Good evening. Thank you for joining tonight's regularly scheduled Planning Commission meeting. First, I would like to take a brief recess. We will likely begin at 6.15 to 6.20. This is to allow the swearing in of our new commissioner. So thank you. Good evening, everyone. Welcome to our Planning Commission meeting. Before we begin, I'd like first to go over through some housekeeping rules. I'd like to remind the audience that this meeting is a business meeting, and as such, while the Commission welcomes all members of the public to participate in open discussions regarding matters on the Assessions Meeting Agenda, speakers must conduct themselves appropriately so that the commission has the ability to listen and to consider all the information and comments related to the agenda item and deliberate on that item in a context that allows for all viewpoints to be heard and respected. Please remember that disturbing a public meeting is a criminal offense. The city of Fontana is authorized by law to ensure the orderly conduct of this meeting. Engaging in conduct that disrupts this meeting may result in your microphone being muted if disruptions continue, and a request to leave this meeting if the disruptive conduct persists after a warning. Disruptive behavior includes verbal or nonverbal outbursts that prohibit this meeting from continuing in an orderly fashion. I would now like to call to order the meeting of Montana Planning Commission.

Excuse me, Chair, if I can interrupt at this point. In order to proceed with the meeting, I think it would be appropriate to have the mayor swear in our new planning commissioner. That way he could formally take his seat on the commission, and then we could proceed with the quorum. Okay. And have at that point the invocation and the Pledge of Allegiance after the swearing in.

And you have your fellow future commissioner standing behind you. Okay, in front of you. Great. I'm going to ask you to state your name. You just state your name and repeat after me. I state your name. Do solemnly swear. that I will support and defend the Constitution of the United States and the Constitution of the State of California against all enemies, foreign and domestic, and that I will bear true faith and allegiance to the Constitution of the United States and the Constitution of the State of California.

Heavenly Father, we thank you for your privilege of gathering together and serving our community We are grateful for those who have accepted the responsibility of leadership and stewardship over the growth and development of our city. We ask for wisdom, understanding, and integrity for each commissioner, staff member, and all who are present. Grant clarity in every discussion, discernment in every decision. Help us consider not only the ends of today, but also the well-being of future generations. We pray for your blessing upon our city, its residents, businesses, families, and schools, and our first responders. May our efforts contribute to a community where people can flourish, where hope, peace, and opportunity abound. We commit this meeting to you, and we give it to you. In Jesus' name we pray. Amen.

I will open the public hearing for Master Case Number 26-004, Specific Plan Amendment, SPA Number 26-0001, Conditional Use Permit Number 26-0001, Conditional Use Permit Number 26-0002. 02 conditional use permit number 26-0003 conditional use permit number 26-0011 and design review number 26-0002 a request to amend the text in the planning area for the ventana specific plan to add these add gas stations and drive-thrus as conditionally permitted uses. A request to establish a gas station as a conditionally permitted use within the retail shopping center project and a request to establish an alcoholic beverage control type 20 beer and wine off sale license for the proposed convenience store as part of the gas station. A request to establish an alcoholic beverage control type 21 license general off sale and type 86 ABC license sampling for a proposed grocery store. A request to establish a drive through use for a standalone building within the proposed retail shopping center, a request to establish a drive-through used for a suite as part of the multi-tenant building within the proposed retail shopping center, and a request for site and architectural approval for the development of a new commercial shopping center. none for this item chair thank you all right uh alexia barberena associate planner will provide the staff presentation good evening members of the planning commission as mentioned i will be presenting the ventana pa4 commercial project master case number 26004 the project includes the following applications the specific plan amendment 26-01 to do a text change of the ventana specific plan to include gas stations and drive-throughs as conditionally permitted uses within planning area 4 the amendment language includes a maximum of two drive-throughs of any kind as you'll see in attachment number four of the staff report Conditional use permit 26-001 to establish the gas station as a conditionally permitted use and then a type 20 ABC license for the convenience store as part of the gas station. CUP 26-0002 for the type 21 ABC license and type 86 ABC license for the grocery store that's also part of the shopping retail center. CUP 26-003 for a drive-through use to be allowed as a conditionally permitted use for a standalone building. CUP number 26-0011 for a drive-through use for a suite as part of a multi-tenant building. as part of the retail shopping center. And lastly, design review 26-002 for architectural approval of the new commercial shopping center. Here we have the location of the project. It's located on the southwest corner of Duncan Canyon Road and John Previty Avenue. And this is within planning area four of the Ventana specific plan. Some of the commissioners may recall the first phase of planning area for the residential. So now this is phase two, which will include the commercial. And then here we have the site plan, which consists of 98,783 square feet of building area for the new shopping center, which will again include the new grocery stores you see on the site plan, the gas station, convenience store, two drive-thrus, multi-tenant, retail, shop suites. This site will have direct access to planning area four, which you can see where the site plan divides between like black and white and colored. There's a nice pedestrian access there between PA4 residents and then the commercial. In this area, you will also see decorative arches, fountain features, seating area for people to enjoy. There's also pedestrian connectivity throughout the whole site that includes enhanced paving and landscaping. And then in the next few slides, I'll be showing you the elevations. So here we have the grocery store. They're proposing a Tuscan style architecture with features that include smooth stucco, decorative iron features, trellises, arch features, decorative light fixtures, stone veneer and concrete roof tiles. This is the multi tenant building that's attached to the grocery store. And then they follow the same design features throughout all the elevations as you'll see. The gas station and the convenience store. This is the drive through that will be in the standalone building, so this will be a standalone building with its own drive through use. one of the multi-tenant buildings. And then here's the multi-tenant building that will have a suite that will have a drive-through. And then the last two remaining slides are the other multi-tenant suites as well. Before ending my presentation, there is a memo for the Planning Commission to review the memo request to modify condition number 27 for design review 26-002 to read the grading plans shall be submitted to and approved by engineering and building and safety. So we're just adding engineering to that condition. The second request on that memo is by the applicant. Their request is to remove conditions number 65 and 70, also part of design review 26-002. These are traffic conditions in regards to the raised landscape median. Staff is not in support of removing these conditions as the median is required per the specific plan and any changes to the median will first require approval of a specific plan amendment. So based on the information in the staff report and subject to the attached findings and conditions of approval, staff recommends that the Planning Commission adopt resolution number 2026 and forward a recommendation to the city council to adopt the following. Adopt the addendum and mitigation monitoring and reporting program to the specific plan EIR and direct staff to file a notice of determination. Adopt ordinance approving specific plan amendment number 26-0001 and adopt a resolution approving CUP 26-001, CUP 26-002, CUP 26-003, CUP 26-0011 and design review 26-0002. Staff and the applicant are available for any questions. Thank you.

Thank you, Vice Chair. I just want to say thank you to the planning department for your assistance and helping us with understanding what's being presented to us. And also thank you to the planning staff who presented the plans for today. And also a huge welcome to Gil Roldan. Welcome to the commission. We're happy to have you.

And our new commissioner, Commissioner Roldan.

Yes, I want to thank everyone for first being selected and also nominated to the position. I want to thank the mayor as well as the city council for the recommendation and also having the confidence in my abilities to take on these duties and responsibilities. With that said, I'm all on board, ready to get to work, ready to roll up my sleeves and get my hands dirty. Thank you.
