Randy, you better tow the line tonight or we're going to boot you out of here. Okay. The first meeting got in. We went hunting up north a couple times.
Yep. Good evening. I'd like to welcome everyone to the East Debuke City Council meeting. It is Monday, March 2nd. I ask that you please turn your cell phones off during the meeting and please be quiet during discussions. Please stand for the pledge of
allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. 26-0301 call to order. Bergmeer here. Dagenheart here. Meer here. Roby here. Taylor here. Mayor Digman here.
Tony Hess here. 26-0302 staff reports. city manager report.
Thank you. So, um the budget schedule is out and before you. If anybody has any um changes they'd like to make, um we can still do that. This is nothing official at this point. Um but we I planned in three workshops like we've done the last couple of years. Um, and if people have questions or topics that they would like covered in, uh, one of the budget workshop sessions, um, please let me know and we'll take those up. Um, the important part time timing wise is the time at the end um, for public notice, public review and the final hearing and consideration and adoption. So, all the meetings are um on regular meeting nights with the exception of the final one on the 27th. So, if you could mark that down, um that would be great. If anybody has something that they absolutely can't um make that night, um please let us know so that we can try to do something different. Um I had a good meeting today with ECIA, the um East Central Intergovernmental Association um regarding DEMATS and LTRP. Um so uh basically they do a um forward-looking transportation plan. Uh right now they're looking to um a long range plan of 2050 and coming up with um projects in the region. Uh they're based out of Debuke. Um projects in the region the um the tri-state that are um
could be funded in the next um you know between now and 2050. So basically if you look at the report I won't spend a lot of time on it but you can read through it if you want. Um we are in there with a few topics from the past effort and there are a few different kinds. So we're um on page 119. Um the projects that are on there for us um there are several different kinds of projects there. Um, but the the most important difference here is uh some are just for uh they're kind of illustrative and they're not necessarily likely to happen and that would be the uh French Lake Road uh rail overpass. So, I don't want anybody to think that just cuz something is on this list that it's uh something that's been priced out and is likely to be a to occur or be paid for in this program. Um that was given in the last one as something that would be a priority, but um it's there they're the likelihood of it isn't isn't great, I think. Um what are the other ones on there? from Monomony Street uh resurfacing and uh work on Highway 35. Um so these are were what were what's on the current one. um what I brought up to them um as far as um potential topics um going forward would be the um uh some way around the um the uh blocking
of parts of our city. um when a train breaks down in particular or even when a train's going through slowly that can delay an ambulance or uh emergency response. Um and secondly, the third street ditch rebuild, which isn't necessarily transportation except that the biggest problem there is caused by the DOT. And um third, anything that advances the uh the quiet zone process. So, um, as we go forward, um, we'll have an opportunity to give more input on that process. Um, and so I'd like to hear people's comments or, you know, in the future on that, either one-on-one or we can have a discussion of it here at the council. Um, we are getting close to being able to move the police department um into temporary quarters in the new bay at the fire station. Um, as soon as the heat units come in, they'll be able to hook those up. Uh I would like to say I appreciate the uh willingness of the police officers to move into the temporary quarters which is even a potentially a step down from the substandard quarters that they have right now. Um, the reason I think it's an important thing is that um, selling those that unit um, is probably much more likely heading into the building construction season than it would be heading out of it in the fall when the whole project's done and they move into the final uh, building. So, um, I think we've already surplused that uh, office building, office structure. Um, so we'll try to get that on the market and u try to move that, but we'll be a hopefully able to move quickly when
when and if we sell it um soon. So that'll be my report. Thank you. Uh, the only thing I have this evening is uh John Onazorg uh has been in touch with us as far as in regards to his property at 166 in Cinema and things are progressing. uh could possibly have plans sometime in mid-March submitted to us. So just an update so everybody knows that things are moving forward. Keep moving forward. Uh alder person report Bergmeer. Nothing to report. Mayor, thank you. Deenheart nothing at this time. Mayor, thank you. Fluer nothing. Thank you. Meer, I don't have anything tonight.
Thank you. Roby. Yeah. Um, we haven't been getting p monthly pre police reports anymore. Can we go back to doing them? I know Joe's good about getting the other ones sent out for us and we just haven't had one of those since last summer. So, that'd be nice to know what's going on. Okay. Thank you. That's all I have. Mayor, thank you. Taylor, nothing tonight. Thank you. City attorney house. Nothing to report. Mayor, thank you. Okay. Public works director Van Astron. Thank you. Fire Chief Heim.
The only thing I got tonight is uh just so everybody knows Galina Ambulance was gracious enough to let us borrow an ambulance for four to six weeks while we get our other one painted. So, uh, if you see a Glean ambulance running around town, it's got our people in it. They're just letting us use it for their, uh, for the time being while we get ours painted and get, uh, everything back in service on that. Hopefully, we're hopefully we'll be less than six weeks, but that's what we got it with them for. So, they've been just think it's good for them and good for us. So, good deal. Okay, good.
Perfect. Thank you for the update. 26-0303 speakers from the floor. There are none noted this evening. 26-0304 consent agenda still move. I would just move like there's one
there's one um item uh if you think as a result of an update in the computer program um on page one of the uh unpaid invoice report you have the uh Fidelity Bank the uh payroll and then it shows the pay the payroll being paid below it. Well, of course payroll gets paid but it usually doesn't show up in that way on this report. So, if anybody saw that, I just wanted to explain what the what the issue was. Any further questions? Otherwise, we have a motion from Jeff.
So, move a second. Got a second. Roll call. Bergmmyer. I Jenheart. Hi, Flur. I Meyer I Roby I Taylor I 26-0220 discussion and possible action to approve a facade grant for the other side wall mural in the city of East Debuke.
So this is uh what we put on the table last time because I had inadvertently left out the uh uh written part of the proposal. Um, and um, so I think it's a reasonable cost and I think it's a nice design. Um, so I would put it forward to you for a grant for 50%. I'll make a motion to approve. Uh, the total cost is estimated at $4,800. So our portion would be 2400.
We have a motion. Make a motion to approve. All right, I'll second. Roll call. Dagenheart. Hi. Flur. Hi. Meer. Hi. Roby. Hi. Taylor. Hi.
Bergmire. Hi. New business 26-0305 discussion and possible action to approve final plat of fire station place a replat of lots 28 through 33 in block 137 in the original town of East Debuke located in the southwest quarter of section 20 township 29 north range 2 west of the fourth principal meridian in the city of East Debuke. So, this is just because we're combining these buildings uh into one. Um this is just combining that uh plat um updating that.
So, is that all going to be one address? Is that what you're saying? Yes. Okay.
Any questions or discussion? If not, can we get a motion to approve? I'll make a motion to approve. I'll second that. Roll call. Blur. I Meer. Roby. Hi. Taylor. Hi. Bergmmyer. Hi. Jagenheart. Hi.
26-0306. discussion and possible action to approve reconfiguring parcel 05-504-680-00 and combining it with the adjoining parcel 05-504-680-00 in the city of East Debuke. So, you had the drawing um in there, but there was no explanation given when they proposed it. Um we asked them to give one but it didn't get in in time to go in the packet. Um so we received it's in front of you on the table now. Um this is to correct an encroachment issue. Um and uh to correct set encroachment an agreement has been reached for to purchase part of the duchon parcel. Um so the um home is over the property line. This was a an agreement they reached to to solve that. And so, um, it all looks to be in order. And, um, we just need to authorize the mayor to sign the plat.
Any questions or discussion? If not, we need a motion to approve. I'll make a motion. I'll second. Roll call. Meyer. Hi Roby. Hi Taylor. Hi Bergmire. Hi Zagenheart. Hi Enler.
Hi. 26-0307 discussion and possible action to approve CFPS loan administration contract for Hayawa and Montgomery water main improvement projects public water supply loan 147-7609 in the city of East Debuke. So this was the uh loan that we tried for last year, weren't able to get um going after it again this year. um we should have a pretty good chance given the fact that you move up the list um if you had applied in the past. Um so this would be to have uh Jill and her company um manage that process for us as they have all the other successful ones.
So this is just basically to go after the loan. Yeah. and for them to and then for them to manage the the process, the prevailing wage and all the things that they do. The next one will be the loan application document itself to be signed. Any questions, discussion? All right. If not, we need a motion to approve. So move. Second. Roll call. Roby. I Taylor. Hi. Bergmmyer. Hi. Tagenheart. Hi.
Flur. Hi. And Meyer. Hi. 26-0308 discussion and possible action to approve authorizing city representative to signa PWS loan 17-7609 loan application documents. So this is just uh authorizing the mayor to sign the loan application uh documents. There's a typo where John's name is on there. Just an FYI. Yeah, it's J O G N J O N jogging.
We can get that. It's the Norwegian. I'll make a motion to approve. I'll second. Roll call. Taylor. Hi. Bergmmyer. I Jagenheart. Hi. Flur. Hi. Meer. Hi. Roby. I All right. There will be no executive session this evening. So, we're going to move on to 26-0311. Need a motion to adjurnn. A motion to adjurnn. Or second, either one. Motion in a second. Roll call.
Bergmeer. I Flur. Hi Meyer. Hi Roby. Hi and Taylor. Hi. We are adjourned. Good job. Got headphones on.
