of the truck fiber optic. Um you could see from
you could see from what's in the garage cuz they on the driveway what they do is they pull they fill their whole driveway up with these trailers and you know and the and their trucks and then they what they can't fit in there. They spread it out in front of their house and they encroach upon the two other properties with these trailers with all this equipment. Um it's it's it's outrageous.
Uh but I've been assured and I I'm so I just wanted to mention that. Okay. So thank you. Thank you, Chief. The next thing is is a house at 14500 Trumbull. This house used to belong to a woman named Char. So I I don't know if any of you remember her, which used to live here years ago. It was a bene. It had uh gazeos. It had um statues in it. It was a beautiful house. Now this is looks starting going to the back of the the place. Now it looks like this. This is what that backyard is. It is a junkyard. Okay. Here you go. Here's another one. These are current pictures, mind you. Okay. And the reason I sent an email to Al Ellen was that. Do you see this? Look at this. That's a side all the whole the gazebo's full. the backyard on the side of the garage is there are some type of recycling or junk collectors and then this stuff if you can see from the first pictures they shove all these bushes that line the front of the around the property has have junk shoved in there. Okay. So, when I was walking my dog last November, a rat jumped out of the garbage can and scured back behind the garage. So, I that's what I notified. Unbeknownst to a lot of you, uh, back when I was health officer, the house on St. Louis, you probably remember Dan, had a rat infestation. The people were picking up garbage alongside the people would set out every square inch. It was actually rats were running around in the daytime while I was talking to Officer Flynch. I saw one rat having gone and been your health officer and gone to training with rodents. Well, there's one, there's more.
There's more. He was, and this is daylight. This is like going towards evening that this guy jumps out and runs back there. Okay, so there's one. There's a lot more. So that house was the infestaining wood and the thing that they have to have. They have to have water, but we got a creek over there, you know. So that's what I wanted to bring up something. I live over there. This is this is my my neighborhood. Okay. The last thing I want to bring up is my neighbor next door to the north of me raised his driveway and pitched it like this. And where he pitched it, there's his drive. There's his garage. This is where his water collects and runs. This is where it's gathering up. Right. This is my backyard. Every time we rain,
every single time it rains because his water I have videos, but you I'm not going to make you watch it. every time it rains. I used to have a backyard that looked like this. So, I had contacted a couple years ago uh the building department.
Sorry. And you know, I used to do code enforcement here, too. I know we follow Cook Countyy's law as far as water drainage and runoff. Okay? We don't allow you cannot run your water off on your neighboring yard. So, I notified the building department and he sent out an inspector who looked at my tree. that's been there. I bet we've lived here for 33 years. Was there way before me and said, "I have no grass or no flowers because I have a tree in my backyard." What's the address on that? I'm sorry. My house, this one. It's the one north to me. I I didn't go 4533.
Okay. So, we have resorted to we're trying to How do we stop? Mom, my fence is actually rotten where the pitch comes and it flows into my yard. Every bit of rain water. I have videos I could show you. were just trinkling through and pouring through. Something's got to be done. I mean, this guy does everything he wants. He doesn't get it any uh permits for anything. I try and call the village, but nobody ever shows up for all of his stuff. But this is ludicrous that I have no backyard. I mud every year. We try and grow grass. It won't happen. Thank you too, especially. Thank you. Yeah, I just wanted to uh elaborate on the uh people across the street with construction dealing with the construction people. The uh last week sometime they were pulling out and they pulled like halfway into my driveway.
And if I would had to have getting my car out of the driveway, that would have been a real inconvenience. And like she said, this happens at 20 after 6 every morning. I'm leaving. I had I had started my truck and the guy he was actually on the other side of the street and he pulls across the street and parks in front of my driveway going south. All right. You're on the wrong side of the street. Why' you have to pull and then you're blocking driveways with the equipment? They got all these. I mean, this is why you can't have construction in a residential area. I mean,
these are 20 foot trailers with and three pickup trucks, three trailers. They got the huge wheel of uh tubing for the fiber optics. Fiber optic. It's orange. It's like at least 2 in diameter. It sounds to me like they're out of state subcontractor in in town for in the area for a project and maybe they rented the house, but I know I know Yeah. There's like 10 guys living in there. Yeah, they're about Yeah. And then they're sleeping in the cars, too. Usually they're at camp in there. Usually they stay at campgrounds and they're not one around. So, but thank you. I appreciate it. I mean, I know she's going to be on it. Yes, he is.
Jean. Yes, I have a couple of things. Months ago, well, not actually months ago, maybe last year, we brought up talking about scooters. Um, today I was helping with the beautifification committee and one was flying down the street. He did slow down, but we all had to jockey our positions. So, you know, otherwise we would have gotten hit. Um, I was in a local business and I looked out and there's a guy on a scooter with a little kid riding down. And I mean, if somebody walked out the door, there's no way that he would have been able to stop. So, not only him, the little kid. And whoever would have walked out the door would have been injured. I've seen him flying down this 147th Street. I see him flying down Palasi. We have one on a dirt bike that just thinks it's great to ride down going 30 miles an hour when everyone else is going 40 or 45 or whatever on Palaski and also on the sidewalk. If I I went if the one day if I didn't if Mike didn't stop like he always does before he pulls out, this kid would have gotten plastered. And you know what? It probably would have been Mike's fault because pedestrians have the rightway. I don't know if he would be considered a pedestrian because he's on a mo a moving
vehicle. I've seen him cutting through the village green on a dirt bike going down uh Springfield. Um some I mean something really needs to be addressed. Our ordinance prohibits them. It's going to come down to enforcement. And again, our police can't be everywhere. I know. As soon as you see it, it call 911. They'll get in the area quicker. Am I wrong?
No. And one of the things that we talked about last time with the ordinance was the prohibition of the low speed scooters, which we didn't think that was what we were trying to accomplish with that cuz that would be the ones that do 5 to 7 miles an hour. We're not trying to punish a seven-year-old. It's the ones that are modified that are doing like 30 miles an hour, which those are the unlocked ones that they're gas or hour. The electric I mean I was driving down Lawndale the one day
like it was we picked her up and these little girls were flying around in the in the intersection on them and I was like boy this is an accident waiting to happen. And Jean, I can tell you too, um, Don and I are on committees for the Illinois Municipal League and I'm on the public health and safety committee. Um, we've been discussing it in our committee, which is statewide. Um, and they believe that the spring session for um, legislation this year is going to address and come out with a state ordinance that will have all of the requirements so that we can kind of adopt that or mimic it or make it a little stricter or less strict if we want.
Yeah. I don't want to I re I've read like down um Tenley Park a kid got hit at 157th in Oak Park just recently. But the woman said he was doing everything right. The kid he stopped. He looked both ways. He waited but a car went around and hit him. But he was okay. I saw another article and a little girl got killed on a scooter. I think it was in the city. So, I mean, it really needs to be addressed before people
if you see it, call 911. They'll get there much faster and they'll be able to catch them, stop them, slow them down, something. So, does that include um uh uh golf carts? Yes, that was included golf
because the one night when it was storming out, we were driving her to her house and we saw a golf cart going down CD to to by the creek and then down the sidewalk along the creek and we didn't really follow him because it's a dead end and you know, but I was like no lights. It was lit up green though. So, I'm thinking it might have been in a parade just, you know, I was like, "Wow, that that's an accident." I mean, that could no lights. I mean, come on.
Um, second thing. I don't remember.

I have a question for the village. 147th in Kilbornne, the stoplight, commonly known as Allstar Automotive, Emporium Automotive, and Big toes Towing. There are numerous cars sitting in Allstar Automotive with expired plates with no plates with tires that you can see on the ground have flattened themselves out. They've got cars parked all the way up to the sidewalk, if not over the sidewalk to where if you're sitting to make a right-hand turn to go westbound, you can't see anything. Is there something that can be done about that?
Yes. Secondly, a year ago when you guys allowed Big Toes to move into the old Moran building was sent out to all the neighbors, all the people at Big Toes wasn't going to be allowed to park equipment outside. They're parking 9 to 10 pickup trucks out there every night. They're parking tow truck Dodge flatbeds on Kilbornne Avenue actually on top of the creek on both sides overnight during the day partially overnight like where it was ping. Yeah.
Yeah. Actually on the concrete pads. We were we were given an okay to do a couple pick pickup trucks outside, but not not any tow trucks or flat beds. They were supposed to be inside. Now, is there another company that has been gotten the village business license? XL Towing to operate out of that building. I have no idea. We'd have to look at it. XL Towing.
XL Towing. They got red and black trucks. You know, main main reason is because it is starting to get get nice out again. The kids are starting to walk down Kilborn Avenue to go to Kmar School or go down to Browman Heights Park. They've got piles of tires on the outside of the building of Allstar. One pile actually at Kilmore and one pile by their door. Um over the winter months I got a hold of Andy at public works. They had to go out dig out the hydrant at 140 something in Kilborn. They had to take all the snow off of a off the sidewalk in front of the place that they piled up. They had to go down to the end by uh BT Big toes and dig out that fire hydrant. You know, something's got to be done because they're using Kilborn to test their cars and they're not just doing 20 miles an hour. They're flying down that street. You know, one of these guys takes and hits one of these kids that isn't paying attention. You know, it would not be a good thing. No.

Thank you, Mayor. Uh two things. One would be that um we're doing a keeping and beautiful restart and um you know restart our engines here. And um the three goals of keeping beautiful are uh beautifification, recycling, and litter prevention. And um I think everybody wants our town to be as beautiful as it possibly could be. It's pretty nice looking now. I think a lot of people care about their properties, business and homeowners. But uh we can always do a little bit better litter prevention especially and beautifification and u as our miss here would say we can do better with recycling. There's other things we don't recycle besides what Republic does. So we should
we can and we will. So uh we're having a meeting or we're having two meetings. It's your choice. um April 7th, uh either a 3:00 meeting or 7 p.m. meeting at your convenience, the meeting will last no longer than one hour, probably less. And the the theory of this whole thing is, you know, if everybody does something, whatever they can do, something little, if everybody does something little, just does something, we can attack this problem and we can solve a lot of your problem. It doesn't have to be a big time commitment. It can be as little as the 15-minute challenge where you once a week you go around and check your property and check the curb and take the garbage off that it somehow got there. It wasn't prepared place, but it somehow got there. And um and it can go it can go on to things like uh Billy Cleanup Day, which is on May 16th. If you want to show up for three hours and uh help clean up Middle and you get a really good lunch out of it, by the way, because our generous uh our restaurants are very generous about donating food for that, as they always are. And um little thing little things like that. And then we're going to try to do a a survey of the town, especially the the business district first on uh what areas have litter litter accumulation and what we can do to prevent uh litter accumulation. How we cannot just talk about cleanup, but we want to prevent it. We want to find ways of preventing litter from accumulating. And then on recycling, we can do we can do better on recycling, too. But everybody, you know, We're going to talk about some things at this meeting. There's you can start for as little as you, you know, whatever you can do is what we want. We don't want to overburden you, but if you
want to make it, you know, whatever commitment you can make, whatever you do is going to help solve the problem and that's what this is all about. That's all I have. Thank you, sir. once again, I mentioned it last meeting. I just wanted to because it is getting closer. I'm excited to invite everyone to our first annual fire department open house. That'll be April 18th from 10:00 a.m. to 3:00 p.m. Uh, we'll share it on Facebook and everything too before the event. Um, we'll feature some vendor tables, t-shirts, food trucks, kids events, competitions, touch a truck, some live demonstrations for first aid and CPR. and uh a free smoke detector registration and installation program that we're going to start this summer. Um so it is a good opportunity for the community to get to know your firefighters, uh see our equipment up close and learn some important life-saving skills in a fun environment. Uh I also want to give a quick update on the first annual Easter food drive. It's going really well. Um wraps up Thursday, April 2nd.
