Call the plan commission meeting to order at this time. Roll call, we do have all members. Kurt was a member, but he is not on anymore. So we'll have a seat open there for a little bit, but we do have all members present.
Except Bill.
Oh, Yeah, Bill too. Thank you. Thank you for pointing that out too. Approval of the minutes from March 25, I'd
look for a motion to approve. So moved as presented.
Second. Motion and a second by Craig. Discussion? Seeing none, all those in favor? Aye. Opposed? Motion carried unanimously. Welcome, Paul. We will move to, we have two public hearings this evening. First one is amendment official map located West of Virginia Drive and Joseph Road. I guess I should have waited for you. You're the most important one here.
For an official map amendment. It's been a while since we had one. So basically on the map at the dashed black areas of the existing official map street. It connects Joseph Road and Virginia Drive. The kind of the orange brown color,
that's
the existing wetlands. So obviously you're not going to build a street in a wetland. And even if you would you won't have any saleable lots. So the plan would be to remove the official map street, add kind of the red circles so then there'd be turnarounds for snowplows etcetera. And then well and then basically right now it's two large lots.
There's a certified survey ultimately there's a current certified survey creating two lots. One lots is going to sell and then the remainder of the other lot is going to get redivide into three lots, which will kind of cover this area here. So ultimately it will be four lots. They'll be creative working around the wetlands, so at least you can get a billable site for residents. I did sent out notices to the neighbors and two people called right there right on the end of Virginia And Joseph Road. Let's see here. If I may note, it was a Jim Lind and a Paul Miller. Neither of them had any issues at all.
That's my report. All right, are there any questions of Paul from the plan commission? Yep, Dan.
So I'm just trying to understand those bulbs. Are you going to have property off of that? Are you going to get some paving petitions and stuff? Or will those just be phantom?
Well, for now, it'll be just on the official map. And then when the second survey comes in, that's when we'll get dedication. We'll work with engineering to see exactly are they going to be centered, they going to be offset. And then we'll kind of capture everything with those through the certified survey. Thanks.
Thank you. Any other questions for Paul?
All right,
if not, this is a public hearing then. So anyone interested on speaking on this specific subject matter may do so at this time. Anyone interested, Would you like to? Yep. Just please state your name for the record.
Zach Keneke. I'm the landowner for that property right now. I'm, yeah, just looking to get this done so that way I can get more buildable lots out of it and turn it into usable land. I've kind of talked with all the neighbors and everyone was fine with it from what I've talked to. Yeah.
Thank you. Any other public comment on this one? No? All right. Going once twice. We will close this public hearing and the recommendation is to approve.
Yes, to approve the official map and it goes to council at their, I forgot the date May eighteenth, eighteenth. That sounds about So right there'd be another public hearing at council.
Is there a motion to approve? Yes. Motion by Steinbrenner, second by? Second. Jagermann. Discussion? Seeing none, all those in favor?
Aye.
Opposed? Motion carried unanimously. Again, that'll go to council in May. Next public hearing is for Sonnenberg petition to rezone from C1 commercial to R4 single and two family residential and B1 office residential for property located West Of Martin Street and South Of Mary Street. Paul?
Okay. On the map on year. And And then then the R4 single and two family residential. The middle lot it's going to be the black cross hatched. It's going to go from C1 commercial to B1 office.
And then south of that black hatch area it's going to be our four single and two family. You can see by the kind of the rainbow of colors you have our four in their existing you have B1 which is general or office business you have B2 and C1 so there's just a mix of zoning in that area. So again, Kevin Sonnenberg is petitioning to rezone his property at 1310 Martin Street. He purchased the property back in May '22 from Edward Dorvinen. And then if everybody remembers that neighborhood, there was a lot of buildings on that property, probably double figures of all different sizes, shapes, accessory we're
right And
And then go to back building that was located onto to that the lot. So there will be a certified survey submitted. Well, it's actually been submitted creating the four lots. On the northern most lot, it's going to be a two family constructed. The middle lot and the cross hatch will be his office space, which is that's why the B1 is going be required.
And then south of that, it will be two residential lots, which kind of is more complementary to the neighborhood because that area isn't trending industrial, commercial, trending residential. Future land use wise, the area is shown as planned mixed use, which is a mix of all different types of zoning districts, including residential and office. So the rezoning is consistent with the future land use map and comprehensive plan. And we did send out letters to property owners within two hundred feet excluding right of way. I have not received any calls.
So with that concludes my comments. Thank you. Any questions from the Planning Commission for Paul? Seeing none, then this is a public hearing. So anyone who wants to speak on this matter may do so at this time if they choose. You're not one to not say something, so come on down.
Mike Wilson's, I'm
Just want to state your name for the record please.
Kevin Sonneberg, 2004 Manasse Avenue. We have the Tollhouse Bend Breakfast, which is doing very well. We had six sixty four guests. So we're happy to help the tourism people come to Manitowoc. We're excited every year. So now we're on to this project. We want to build some, like Paul mentioned, clean up the property and build a condo on the corner, two residential and then my office because I sold my office, unfortunately, on North Rapids Road to my son. So I was supposed to be retired, and it doesn't seem like I'm retired. I have more jobs than ever. And like across the street, there is a condo on the other side of that street, you bring up that map.
Just so you know, so it kind of balances
Excellent. Thank you. Anyone else interested in speaking on this matter going once twice. We'll close this public hearing and the recommendation. It's approved the change
in zoning from C1 commercial to R4 single and two family residential and B1 office residential as depicted on the attached map.
Motion by Horning, second by? Second. Second by Dave Dietrich. Any discussion on the motion? Just wanna say thank you. I think you cleaned up that area very nicely and I think this will be very very complimentary to the neighborhood. So thank you. Any further discussion? Seeing none, all those in favor?
Aye.
Opposed? Motion carried unanimously. That future. About the the
some edits. We've been kind of volleying back and forth with the consultants. We're getting there. We're getting close. Like I mentioned in the past, once we get kind of a full document, it's going to get forwarded to you and it's going to be a lot to digest. Digest. What we're going to do is we're going to have like a summary sheet of the big changes get that are in there because there's so much, I'll be honest with you. There's a lot of moving parts. So again, we'll kind of summarize the big take aways. Two months.
Two, three months. I'm thinking I don't want to give you guys enough time to look through it too. I just want to say send it to you and give me your comments in a week, that's not fair to you. I was thinking maybe a day.
End of summer maybe.
That's And we will have to wrap in just so you know too. There were some state statute changes on subdivisions. I sent out that email a while back. So we will probably run Chapter 21, which is a subdivision code and the zoning code together, just because then they kind of clean each other up, so to speak. So we're getting there.
If it takes anyone, we'll have to add a category in really old business. This one's been on here for quite some time. Ancient business, yeah. Dan Horning business. Yes, it is. It's a lot of work. All right. Any other questions on it?
All right. You have everything else. There's no other items for us to take up.
Motion by Horning to adjourn. Second. Second by Dietrich. We are adjourned. End of well, May 20, the Wednesday after Memorial Day, I believe. Yeah.
Is it that late? Is it
the, yeah, it would be the Twenty seventh. Yeah, so it would be the Wednesday after Memorial Day. But you said we might not even as of right now, there's nothing. So. Nothing right the second. Yeah, we may.
I won't be shipped. Okay. Okay. Will we have position Kurt's open spot?
Yeah, we'll have that. Yeah. Because that will be the May council meeting. I'll have that one. Perfect. So we'll definitely have another member and Bill was reappointed last night. And yeah, we can we're good now. Sorry, we're adjourned.
