Alright. I would like to, remind the audience, that this meeting is a business meeting and as such, the commission will welcome all members of the public to participate in open discussion regarding the matter on this session's meeting agenda speakers must conduct themselves appropriately so that the commission has the ability to listen to and to consider all of the information and comments related to the agenda item and deliberate on them on the items and the context that allows for all viewpoints to be heard and respected. Please remember that disturbing a public meeting is a criminal offense. The City of Fontana is authorized by law to ensure that orderly conduct of this meeting, engaging in conduct that disrupts this meeting may result in your microphone being muted if disruptions continue and a request to leave this meeting if the disruption disruptive conduct persist after a warning. Let us bow our heads and let us pray. Father, we come before you lord and we even ask father god as the city of Fontana is going through just a transition lord of building projects of their own and moving council meetings and planning commission meetings. We thank you for the steel workers out auditorium that we could gather. Lord, and the the camera crew, lord, that is working so hard to make all these things work, father, and the staff. We just pray your continuous blessings on all the meetings that take place, father, and even tonight, as we gather, Lord, we come into February and Fontana is on the move, lord.

There's a lot going on, and we just pray for your continuous open door and continuous blessings, guidance, provision upon all our planning commissioners, their families, their loved ones, our leaders, our mayors, and council members, our police department, fire departments, lord, and just be with all the families, lord, and everything coming through the pipeline of the planning commission. Lord, we pray that you'll give discernment, wisdom, Lord, teamwork and unity, lord, to push through the items that need to be pushed through, to push back, those items that need to be pushed back. Lord, and even to not let certain items go through. Lord, you know what's best for the city of Fontana? The city is your city and that you continue to use us as your vessels, as your conduits.

Lord, be with our police department too, father, as they protect us, lord, every night, father, and we just pray your blessings to be upon this meeting now. In the name of Jesus, we pray. Amen.

So public hearing, this next item is a public hearing Item a, I will open the public hearing for master case number MCN25Dash0037, tentative parcel map number 25Dash0012, TMP number 21013, and design review number 20Five-ten, request to configure property lines and two existing parcels and for the site and architectural review for the development of 408 unit multifamily complexes with various amenities and site improvements on a 26.3 acre parcel located South Of Duncan Canyon Road and Northwest of John Prevety Avenue, APNs 110 7262Dash0765. Pursuant to the previous adoption of the environmental impact report and mitigating monitors and reporting program for the Ventana At Duncan Canyon specific plan project SCH number 2021100400. City Clerk, did we receive any written correspondence for this item?

Thank you. Okay. So good evening, members of the planning commission. As mentioned tonight, we're reviewing master case number 25Dash0037. The Previty Group is requesting to reconfigure two existing parcels, ultimately still leaving it as two, parcels, but just a different configuration with the ultimate goal to build 408 multifamily apartment units on one of those parcels.

The project site is located South Of Duncan Canyon Road and West Of John Prevety Avenue with a within a portion of planning area four of the Ventana specific plan. Here we have the site plan. The project consists, as mentioned, of 408 multifamily units. There are two entrances both off of John Prevety Avenue. The site will be a gated community.

735 parking spaces are required. However, the applicant is providing 800 Here we have the elevations. The applicant is proposing a Tuscan architectural style which is consistent with the specific plan requirements and is very similar, to the Planning Area one apartments that you see that are already built out today. Here are the three d renderings. The features and colors as mentioned match the apartments built in Planning Area 1.

Here we have the clubhouse. The applicant is required to build, at least seven amenities and they're providing 10 which includes the pool and spa, the clubhouse, indoor gym, outdoor kitchen area, a yoga area, tot lot, a dog park, barbecue areas, paseos and plazas, and open park area. If you notice on the site plan, there is a not apart box in red letters. The site plan gives a preview of what the future commercial part of Ventana, will look like, which will come to the Planning Commission at a later date. Before concluding, staff received one letter from the California Housing Defense Fund stating support for the project.

We've acknowledged, that we've received that. Based on the information in the staff report and subject to the attached findings and conditions of approval, staff recommends that the planning commission adopt resolution number p c twenty twenty six and find that the project has been reviewed under the previous EIR indirect staff to file a notice of determination and approved tentative track map 25Dash0012 and design review number 25Dash0010. This concludes my presentation. Staff and the applicant are available for any questions.

Okay. Thank you. Do you want to tell us a little bit about the project at all?

Anything you want to know. I mean, I think Alex did a good job. It's just the first half. Well, not exactly half. It's PA 4 is 26 acres, the the size of the parcel that she showed at the beginning of her of her slides. And the residential represents 15 acres of it. That's where you get the four zero eight units. And then the upper 11 acres is commercial. And it won't be that long before we'll be back to show you that. We're already in as we speak for first submittal, hoping to get comments soon.

So these two are tied together. They have a main piazza that synergistically works the whole parcel as one. So you'll have pedestrians, heavy usage of the four zero eight units walking to what we already have a signed LOI within Albertsons and we've got In N Out interested. So it's all one big project really. We just are bringing the residential portion first.

We wanna do our yearly recap, so after a full year we like to go back and show you slides of some of the projects that you've had a hand in, approval, actually you've had the last hand in approving them, and it's a little surprising sometimes to see how many. So just to be clear, this is not every one of them, but we're pretty proud of them. So we hope you are too. And with that, I'm gonna try We're gonna try to do a recap.

Well, it's been an honor to be serving on commission for quite some years now. And I want to appreciate all the hard work that staff has done to get us in here, even though it's an ongoing challenge. Just like to thank staff. I know tonight's been a little difficult, but you guys are amazing. We appreciate everything that you guys do and how hard you work for us. I'd like to thank Director Nevins and her staff for the projects that you guys bring and the help and development to You guys do such amazing work and make our job so much easier up here where it's just flow through the meeting and get all the information that we need ahead of time and really appreciate it. I'd like to honor SEVA president Grant Ward who passed and prayers for his family. He truly was a, beacon in the community and, such a light of service to all of those in Fontana and and Southern California. With that, I hope that everybody has a great night, and God bless.

Thank you, Chair. I just want to say thank you to the planning department staff, the presentation today. It's an honor to sit along these wonderful commissioners again for one more another term, and I look forward to the projects that we're gonna be reviewing ahead. And also, just want to mention, like my colleague Grant Ward on his passing, again, was a wonderful man and it's sad to hear of his passing. Have a great evening, everyone.

Yes. Thank you, Chair Armandarez. The only thing I have tonight is, know, our other commissioners here mentioned Grant Ward and his passing. Definitely a great, great man, affected many lives in our community, and I just can't say enough good things about him. He truly will be missed and and I'm requesting that we close tonight's meeting in his honor if you would like to do it.

That's it. All right. So I just want to first just thank everybody for their patience with me today and learning the ropes. I appreciate all the help from my fellow commissioners on the guidance on how to where I can be, where I can improve and do better. So thank you all for your confidence in me as well as the the assistance that you're you've given me throughout this meeting.

Secondly, I wanna thank the staff for truly making this a very very, very easy transition. And I appreciate all the hard work you guys do on the projects to make bring these to us as a commission to be able to see everything and and create transparency. So it makes it very easy for us to be able to see what the project is and be able to vote on it. And lastly, as requested by my fellow commissioners, I'd like to read a little thing about sheriff sergeant, Grant Ward, who was also a personal friend. Our hearts are heavy as we mourn the passing of sheriff sergeant Grant Ward, president of CEBA.

Grant was virtuous, kind, and deeply respected leader whose dedication to public safety and service to others never wavered. He led with integrity, compassion, and strength, earning the trust and admiration of his colleagues and his friends alike. Grant was someone people could rely on, not only as a law enforcement professional, but as a genuine and caring human being. He was a friend to many, and his presence made our community stronger. Our hearts are with his wife and daughter during this incredibly difficult time.

We extend our deepest condolences to his family, loved ones, and his entire law enforcement family and community. Grant's legacy of service, leadership, and friendship will live on in the many lives he's touched. Grant was a friend, and he will deeply be missed. And, I would like to close this meeting in memory of sergeant Grant Ward.
