Thank you for having me again. Yeah, just a brief update on the community center. Probably our first weather delay today that we've had in many, many months. So we've pounded the ground. We've got, if you've driven by, we have some walls standing out there. We've got some steel. Masonry is coming to an end hopefully this week. masonry as in the masonry CMU walls. Structural steel is progressing nicely. We are waiting for a little bit more steel to show up for the big trusses that are in the main corridor up front. But we're concentrating on the back half of the building so we can get roofing and roofing work done there while we're working on the front end of the building. Things are progressing well. So tonight we have a pay after for $745,950.21. Any questions on that? It's looking good.
Yeah, we've been very, very fortunate on the weather situation until we get the building enclosed for just
you know, also dependent on the good mother nature. And I know we need the rain, but we do not need it there anymore. So, but we do have some rain coming this week, more rain coming this week, but we'll deal with it and move on.

all the attributes to the landscape design, and I think everybody was happy with the way it was looking and turned out.
Our bids came in all over the board.
They were very high to very low. I've worked with the little bidder several times in the past. He's always done a very nice job for us. I did call him to make sure that his bids were accurate, nothing was missing. I believe we got... So again, a variety of numbers. So we had the base bid project, which was $104,706. And then we also had alternates. And we did different areas of the property with irrigation. and found out through that alternates that you're better off just irrigating the whole property than to have them try to water all the plantings and get them growing and then stopping. It's cheaper. And then you have it in the future if you want to turn it on, you have to turn it on. If you want to turn it off, change it. If you have a drought like we have this summer, there's going to be a lot of issues on a lot of properties this year if you want to water the grass once in a while. you have a huge investment in this property above the plantings and the shrubbery that it's really going to be worth being able to turn water on the plants once in a while so our recommendation was to take all about alternate for irrigation and then site furnishings if we do decide to so that number is for the full site furnishings It was garbage cans, benches, picnic tables. I can't remember what else was in there. And so if we take that package, we would have to pull quite a bit out of the contingency fund, which we have plenty of money to do that with. And so I believe that's what I heard. WAS IT OVERALL 20,000 OVER? WHAT'S THAT CONTINGENCY BALANCE?
TODAY, WE HAVE $383,000.
Do you remember, Dan, where we're at with regard to some of the technology upgrades and stuff? Is that what's coming up? That's coming up, yeah.
So did you have this document? Yeah. Go to the disbursement summary. So this disbursement summary is updated with everything. And it has all of the AUV in it, which was a little bit over, but our numbers came back good on our landscaping. So I put the the delta into general conditions so that line stays the same. And then so we all have to take another 20,000. The dollars out of contingency, or the 20,000 out of contingency and the 30,000 that we have kind of parked into our general conditions right now, those will combine to be the 50,000 to pay for the furnishings. We don't have to make that commitment yet. If we want to get through a little bit more construction, make sure that there aren't any large gaps or if something doesn't come up, something wants to be added somewhere else.

And then if you scroll down, you see the landscaping is the amount plus the irrigation. And then like I described, it would take the extra dollars out of conditions, which is all the way at the top. We have a little miscellaneous line item in there right now. And then also a little bit of a think it's if you don't do it then there's definitely some cheaper options out there for um what that could be what the furnishings could be and those things could be talked about maybe with the building all in all we've got a pretty healthy i believe you do
But since it's an alternate, we don't have to say right at the beginning that we're going to... We don't.
What we typically do is we'll put it in their contract for the contractor to hold their price for so many months. Now, if they get down the road and we get six months down the road, there may be some price escalation. I don't think it would be too much. It could be 5% of that number, so maybe $4,000 to $5,000 for escalating prices of...
I did ask the question to the contractor. If we have the ability, I would feel a little more comfortable not saying yes, commit to the extra things putting outside. The furnishings. But to keep it as a placeholder because it would be nice to have it all done.
but if we have to like there's some lead time so I think if we maybe we revisit after the first of the year we'll have a better we'll have the building enclosed and have a better handle on where everything is and budgets things like that and then after the first year maybe we just decide I guess I would I want to make sure that the main things get done before you know what I mean well yeah I see what you're saying like if we had like a catastrophic event and we had
I mean, they were expensive pieces. I mean, you can find cheaper products.
I think you work with the co-op a lot where you have some.
We can still do some looking and see if there's something else that you would want to do.

So the consultant tried to pick something that had some railroad, some larger pieces.
And the community center group, they agreed with all of this. I'm okay with holding off, just to make sure. I don't want to see a price escalation, though. These are the pieces, you know.
I think they would tie into the whole... I think they would look pretty cool with what we're doing out there. We did have a meeting with, I have a meeting with the NSF people on Friday. They're going to donate rail parts and pieces to the project. So they're, and we might want to, you know, they like to put some kind of, you know, reputation out there that says, hey, we donate these things and Maybe a little history behind it might be a little cool.
So, Dan, did you say you reached out to the supplier here and talked about pulling the price?
I just haven't heard back from him.
And I think that cautious approach is good. I don't want to, again, if it gets to the point where we're going to see a price escalation, I think I would be okay with, at that point, making sure we purchase it at the price that's provided.
Once I have an answer on that, I'll provide that to him.
I guess my question to the council is, are we going to water the grass? Everyone's shaking their head, and I'm like adamantly opposed to water. It's a natural resource. We can go without gas, right? Try going without water.
We don't have to water it every day. I know.
I'm just, I just, are we, are we, Are we okay with the irrigation without moving that forward, obviously? Are we in agreement with that?
Yeah. Seeing the landscaping that we've already had to replace with a fire hall, that hasn't taken place, right?
So, we're not irrigating. It's an eye for the money. Yeah, and We're going to have to water every day, but we don't want to lose our investment out of it. The grass has to outlast the wheat.
I mean, you're watering the trees and the shrubs and everything. It's not just watering the grass.
It's maintaining the landscape. That's a great point.
Does that give you enough? Obviously, as we go through and we look at the consideration for the landscaping bin,
I think you worded as you're making the motion to approve the base bid, but it's holding the furnishings until confirmation.
Absolutely. With the base bid and the alternates, were we kind of within the budget?
Once you got the site furnishings, it kicked it up. We didn't know a lot of open furnishings until like right before the bids and things got decided. So we didn't, we always had that as an alternate.
I think that's unusual. But as far as like the landscaping scope, since we're voting on that. It was actually under our estimate.
So landscaping, irrigation, under the estimate. So we're looking for a motion to approve purchasing of landscaping, irrigation, and potentially furnishings once we have that information on a later date, awarding the landscaping bid plus the all-in-it minus the furnishings. And I can maybe just go up there and point out what each of those options are.
Let me zoom out a little.
So there's three options we pulled together. We talked about LMR, OACM meetings. Right now there's a box, a conduit room that comes out of electrical room. It comes out here. And it's called a quasi box, but it houses the power. So we just had to wrap it and put it in, but no wire. We didn't know what it was. Then we found out what was required. So over here, we're going to move the quasi-lock right over just past the sidewalk and then put a power pole there with 50 amp receptacles that's needed to run the equipment. And then this chunk of land here is where they would put that in the future if that's where it gets moved. Then there was also some discussion about what if we were to put it here, you know, without phase boots. So we're thinking about putting the power, another thing power, right on the corner of the building there. And the third option is maybe not doing that, but just putting it right outside the electrical room, just so that there's something over here. They can always run cords, and they do it all the time, to get to the power if needed. And that was a relatively cheap option compared to the others.
I can speak to this one. I've been kind of behind the scenes with local days and with chatting with Dan and Julie about this a little bit. It was requested kind of, not formally, but informally by the local days committee that if the idea is to move local days to the community center, I think that's a pretty natural suggestion. And if we're going to do that, one of the big hurdles that we cross every year is how do you power the inflatable gains? And it's not just that. It's anything that, you know, if you're going to have a band out there, they've got sound equipment, kind of whatever you can think of. The need for big power is there. And so we asked... band to get pricing put together to have a 50 amp service out there specifically for the games to go for vocal days or whichever but also could be multifaceted for that and then there was some other discussion of well maybe maybe it makes sense to have that same kind of power capability on the north side of the building and then we chatted about that a little bit and it makes sense but if If the natural, if the reason that we moved the building to where it is is so that we can add on to the north, I don't know that that's necessarily the best investment, thinking, forward thinking. So then we were chatting and it's like, okay, so if the tentative plan, barring council decision, is to have the games on the south side of the community center and also to have the capability to do anything off the east side, or the north side, it would be very simple and cost-effective to have a second service adjacent to the electrical room in the building, which is about two-thirds of the way to the north side.
That's really basically between the driveway and where that circle starts.
Yeah, that radius. So I would advocate for sure for the south side one, but I think to have the power on the south side plus adjacent to the electrical room would be my suggestion.
Thoughts? What was the difference in price between...
It was like $17,000. Sorry. She has it.
This was to the south. That's the south power.
So that would make sense to me.
I think this was north and south combined, or did you split them up? That is just the north, yeah, because it was like 27 for both, right, or just under 28.
There's so much work to do. The one to the south already has the conduit, the box, all those things there. You're just pulling. The wire is really expensive. It's a big wire. But this one you'd have to do the conduit to go to the north, which is a larger conduit.
Which we may end up taking that back all year. And then this is just to have that same power off the backside of the building. So it would be a little over $10,000.
This is an outlet that would be between the radius from the driveway.
Yeah. What do you envision the north one to use for?
You know, I don't know. Because it's going to be, from my understanding, it's going to be like crushed asphalt, right? Yeah.
It will be grass on the other side until later, right? Yeah.

Planted grass right now. We just planted it so that we didn't have dirt flying around.
Yeah. Well, and I think even the center one, especially at that price point, you know, like how many feet is it to the north corner from there? Is it even 100 feet? You know, like that's one extension cord to get there.
Those companies have power cords that they always have to run everywhere, so I don't think it's out of the line of question to be able to do that.
Go ahead, Jillian. I mean, for me, we don't know what the north could be because that's not, we haven't been thinking of it. It could be farmer's market. It could be, you know, like anything, like the same as how we use the grass, save the grass in the community than before. It was whatever somebody could dream into reality, right? And so I think for $1,000 to put that at the midpoint, like 60 feet away, makes more sense.
A lot of times, though, women power from that to like a, They call them a turtle, electrical turtle, or you can plug several forms into and run them just like a farm is working. You need lights up there. And they're things, you know, you can do that pretty easily.
Other than the cost of the cord, you're talking $19,000 less than that. I know I'm all over the place. I don't want to fade a wire in the grass, but could I see the schematics, please, of the buildings? Here's my concern is that we're running all these extension cords over the driveway. If we put it in the middle and then we ran towards the north, I just think that's inherently problematic.
But I guess I think I'd stay very close to the building where you're not running through the middle of the driveway.
I like the idea of having that dedicated outlet on the northeast corner of the building and just doing it right.
That's just me.
And where would the other one be? I'm sorry. I thought the other box, the more expensive investment is where? Yeah. I don't know.
But I mean, I mean, you can put those plastic things over the top when you drive over. Right. You know what I'm talking about, right?
Well, the only time you would have to drive over it was if you were going in or out of the garage.

And you haven't Part of that is your trash receptacle on that northeast corner.
That's where the robot's going to sit. And that's just my two cents worth is putting in a box in the northeast corner. I know it's more expensive, but if we have something set up in the middle of the grass north of there, Again, of the mindset, do it once, do it right, don't ever do it again. Rather have it than not want it, than want it and not have it. I don't know what the right answer is, but when it comes down to it, is that what's the best way to make sure we're as flexible as possible.
I'm going to say I think for the $1,000, it gives us good options.

If this is not for something that big, not in that location. Okay. So then what is, would there be a secondary electrical room if we were to add on to the norm?
Do you think your electrical room is large enough? I'd have to double check that. There might be like, you'd have to run probably a panel over there, but I think your, your infrastructure is large enough. I know that mechanical systems got large enough.
They didn't order the,
boiler now, but there's enough room for a future boiler. I know they ran the sanitary over there. Water lines are all on that side.
Okay, but at least the guts and the infrastructure is big enough to add on to. I think bang for our buck. The one off the back for sure and then the one on the south side to me would be my Suggestion. Options one and three.
I'm just going to ask one other question. We know the footprint. We know the footprint of these blow-up games. And that fits on the south side. Just want to double check. I have no idea. So it's about... So with that, again, I will entertain a motion for the power options regarding outside power at the community center. I would make a motion to take options one and three. All right. suggesting, recommending that we simply take out reserves for this. I had the option to go across the street, just like a fire truck, do a five-year note. And again, they're really favorable terms across the street, 3.6% interest rate, so really reasonable rates. But I would, we've got about 1,080,000, this would take us down to about $800,000 in more. And we have 2.2 million in sewer. So theoretically I could do also an intra-loan. But right now with the fees that it takes, it's a small loan. I'd entertain a $450,000 loan across the street. And just the fees and everything with it, it does start to add up. I thought, no, let's just pay for it. There's more debt. I've got to disclose, disclose, disclose to people more debt. It's Wall Street. Within two weeks, I have to disclose we have new debt. Not that that's going to trigger anything. So I did disclose to the S&P people this morning I plan on paying for that on reserves. So I just want to keep council aware. I feel comfortable with that. I'm not aware of any near-term to the next two years of large water project, water type water, things like that. I mean, we've done the AMI system in the water. All of the meters, we've spent a lot of money upgrading those radios and all the meters. So we have a lot of meters left to install. So I'm comfortable just paying out reserves with this RETS goal for the full amount. Questions so far?

So she has some already experience in knowledge on that, on how we process things.

get going right away tomorrow morning. And then I attended my training at Staples for deputy clerk training. Very educational. I'm still looking for a little bit on liquor and gaming, but it was good. Good experience. That is everything.
I love the excitement that I've been feeling about the Highway 10 project. I hope they show up on the 23rd to the public hearing. I agree with you, Julie. It's important. We do need to make sure that it's not just the voice of counsel. I have no misgivings that MnDOT will have no problem dismissing the voices of counsel. And I say that knowing full well that we are on record. But Julie, and again, when we push, some things were, it worked. When the voices were together and it worked. And I'm hoping we can still continue that. So please, on the 23rd, make time to go have your voice heard with that public meeting, which we did not. And I also want to say thanks to Jess.
