We did have a workshop on Monday the 22nd. I won't read that for you, but it is available online if anybody would like to review that. So we'll move over there next to the public comment. If anybody's got a comment on anything this evening, please let me know. All right. Hearing none, we'll move on. We do have a public hearing this evening. And this is being the time or the place for a public hearing on the matter of the adoption of plans, specifications, form of contract, and estimate of cost for the construction of certain public improvements described in general in the 2026-2027 HMA Street Rehabilitation Act. Yeah, the street program. So I'm going to start the public hearing at 6.02 p.m. And invite Mr. Dunt with any details.
Thank you, Mayor. I would just note we haven't received any written objections. And I would invite Engineer Mark Crawford to the podium. He can kind of summarize the project.
Okay, thank you. This is the part of the proceedings where we hold the public hearing on the plan, specs, form of contract, and estimate of cost for the 26-27 HMA Street Rehab Project. We've been talking about this for quite a while. The plans have been completed. We have sent the plans out to contractors for their review. And at a subsequent action here, you'll get to look at the bids for that project. Just as a recap, this project was set up with a base bid package that included several blocks of streets and a couple areas that had some critical deterioration to them. And then three bid alternates. I'll review those real quick for you. The base bid compiled of 7th Street Southwest from 5th Avenue to 8th Avenue. 2nd Avenue Southwest from 5th Street to 3rd Street. 3rd Avenue Northeast from Federal Street to 4th Street. An intake repair in the northwest corner of the Hardee's parking lot area that is along Highway 3, so that's a critical failure area that the DOT has contacted the city about, so we're gonna repair that as part of the program, repair that intake. Some parking lot repair to be done at the Progress Park and the repair of some deteriorated asphalt at the airport entrance. That's the base bid package. Bid alternate number one includes two alleys in town, the alley behind Napa and the alley behind Get and Go. Bid alternate number two includes Federal Street South from Second Avenue to Third Avenue. You may recall that last year we did from First Avenue to Second Avenue as part of this program. So bid alternate two is that one block. And then bid alternate three follows a program that we've been doing where we just replaced the curb and gutter in certain blocks. And that included two blocks on Third Street Northeast from First Avenue to Second Avenue. and on 1st Avenue Southeast from 3rd Street to 4th Street. And again, that was just the curb and gutter portion. So all those areas were designed, and cost estimates were put together and were included in the bid package that went out to contractors.

Hearing none, I guess we will go ahead and close the public hearing at 6.06 and move forward. Next, this is the Mark Crawford show tonight because he's up next. But he just kind of just told us all about this. This is actually the resolution 2026-15, which is the resolution adopting high-end specifications, form of contract, and adjustment of cost. So I don't know. If anybody's got any questions on that or if you have any additional information, Mark, if not, then I would entertain a motion to approve Resolution 2026-15. So moved.

This is making the award of the construction contract for the 2026-2027 HMA street program. And, again, we've got all the information. If there's any other questions before we put this to vote.
I think, Mark, can you basically summarize the bid tab and then go through your recommendation?
Sure. Okay.
So last Tuesday, we received the bids for the project that we just described. The city manager, public works director, and I were in here. There was one qualified bid that was received from Heartland Asphalt. They followed all the directions and submitted a base bid price, a price for bid alternate number one, a price for bid alternate number two, and a price for bid alternate number three. I believe you have a copy of those bid tabulations, but I will just read off what their bid amounts were. For the base bid project, their bid was $560,399.50. For bid alternate number one, their bid was $37,362.23. For bid alternate number three, their bid was $68,971.40. And for bid alternate number three, their bid was $77,118.50. So following the receipt of those bids, the city manager and the public works director and I reviewed them, discussed the city's budget for this year's 26-27 project, After that discussion, we basically came to the conclusion that we thought it would be prudent to recommend that the city award the base bid, bid alternate number one and bid alternate number two to Heartland Asphalt. That total amount is $666,733.13.

Just to remind the council that bid alternate three will not be approved and not be completed, like Mark said, due to our budget. base bid and bid alternate one and two fit within what we budgeted next fiscal year but the nice part is it's going to get most of what we want it done the bid alternate three was simply curb and gutter replacement so this we're going to get a lot of streets done this is a larger project than than we normally do and so just want to clarify that thank you thank you

First item on the new business is Rochelle Thompson will be presenting our fiscal year 25 financial audit, please. Thank you. Thank you.
The objective of the audit is to obtain reasonable assurance that the financial statements are materially correct. And to do that, I gather evidence through various procedures such as looking at sample transactions for proper approval and recording, reviewing procedures and testing that those procedures are being performed in the way they are intended. I confirmed state revenue, test payroll rates, hours, time cards, and through that evidence, I was able to issue an unmodified opinion, which means there were no material misstatements, and that's the best possible opinion. The audit also includes reviewing several areas for compliance with the Code of Iowa. And the comments are on page, they start on page 30 of the report. The internal control finding was segregation of duties, which is just very common for a city this size. And it's a reminder to council and everyone that the condition exists and that your role in reviewing reports and reviewing invoices and reconciliations and everything is very important. The compliance findings begin on page 31. Item D, business transactions, was just a, it's basically just a disclosure of a related party transaction. And then the other finding was unclaimed property, which is just some outstanding checks that were more than two years. And I know those were being worked on, so it's probably even taken care of by now. And since the 26th fiscal year is ending next Tuesday, I don't know how much time you wanted to go over financial statements for 25, but we can do just a short recap on page five. The three columns on the right hand side go over, there's a total for governmental activities. So the governmental activities, The cash balance decreased $74,000 for fiscal year 25 to an ending fund balance of $5,461,000. And of that amount, about 40% of that is the general fund. And on page six, the first column there is just the general fund. So the general fund cash balance increased about 269,000 for an ending cash balance of 2,089,000. And you can see that your disbursements were just a little over 2.1 million, so you have almost a year's worth of expenses in reserve, which is a very good financial position. And then back on page five, of that 5,461,000, 55% of that is special revenue funds, which is legally or administratively restricted for a specific purpose. And then the remaining 5% is for capital projects and debt service funds. And the detail of those funds is on page five and 25, if you want to see which funds those balances are in. The business type activities for the year, the cash balance increased 167,000. Ending fund balance was 3,397,000. And the majority of that fund balance is in the water and sewer funds. So overall, the city's cash balance increased 94,000 for the year, fiscal year 25. And on page 11 is a summary of the bonds and notes payable. And I'm guessing that the GO bonds have already been paid off, so you have no general obligations or no governmental activity debt. And then the water and sewer funds are being serviced by user charges. And then on page 20 is a summary of the actual versus budgeted activity. And for the year, receipts were $57,000 below budget, and all the disbursement areas were under budget. So finish the year. It was a very good financial ending position.
Any questions for Rochelle? The only question I had was it was the timing of the audit I mean it seems like we're doing fiscal 2025 or 25 now is there was it held up for any reason or is this normal the time that we get it?

Moving on we have a request for La Luz for the street closures for this weekend for the Grand Festival Hi we are requesting to close those three streets that we do each year everything else is gonna stay pretty much the same the event is from 12 p.m. to 10 p.m. and we're requesting to close it from
8 a.m. till 11 p.m. an hour after and so everyone can clear out okay and I think I think we've done this for several years and I think everything goes really well I think the only question I had was generally on First Avenue there they cut them corners so that people can travel through there if they dangle in them again so if you know what I'm talking about So people can actually get through that corner. And I think we've done that in the past and it's worked out really well.
And you are notifying the businesses, especially the post office?
I don't know we have in the past. Do we need to?
Well, was there ever an issue with the post office with closing the street and then access to the, I guess, to the drive-through? Yeah, drive-up.

Next we have Charlayne Prawley-Jansen the street shows closure for the barbecue contest which was a big hit last year so It was and everyone appreciated the town and had lots of nice comments you were given the map I believe Yeah I'm going to pull it up here shortly
And we're looking at July 31st and August 1st. July 31st is the setup. So in front of access where you see the X's and just before the delivery area with fairway in front of Foley Inc. is what would be closed. And that's mostly on Saturday. But we do kind of shut it down and control it on Friday night just to make people safe when they set up. We, I've gone around to all of the business owners in the area. I have a contract with Fairway, Family Dollar, Access, of course, Brad Payne, Eugene LaRue, and then back where the shrimp cleaning place is, all of that back there. It would be behind the Access parking lot and across the street. I've talked to the... homeowners there and where it says TLH cleaning they gave us permission to use back there if we need it for parking or anything so we shouldn't we didn't see the need from last year but just in case Talked to Ryan Card, Lance Studer. We're using his building again. So I think that's everyone. Talked to Mark. Trying to think we will have nurses on hand. We have security to go through the night. All the cooks are given a packet with, of course, 911 is always an option, but with the phone number for if they need to call dispatch or anything, or us. We are not having a food truck, so you'll be glad to hear that. we are having Ballards for the drink and it'll be on the on the parking area so and you have any questions The only thing I would say is that this
requests should be used as an example.

And then we're going to have a public sample, too.

So I just want to let you guys know that I was totally in favor when she did ask me after we had a little interaction when I was at her coffee stand. And so I'm in favor of this because of the timing. I don't know if you, I think it's written in your things. Mostly in the morning when there's not a lot of people that are there anyway, mostly for lessons, things like that. And she'd probably be vacating between like two and three o'clock in the afternoon before we get really like that's usually when we get really busy so it'd be mostly in the morning so come get coffee if you guys approve it do you know where she's going to set what she's planning that was so that was the one question um but i was talking with becky more today too and looking at the map because obviously looking at it just straight on looking at an aerial view is definitely different right um and so we were looking at so as you're pulling up into the pool parking lot like there's a row of parking spaces near cbs so her coffee truck would take like two or three maybe of those spaces

Thank you, Mayor, Council. There's a ton going on. But the biggest project right now is probably if you get an opportunity, South Federal is being reworked. And that's kind of a major project undergoing out there. We think that's going to be a big one and a good one. And the neighbors all seem to be really happy, even though there's just two residents that live on that stretch. But nonetheless, I think everybody's happy. Other than that, staff's been really busy on a lot of different things, so I'll just entertain questions if anybody has any.

I was curious if you knew what's going on with the construction at the parking lot where the fair people park and if they're gonna be done in time for the fair That's not our project it's state project That's the state DNR sewer project from Beads Lake
It's a forced main project of sewer coming in, and it's tying into the city's sewer manhole on the east side of Olive at the South Fairgrounds entrance, just north of the engineer's office. they're behind schedule I know that the contractor has been communicating with the fair board but it's it's not a city project and the fair board has expressed their interest in having that completed last week but it is not a city project but that's what's happening
And I was out there today driving around just to see where they're at because I know this came up a year or a month or a month and a half or so ago. They were, the fair board was getting nervous. And they had told that they would be done. So hopefully, at least they got the equipment, get the equipment out of the way so we can park the cars there. So we'll see what happens.

I would just give you an update on 4 and 6 First Street Northwest, the old pharmacy properties. As you've noticed, the contractor has started, and they have done demolition work on the backside and the alley side. As we speak right now, I don't know, but 4, the south part, might very well be completely demolished, but 6 was demolished yesterday. and they're hauling it in dumpsters and hauling it away, and then it's exposing that whole wall, the west wall of the two-story portion, and that whole wall will be rebuilt. There'll be a new foundation, and then a new wall will be rebuilt. So it's quite a project, and so it's coming along. They're moving quickly, so hope that continues. Not answering any questions anybody has.

I really didn't have much to say except I want to congratulate Ron and Becky and Kelsey with our budget report for 2025. I also want to echo Bill's appreciation. I was thinking as Rochelle was going over the report that that's a big testament to the caliber of our city manager and our staff. So all across the board.

I had a chance to speak with David Nielsen on Monday afternoon about the baseball tournament they had on Sunday, on Father's Day. He told me that there were eight teams that were there, and I believe it was four for 9U and four for 10U. And he said it brought in an estimated 300 to 350 people, even though it rained all day. And there might have been more people that hadn't. Yeah. I just think that this was a great opportunity for Hampton as it was supporting our local businesses, people could see our city, and it did create a positive experience for the people involved, especially Hampton. Their teams won, the age groups. And just like to echo that well-kept fields will allow us to continue to host events like this in the future. And that's a good thing for our youth. I just think it's a good reminder that investing in the parks is also an investment in the kids, in the community.

Thank you. Mayor's report is very slow, very small. One thing I did want to mention is if anybody's gone by the long-term medical place over here that they refurbished and taken a look at that, that's going to really look good in our downtown. I just met with the Main Street Association, was it last week, and talking about it. That's little stuff like that that's going to start. People are going to take notice of that kind of stuff, and it looks great. And also, it's festival time. It's time for the food trucks, unfortunately.
