Good evening, and welcome to tonight's planning commission meeting. Before we begin, I'd like to review a few housekeeping items. Thank you. All right. We'll be moving to the invocation and pledge of allegiance. Can we all please stand for the invocation and the pledge of allegiance? The invocation will be given by faith based member, Alan Miller, and the pledge will be led by commissioner Lozano.
Well, it's my privilege to be here with you tonight. I didn't realize that it was such a historical event to have the last meeting here, and, so I just wanted to pray. So, Lord, we just wanna ask that you would be with this commission, that they would have a commission from you. When I think about how many years that this building has stood and how many meetings have taken place in here and the wisdom and decisions that have come forth in this room, that's a lot. And Lord, I just want to pray that as you continue to give wisdom, if we seek and ask for it, that the decisions that are made are not just made because they're the right ones for today, but that this Commission would continue to make decisions that are based on years to come so that we are progressively thinking about what is best for all generations and trying to maintain those things that we should hold dear and those boundaries that we should keep.
And Lord, we just ask for your blessing. I pray for your wisdom to be imparted into this commission tonight and to continue. And Father, I just bless them and their families and thank you that they are in such an important position to be able to make these crucial decisions for our entire city. And I thank you for that in Jesus' name. Amen.

This is conditional use permit number 23Dash0025, administrative site plan number 23Dash039, a request for the establishment of a private school within the existing church building, and a quest for the site and our architectural review for the modifications to the building and associated on-site improvements on an existing 2.9 acre parcel located at 17487 Arrow Boulevard pursuant to the categorically exempt exemption in accordance with sequel guidelines section one five three zero one.

Thank you. So as you mentioned this is master case number 200395. The applicant is proposing to establish a private school within an existing building that will be converted into a school facility. The request includes minor modifications to the building and on-site improvements. The project site is located South Of Arrow Boulevard and West Of Tamron Avenue.
The existing building was formerly a church and is now currently vacant. The applicant wants to establish a private school within this building. The church use would no longer exist, and it will just be a private school the site is proposed as a one way site where cars will enter on Tamron Avenue and exit on Arrow Boulevard The school is proposed to have, 32 students with five teachers, and this school is, intended to be like a college preparatory school for middle school and high school age students. The applicant is not proposing to change the architectural style of the existing building. They are proposing to repair and repaint the existing building.
They are proposing to repaint the building, add new concrete driveway, build a new trash enclosure, install a new decorative fencing, new landscape uplighting which will overall enhance appearance of this area based on the information in the staff report and subject to the attached findings and conditions of approval staff recommends that the planning commission adopt resolution number pc

Well, one of the questions I have is, have you read the conditions of approval and do you accept them?

Perfect. Thank you. And then can you tell me a little bit more about the project, the school?
Oh, the the school, basically, it's a preparatory school for for the middle school middle school and high school students to prepare for for admission of the college. So we just break into four teachers with one non teaching staff. And mostly, the classes is online. So we have, like, those subject matter expert experts classes online then students can choose from. And the four teachers, they are base basically not lecturing.
They are coaching these students on these, like, personal development and these cast discussions that develop acquire all kinds of development. So the four teachers overseas students by racial eight eight to one, students to teachers eight to one. So these teachers, they are basically, they are say they oversee all kinds of all kinds of students' activities. So prevent all kind of, like, bullying, those personal even personal problems. So that's the nature of the school, basically.

Yeah. So clarification, this is going to be like a night school. So it's kind of almost like a tutoring kind of thing, like above and beyond from their regular school program during the day?
Yeah. It's more like a homeschooling. It's like a between, like, a public school to the homeschooling because the school opens eight to 03:30. So it's a it's almost like the same as the school time, as normal school time, public school time. So the difference is instead of these student I mean, these teachers giving lecture lectures to the students. These students, like, learn from the online classes and teachers is like a coaching these these students. So it's still like a daytime school.

A tentative, track map for the subdivision of one parcel to establish a condominium map for the development of a 153 units and a die design review request for site and architectural approve approval for a 159 condominium units exclusive of 69 detached units and 84 attached units along with associated site improvements pursuant to the adoption of a mitigation negative declaration and approval of a mitigation monitoring and reporting program and directing staff to file a notice of determination. Good evening, commissioners and members of the public. I'm Cecily and I'm here to present the Enclave Residential Project for you tonight. The project applicant, North Fontana Investment Company LLC, is requesting the approval of a tentative that should say tentative track map, excuse me, to subdivide one parcel to establish a condominium map for a 153 condominium units and a design review for site and architectural review for the site, the amenities, the units, and the associated improvements. This is the project location. It is just West of Citrus Avenue on the North Side of Curtis Avenue.
The site is 11.99 acres. As you can see from the street view front on excuse me. The street view on the right side, the site is vacant and undeveloped, and it is surrounded by existing residential development on all sides. It also is adjacent to or across the street from the sports complex as well as other residential dwellings. So this is the site plan.
The site will be accessed from Curtis Avenue. Towards the center of that frontage, you'll see a vehicular driveway with vehicular gates. There'll also be pedestrian gates located there at that entrance as well as there's an another driveway on the far west or left side of the site plan adjacent to the parking and some of the units. At the very front of the site, you'll see detached residential dwellings that face an interior courtyard, and they are alley loaded, so the garages are facing the alleys. There will be pedestrian access gates at each of the courtyards to provide pedestrian accessibility to the site for residents to be able to take advantage of the amenities in the area.
At the middle of the site, there are duplex units. Those units are just two units attached. And then at the rear, there are more of the detached units. And at the very center, you'll see the amenity area, which I'll get into in just a moment. So these are the front elevations for the detached dwellings.
You can reference the actual packet with the full set of plans for the sides and the rears, but just for in the interest of being able to show these styles that are being proposed, There are three styles, prairie, farmhouse, and Santa Barbara for the single family or the detached. Excuse me. And then there are two styles for the duplex, Santa Barbara and farmhouse. What you'll notice is that for the Santa Barbara style of each of the elevations, there's neutral color palettes, clay s tile roofs, recessed entries, arches with Spanish tile accents, decorative metal accents as well. For the prairie style, there's hip roofs with concrete flat tile, lightly colored stucco finish with horizontal siding, and stone base accents.
And then for the farmhouse, there are gable roofs, vertical siding, windows window shutters, excuse me, pot shelves, and brick accents. This is the proposed amenity area, which does meet the requirement for the zoning district that this site is in, which is the village district of the form based code zone. The applicant is providing a large open lawn area, built in barbecues with a built in shade structure with seating underneath, a tot lot, several exercise equipment stations, and also a basketball court. So that will be it will be used by residents of this community. And with all of that being said, based on the information in the staff report and subject to the attached findings and conditions of approval, staff recommends that the Planning Commission adopt resolution number 2025Dash051.
And adopt the mitigated negative declaration, mitigation monitoring, and reporting program, and, direct staff to file a notice of determination and also approve the tentative track map and approve the design review. Thank you. Does the commission have any questions that they would like to ask staff? No? Okay. I have a couple. So there wasn't any zoning amendments that's zoned appropriately for this project. Correct?
Yes. This development as designed does meet the requirements of the village district of the form based code zone. So initially, if you were looking at, say, our project map that has the entitlements on it, there was a general plan amendment and zone change proposed. But the applicant was able to meet the actual zoning requirements that are in place already, and so we didn't need those additional entitlements.
Perfect. Thank you. I know that construction traffic would be a concern. How do we mitigate traffic during construction?
I think that for during construction times, the applicant will have to or the developer rather would have to engage in, like, traffic control plans and that sort of thing in order to limit the impacts on the surrounding area as they do some of the, like, off-site improvements that they would need to do. It's, you know, the intent of everyone to limit the impacts as much as possible. And so that would be the goal as they kinda move forward with their construction.
Okay. And do they submit that those plans to planning, or how does those plans get reviewed?
I believe the engineering department reviews those plans.
Perfect. Thank you. And my last question is, I don't know if we're too early into it, but were traffic studies done for this this project?
Yes, sir. Traffic studies a traffic study was done for this project as a part of the mitigated negative declaration for the project and has been reviewed by the traffic division of the engineering department, as well as other studies were done for the project as well.
All right. And within that traffic study, was Catawba included in it?
I'm sorry. What was that?
Was the street sorry, Catawba. I read that wrong. Catawba. Was that included in the traffic study?
I believe that it was included as far as where the trips, like how the trips would be distributed coming from the site. So to see, you know, percentage wise, how many were going to Citrus, how many were going, you know, further west on Curtis down to Catawba, that all was looked at since it's in the immediate vicinity.
Okay. And and what were the findings on that?
So the findings for so you're wanting to know how many would go down Catawba?
Correct. Oh, okay. You know, time of day, how many Okay. Trips.
So let me open that up. Sorry about that. Alright. So I'm never a pro at getting everything down for the for the traffic as far as percentages, but it does look like as far as trips leaving the site, they would not be going down Catawba. The it's estimated that they would be headed east and west on Curtis towards Citrus when you're going east.
And it does look like there wouldn't be I don't believe there would they're not estimating many trips to be going down Curtis Avenue. So looking at the study that's a part of the mitigated negative declaration, it looks like most of the trips will be going either way on Curtis. It looks like about 15% of the trips would be going south onto Catawba. So the great majority would not be going down on Catawba.

Sure. Cecily actually did a very good job. I might just be reiterating what she said. But this site is currently owned by Fontana Unified School District. We are purchasing this site from them, and they are purchasing a site from us, the developer within our resort at the Arboretum community. And approval of this project will trigger our close of escrow so that they can begin construction on that new school site. So this has huge implications for the city, and we are looking forward to getting approval this evening. As far as the units go, think Cecily adequately covered the design review.

We would not actually build it ourselves. We would go out to sale to a merchant builder. We are strictly a land developer at this point. But probably by mid twenty twenty six, Once we do the final engineering for the site, it would be marketed for sale.

Thank you. This is master case number 2518. KB Homes is requesting to establish a condominium map and build 219 attached condominium units with various amenities and associated site improvements. The project site is located South Of Duncan Canyon Road and West Of Citrus Avenue within planning area three of the Ventana specific plan. Here we have the site plan.
The project will consist of 219 units that will be for sale. There are two entrances, one off of John Prevety Avenue right over here, and another one off of Duncan Canyon up here north of the site. The site will be a gated community. Each unit will have a two car garage making it a total of four thirty eight parking spaces which exceeds the minimum. The site will also have an additional 45 spaces throughout the site.
Here we have the elevations. The applicant is proposing a Tuscan architectural style, which is consistent with the Ventana specific plan requirements. And they will have a two story product as well as a three story product. Here we have the three d renderings. The features and colors will match the apartments built in Planning Area 1, which is directly north of the project.
This is the clubhouse.
The
applicant is required to provide five amenities, and they are providing eight, which includes dog parks, fitness challenge courses, a tot lot, pool and spa, a clubhouse with a fitness room, barbecue and picnic areas, open turf areas, and a paseo. Based on the information in the staff report and subject to the attached findings and conditions of approval, staff recommends that the planning commission adopt resolution number p c 20 25052 and find that the project has been reviewed under the previous EIR and direct staff to file a notice of determination, approved tentative track map number 250001 and design review number 25Dash0006. Yeah. Once approved, what do you guys what is your timeline looking like to, complete the project?
So we're we're working on our final engineering plans at the moment, and we're hoping to get a grading permit and break ground, in the summer of next year. We'd probably spend about six months doing the site development work and start our model homes probably in 2027. Production or the homes that we'd sell would start probably a month after we start our models.
