6:38 – 7:06Speaker 1

Thank you. All right. If it uh if it pleases the board, I'd like to move the proclamation reading up to the beginning of the meeting. There might be some family members watching on the for their time. And uh uh just to be clear, we did try to do this. We wanted to do this quite a while ago. Uh unfortunately, we ran out of time. And for all of you out there that know me, there's no way I can read this. So So Clerk Boswell has agreed to read it. Clerk Mos.

7:05 – 9:04Speaker 1

Thank you, [clears throat] sir. So tonight, I will take a moment to honor someone who meant so much to this community and to many of us personally. It's my privilege to read this proclamation in memory of our dear friend and former village attorney Nick Valadez. [clears throat] Whereas Nick Valadez proudly served as village attorney for the village of Mlotheian beginning in June 2017, guiding our community with distinction, integrity, and wisdom for more than eight years. And whereas Nick was far more than legal counsel, he was a trusted partner to the village board, commissions, agencies, and staff, a steady and reassuring voice during challenging moments, and a genuine friend to many who served this community. And whereas throughout his tenure, Nick provided thoughtful and respected guidance on a wide range of complex legal matters, including real estate, land use, and zoning, contracts, ordinances, and regulations, litigation, personnel issues, and law enforcement matters. Always approaching his work with professionalism, and deep respect for the people and institutions he represented. And whereas Nick's life was defined by service. Beyond his work with the village, he devoted decades to public service and to expanding access to health care, proudly serving as chairman of the board at the Chicago Family Health Center and consistently advocating for fairness, dignity, and opportunity for all. And whereas those who had the privilege of knowing Nick will remember not only his exceptional professionalism, but also his kindness, humility, ethical character, and the way he made others feel heard and valued. Whether sharing his sometimes quirky sense of humor, offering sound advice, lending support through difficult decisions, or enjoying time on the golf course, Nick left a lasting impression on all who crossed his path. And whereas above all, Nick was devoted to his family, a loving husband to Jacqueline, and a proud father to Lucas, and carried

9:02 – 10:19Speaker 1

that same spirit of loyalty and care into his service to others. And whereas the village of Mlotheian is stronger and better because of Nick's guidance, commitment, and compassion, and his loss is felt profoundly throughout our community. And whereas Nick's legacy will live on in the many lives he touched and in the enduring impact of his work on behalf of this village. Now therefore, be it proclaimed that the village president and the board of trustees of the village Midlothian do hereby honor the life, legacy, and dedicated public service of Nick Valades, express our deepest gratitude for the years he faithfully served our community, and extend our heartfelt condolences to his beloved wife, Jacqueline, his son, Lucas, and his entire family. Be it further proclaimed that Nick Valadez will be remembered with great respect and appreciation and that his example of integrity, leadership, and compassion will continue to inspire the village of Midultian for generations to come. Signed by village president Gary. [applause] [applause]

Number three, approval to pay the South Suburban Mayors and Managers Association 2026 membership dues invoice in the amount of 1,1,381 in order for approval of the list of bills. Is there any item any trustee would like off of tonight's consent agenda? Seeing no dension, I'm looking for a motion to approve tonight's consent agenda as read.

11:19 – 11:49Speaker 1

I'll make a motion. I'll second any discussion. Roll call. Roll call. Please cl trusty Cley. I Trusty [snorts] Johnson. I Trusty Burbette. I Trusty Hilly. I trusty Jaden. I Trusty Killy. I. Thank you, Mayor. Last week I talked about the uh [snorts] IGA that we want to uh enter into with the South Suburban Land Bank, which would allow them to uh inspect uh buildings for properties they want to acquire through abandonment. Uh this would be no cost to us, and it would make things a lot simpler and easier for us [snorts] and for for them. So, does anybody have any questions on this intergovernmental agreement tonight? Okay. Then I'd like to make a motion to approve the first amendment to the intergovernmental agreement between the South Suburban Land Bank and Development Authority and the Village of Multi for the acquisition of certain properties through abandonment proceedings.

12:31 – 13:16Speaker 1

I'll second. Any discussion? Roll call, please. Clerk Moscow. Trusty Killy. Hi. Trusty Cwley. Hi. Trusty Burbette. Hi. Trustee Hilly. Hi. Trusty Jen. I trusty Johnson. I motion carries. Don't get out in the garden yet. It's way too soon.

13:13 – 13:58Speaker 1

So thank you, sir. Uh, Trusty Cwley. Uh, thank you, sir. Just a couple things. Um, first, um, I just want to let everyone know that unfortunately the community policing and safety committee has made the decision to cancel the trivia night on February 27th. Um, the fundraiser did not just just didn't raise enough interest. We didn't have enough people sign up. Um, so canceling it and looking for another event to be uh doing a fundraiser in the near future. [snorts] Um, next on my agenda, um, have a um I'd like to make a motion to authorize a request to close the westbound and eastbound lanes of [snorts] 147th Street for our 16th annual Independence Day parade.

13:56 – 14:39Speaker 1

I'll second. Any discussion? Call please. Trusty Crowley here. Trust I mean yes. [laughter] Trusty Johnson. Sorry. Trusty Johnson. I. Trusty Brevette. I trusty Hilly. I. Trustee Jed. I. Trustee Killy. I. Motion carries. A yes. A yes. An affirmative. An I will do. But I don't think a here. Well, since I made the motion, I probably say yes. [laughter]

14:35 – 15:20Speaker 1

I here. Whatever it is. Um, the next two things on my agenda, um, they were put on for approval normally. Um, that was my mistake. They should have been just put on for discussion, but we can approve them as well. Um, these are budgeted amounts, but whenever it's a large amount like this, we do our large ammunition purchase, I always like to make the board aware aware because it is a amount over $10,000. So, um, since it's on for approval, I can go ahead and make a motion to approve the purchase of our ammunition in the amount $15,466. [clears throat] I'll second. Any discussion? Roll call, please. Clerk mascll. Trusty Collie. I. Trusty Hilly. Hi. Trusty Burbat.

15:19 – 16:04Speaker 1

Hi. Trustee Jen. I. Trusty Johnson. I. Trusty Killy. I. Motion carries. And following that one, another ammunition purchase. This is for our less lethal ammunition. I'd like to make a motion to approve the purchase of ammunition in the amount of $1,340. I'll second. Any discussion? Roll call, please. Clerk Moscow. Trusty Cwley. Hi. Trustee Hilly. Hi. Trusty Bervette. Hi. Trustee Jed. I. Trusty Johnson. Hi. Trusty Killy. I. Motion carries. Thank you, sir. And that's all I have to say. [clears throat] Thank you, mayor. Moving on to department head. Deputy Chief Kacharski. Nothing. Thank you, sir. Chief Delaney.

16:03 – 16:48Speaker 1

Nothing this evening, sir. Thank you, sir. Superintendent Surf. Uh, nothing this evening, sir. Thank you, sir. Um, we did spend a little time today at Harmony Daycare, uh, doing a really nice job over there. It's a very large place. It's going to hold many, many kids. Uh, just trying to work out the fine details. Uh, yes. Yes. And, uh, they're they're when they do open, their goal is to, uh, start off with approximately half of the facility open. Uh, then their goal is to service approximately 150 children. But the goal is to get up to 35 teachers is what I heard today. Uh 150 teachers. Oh, teachers. 35. Yes. 35. Okay. Yes. Place looks great. Did a nice job.

16:47Speaker 1

16:54 – 18:22Speaker 1

Uh thank you, Mayor. I do have one quick announcement. Um, so Calat City Plumbing is going to be scheduling replacements of lead service lines or galvanized service lines starting at the end of February. [clears throat] Spring might not be here yet, but they're they're going to get started early and work in the cold. Um, about 65 70% of the money has been spent for the phase one project. If you're in the phase one project area, you probably know. Um, but just to reiterate, it's east of the metro tracks, east of Palaski, um, and then all the way to the edge of the village. Um, or north of 151st as well. So, if Cal City has not been to your house and you don't know whether your line needs to be replaced, call their office. Also, email public works. They'll forward it over to us. We need to hold Cal City accountable that they're getting to everybody. We want to be in the loop, too. If you need to schedule a replacement, call their office. Email public works. Calat City Plumbing's phone number is 7088680074 and they have the extension 615. There is still money left. Call now. That's all.

18:20 – 19:02Speaker 1

Want to repeat the number again? 70878868 0074 extension 615 and that's all I have tonight. That was a little stir trying to convey urgency. [laughter] Uh I did receive a letter in the mail my mail today about the Palaski uh water man replacement. They got the permit package. Uh yeah, we submitted that um early January. They wanted me to submit a couple of pages to them. So they wanted to let me know that they got it. Yeah, probably.

18:59 – 19:43Speaker 1

How long from here? Uh to to get started on that. So the permitting on that project has been tricky. Um unfortunately Cook County DOT has had that project on their desk now since October. and I haven't heard anything from them. I'm emailing every week calling. Um, that is going to be the biggest hurdle. I want to construct that this year very badly, but if they keep taking forever to get the reviews, who knows? Um, we're trying our hardest, that's for sure. Okay. I We're going to get

19:41 – 20:11Speaker 1

I won't nothing to you. I I won't I won't say it. I'll move on. Okay. Uh, thank you, sir. Uh, Deputy Clerk Harris, I just want to thank everyone for the wonderful proclamation. They would have loved it. Uh, and also on behalf of the Belg family, I appreciate everything that you've all done and to the village staff as well and as a residents, you all have been wonderful. 20:09 – 20:54Speaker 1

Thank you, sir. Uh, I don't really have anything on my agenda, but I did one of the I thought this was important enough. Uh, I went and got new tires over at Empire Tire Shop Mealthian if you can. Um, took the opportunity while I was waiting to walk across to the used car dealer that took over the old Burger King. And I got to say, they've done a very nice job in there. Um, wonderful, very clean, very crisp. Um just a wonderful place to shop and uh met the owner and some of the employees. Um good good group of people it sounds like and they have a lot of pretty cool cars and lots so just thought I'd throw it out there so I can't remember the name. Car um

20:52 – 21:15Speaker 1

car and drive car and drive car and drive over in Cisco Bing. We all know it is the old Bing. That's all I have. Uh clerk Moscow. I have no concerns. Thank you sir.
