good evening everyone welcome at this time I'll call to order the regular schedule board meeting for the village Milan Wednesday January 8th 2025 at 7 p.m. roll call please clerk MOS trusty barbat here trusty K me trusty Crowley here trusty hilly here trusty Johnson here trusty klyy here mayor the room here you have a court sir thank you sir please stand for the Pledge of Allegiance and remain standing for a moment of silence for our fallen veterans I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you before we get to the meeting uh we are have the pleasure of swearing in three new full-time probationary firefighters uh I guess we'll start with Janan abua please come up did I say that right just raise your right hand and repeat that for me I I st your name janana bu having been appointed to the position having been appointed to the position a full-time probationary firefighter paramedic a full-time probationary firefighter paramedic in the village of Milan in the village of Milan in the County of Cook the County of Cook a for said do solemnly swear for said do solemnly swear that I will support the Constitution that I will support the Constitution of the United States of the United States the Constitution of the state of Illinois the constitution of the state of Illinois and the ordinances of the village of Milian and the ores of the village of Milian and I will Faithfully discharge the duties and I will Faithfully discharge the duties of

good welcome aboard all three of you we're very glad to have you in our department it get harder before it gets easier you're you're more than welcome to stay here for the rest of the meeting but if you have somewhere to go I've been at these meetings before they're riveting now would be a good time to take your leave all right before we get to public comment uh trusty Johnson would like to announce the winner of our Christmas home decorating contest thank you mayor um we're continuing the celebration so I first of all want to thank everybody that participated in the Christmas decoration contest it's my favorite time of year to see all the houses and everybody in midoan does a really really good job for it um I'd also like to thank uh Dylan gusk who came to us and asked us if we'd participate in it and we were happy to do that so we provided each of the winners with a $100 gift card of their choice to any business in Midlothian so we're giving back to the community by by uh getting gift cards so I'd also like to thank the events committee for their sponsorship I'd like to also thank the police and fire department because they were also some of the judges so feel like the whole Community was involved in this effort so with that um Dylan wasn't able to make it but he did tell me everybody was going to be here so I'm
going to call your name I have an envelope with your gift cards so the first winner is Terry Stevens so Terry Terry ask for a good car from [Applause] bar and then the second uh person is Cynthia Vera Cindy and Cindy wanted a gift card from burot Terry you thank you the third winner is Dan K Mary see I have Johnson I can't I'm sorry and also ask for a bini gift card got no choice okay um the fourth person is Rick mcol mcol Rick for and finally last but not least is aah jabben and they asked for a gift card from Burk thank you all so much for participating congratulations to the win and uh we'll look forward to Christmas next year yeah thank you thank [Applause]
you okay at this time I will open the floor to public comment is there any public comment tonight no public comment then I will close the floor to public comment move on to tonight's consent agenda number one approval of the request for proposals for downtown miloi and streetcape enhancements number two approval of the December 11th 2024 board meeting minutes number three approval of the December 11th 2024 Clos session meeting minutes number four approval of the December 18th 2024 committee meeting minutes and number five approval of the list of bills is there any item any trustee would like offer tonight's consent agenda hearing no disension I'm looking for a motion to approve tonight's consent agenda as read I'll make a motion I'll second any discussion roll call please CL BOS trusty Cowley hi trusty hilly I trusty verc I trusty Johnson I trusty KY I motion carries thank you sir moving on to trusty business trusty Johnson thank you mayor I have a couple items tonight the first one is I'd like the board's approval to roll over five vacation days for Bonnie Nyland um she sent me an email it's in the board Doc's document um her anniversary date is January 22nd so there's really no way for her to take five five vacation days in the next couple weeks so I'm looking for a motion to approve her rolling over five days I'll second any discussion we call please CL trusty Johnson I trusty Crowley I trusty barbette I trusty hilly hi trusty KY hi motion carries okay my second item is something that we talked about a couple months ago when um I as a reminder I had brought before the board a proposal from the different departments to um who looked at the deposit the security deposits the fees that we were charging
for uh use of uh resources in the village and through that we decided that we needed um The Village attorney to look at it so I worked with Nick Nick provided language that is slightly different than what I called it a fee um we were I was asked to change it to a security deposit I've provided you in the in board docs with the document it shows you what what the current security deposit amount is what the new security deposit amount would be what refund we would provide back to the resident and how much of the security deposit we would retain I'd like to make a motion to put this on um the consent agenda at the next um board meeting for approval are there any questions no questions all right so we're going to wait till next is done on here for approval it's not so Deb clerk Harris yes next board meeting yes thank you and that's all I have tonight thank you ma'am and well down to that Christmas decorating confence that was very nice uh trusty BB nothing this evening mayor thank you sir trusty hilly I had nothing just a quick quick reminder that uh even though it is our our neighbor B Forest uh annual St Patrick's parade is coming up a lot of maloian businesses uh do participate have specials do things like that uh it's March 1st registration is open I believe it's free for any Community organizations that want to walk in a parade it's a it's a really fun day and uh like I said a lot of a lot of Milian businesses do participate with specials etc etc we are signed up by the way ready to go so we'll be there yep with your iPod yes all right thank you sir uh trusty KY thank
you mayor just to remind everyone that uh we have going to have a new uh credit card processor starting February 1st uh ePay it's from the uh state treasurer's office if you've ever used the Secretary of State's website to uh pay for your license plates or a sticker that the same exact uh platform for uh credit card payment uh you'll receive especially if you're paying online you'll receive a another reminder in the in the mail uh to uh you have to put a new log in for ePay and it's easy to do you can do it ahead of time uh the good thing about eay uh is that the fees are very reasonable if you use what we call E Che which is is just a debit of your uh bank account it cost you 50 cents to pay that so um it's really easy it's simple five minutes you're done I don't know why you would not do that um the credit card um credit card fee that we were charging to reimburse ourselves was uh 2.75 with the PSN now it's been lowered to 2.25 with uh ePay for credit cards and debit cards um so just to just remind everybody when you get the notice it's not a big deal it's just another vendor and it's a it's a better deal for you it's a better deal for the village because it does some bookkeeping for us also and um we'd ask that you uh ePay ePay also has a great uh help help desk so if you have any questions they have any problems doing the login they have a help gu that's very uh customer friendly and that information will be given to you also so it starts February
1st and that's all M thank you sir trusty Crowley uh thank you sir just a couple things tonight first on my agenda um I had for discussion the purchase of a new vehicle for our Police Department um a uh vehicle will be decommissioned um and that vehicle will be replaced um they'll be moving around the vehicle a little bit but ultim this will go into the uh uh detective unit um this will be paid out of seas funds as it was not a budgeted item in the village funds I just wanted to make sure anybody had any questions otherwise I will have it on the agenda for approval on the next board meeting as well I think that was actually on the consent agenda me it wasp no no the the the V vehicle purchase sorry you scared me from I'm like did I do it twice that could have happened um you only get one Chief you only get one um next on my agenda I have um I did send the board an email uh with a copy of the addendum for our new E-Waste um I know I've gotten a little bit of feedback already from some of the trustees I did ask the village attorney to take a look at that um I will have it on the disc on the agenda for discussion next next week as well um and attorney Valdez that'll give you enough time to review it and and give us any input well I'd like to uh approve it at the at the next board meeting if we can um I'd like to get this in in place as soon as possible I've got a lot of positive feedback from some of our residents uh next on my agenda um I have uh we did approve the stre streetcape for 147th Street um I've talked about this a few times this is um we are going
to contract through our Tiff uh a company to give us some design options and options on how to revise and give our 147 street commercial District a facelift um if anybody any of the residents or anybody else has any comments or anything they'd really like to see some ideas feel free to email me or the mayor and we'll definitely try to include include it in our plan um other than that we the uh community policing and Safety Committee we'll be having a trivia fundraiser on February 28th at the VFW um we will be you we will be you will be able to sign up for teams that information will be coming out next week so mark your calendars and that's all I have this evening sir thank you man uh moving on department heads Chief H yes sir a couple things first I like to thank the board and police dep Commissioners for the three we just did full Manpower we that's been a 2-year project St to get that so we're finally at full Manpower so the over time can be reduced now move forward um secondly uh Saturday uh the 11th this Saturday is our 100 anniversary date for so it's been 100 years we're going to do something more formal in April when the weather's we know kind of weather we deal with in January so we're do something in April but January 11th 1925 is when the F Department was formed so this year's AR anniversary and then lastly uh we had 2583 calls this year it was 12 calls less than last year which was the highest ever so r l you pretty much that's allk you
um just a reminder to the residents um garbage cans really should stay in on a garbage night until around 6 o' um little before is fine make sure your Lids stay on you need to uh chase a few squirrels out that's fine but uh yeah watch the wind and your garbage overloading these Lids because we're getting a lot of complaints from Neighbors and Friends of the garbage industry that who get garbage down the streets when they're overloaded um and make sure you get your garbage cans in on time um try to get them in after work on Tuesday when you guys come in that's all I have nothing tonight rep tonight sir just tonight sir we areep for our 26 budget the finance department will be sending out uh considerable data to our department heads who our individual meetings with our department heads starting the end of this month February our goal is to approve the upcoming budget in the current FIS year as we've done the last two years so look out those work sheets that's all I have tonight sir thank you EXC thank you uh attorney Val just a quick update on the progress of the rewriting of the water department code got most of it uh pretty much uh re written with the archaic Provisions removed and updated uh to reflect our actual practices and best practices thank you to Ty Swanson the public uh Works superintendent uh for spending a couple of hours going through the technical issues with regard to water as well as Deputy clerk Harris and Bonnie Nyland who went through the water uh
billing process with me and I would also uh note that uh this was a good idea truste Trust the Johnson said that uh the code needed to be Rewritten and pulling on that thread ended up taking apart the whole sweater because it it needed to be redone so I commend you for for bringing that to the to the board and my attention and we probably should have a first draft for you already uh next week that's it what's the next part of theod you tackle well I got to do the new update the village attorney code because it's I'm supposed to be taking taxes and stuff according to so we'll move on yeah thank you sir uh and it will be a closed session yes okay I have nothing tonight clerk Moscow I have nothing sir thank you sir at this time I'm looking for a motion to adjourn to close session to discuss the purchase or lease of real property for the use of the public body including meetings held uh for the purpose of discussing whether a particular Pro should be acquired and also to discuss litigation when an action against affecting or on behalf of a particular public body has been filed I'll make the motion I'll second any I mean roll call uh trusty Crowley I trusty Johnson I trusty Barat I trusty hilly I trusty Kelly I motion carries Sor all right we're in close session uh we're out out of practice there is no further business following close session
