Alright. Good evening. I'd to welcome everybody to the City of Fontana Regular Planning Commission meeting, 03/03/2026 here at Stiller Auditorium. I would like to remind the audience that this meeting is a business meeting and as such, while the commission welcomes all members of the public to participate in open discussion regarding matters on the session meeting agendas meetings agenda, speakers must conduct themselves appropriately so that the commission has the ability to listen to and consider all of the information and comments related to the agenda items and deliberate on them on the items in a context that allows for all viewpoints to be heard and respected. Please remember that that disturbing a public meeting is a criminal offense.

The city of Fontana is authorized by law to ensure the orderly conduct of this meeting. Engaging conduct that disrupts this meeting may result in your microphone being muted if disruption continues and a request to leave this meeting if you will be it will be a request to leave this meeting if the disruptive conduct persist after a warning disruptive behavior including verbal or nonverbing out nonverbal outburst that prohibit this meeting from continuing in an orderly fashion. I will be opening the public hearing for PHA master case MCN 25Dash0069, conditional use permit number 25Dash0018, a request to approve a new alcohol beverage ABC type 41 license on sale of beer and wine and eating place for an existing restaurant Carnitas Caranga Quiarga located at 16110 Series Avenue, Suite Number 102 Dash 104 APN +1 0910191181 28 pursuant to the category exemption in accordance with CEQA guidelines section one five three zero one. City Clerk, did we receive any written correspondence on this item?

Okay. With that being said, Mai Tao, associate planner, will be providing a staff with a presentation.

Thank you. Good evening, Chair and Planning Commissioners, members of the public. My name is Mike Towne. I'll be presenting the item before you also known as the Carnitas Caroga ABC license, master case number 250069. Can I have the next slide?

The applicant Beatrice Lozada is requesting that the Planning Commission review a conditional use permit to allow for a type 41 ABC license beer and wine for an existing restaurant. The next slide. This isn't working. At the project site is located at the corner of Citrus And Series Avenue. The project site is currently existing and already developed property owners within 660 feet.

Have been noticed and staff has received zero comments as of today. Next slide. Here we have a floor plan. The alcohol and beer is proposed to be located within the storage area and behind the cashier. It would only be accessible to the staff members.

Next slide. The project is located within Census Track 2804 where according to ABC a total of four licenses are allowed before being considered over concentrated. There is currently a total of two ABC licenses operating within the same track. Based on the information the staff report is subject to the attached findings and conditions of approval. Staff recommends that the Planning Commission adopt resolution number PC twenty twenty six.

Zero zero four. Okay. And determine that the project is categorically exempt pursuant to section number 15,301 and section number 3.22 of the local 2019 guidelines for implementing CEQA and direct staff to file a notice of of exemption and approve conditional use permit number 250018. Is this on? Okay. Hi, good evening chair and planning commissioners. My name is Beatrice Lozada. I am a consultant on behalf of the owner of Carquiroga's restaurant. We're just, you know, thankful that you guys are able to hear our allowing her to be able to expand her premises to service the alcohol beverages. And, we hope that, everything goes good and favorable and that if you're ever nearby, come on by.

Okay. So, with that being said, do you accept the conditions of this approval?

I will be opening the public hearing for master case PHB number 25Dash83 conditional use permit 25Dash0021 and administrative site plan number 25Dash0031, a request to approve to establish truck tire repair use and a request for a site of architectural review for a new repair building with two service bays total approximately of 3,431 square feet on a parcel located at 15817 Boyle Avenue, APN number 0237Dash052Dash04 pursuant to the category exemption in accordance with CEQA guidelines section one five three three two. City clerk, did we receive any written correspondence on this item?

Alright. Well, moving forward, Adelia Boston, assistant planner, will be providing staff with a presentation.

Good evening, chair, commissioners, and members of the public. My name is Adelaida Bostan, assistant planner, and I'm the project planner presenting the truck tire repair facility. This is a request to establish and operate a truck tire repair facility along with site and architectural review to construct a 3,431 square foot truck tire repair building on an approximately one point zero acre site. The applicant is Partap Singh. The project is located at 15817 Boyle Avenue.

The project site is located on Boyle Avenue situated East Of Poplar Avenue, West Of Catawba Avenue, and North Of Slover Avenue. The property is also located within the Southwest Industrial Park specific plan area. Here we have the existing street view of the site looking South Of Boyle Avenue. And here we have the proposed site plan. The project will be accessed from Boyle Avenue, which is classified as a local street.

And as part of the development, the applicant will complete all required off-site improvements. The project also includes perimeter lighting and landscaping to enhance the site and ensure compatibility with the surrounding area. There will be four motor vehicle parking spaces for customers as well as 10 oversized vehicle parking spaces at the rear. Conditions of approval have been prepared to clarify that truck parking is incidental to the truck tire repair use. These vehicles may only be stored on-site during the time shall not be used for long term truck parking or vehicle storage.

And lastly, the proposed building will consist of two service bays for the truck tire repair, a designated tire storage area and an office area with one restroom. The proposed elevations reflect a modern contemporary architectural style featuring a smooth stucco exterior with stone veneer accents. The building will utilize a light neutral tan color palette with dark brown accents. Architectural elements include metal doors, glazed aluminum storefront windows, and exterior lighting. Variations in the building facade and rooflines provide visual interest and ensure the project remains architecturally compatible with the surrounding industrial area.

Here we have the proposed street view rendering looking south from Boyle Avenue. And based on the information contained in the staff report and subject to the attached finding and conditions of approval, staff recommends that the Planning Commission adopt resolution PC number twenty twenty six Zero zero five. Zero zero five and determine that the project is categorically exempt pursuant to section one five three three two, class number 32 infill development projects in section 3.22 and direct staff to file a notice of exemption and approve conditional use permit number 20Five-twenty1 and approve administrative site plan number 20Five-thirty1. This concludes my presentation. Myself, staff as well as the applicant's representative are available for questions you may have.

Thank you. My only question here is I know that you said parking is only during hours of service, but you also said there's no long term storage. Can can you just define what long term storage is?

So just overnight long term parking, long long term truck and trailer storage. It's just for vehicles that are there to be serviced.

So when the vehicles are there to be serviced

Yeah.

Once that place is closed, there's no additional parking there. They they leave when the

if they do need to be serviced for more than a day or so, they can stay there, but they can't be there long term for just storage itself.

Okay. So long term would be well I guess after They the repair is done

In regards to the tire and truck repair, when you say truck repair, can you elaborate a little bit on the truck repair? Is it mechanical repair services or collision repair, paint work? What what kind of repairs are you?

Let's see here. Give me one moment.

So it's not truck repair. It's just truck tire repair. And the business operations will include tire replacement, wheel alignment, wheel balancing, and tire repairs for trucks and trailers. And as required by the conditions of approval, all repair activities will occur within the enclosed building.

Okay. Thank you. Staff, I just had one question regarding the continuance of is there going to be any contingency in place for the probability that maybe a customer comes in, they drop their truck off to get say eight tires, they come back, they can't afford it. Are we allowing the applicant to maybe hold the car, the truck there for overnight just to be able for the person to come back and pay or are we requiring them to have it removed that same day?

Mister chair, sorry. I'm sorry. We would have included something like that in the conditions of approval. So as long as they're still working on the vehicle, the vehicle couldn't be there. Yeah. They could wait overnight. We wouldn't even honestly, that wouldn't be an issue.

Okay, just wanna make sure. I just didn't know when they said only twenty four hours though.

Yes. My name is Hanif Taut. I'm the project manager. The owner, Pratap Singh, he's out of country. He's in India right now. I spoke to him just getting before the meeting here, And he has read it and I have also read it and on his behalf, I accept the condition of approval.

Okay. I appreciate that. Do want tell us anything about the project or

The project is basically the tire shop and it as the assistant planner, Ms. Bastian explained, that it will just entail the repair of the tires and alignment and everything and that's about it. And there will be no long term parking shortage or anything. Obviously, that's not goes with the business type and everything. So obviously, once the vehicle is ready to go, it needs to be taken away. Yes.

I want to thank the staff for doing a great job, making our jobs easier and easier every time. Getting out of here earlier and earlier every single time is crazy. But I want to thank you for everything you do for us and I appreciate the I appreciate I appreciate the opportunity to serve on this commission. And I also wanna thank God for I have a new a new grandson, Idilio Walker Sanchez III. So all I would say is good night and God bless.

Alright, I'd like to echo the comments of my fellow commissioners and thanks staff for all they do. You guys do an amazing job at preparing us. Special thanks to Patty for helping me spend a little extra time this week and getting prepared and getting used to this new role. So thank you Patty. And again planning, you guys continue to do an amazing job at keeping us well informed so that we don't have many questions.

Secondly, I'd like to congratulate my fellow commissioner Sanchez on his new grandchild. Enjoy your grandchild, Adilio. And honestly, it's it's an honor to serve on this commission and be able to just stand side by side with the people that, we get to represent the city with. Lastly, I just, wanna send my my heartfelt prayers and sentiments out to the few people that we've already lost in this, ongoing, political battle that we're dealing with right now, war overseas, and just wish my prayers for their families. Me being a veteran, just understanding what those families are going through and losing a fellow service member is always hard.

And for their fellow service members and friends, just my prayers are with them and also just God bless everyone and I just hope that we have a quick end to this war so that we can bring everybody home safe.
