Good evening, commissioners, members of the public. I am here to provide the staff report on the Water of Life CityLink campus phase two. The applicant is Mark Noemi on behalf of Water of Life Community Church. And the request is for site and architectural approval for mixed use development consisting of 30 transitional housing units and just over 10,000 square feet of commercial space. This is the project site.
It's located on the Southeast Corner or Southwest, excuse me, corner of Arrow Boulevard and Citrus Avenue. It's located on the site of the existing Water of Life CityLink Phase one building that you may be familiar with. On the right hand side is a view of the site from the corner, so looking towards the Southwest. You can see in the distance the existing phase one building. And then you can see the area surrounded by the split rail fencing is going to be the location of the proposed building.
So this is an overall site plan. You see that the site is bound by Tokay Citrus and Arrow. Proposed mixed use building will be located up at the corner. You'll also notice a patio area on the Ground Floor, as well as patio and play equipment. This site, as you could see from the previous slide, is already developed with the phase one building as well as parking or most of the parking spaces for this area.
So the applicant is proposing to kind of fill in that one site. Looking a little closer at the phase two site plan, as I mentioned, there's a patio that will be adjacent to a fast casual restaurant on the 1st Floor. They're also proposing to have a retail store and use that also for an opportunity for job training. And then there's an additional lease space that has not had a tenant designated for it just yet. These are the elevations.
The building itself is a modern style with flat roof lines but varying roof lines. Movement within the building elevations. There's metal accents, such as canopies, awnings, and railing. And you may notice from maybe being out at the site that it is consistent with and compatible with the existing building on the site. So it will give it a nice cohesive look.
This is one of the renderings from Arrow Boulevard. So you'll notice the sign locations are just kind of proposed, but they aren't a part of this approval. They would have to go through a separate design review sign application. But it's just to kind of give you a feel of what they're going for. And then this is the view from the rearparking lot.
So most of the or all of the access to the site will actually take place from the rear, from the parking lot. The front of the building on Arrow Boulevard will be kind of a facade, if you will. And so the the access will take place from the parking area. So based on the information contained in the staff report and subject to the attached findings and conditions of approval, staff recommends that the Planning Commission adopt resolution number PC twenty twenty five Zero four three. And determine that the project is categorically exempt from CEQA.
And we're also recommending that you approve design review number twenty five-twenty five. That does conclude my presentation. Staff is available for any questions you may have, and the applicant is also present. Thank you.

Good evening, mister chair, members of the Planning Commission. Mark Nueme. I'm a representative from Water of Life Community Church. We have reviewed all the conditions of approval for this project, and we are going to abide by every one of them. We're just so thankful. I want to thank Cecily and the entire Fontana team for helping us move this project and design review forward. One of the things that is, I think, unique about this we've had some questions just in the past couple of days of what is transitional housing. And so I did want to verbally express what transitional housing is. It's essentially going to replace the trailers that are on our property currently. It will be transitional housing for the homeless.
Clients will move into those units. They'll have wraparound case management services. And the way that we're designing the building and designing the program, the bottom floor is going to provide sustainability for the subsidy for the top two floors. So all of the income generated off the 1st Floor the office leases, the operations of the retail and restaurant will subsidize the ongoing operations for those transitional units. We are currently under contract with the County Of San Bernardino to maintain transitional units here in the city of Fontana for the homeless.
And we've been working with both the city homeless services team as well as the county to continue to expand the inventory of housing units here in the city of Fontana. I'm available to answer any questions you might have. From a timing perspective, we're looking to likely break ground sometime late next summer, finalizing our construction team right now, of course, pending design review approval, and then submittal of building plans by the end of this year, and then hopefully opening by the 2027.

Just wanna thank Water of Life for everything they're doing in our community to ensure that, you know, our disenfranchised families are having somewhere to go and and that we're not forgetting them. Good evening, members of the Planning Commission. Tonight, I will be presenting the Walnut Residential Project, master case number 24Dash0060 general plan amendment number 24 dash zero zero zero four zoning district map amendment number 24 dash zero zero zero four tentative track map number twenty four dash zero zero nine conditional use permit twenty four dash twenty three and design review number 24Dash31 the applicant Diversified Pacific Communities is requesting to change the general plan land use designation from multifamily medium high residential to multifamily residential, change the zone from R4 to R3, establish a condominium map and abandon a portion of Knox Avenue, a request to establish a plan unit development and a request to build three ninety three multifamily units with approximately 31 gross acres. The project site is located along Knox Avenue between South Highland Avenue and Walnut Avenue. Here we have the site plan. The project includes a 177 attached townhomes, 103 detached cluster units, and 113 detached motor court units.
So you'll see this the townhomes are primarily on the north side of the project. The detached motor court units are along the outside of the project or perimeter, and then the detached cluster units are in the center. The detached the townhome unit unit sizes range from 1,393 square feet to eighteen fifty five square feet between two and four bedrooms. The detached cluster sizes range from sixteen ninety square feet to nineteen thirty six square feet between three and four bedrooms and the detached motor court units range from sixteen eighty eight square feet to nineteen sixty square feet between three to four bedrooms as well. The new community will be gated on Knox Avenue and Walnut Avenue as well.
A new six foot block wall will go along the east, south, and north property boundary. There is an existing six foot block wall along the east that will remain as is. Off-site improvements include a new sidewalk along South Highland Avenue adjacent to the project site and new street and sidewalk improvements on the West side of Knox Avenue adjacent to the project site. The applicant is proposing three different architectural styles for the detached units. The styles being Spanish, cottage, and farmhouse.
All styles use a combination of concrete tile roof, decorative lighting, siding, brick veneer, shutters, window treatments, arched doors, and arched garages. Starting off with the detached cluster units with the Spanish design. And here we have the cottage style detached cluster units, the farmhouse detached cluster units, and then a rendering of what those units would look like. Next are the detached motor court units, starting off with Spanish and then the cottage design and then the farmhouse motor court units and then a rendering of what those motor units would look like. And lastly, the townhomes, are in the Spanish style only, which also have a variety of shutters, arch doors, ornamental cornices, decorative window treatments, and decorative lighting as well, and the rendering of the townhomes.
This is the proposed recreational building, which has a gathering space, kitchen, showers, and restrooms. We have the elevations and the renderings. And for amenities, the applicant is providing 10 amenities while the code only requires five amenities. For a project this size, the gated amenity area will include a pool and spa, cabanas, fire pits with lounge seating and barbecue areas. Outside of the gated amenity space, we have tot lots, additional barbecue picnic areas, bocce ball court, cornhole, open grass areas, and a paseo with fitness stations along the paseo.
Before I conclude my presentation, staff did receive a letter from the Department of Fish and Wildlife, which the Planning Commission was provided ahead of the meeting. According to the letter, staff will adjust the mitigation measures. This will not bring new impacts. We would just be changing how they would like to see the mitigation measures. Staff also received a letter from property owners on parcels along South Or Jurupa Avenue near Sierra Avenue, which the Planning Commission also has.
Staff's response is that the letter provided does not comment on the action item we are presenting today. Staff also did receive a phone call and an email just with general inquiries, and we provided, answers to those questions. Based on the information in the staff report and subject to the attached findings and conditions, staff recommends that the Planning Commission adopt resolution number 2025044 and forward a recommendation to the city council to adopt the ISMND and MMRP and direct staff to file a notice of determination and adopt a resolution approving general plan amendment 24 dash four and adopt an ordinance approving zoning district map amendment 24 dash zero four and adopt a resolution approving tentative track map 24 dash zero zero zero nine conditional use permit 24 dash 0023 and design review twenty four dash thirty one. This concludes my presentation. Staff and the applicant environmental consultants are available if there are any questions.

Good evening commissioners. My name is Nolan Leggio, vice president of Diversified Pacific. We're the applicant today. I want to introduce my team briefly. I have Mitchell Bradford and Jake Soudar with Diversified. And then our technical team here is Sandy Pan Butticharji is the traffic engineer. Dio Glentis with LSA is the secret document preparer. And Bobby Allard with Allard Engineering is the civil engineer. So if we have any technical questions, those folks are more than happy to jump in. I do want to thank Alexia and Patty and and the city staff on on getting us through this project.
They were all great to work with and yes, we have reviewed the conditions and we we do accept them. So, I'm here if you have any questions. This is a project we're really excited to move forward, we appreciate your time.

Thank heavens there aren't too many of us running around. So, yes, members of the commission, name is Doug Jaritzma with Land Advisors. I appreciate the opportunity to speak for you this evening. My purpose for being here is really twofold in nature. First and foremost, as a land broker in the area for many decades, I am in full support of the project as outlined by Diversified Pacific.
It's very thoughtfully laid out with the various product types that will be very well accepted in this community of Fontana. So I I applaud all of their efforts for that. I happen to have sold this site to the school district back twenty years ago. Nonetheless, my other hat that I'm wearing today is on behalf of two property owners down in South Fontana. Thank you for the opportunity to review this plan and provide some comments.
They were referenced in a letter that we submitted. And the two parcels were actually identified in the mitigated negative deck, which was the CEQUA document prepared for this project. The parcels, as I mentioned, are generally located South Of Haroopa and East Of Sierra Avenue. These two properties were referred to in the M and D as the up zoned properties and were analyzed to accommodate the adjustment of density associated with the adjustment of density for the Walnut project. Although the project tonight no longer included the consideration to amend the general plan and zoning map to up zone these two South Fontana parcels consistent with the provisions of Senate Bill three thirty, the ownership of both parcels would support the up zoning on their properties designation to facilitate the future development of these sites while providing additional surplus units to the city in conformance with your housing element and general plan.
If the city moves forward with a GPA or zone change for these two subject parcels, we would appreciate that kind of consideration. So, again, overwhelmingly in support of the project up for approval this evening and also wanted to submit my comments for the South Montana property owners into the record. Thank you very much.

Wrong button. Got it. Good evening, mister chair and members of the planning commission. My name is Ruben. I'm the city traffic traffic engineer.
I'm here to present to you master case number 250082, general plan amendment number 25001, municipal code amendment number 25Dash zero 012. And these are all, in essence, the city's effort to come into compliance with Assembly Bill 98 regarding our truck routes. In essence, in preparation for this, our consultant team and the city worked together to prepare amendments to our truck routes that come into compliance with the requirements of Assembly Bill 98. There are components of the general plan that we are amending to update the maps and the routes And there are reflective changes to the municipal code that update what are designated as truck routes. In high level discussion, what are truck routes?
Truck routes apply to commercial trucks that exceed a certain weight limit. In the city of Fontana, that's 10,000 pounds. So that's typically both independent cab as well as cab and trailer. The truck routes are reflected in the city's municipal code and they are designated as regional connections so you will not see every local street that fronts an industrial warehouse being called out as a truck route. For example, the commercial by City Hall is not fronting any truck routes on Sierra, but trucks are still able to legally make deliveries to those businesses.
And it does not restrict local deliveries per the California vehicle code. Assembly bill 98 was passed in September 2024. The city of Fontana and a handful of other jurisdictions were required to be in compliance by 01/01/2026. The rest of the state has at least until 2028 to be in compliance. Assembly Bill 98 is basically an enhanced version of the city's sustainability ordinance that was already passed back in 2022.
It requires maintaining access to logistical uses, avoiding impacts to residential and sensitive uses to the extent feasible, providing visible truck signage and making the maps accessible on the websites. So, the proposed routes that we are bringing to the Planning Commission today is in partnership with our consultant team, Kittleson and Associates and De Novo. And it's to strike a balance between goods movement and what the community's needs are. We want to encourage trucks that are going for regional destinations to use the freeways instead of cutting through the city and we still want to maintain efficient truck routing so that they don't have to make a lot of turns, cause a lot of congestion at our intersections. With that, the update to our existing truck routes are the deletions of these segments highlighted and that are in the resolution that you have.
Most significantly, we are removing a portion of Sierra from the 210 going south. We are removing Highland Avenue, Arrow Boulevard East Of Citrus, and we are removing a portion of Valley Boulevard East Of Citrus as truck routes. Are also doing cleanup to the municipal code to remove mentions of roadways that are not in the city's jurisdiction or control. And we are adding three segments, a small portion of Sierra Lake stack connects to Mango. This route is already being heavily used by trucks to access the warehouses north of the 210 and East Of Sierra.
We are adding a portion of Citrus that connects to the 210 to replace what we are taking away from Sierra and a portion of Philadelphia down south that already acts as a truck route, we're making it official now. We did some community outreach before we came to you. We held some public meetings both for the residents and for the stakeholders of industrial uses and we also had a bilingual online map to gather input. Overall the feedback was supportive of the changes that we are making and brought up concerns of just general enforcement and other concerns that we typically see regarding trucks. With that, the general plan amendment consists of some wording changes that bring into light some more attention to trucks in our general plan policies.
And an updated map that's going to go into the circulation element. And then the changes to the municipal code that remove and add the segments that we were discussing. With that, based on the information contained in the staff report, staff recommends that the Planning Commission adopt resolution number PC twenty twenty five.

And forward a recommendation to the City Council to adopt the addendum to the City Of Fontana general plan final EIR and direct staff to file a notice of determination and adopt a resolution approving general plan amendment number 25,001 and adopt an ordinance approving municipal code amendment number 25 dash zero zero one two. So, you know, it's throughout the years of being on the planning commission, I've seen I knew some of the thing would some of these would pose a problem because all the warehousing and all the truck drivers that actually don't wanna follow the rules, and quite often, catch them going down. Like, they'll make a left on Duncan Canyon from from Sierra to try to get to to the freeway instead of going all the up Sierra.
So I'm glad that they're actually I I see a a little bit of lack of enforcement that I've seen throughout the years, me living on the North Side. But I'm glad they're actually having this on the agenda day because it's a big deal. I see it posing a problem in safety for the community. But thank you for your presentation. And then, you know, lastly, I just wanted to just remind everybody that, you know, yes, it is Thanksgiving, but let's try to take time to think about what we're thankful for. And if you have the opportunity to help somebody and assist them, then this is that time of year that that we would want to see people reach out and just although we are all all are all blessed in different ways that if you have the ability to assist or help another person, this is the time of year to do it. Thank you, Chair. Just another I just wanna say that there's another great project, a couple of projects here that were before us tonight. I know our last meeting, there was a project that was presented in front of us that was very impressive. I think this project, that was presented to us tonight was equally as impressive as far as the, that housing project is concerned. I had a lot of amenities like the pool, the cabana, barbecue areas, the sales, and fitness area, but that just speaks to, you know, what what we're doing as a city and and and how we're developing it it and improving, the residents' lives that that are here.
Right? And, you know, live, work, and play is what we say here in the city of Fontana, and that definitely checks all those boxes. So also, the other project that was good to see was the transitional housing project with the water of life. I know it's always been the goal with the city and the county to address the homeless crisis that we have. There's a lot of cities and that will say that they're doing everything they can, but truly the what was brought to us tonight, just shows how dedicated, our county and our city is, to to support.
You know, the proof is in the pudding, and we're definitely doing that tonight. So, impressed by all the projects. Thank you, staff for the presentations, and, like to echo the sentiments. You know, happy Thanksgiving to everybody, and definitely definitely have a a great one. That's it for me.
