Uh, thank you. I have three things. Uh, first of all, we're getting the band back together. Uh, keeping beautiful is sort of getting its second life. Um, keeping beautiful is all about three things. One is preventing litter and dealing with litter that's still there. Uh number two, it's about beautifying Mlotheian. And number three, it's about recycling and also reducing and reusing, too. Um we're going to uh see if we can uh address some of those issues. Uh we're not going to do quite as good as it was before. I don't know if anybody could do that, but uh we're going to uh ask uh the residents of our town to participate and help accomplish those three goals. So, we're having on April 7th at in the council chambers, we're having two meetings uh for your convenience that you can show up and find out what this is all about. Uh 3:00, 3 p.m. and 7 p.m. And there'll be our meetings at max. So, we'd like to invite you to come uh hear our short presentation. We'd want to hear your ideas, too.
What was those dates again, Trusty? I'm sorry. What were the dates?
April 7th. Uh, number two is um the uh I I was lucky to be able to uh go over to the BFW uh on Sun last Sunday and to hear uh presentation by uh our local uh Voice of Democracy uh contest winner. Uh she is a Victoria Negrretti uh junior at Bremen High School and she had a very very nice wellthoughtout essay and some other people thought so too because she is a winner for our district and she is also the state winner also. So, she's going to nationals and I don't know if that's ever happened before, but uh she's very impressive young lady. And um also the BFW is remodeling that uh the front section, the bar sections starting to look pretty good. Uh they have a lot of good ideas and as we know uh BFW bar is open to the public. Uh third thing would be just to remind everybody that the cleanup day is uh on May 16th uh Saturday, May 16th. That's all I have.
Thank you, sir. Uh just a couple things under my business. First, I'd like to make a motion to approve resolution number 26-0311- A, which is a resolution authorizing the village of Midlotheian's participation in the 2026 program year Cook County Community Development Block Grant Program. Is there a second? Second.
Any discussion? I just have a couple things to say about this. Um, this is a grant that our engineer, David Pleta, has been working on. Um, we will be applying for a $400,000 grant to replace a water mane on Hamlin Avenue in between approximately 144th and 146th. Um, and right now the um it is only a 4 inch pipe and we're trying to get everything to be 8 in pipes. So, this would be a really good program to use this money for. Um, and the only match that we have with this pro with this grant if we do get it is to uh we have to pay for our own engineering. I have any questions? Roll call, please. Trusty Cwley. I. Trusty Burbat.
Hi. Trustee Hilly. Hi. Trustee Jed. I. Trusty Kyle. I. Motion carries. Thank you, sir. Next under my business, I'd like to make a motion to approve ordinance number 2182, an ordinance abating certain portions of the 2025 tax levy. I'll second. All right. Any discussion? Only discussion I have. Um Ivon, would you like to give a little description of what the tax levy does? Sure. I can read the part. Yeah. You want to read that or you just want to talk about a little bit? I can read it if you want me to. up if you have it up. I do. Okay.
Okay. The abatement is a debt service property tax levy is a process where local governments reduce or eliminate the property tax levy that is designated for bond payments. This can occur when a municipality has other sources of revenue such as sales tax that can be used to make annual principal and interest payments on municipal bonds. This practice is used by municipalities to lower taxpayers payers burdens while still making annual bond payments. How it works? Municipality has municipalities that issue general obligation bonds are legally required to levy property taxes for repayment. However, they may abate this tax partially or fully if they have alternate funds. The purpose it acts as a tool to lessen the burden on the taxpayers. the duration. The baitments are temporary and typically last for a set period, usually one year. For taxpayers, this matters. While their total property tax bill includes a debt service levy for municip for municipal bonds, the actual amount collected may be lower if the government decides to abate the dud service portion using other revenues. This year, the village is abate is abating 800 sorry $687,93 of its 1.645 six $45 million property tax levy. The village will use sales tax revenue to make the bond payments that are not levied for. Anybody have any other questions or comments? Roll call, please.
Trusty Cwley, I. Trusty Hilly, I. Trusty Burbette, I. Trusty Jed, I. Trusty Killy, I. Motion carries. Thank you. Next, we'll move on to department heads. Chief Reader.
Uh yes, ma'am. Just a couple things. Um Mloian Fire Department's going to be doing their first annual uh food drive, uh Easter food drive. Uh we're setting up uh boxes at um schools, libraries, uh churches, and we're going to collect from Monday the 15th all the way to April 2nd. Um and then we're going to be donating to uh Together We Coke out of Tinley Park to get um so canned food, pasta, oatmeal, dry cereal, anything like that. Um so we're going to see how good we can do for the first year and keep moving forward. And then uh again, I'll I'll remind the board as we get closer, but uh the middle of April, April 18th, the Saturday, we're going to do an open house in the parking lot. And so hopefully we have decent weather. That's all I have tonight. Mayor,
thank you, sir. Chief Delaney. Nothing this evening now. Thank you, sir. Superintendent, sir.
Uh, yes. I'd like uh something tonight. um about the first part of November, uh the billing department took the initiative to start sending out um some notices to contractors and residents and businesses uh for permits that had already expired, but they didn't have the proper inspections to officially close the permits. Um the campaign's been actually more successful than what I was even uh hoping for at this point. Um so based on a count that we took on December 12th through um today, we've closed 447 permits and a little over well just just under 3 months. So again, I want to give a shout out to the building department staff that they uh really stepped it up and again I was hoping to have the number range around 300. So we exceeded what I was looking for. So, and just want to also mention the the importance of u closing permits and and getting your inspections done. So, uh if if you've pulled permits in the last year or so and you've not uh called for inspections, please do so and schedule them with the building department and we'll get those taken care of for you. Thank you.
Thank you, sir. Superintendent Swanson.
Yes, ma'am. Just a couple things. Um yard waste from Republic uh disposal will start on April 7th. That's a Tuesday with the regular garbage pickup again. And also uh spring branch pickup will start up in the northeast section like we always do on Monday, April 6th. The southeast section will be Monday, April 13th. Southwest section will be Monday, April 20th. Northwest section will be Monday, April 27th. And we just want to keep reminding all our residents that if they think they have a lead line, please call up at the public works or um Cal City Plumbing or go to our website and uh looking for information. Um we're still going with the project. Please please help out. Thanks.
Thank you, sir. Engineer Planner.
Uh thank you, ma'am. I just have one quick announcements. Um, we recently submitted a new lead service line replacement project plan to the IEPA. It's a document that covers the entire village and it phases out um future projects. It's um mostly revolving around trying to acquire funding from the IEPA. So, you'll find um quite a quite a bit of information in there. Um, one of the things that's required is that we uh do a public hearing where we accept comments from the public. Uh, so that is scheduled for next week right before the committee meeting at 6:30 p.m. here. Um, so if if anybody reviews the document and wants to give their comments, come on through. Um and the uh the document should be posted under that um special meeting agenda item. Uh and that's all I have.
Thank you, sir. Deputy Clerk Harris, nothing this evening. Thank you, ma'am. Finance Director Redmond. No report. Thank you, ma'am. Attorney, nothing.
Thank you, ma'am. I have nothing else under the president's business business. Click Moscow. Yes, I do have one item tonight. We have a a request for a block party on July Saturday, July 25th. Um it's the 143rd block of Keystone uh from noon until 11 p.m. It is signed by three residents. Um and this block has uh a block party every year, quite a large one. Um does any board member have any concerns with this? No. Okay. If not, Deputy Clerk Harris will send them letter confirming. Thank you, sir. That's all I have. Thank you. Uh I've been looking for a motion to adjurnn. I'll make the motion. Second.
All in favor? I. Any opposed? Trusty Killy. No. We are ajourned. Thank you everybody.
