2:17Speaker 4

May I have a motion to approve? Motion to approve at 2 o'clock. Approved.

2:22 – 2:36Speaker 2

Proposed by Nat, supported by Douglas. All in favor? Count. Adopted. Approval of the verbal trial of the meeting of July 13. Does anyone have corrections or additions?

2:39Speaker 5

Motion to approve.

2:42 – 5:36Speaker 2

Chad Johnson proposes to approve. Supported by Nats. Additional discussion? All in favor? Adopted. Public intervention. Public intervention is intended to give the public the opportunity to express their concerns to the Urbanism Commission. Public intervention will not exceed 30 minutes and each participant will have a maximum of 3 minutes. Participants can address relevant subjects for the management of the city. Intervenants must register in advance and provide their name, address and the subject they want to address. Comments must be relevant, respectful, related to the affairs of the city and respect the confidentiality rules of the data. Each participant, by violating these rules, will be asked to sit down and, if they refuse to comply, will be expelled from the audience. The participant must not address subjects that are subject to a public audience. All these comments must be made during the public hearing. The Commission of Urbanism will generally not give rise to the problems raised during the intervention of the public, but will be able to choose to register the point to a future order of the day. So we all agreed that if you are here to talk about one of the six topics listed as public hearing, it is at this time that your comments must be formulated. D'accord. Steve Bauer. And that, on the number... Yes. It should therefore be part of the public audience. Dog. Oh, okay. Sunny Miller, Verizon. Faites-vous partie de l'audience publique ou souhaitez-vous parler du... Quel plan?

5:39Speaker 4

Please excuse me.

5:42Speaker 3

Okay. And kiff also on the zoning and...

5:48 – 6:57Speaker 2

Okay. And Jim, I suppose, the zoning... And I can't... Mark. C. Okay. Kathleen... H. Okay. And Aaron. Okay. Now you're making me happy. At least I had a reason. Thank you. Press the button. Nous fonctionnons tous.

7:09 – 7:49Speaker 10

I can plug it in. I have enough confidence in myself.

7:58Speaker 5

I don't need the call then.

7:59 – 10:26Speaker 6

Aaron MacMahon, Rue Hoffmann. Be patient with me. I received an opinion on the modification project of the city center design standards. Although I am not talking about this specific district change tonight, this highlights a much broader problem concerning municipal supervision and the administrative direction of our city. This amendment rewrites the standards after a property has moved beyond this one. Everything, like the city creating a classification of personalized zoning for the Canin de Vallefaire instead of applying the existing code when there are violations, leads to changes of ordinance rather than to an application. This creates uncertainty for the owners and companies that follow the rules. Even more important, this imposes an unfair burden on this Commission, which must repair several times problems that should have been avoided. Municipal codes establish predictability. When exceptions become routine for non-conforming actions, conformity becomes mandatory. The Urbanism Commission should examine a proactive order practice rather than examining updated amendments that impose modifications to orders that were never applied anyway. Working as a reactive organ by repairing failure of application is totally incompatible with your main mission. Look around the city. It's the Far West. Between the fact of living near many tenants with absent owners and to see the properties of the neighborhood deteriorate until they become health risks, the lack of application is obvious.

10:29 – 10:54Speaker 2

Merci Erin. This ends our public interventions. We now move on to public hearings. We will treat the hearings one by one and after each hearing, we will move on to the discussion of the Commission and the vote on the point. Elisabeth will talk a lot.

10:57 – 12:10Speaker 1

Very well. So, the first hearing concerns a derogation to the minimum rate of interest before for a property located in the residential and commercial quarters. The current owner is therefore penalized by the location chosen during the initial construction. The derogation would therefore allow them to enlarge their house where it is currently located.

Is there anyone who would like to make a comment on the derogation concerning minimum retirement? Does anyone want to make a comment? This is the third time I'm asking if anyone wants to express themselves. In this case, the public hearing will be closed at 6.41 p.m. Commission, do you have any questions or comments on this question?

12:52Speaker 10

No, it seems logical to me. I agree.

13:01 – 13:15Speaker 2

Anyone to propose the Resolution 2026-16 of the Commission on Urbanism recommending the approval of the derogation of minimum rents for sale in the residential and commercial neighbourhoods? Anyone wants to make this proposal?

13:15Speaker 10

I propose the approval.

13:17Speaker 2

Proposé. Y a-t-il un second ?

13:20 – 13:49Speaker 2

Douglas seconde. D'autres discussions ? Tous en faveur ? Oui.

Merci.

14:11Speaker 2

Nous ouvrons l'audience publique à 18h42.

14:24 – 17:29Speaker 10

Good evening, the Commission. I'd say I'm right. No. Oh, sorry. Mike, I represent Elto Properties LLC at 134 Street North. Probably the reason why you have this in front of you tonight. So I'm going to give you a little context on the reasons for this presence. Call the city in March to ask a question. I had bought the building during the winter. It's a building that belongs to my family since 1933. And I had the intention, I bought it in order to renovate it. We have had a lot of water infiltration problems that have lasted for decades in this building. To date, we have spent more than $100 to make the building waterproof again. In addition, I spent $75,000 to buy a company to install it. The reason why it became a problem is that I called the city in March to ask for a derogation in order to paint the building because I knew the existence of the historic district. I will not lie to this subject. I acted according to a precedent because I said that there are other paintings in the city center. There were other renovated buildings on the front that are outside the rules or the district's directives. Historic... To be honest, we have owned the building for nearly 70 years before it was declared historic. So, no matter what the others decided in the year 2000, We have had it for decades, long before that. But apparently we cannot benefit from rights acquired. So I decided to paint it. The municipal services said no, that it was forbidden. I asked twice how I could come to see you and finally ask the council for a question. Once again, they said no. I think that according to the municipal ordinance, I should have been allowed to come and ask a question, but this opportunity was not given to me. I don't know why. That's why I acted, according to what I thought was unprecedented and what I had to do to seal my building. I didn't have the money, I didn't have the means to redo the brick, to reorganize it, to resume it. You know, they were considering around 50,000-50,000 dollars of brick work on the facade and I received an offer of 3,000 dollars from a local entrepreneur to paint it. So I decided to paint it. That's how I got there. Yes, journalists have asked me about it. You know, they do their job. I would have told them they had a difficult job. That's how it is, and that's why I think we're here today. I don't think you can interact with us during this time, but if anyone has questions about what I did with the building or about my projects, I would be happy to answer them. I'm an open book. I hide nothing. So that's where I am.

17:30Speaker 2

I know, just a minute.

17:32Speaker 3

We're only listening for the moment, aren't we? When we get to our turn, we can ask questions.

17:37 – 17:53Speaker 10

So I could come back and answer a question if they have one during the discussion. I would advise to make sure first that we have heard everyone come to express themselves on these questions, then during the discussion phase, if there are questions from the Urbanism Commission, they will be able to ask them. And I will say, it's kind of my business.

17:53 – 18:23Speaker 2

You had your three minutes, sorry. You did a good job. You are well explained, I think. Thank you. Who else would like to? Hello. Hello. My name is Lydia Midnis and our family has been the owner of the 402 and 404 West Mill Street buildings for four generations. They are currently occupied by the Cannon Bells and Edward Jones.

18:25 – 18:36Speaker 1

18:38 – 19:30Speaker 2

Regarding the appeal to comment, I simply wanted to let the Urbanism Commission and the Municipal Council know that I greatly appreciate the previous administrations, who were clear about adopting the zoning ordinance linked to the historic city center, which, in my opinion, has allowed to preserve its character, to improve the long-term vitality of the Cannon Falls city center and to considerably encourage pedestrian travel. That being said, I understand perfectly the costs linked to the respect for these requirements and I would ask if the city could help business owners to identify sources of funding or incentives to contribute to improving their buildings or stimulate innovation so that the vitality of the city center of Cannon Falls can last long after we leave. In summary, as the owner of the building, I support the current directives of the historic district of the city center.

19:30 – 19:43Speaker 1

It is an important tool for the development of our city and the global identity of our city. We hope that this municipal administration will continue to find ways to help more owners to realize this vision and to pursue their mission declared to improve the city center.

19:43 – 20:18Speaker 2

Thank you very much for your time. Thank you Lydia. Does anyone else want to speak? sur l'amendement proposé, l'ordonnance. Quelqu'un d'autre? Je déclare l'urgence publique closée 18 à 48. Commission d'urbanisme. Observation, question?

20:18 – 21:19Speaker 10

I think I'm going to start. I understand why we have a historic neighborhood, because they are old buildings, but the people who own them for so long must maintain them. Part of the maintenance of the buildings consists of repairing things as we would do for any other building. If you look above the antique store, there is the word antique. According to our current regulations, you can't. You must have windows in this place. They have the ancient teaching. The word is written in every letter and these are not windows. I heard that the units located above are in pretty bad condition. They talk about water leaks and we are not going to let someone paint his own building simply because we think it's pretty. Well, if they do not have access, the building will fall into ruin and the next buyer will not want it. And finally, you will need a form of municipal financing from the Economic Development Agency or a historical company that would intervene to help finance the work. At this stage, it is a greater loss, again, to lose someone who is part of the community, who owns the building and who has a family history.

21:21Speaker 9

It is a greater loss than the mere fact of having a building that is not painted, while the owner wants it.

21:28 – 22:42Speaker 10

I am on the same length so you know if we want the shopping centers to prosper we have to collaborate with only in the reasonable measure I think it's reasonable no I mean according to what is written here the brick and the glass must be the dominant external materials for the facade I can understand that if you want to redo the entire brick facade they may not be able to do it because it has Brian, do you also have a comment? Go ahead. Everyone has their turn. Everything. Allez-y. Un moment. Ah non, est-ce que... Et c'était aussi pour cette raison.

22:42Speaker 9

Est-ce que mais est-ce le rendu final ?

22:45 – 23:37Speaker 10

Non. There is another layer coming. There will be another layer of waterproofing products. And then, I mean, we were stopped when we started this day. So it's another layer of products that will be applied. And then I have a rendering that I will not present. Probably we advise, if we get there, to show them what the facade would look like. We put it on Facebook to show what the design of the facade would look like. Simply because we wanted to know what the city thought of it too. If you look at our Facebook page, the answer has been incredible regarding what we are trying to do. So, and that, and to not get on my big horses, Diane, sorry. If I look at buildings like yours, Rue Mille, they are incredible. And even what I said to the staff and to all the advisors with whom I spoke, if the whole city center looked like the Swan & Bower building, I'm not looking to quote them because they are great, and their buildings on Mille Street, I would not have done that to stand out.

23:37Speaker 7

I would probably have bought the buildings, it would have been too expensive to renovate myself to be honest.

23:41 – 23:58Speaker 10

But you know, in my opinion, the standard is completely inconsistent there at the moment. And we've done other things on other buildings that are not correct, I don't think. So, in relation to what Hélène said, it's just that we're shooting arrows at random there at the moment. So why should we start with less? I don't understand this part, I suppose.

23:59Speaker 7

But I'm just trying.

24:00Speaker 10

I've invested my whole life's savings to launch a company on 4th Street, that's my ultimate goal.

24:08Speaker 2

Sorry, now Chad, you want another...

24:09Speaker 8

I would like Mike to continue if he wants to. That's right, very good. I have a lot to say. Other people also want to do things.

24:17 – 24:43Speaker 10

I mean, it's a shame that you could not present yourself to the council from the beginning. I understand why you say that asking for forgiveness is easier than... There is a problem with that. But I mean, you received your appointment and you stopped and here we are now... So I just have to leave that behind us and move forward.

24:43Speaker 9

I only ask what I want to ask Mike.

24:44Speaker 10

You say that you have other things that you are going to install on it. Will it be something that will look more like it? What is the word I want to use? Let's say old. You know, is there a kind of thing that you can install?

24:54Speaker 2

I haven't looked at Facebook.

24:59Speaker 7

But I'm trying to see if this final look will be something that will integrate into what?

25:04 – 25:27Speaker 2

According to what I understood, if this amendment to the ordinance is adopted, there will be a kind of administrative examination concerning the final selection of what it would look like. So we have a report that Emalto has published, but it is not passed through the administrative examination if it is ever adopted. So we don't know what the final result will be.

25:30Speaker 3

This would allow these buildings to be allowed to be repainted, to be refreshed if necessary. This would give us the possibility to examine this and to approve it afterwards. At the moment, we would be in a position where this would be difficult to achieve. We would do it on a legal basis, non-conforming. And you know, we want to confirm that if these buildings have paint, and who are in the historic neighborhood, which is in conflict with the rest of the neighborhood rules, and that they can maintain that rather than having to remove it by other means, which could be even more expensive and more damaging for the building if it is not done correctly.

26:52 – 29:14Speaker 2

And I thank John. If I put an illegal closure, then I must be called to order. All this matter made me uncomfortable because, you know, once again, we violated the rules and I am not satisfied with it. And I want to say it right away, I also certainly understand the financial challenges. for anyone who owns a company in the city center with a historic building and maintain it as it was originally designed and expensive. And so I thank these people from the city center who were able to do it, but I understand why not everyone will be able to do it.

29:19 – 29:30Speaker 9

I agree with you, don't I? I think that part of the question is, and I completely understand as an originator of Cannon Falls, which has grown here and now lives only to maintain the aspect and the atmosphere of the city center is important, isn't it?

29:32 – 30:29Speaker 10

And I agree, don't I? Stay within the limits, you know, the barriers that are put in place. But to answer the raised point, I think that, you know, for the merchants, it is their advantage to make sure that they distinguish themselves in the historic city center. So, I think yes, if they had come to see us, at first to say, hey, here's a little bit of what we're planning, here's what it looks like. Because I saw the picture on Facebook, and it's great, isn't it? I was enthusiastic like everyone else. But I understand the interest of ensuring that we always want to maintain a city center that looks good, doesn't it? Which always looks historical. But I think we can work within these limits, as you have pointed out, John, isn't it? As we have wall paintings, we have obviously repainted things by the past. So as long as it stays in a pleasant aesthetic, I think it's more than correct. Yes, follow the rules.

30:29Speaker 2

Are we ready to vote or do we have anything else?

30:34 – 30:52Speaker 10

Yes, I suppose it may be an unpopular opinion, but if we consider that the city has burned twice in the 19th century, these buildings are not even that old, with their 130 years. They are historical, of course, but this is not the end of the world. It's like painting a building, it needs to be modernized.

30:52Speaker 2

I would say that any building more than 100 years old is historical, but you know,

31:01Speaker 4

But there are many in Europe. We don't live in Europe, but hey, we don't live.

31:05 – 31:24Speaker 2

Anyway, it's a good point. Any other comments? Are we ready to vote? No. Okay. Is there a proposal to recommend? The approval of an ordinance for the city of Cannon Falls in Minnesota, modifying chapter 152 of the municipal code relating to architectural elements.

31:26 – 32:15Speaker 2

Proposition of Douglas. Is there a second? Second. Seconded by C. Johnson. Other discussions? Those for Disbecker? Against? The motion is agreed. And if you don't want to stay for the rest of this exciting meeting, you are free to leave at any time. Or free to stay.

33:14 – 33:34Speaker 2

So we open the public hearing on point 3 of the order of the day. The conditional use permit for the extension at 19h01. Does anyone want to express themselves on the conditional use permit?

33:34 – 33:51Speaker 10

Curious to know when we will know how and what will be impacted by these conditional uses in terms of real estate in this area. Is there a place where I have to go to get this information before asking questions here? Or when does this happen in the procedure?

33:51 – 34:02Speaker 2

Is talking about the conditional use permit for the one behind Casey's the right place to make comments if you are not comfortable with what he says?

34:03Speaker 10

If you have any questions, you can ask them during this meeting. So come closer.

34:08Speaker 2

If you want to come closer, it's here.

34:16 – 34:49Speaker 1

Good evening. My name is Catherine Clements and I live at 1106 Park Street, which is just behind Casey's and adjacent to the station that would be there. I don't know anything about this subject. Someone suggested to come and inform me because we have no idea what will happen in terms of expansion at Cannon Falls.

35:18 – 36:18Speaker 10

Good evening, Commissioner. My name is Brian Sullivan. I work at Xcel Energy. 414 Nicolette Mall, Minneapolis, Minnesota. I can give you a little context on the expansion of the substation on which we work. Our engineers regularly examine all of our facilities and the existing substation is imposed as the one requiring special attention. This substation has been there since the 50s, I think. It's a bit like having an old car. We can continue to repair it again and again, but after a while we have no more adhesive tape to hold the hair. So we are at the point where we have to modernize the substation. The project is therefore to preserve the current site that we have. We plan to extend the closure towards the highway of about 3 to 4.5 meters. The front edge of the closure remains unchanged.

36:19Speaker 9

The rear edge of the closure remains unchanged.

36:22 – 37:32Speaker 10

The side and the substation remain unchanged. We are slightly enlarging the substation so that it can accommodate the new equipment. It's actually a level-up. It's new, it's new equipment, new equipment that is installed there. It will have all the latest features to be able to uh uh Demande de dérogation.

37:34Speaker 4

C'est ce que nous faisons ici.

37:37 – 37:51Speaker 10

This is a project in preparation for about three years and we have finally arrived where everything is ready to submit our plan. If this helps, well, if you have any questions for me, I could answer them later.

37:57 – 39:05Speaker 2

Does anyone else want to speak on it? Is it still unplugged? No, I'm just moving. Thank you, Laurent. So, at 7.06 p.m., we open the public audience on the derogation relating to minimum wage in the B2 commercial zone. Is there anyone who wants to speak on this subject? Does anyone want to speak? Does anyone want to speak? If not, we will declare the audience closed at 7 p.m. and we will leave The floor is yours.

39:07Speaker 8

Just for reasons of clarity. And it was Brian who asked. So the expansion is going west, you said, so towards 52, that's right. So not towards the... Just to be clear.

39:18Speaker 10

Yes, that's right. It's going west, towards 52.

39:23Speaker 9

And the only other question concerning the sound level, because there may be a slight noise, we are not expecting any changes on this side, are we?

39:31 – 40:43Speaker 10

Well, one of the engineers declared that the new equipment was quieter. So it shouldn't be. It should be quieter than what is currently installed. So even the sound level in the middle. That's all I had. Nothing. So when you extend westward, it seems to be a pretty steep slope. Are you going to build ramparts or anything else to stabilize the whole thing? So we extend to the west and by going south we reach the level of the street and we set up a diagonal on the end at this place. So we stay as much as possible on flat ground. Do you think that the city of Cannon Falls is starting to become too big for this installation? What would justify your updates? Or are these updates simply necessary? It is a necessary update, but it also allows us to increase capacity so that we can manage the growth of the city in the future.

40:45Speaker 9

So it's both.

40:45 – 41:14Speaker 10

And what motivates decision-making right now is the need Very good. And do you see this through new houses or companies that join or simply a general use? The way people use electricity, the consumption that increases globally by home or... It's a very general statement, but it shows that there is much more electrification in progress in companies and households.

41:14Speaker 9

There has been, for a while, a kind of disinterest for... Good question.

41:21Speaker 10

Good question.

41:50Speaker 2

42:20 – 42:31Speaker 2

I mean, all the photos were really very complex, but... So I hope that this will help the neighbours understand that it is not something new, unusual or annoying.

42:32Speaker 10

Just the new equipment is brilliant. And finally, if it is approved, do you have a calendar for the beginning and end of the work? Ideally. I think they hope. You know it, Ella.

42:42Speaker 9

I think it's in the spring.

42:50Speaker 10

So I think, well, we think it will start next spring. It takes about a year to build the substation.

43:02 – 43:28Speaker 2

Thank you. Any other questions? Are we ready to vote? There will be two votes. The first, I suppose, yes. The first vote will be a motion to approve the Resolution 2026-12 of the Commission on Urbanism. Recommending approval of the conditional use permit for the extension of an electric substation. Does anyone wish to make this motion?

43:28Speaker 10

Motion to approve.

43:30 – 44:00Speaker 2

Knott proposes? C. Johnson supports. Other discussions? All in favor? Adopted. Second. I move my trombone. The second is the derogation. Motion to approve the Resolution 2026-14 of the Commission of Urbanism. Recommending the approval of the derogation for the extension of an electric substation. Does anyone want to make this motion?

44:02 – 44:28Speaker 2

Okay. Okay. Proposed by Douglas, supported by C. Johnson. Other discussions? All in favor? Adopted. Which brings us to... Number 5. Ordinance of the City of Cannon Falls to modify the zoning of the Cannon Ball districts.

44:33 – 45:57Speaker 1

Very good. So once again, this point will also be the object of two public hearings. So it will be for Cannon Ball 2, which is a residential building project here in the city. So the first public hearing will be for a change in the zoning of the property. So a change in the zoning of B2 to R4, which is our high density residential area. We will open and close this hearing, then we will hold a second hearing for the development stage of the concerted development, namely the plan for the apartment building. Previously, we had approved the conceptual plan and we have now moved on to the development stage that requires a public audience. The development stage provides a little more detail on the project and also allows the public to express themselves at this stage. It includes an underground parking lot, a parking lot on the surface, and green spaces on the property. That's it for the general presentation. We will now leave the floor to the public on the change of zoning.

46:01Speaker 2

We open the public hearing on the zoning modification ordinance. Anyone who wishes to express themselves on

46:14 – 48:52Speaker 9

Good evening, my name is Steve Bauer. I own the John Deere store on the other side of the street. I own the John Deere store, the Antiquities store and the building located in the north where Magazine Today is located. The problem I see with all this is that our visibility will be reduced to zero. If you place this building in front of us, we will no longer have any visibility from the highway. We hear all these customers who come to John Deere, traveling from Iowa and elsewhere. They go north, towards the cities. Oh, there is a John Deere dealership. Let's stop. If they go north, they take the next exit on the right and leave the highway. If they go south, they take the next exit on the right of the autoroute. I go to the antique store and I stay listening. I talk to a lot of people. Where are you from? Oh, we come from Iowa. There is an antique store. You are the next one on the right. It will disappear. All this will harm Cannon Falls. Ah, final point. Even more than me. There is no reason in the world to place this building in this place. There are other places in the city, very close, in less than a minute, that would suit this building better. Final point. I pay more than $ 90,000 in tax evasion in Cannon Falls. And we find it absolutely ridiculous to cut off our visibility on this highway. Go to John Deere and look out the window. Go to the antique store. Look through the window and you will only see a large square building with no space for children to play without a playground or anything else. A minute from here, you can go straight east and buy a vacant field belonging to the Goudu county. No imposition base on this field. The county has twice as many fields there and it is ideal for a building like this one. It's perfect for a playground A dog park or whatever you want, a minute straight east on a road. Why in the world would you consider that? Are you not aware of the existence of this property? May I ask a question? I don't want to be excluded from here, but I'm going to ask the question. If you don't know where it is, I can show you.

48:52Speaker 2

You have a card right here. You're talking about the property east of yours. You're talking about the property east of yours on the road to Mayotte.

48:59 – 49:18Speaker 9

The same.

A minute from the place where you propose to put this building, the big loser in this construction will be the city of Cannon Falls.

49:33Speaker 8

I have nothing else to say. May I ask a question? Are you talking about the one on the right?

49:40Speaker 9

No, no, no. You jump directly to the next plot. Okay, that's all I wanted to ask you. This area is right there. Here is a map showing a surface. I'm going to take a look.

49:53Speaker 3

So I don't know why. Okay, while we're doing this, does anyone... It's John, something else.

49:57Speaker 4

That's where they keep all their... Okay, I see what you're talking about.

50:03Speaker 10

We suggest a minute of this stop sign until...

50:05Speaker 4

Thank you, John.

50:10Speaker 2

That was the biggest loss.

50:12Speaker 6

If we can't work together...

50:27 – 51:48Speaker 1

Hello, Catherine Clemens. I joined the Urbanism Commission about 25 years ago when all this development started in this city. And I'm still here. I think you really have to take into account the place where you are building these buildings. Going south would give children more access to places to play. If you put it on the side of the city, near the school, they would have easy access and they would be safe. They would not have to look for or ask themselves where they are going to play. So if this man pays 90,000 dollars... More than 90,000. 91,500. So he pays a lot of taxes for this city and... 96,400. And he fears to lose his visibility, this publicity that comes with access to the highway.

51:49Speaker 9

I called the city of Cannon Falls about the water that flows on our alley.

51:54Speaker 8

I called the city.

51:56 – 52:18Speaker 9

They sent the public services of the city on site. What's the problem? Oh, the water flows on the top of the alley. What's wrong with it? I said, well, there's a brush there. Well, what's wrong with the brush? I said, it's completely clogged. Oh, that's the problem. Well, we can't fix it. It's the county of Goudieu. Well, the county of Goudieu says we don't have money in the budget to fix it.

52:19 – 52:30Speaker 1

52:44Speaker 10

Pardonnez-moi.

52:45Speaker 2

Nous entendons ce que vous dites.

52:49Speaker 10

Because it's useless, but you can't.

52:51 – 53:28Speaker 9

Take John Deere to his farmers and his ancient centers. It's one of the best ancient centers in the city and the state. We've been here for 34 years. We have 60 merchants in this store, and it's one of the cleanest and best in the region. The people of Rochester, by the way, come to this store. But if they pass by without seeing it, I have 30 feet high signs. I had them at 40 feet high. You can maybe go down by 10 feet. You won't see them. So what should I do? Stay in retreat and say nothing?

53:28Speaker 2

Is there anyone else who would like to speak?

53:34Speaker 8

I am Marc Welter from GCD Engineering representing Andy Bartman. I am here just to answer your questions about the next public hearing.

53:49 – 54:13Speaker 2

54:47Speaker 4

I would like it again.

54:53 – 55:39Speaker 9

Just behind Jandir, east of Jandir, I have another plot that connects to the whole and goes all the way down to the north and connects. If you follow north, there are residential houses all the way down. The water and sewage network of the city passes in the middle of the property. You are more than welcome to go see that. It doesn't need to be next to the highway. I would block the highway for all the companies that succeed in Gann Falls. The field would be available for this kind of use. If you want to think about it, it's commercial. I am quite willing to negotiate. May I ask what number 6 means?

55:43Speaker 10

The submission of the phase of development, what does it mean?

55:49 – 58:37Speaker 1

A planned urban planning is a tool to develop land plots. It gives you code exceptions. For example, flexibility on the retreat margins, on the height of the buildings, etc. A joint planning project includes three stages. A conceptual plan, a development stage and a final plan. Three distinct moments where a promoter must submit documents, plans, etc. for the project. We have previously submitted the conceptual plan to the Urbanism Commission to gather their opinions on the project. The Urbanism Commission and the Municipal Council have approved the conceptual plan. We are now moving on to the development stage. The development stage is the subject of a more in-depth and submissive examination by the promoter who transmits us plans and descriptions. We can thus provide technical advice, comments on zoning and again obtain a recommendation from the urbanism commission as well as approval or refusal of the municipal council. We are therefore at the second stage. I can give you a little context, because I was part of the Urbanism Commission at the time when five different development companies came to Cannon Falls, all wanting to build a very large number of units, when there was no reason for them to all settle in this city. One of the things to ask yourself is how many other development companies will come and submit to you proposals that create this meli melo, a very uncertain situation that I highly recommend you to examine carefully. Another important point is the need to carry out land development tests. At this time, 25 years ago, they were planning to build on the hill that this gentleman is talking about. We must not build in this place due to the results of soil analysis. So there are a lot of variables to take into consideration before making a decision on the place, the project, the size and the people who will be impacted. You know, when we say go do this here or there, the main problem was that someone started investing millions of dollars and suddenly everything was cancelled. That's why you have these paths that go up the hill. Because we can't build. It is therefore necessary to be very careful and examine all these considerations before starting to develop major projects on what will happen. Thank you.

58:45 – 59:26Speaker 10

Good evening, Commissioner. Jim Hoffman, Park Street West, Cannon Falls. And other questions, I suppose, regarding the fact that I do not know yet if Cannibal 2 is a good or a bad thing. I do not know all that. My question is for Izzy and the others. How many research have been conducted to justify the need here at Cannon Falls? From 69 to 80, I believe it's 69, from 69 to 80 additional units. What is the need? The other point is that looking towards the future, several years ago, the purification station was enlarged to absorb all these new projects. I don't remember the name of the one in front of the high school, but it looks like

59:27Speaker 9

What is it? When is the last time that calculations have been made regarding the purification station?

59:34 – 59:56Speaker 10

Excuse me, the station itself, can we manage all this surplus and will we end up having to modernize the station at some point? These are the kind of questions I ask myself as I look towards the future. As I said, I don't know if it's a good or a bad thing, but where are the research? Where are the reports?

59:57 – 1:00:09Speaker 9

And maybe it will come later. When will we have the information that is still necessary? And what impact will it have on the rest? What impact will it have on the rest of the rental properties in the city?

1:00:09Speaker 10

What is the occupancy rate? I live next door to three apartments and they are always full. So maybe there is a need, but what effect will it have on long-term occupation? Thank you.

1:00:20Speaker 3

Any other questions?

1:00:31 – 1:02:11Speaker 8

So I'm Doug with Xigen. I am the owner of the land. And the only thing that bothers me is that I did not follow the whole process. If you want to know the truth, this guy has arrived. I was quite against the city because of some comments they had made on my property. So he took me in a bad mood and I said, of course I sell. So he mentioned some things. So I didn't really follow. And is it true? Maybe these are information that as a seller, I should naturally know. But that's not the case. But I am someone very busy. He mentioned how many rooms there would be. I can't sign the final documents yet, so some of these questions must be resolved before I sign. I know that this is probably a very confusing situation for those who hear an owner say that I could not sell eggshells, but some things that have been said to me do not correspond to the current reality. It is therefore worrying for the owner of the property.

1:02:19Speaker 3

Very, very short. Very short.

1:02:21 – 1:03:07Speaker 9

In addition to the John Deere store and other city shops, I own a well drilling company. I have been drilling wells for 45 years. I have installed 50 central pivots of 1,200 in the region. We are very involved in the agricultural sector related to water and the level of water in the community here is decreasing. We have been repairing wells seven days a week and in most cases, We have to lower the pump. It's because the water level in this area is decreasing. And wait to see with what you are going to build outside the city in the north. Wait to see what will happen to your water level. See what will happen to your municipal wells. We do it seven days a week.

1:03:07Speaker 2

But we are currently on the apartment building.

1:03:09Speaker 3

The support wall. It's true.

1:03:12 – 1:03:34Speaker 2

It's important. It is. Other comments on... the stage of development of the PUD. Otherwise, we will close the public hearing at 7.31 p.m. and move on to the discussion.

1:03:38Speaker 10

And President Lourdes and I will be able to answer some of the questions that have been raised, if you allow it, if you allow it. Would this be useful for the Commission?

1:03:47Speaker 8

Talk about the egos, since they raised the subject. I know we talked about it recently, so it's still fresh.

1:03:53 – 1:07:14Speaker 10

So, yes. As for the cleaning station that M. Hoffman referred to, we actually carried out a study last year in the context of discussions on the data center, and we know that the capacity of this plant represents about half the volume it is capable of handling. It is therefore about 908 gallons per day that are available to us thanks to the treatment of the purification station. Thus, in terms of volume that this apartment complex would generate and send to this station, it would only be a very small percentage of the capacity that we have in the plant. Moreover, to respond to MB's remark concerning water, our wells, the municipal wells, are located in the Jordan Aquifer. So it is not, I do not know, with certainty, and I do not want to make assumptions, but our wells are 400 feet deep. There are different aquifers superimposed on top that can feed other wells that your company is interested in. But concerning our water capacity, what the DNR allows us is a pumping of 250 million gallons per year in the aquifer for municipal use and we currently use a little less than 150 million per year. So, again, with this apartment complex and the Hardwood Estate project, these projects represent only a very, very low percentage of the total capacity that we have for this increase. So we have very little concern about this subject and I just want to remind people what has been approved in the development agreement concerning water consumption if the data center is built. This is part of a development plan for a community in full growth, both on the residential and commercial level, while preserving this natural growth in order to set a limit on what would remain to be allocated to this project if it were to be realized and developed. As far as the territorial development plans are concerned, this is an important part of this file. The conceptual plan, the final plan, the soil tests, the various conceptions, all this happens if the projects move further in the approval process. We go into much more detail as the project progresses. I know that Laura has much more knowledge than me on this subject. I attended one or two presentations on the study of housing. The county of Goudieu took part in an update of a larger regional study on housing that reflected, I think, the specific needs of each community in terms of residential development according to the current demand.

1:07:14 – 1:08:07Speaker 5

I can talk about the first apartment complex in Cannon Falls and its occupancy rate since its opening two years ago. This corresponds to the usual rolling of tenants.

1:08:09Speaker 4

In the Grand Minnesota, they are around 5%.

1:08:10 – 1:08:21Speaker 5

And for the apartments, they have them in Red Wing, in Zumrota, in Cannon Falls and even in St. Michael, although it is not technically in the Grand Minnesota.

1:08:24Speaker 4

They are also between 4% and 5% and ours in Cannon Falls is at 3%.

1:08:32 – 1:08:48Speaker 5

This means that it was practically full during the two years following its opening. I checked today, as I often do, what is available and only two apartments are, but technically they are not even still free.

1:08:49Speaker 4

It will be available in September. Mont-Bretain is adding apartments. They just added the second floor.

1:08:59 – 1:10:30Speaker 5

They add a complex. 38 units in their community and Doug, to answer your question, the height of the building will be the same as the existing one. What you may have heard is that the first building has four floors. The first level is a parking lot followed by three floors of a terrace. There are a few on the ground floor, but otherwise they are in terms of housing. The initial plan is still a bit in suspense. Mark from G-Cubed and the engineer who is here to represent Keller Bartman. So the initial proposal was 69 units. But while they are working on the conceptual plan and the next phase of this, it could go from 69 to 80 units if they add studios. So I think that at the beginning, it was apartments of one, two and three rooms that were proposed. And if they add studios, that's where they reach the 80 units.

1:10:31Speaker 4

So the size of the building will not change.

1:10:34Speaker 5

It's just the composition of the units. We have a rendering of this one.

1:10:39Speaker 9

If you want to see it after the end of the meeting, I can show you the rendering of the building. I'm trying to see what I have.

1:10:56Speaker 5

I think that's all I have in my notes that I had prepared for tonight.

1:11:00 – 1:12:19Speaker 10

Madam President, if I can add one last comment on this subject, you know, even before this became the subject of a request, Laura and I, you know, have spoken to the promoter and have proposed many other locations in Cannon Falls for development. This, you know, according to our plans and our conceptions and why we have a zoning. Yes, I agree with some of the statements made during the public hearing. We have other locations that already correspond to the legal conditions. You know what goes into zoning authorizations. This promoter wanted to be in this location. They made an offer to buy the land. They have purchase contracts that are signed, perhaps not finalized, but that place them in a position allowing them to file a request. This is why we are here today. You know, they ask for a request to do this by trying to work in respect of the rules and structures that we have. We have done this for a similar apartment, very similar, with the same promoter in a similar location. And I think that it is probably for this that they estimated that this could be another good opportunity to extend the availability of housing within our community, which, as you have heard from Laura, is quite high.

1:12:22 – 1:12:38Speaker 6

1:13:31 – 1:13:48Speaker 10

I'm just asking you to come to the office, to look through the window at the highway and the traffic, and to tell you. How would you react if it was your property with this thing in front of you? You. You have to zone it in residential area. Commercial thought. I have a property behind this commercial area.

1:13:48Speaker 4

It doesn't have its place in front of the other businesses. It completely cuts us off.

1:13:58Speaker 10

You have removed the...

1:14:00Speaker 4

Now you also want to take away our visibility.

1:14:06Speaker 10

They deleted the access to get out of the highway. Find another place.

1:14:17Speaker 4

It's very good, but not here.

1:14:25 – 1:14:38Speaker 2

More precision from the staff. I take the questions, comments and reflections of the commissioners. These are the last two decisions of the evening.

1:14:38 – 1:15:50Speaker 10

Okay. As usual, I have an opinion. I really think we need housing. I am happy to hear, at least until now, that it is not a question of a 26-year-old guy or things like that. My instinct tells me that this is not a good idea. I have lived in studios and they reduce the area from 500 to 480 square feet. Yes, it's not huge, but it's your living space and it's really small. You're not going to set up a park there? A dog park, okay, but not a space for children. The roads don't seem very safe because the infrastructure is not really adapted. The owner is not very sure of him. He is not, you know, really confident and I don't feel it. I don't know. I mean, I'm serene about water, that we can water it and that the city can maintain it. I know we need housing. Do we need 60 units or should we have four 20-storey buildings? Smaller surfaces instead of very large ones. It's just that when we think about the future, how do we want it to be? How do we want five or six like this one? Because we need housing.

1:15:53Speaker 9

Thank you very much.

1:16:11 – 1:17:59Speaker 10

Yes, I can speak. Who is it? I imagine that I don't remember your name. The engineer. Is it Bruce Mark? Absolutely not. C, you can just answer. We have heard comments on other potential locations where it would be feasible. You have put your statement on this one. Can you explain why they specifically want this place? I have not been involved in much of the preliminary work. We have to take care of the treatment of rainwater on site, which we checked during the last phase, in order to provide the required treatment before we reach the roads of the Ministry of Transport. As for the levels and leveling, we make sure that our slopes allow access to the lower parking lot. The site is well suited for this type of development and there is a real demand. In all of Minnesota, there is a need for housing, especially apartments like these. We have apartments that have worked with many other promoters on the construction of apartments and it is exactly the same. Whether it is 69 or 80 housing, it is a question that they are examining in the framework of the final calculations for the definitive design of the building. But at first glance, it is very similar to Cannonball One, which was a success in my eyes. And if we don't have these homes, the employers and the cities won't be able to succeed. We're facing the same problem. I'm at Chatfield. We need more apartments. I built 14 units that we opened in January. It was completed in February. There is a list of expectations. People are looking for a loan.

1:17:59Speaker 4

So believe it. I sincerely believe it.

1:18:02Speaker 10

Unfortunately, I never had the opportunity to discuss with Dora and the others.

1:18:08Speaker 4

So I hope we can exchange.

1:18:09 – 1:19:25Speaker 10

the numbers so that I can keep him informed and I know that Andy is also someone very busy, so they can meet and discuss a little. Overall, we followed the process. The city engineer highlighted six points that we must treat in relation to the seven comments of the city. I just wanted to point out that these seven comments and conditions are all achievable and that they are precisely designed so that the promoter can move on to the next step. He must therefore make sure that the purchase contracts are finalized. We must reach an agreement for pedestrian installations. This is something we talked about during the conceptual plan. The other required elements before reaching the final version are those that the promoter must provide, due to which you will not see, of final version. I therefore think that the security measures are in place so that the city does not know a project beginning like the one 20 years ago on the hill. You will see that everything will have been settled before the construction begins or that the city will be in a situation that it could... May I ask him a question then? Yes, go ahead. If you go from 63 to 84 units... Are you going to deal with the parking issue?

1:19:25Speaker 9

And another thing, you will lose your dog park because you bought it. And that's where all dogs need it, on my property. Currently.

1:19:40Speaker 10

So if you don't build a place big enough for dogs, and as a trainer for 40 years, I don't understand how life allows you to build something like that, without space, for dogs.

1:19:54Speaker 4

I don't know where the dogs are.

1:19:57 – 1:21:30Speaker 10

Madam President, I just want to say that... Welcome! This meeting has, you know, a function and moreover, this is broadcast live, so it is recorded in video and it does not help anyone of those who watch or rewatch when we have comments coming from the public because the microphones do not capture very well, so it is very difficult to hear in this regard. So if we have to have a comment exchange, like this one, then they must be, you know, invited to speak on the microphone, or if they want to have a conversation, Marc and Doug are certainly more than willing and able to do so after the meeting. I just want to make sure, concretely, for what we are trying to, you know, settle tonight, that we are also, you know, aware of the way in which the meeting will be perceived, you know. On these two points, Doug mentioned parking, for which we had asked for a change, because the city requires two parking spaces per unit. We find that this is an over-dimensioning on a national scale for apartment buildings of the current nature, which also have fewer children. So game equipment and this kind of thing is something that the promoter would provide according to the needs and there is simply not as many families in the apartments as 20 years ago when the apartments were built or even in the 80s when they were built as buildings of two or three rooms.

1:21:32Speaker 7

So again, there is a lot of green space in the south that would allow an extension if there was a need for game equipment.

1:21:38 – 1:21:58Speaker 10

This is something that can be considered at a later date. The dog park is necessary because each tenant seems to have a pet. And so the dog parks are something we wanted to provide because there are none at Cannonball One, because Cannonball One was a too small site for all types of additional equipment and space. So this site offers a little more flexibility.

1:21:58Speaker 3

Any other questions for Marc directly?

1:22:04 – 1:23:51Speaker 10

Yes, Marc, I suppose you have. Really, that's right. You were not, you are just here to do development. People who went around the city to see if it was the best place for this apartment layout. My biggest problem with that is that I don't understand why there is a building that is built on the 52 anyway. It looks like when you want to live in an apartment, you might like a little privacy, a little retreat. I don't think the four-story height will improve. Cannon Falls. People drive on the 52 and will see this big building. Put it there, this big monolith. And I also understand what they say. I mean, for me, it doesn't seem like the public's opinion has been sufficient on the part of the people who will be affected by it. I think it's good. That will be my argument. We'll talk about it when the other. Jessie, you can't answer in my place. I can answer a very, very key element of this. It's the economy. You have to find a location that has sewers, water, rivers nearby, because if you want to go to a site, you have to travel a quarter of a mile. A street costs you between $1,500 and $2,000 per foot. And so if you have to pay for all this infrastructure, you will never be able to build a building like this one, which is affordable at the market price. So you are essentially looking for redevelopment sites. And this is essentially a non-developed site or to be redeveloped. As far as you know, this is the only site that can really accommodate the development that you are looking for. And answer to those who are looking for it. I worked with Keller Barman on a few other sites. And that's really what they're always looking for. Something that you don't have a huge contribution in infrastructure because you can't just never allow yourself to build a quality building if all your money, a quality building if all your money is immobilized in infrastructures that don't have a lot of money.

1:23:51Speaker 9

Yes, it makes sense.

1:23:53 – 1:24:27Speaker 10

I understand. And yes, it makes sense. This property is underdeveloped, if you want to call it that. I feel like nothing. I want more housing. And yes, the infrastructure, I know a lot of people who are trying to build houses and we want them to build roads up to their houses. And the infrastructure, we will not let them do since. If you are in the city, you are in the city, you have to pay everything. It is therefore expensive and I understand that there is a demand, but for me, something bell. I will be available for other questions.

1:24:33 – 1:25:30Speaker 2

So I apologize for not knowing it in advance. I think you agree with Chad. I really think that a larger apartment complex would be useful. I think the first one was well done and I appreciate it. And at first I thought it was an excellent location, but now I'm asking myself questions and I really don't know. That's my problem.

1:25:30 – 1:26:19Speaker 10

I'm going to bounce in your direction, Diane. During this first meeting, you know, shame on us, I'm sorry. We didn't really take this into account because we were very focused on certain details of this complex and on the changes it asked us to accept. But yes, I'm quite shared too. I mean, this first complex, it's good that it has few vacancies, but at the same time, I understand why it was built without too much resistance, because it doesn't block anything. I mean, the Best Buy and the station. Seriously. But... Yes, I don't know. Because he's right. I mean, if this thing is built, we won't see these buildings, unless we know that they are there.

1:26:24 – 1:26:59Speaker 4

We therefore have two things to vote on. The first is the vote on the zoning to allow its implementation on this plot and the second would concern the stage of development of the PUD. Are we ready to vote? Now that we are all confused, but we must vote, we must make a recommendation to the municipal council. And do we first do the stage of development or the zoning?

1:27:00 – 1:27:14Speaker 10

And Madam President, if I may ask EASY, can you confirm to the Commission that if the sale of the land does not end, then all this depends on it?

1:27:14 – 1:28:07Speaker 1

And the reason why the zoning is conditioned by the closure of the sale of the property. So it will not be zoning until the sale of the property is concluded. It goes without saying for the mortgaging and the combination of the property to create the plot of the building. Conditioned by the closing of the sale. So this will not be done if the sale with M. Bartman and Doug does not end. So please keep that in mind for your decision tonight. It's the same thing. If a final plan is not presented to us, the rest of these approbations are... essentially null and non-avenue. I would really like the whole team to be there so that we can... Well, it's maybe a recommendation if you prefer to carry out the decision until you have a full commission.

1:28:07Speaker 3

I would be disappointed if we were all... I don't know, just...

1:28:14Speaker 1

But keep in mind that the zoning is conditional and, once again, the development stage... It could be approved and if no final stage is presented,

1:28:25 – 1:28:38Speaker 3

Okay, but if all the purchase agreements become definitive, if the mortgages and remortgages of the water become definitive, then if we, if the council votes the zoning, then it will be to be zoning.

1:28:39Speaker 1

If the council votes the zoning, this remains a conditional approval. So the municipal council can approve this zoning, but it is conditioned by the closure of the sale of the property.

1:28:48 – 1:29:06Speaker 2

And I just want to remind everyone that it is essentially the same plan that was presented for the conceptual plan. The only thing that was added was really a recommendation for an agreement on the piéton installations.

1:29:20 – 1:29:41Speaker 1

also simply make these conditional approvals at the closing of the sale. So it's essentially the same plan, slightly more detailed than the one we approved and discussed during the last urbanism commission and the municipal council. So keep that in mind too.

1:29:41 – 1:30:04Speaker 2

So we can vote to report this until the next meeting. We can vote to recommend a change in the zoning or we can recommend to refuse the change of zoning. And then we move on to the question of whether we recommend the approval of the development stage for cannibals.

1:30:14 – 1:30:26Speaker 7

I would prefer that we have more concrete facts in order to justify the reasons for our rejection to the demandor. Thus, if you wish more information, I recommend that you report the decision and indicate the elements that you would like us to gather and present later.

1:31:23Speaker 6

So would you both like to withdraw the motion?

1:31:29Speaker 8

I... I don't care. I think I have enough information to make my decision and say no right now.

1:31:35Speaker 2

So, Brian, if you want... Would you like to say no or collect more information?

1:31:44 – 1:31:58Speaker 4

I would say no. So, very well. As John said, we cannot recommend a refusal without providing a reason. And the need for additional information is not in it.

1:32:00 – 1:32:19Speaker 10

I don't like these apartments of 60 units near the highway that block trade. And it's not safe to walk on this road. I used to go down by bike to the old Arby's and it's just a single road, unless you go through the nits of the parking lot of the shopping center. I suppose that's my reason.

1:32:22Speaker 7

A new president.

1:32:25 – 1:33:40Speaker 10

I'm not trying to promote these apartments or anything else. I'm going to be precise about this. A condition from the conceptual plan up to this point was an agreement on pedestrian infrastructure, foreseeing the way people could walk, ride a bike or move outside the road. So it's still a case where more information could happen. Saying no for this reason, I think, would be in contradiction with what the plaintiff proposes.

1:33:41 – 1:34:23Speaker 2

We have a motion and a second. We can now discuss this motion and I would say that I am not in favor of its rejection.

1:34:24Speaker 3

It's always just a recommendation to the council.

1:34:27Speaker 2

They can reject everything we do.

1:34:30Speaker 3

Yes, exactly.

1:34:33Speaker 6

Isaac, do you have any opinion on...

1:34:36 – 1:35:53Speaker 10

No, I agree, it's a recommendation to the council. But I mean, it's our duty to examine it in the name of the council, isn't it? And show that we, I'm not saying that we haven't thought about it, am I? I'm just saying that at this stage, I don't feel ready to approve or reject. I mean, my reason to reject would be linked to what John is talking about, a list of unknowns. And before openly declaring that I will vote against it, I would like to be sure that if someone in the public asked me why I rejected it, well, you know, because of the fear of a potential impact on companies which seems very plausible, isn't it? I would like a little more time to digest all this. And it's the same thing for approval, isn't it? I think that during our initial meeting last month, when we examined this, a large part of the attention, all the attention was focused on the apartment complex itself and not so much on the impact for the surrounding companies. And that's a good point, isn't it? A good point where we say to ourselves, well, let's build additional housing, but do we really want these housing to the detriment of the existing companies of Cannon Falls? And that's why I can't... I can't approve tonight, but I'm not ready to reject the request either.

1:35:55 – 1:36:20Speaker 4

Very well, I will put the question on the line, because a majority of three votes are needed to adopt a motion. So all those who are in favor of the rejection of the request for change of zoning, say yes for Rogaine. Have you made a double? Ah, okay. Yes. I vote yes for Rogaine.

1:36:24Speaker 3

So this motion is not adopted.

1:36:30 – 1:36:42Speaker 2

Now, if we want to make a motion to report this decision, in order to gather more information, especially on the impact for local companies, we can do it.

1:36:42Speaker 10

And make a motion to specify the date of the next meeting of the planning commission. It would be preferable for us.

1:36:54 – 1:37:20Speaker 3

So September 14th. So the motion would consist of reporting the vote on the request for change of zone until the meeting of the September 14th planning commission and asking the staff to obtain more information on the potential effect on local companies. I would also like to see the two other sites that you proposed to them.

1:37:24Speaker 8

You said, you know, that we talked about this other property here and that one over there. We will simply see what it is about.

1:37:31Speaker 2

We can add this and ask the staff to detail us. The other possible placements for... Maybe there is a better place.

1:37:38Speaker 10

And then we would know why... This one in particular is not...

1:37:43Speaker 2

Does this seem like a fair motion to you?

1:37:45Speaker 4

Does anyone want to do this?

1:37:48Speaker 10

Motion to report the decision, until the next meeting on September 14th, in order to better assess the impacts on companies. Approved.

1:37:57Speaker 2

Proposed by Note, supported by Douglas. Other discussions? All those in favour?

1:38:05Speaker 4

Opposed? Do we always have to vote on the fact that ... Reported also?

1:38:13Speaker 10

Let's take the measure of reporting it again.

1:38:16Speaker 6

So I propose a motion to report the development status for Canon 2.

1:38:23Speaker 4

On the basis of the same consideration. Motion. Douglas proposes. Supported.

1:38:32Speaker 2

Not supported. No discussion. All those in favor, 10 points.

1:38:36 – 1:38:49Speaker 3

So be it. The next meeting of the Urbanism Commission will take place on September 14. The next meeting of the Municipal Council is tomorrow, August 18. Are there any other points during the day? Motion to resume the session.

1:38:51Speaker 10

Motion to resume the session.

1:38:52Speaker 3

Press. Proposed by Knut. Press by Douglas. To those who are poor. Motion adopted.
