Call the meeting order to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. I'll open up the meeting now for anybody in the public that's not on the agenda that would like to speak. Could Seeing none, we'll I can you have a cherry right up here in front of you, chair.
Can we get your name and maybe an address?
Kevin Heinen, 4163rd Avenue South. and I live three door third door down from 406 3rd Avenue South. I believe you know that address. Um I also grape vine tools he issued that gentleman with um forcibly to clean up his yard because it was a giant mess since his house and garage had burned. So and I greatly appreciate that it's looking a lot better than what it had been. But the problem now comes that he brings his dog every time and his dog has free range of the whole neighborhood, which causes an issue for me because I have a seven-year-old and an eight-year-old who is scared of dogs and they don't even want to bite down the street anymore or really be out in the yard at times because they don't want that dog running up to them and it's loud enough and barks enough and it's causing an issue. I have gone and told him at least six times that dog needs to be contained to his yard per city ordinance or be on a leash and he does not care whatsoever. I've shared with him that my children are scared of dogs and I'm working on getting them over that fear, but having that dog run up to them and barking whenever it feels it wants to in their own yard is not helping. Have you reported this to the police?
I have not yet. I was going to come at it this way before I start calling you guys every Saturday morning saying he's there and it's still running around. So, I just wanted to bring that to your attention. I don't know if you can reach out to him and Well, I think it's a police issue. We have an ordinance on it. Yeah, we have a dog at large ordinance and we can make contact with him. You said it's Saturday mornings usually now since he's got to clean up that yard. It's Saturday mornings. He's usually there by 10 if not a little earlier.
And dog will be out. I've seen it cross the road. It's been in my yard. It's It's been about everywhere. Yeah. If you do have issues, contact the police cuz they're I mean, you can bring it here, but Yeah. by the time you get it here, a lot of times it's passed, right? They can they can get on it right away. Yep. Okay. And if you see it out, best thing to do is call right when it's happening so we can get an officer over there. Okay. You have a weekend contact number I could call. Yep. I I don't have a card on me right now, but uh I can get your card. It's our non-emergency number. The 685866. Okay. Thank you.
Thank you. Anybody else wanting to speak? Not. We'll move on. Approval of the amended agenda. I'll make a motion to approve. Second. Motion and a second. Any discussion? Seeing none, all those in favor? I
carried. Consent agenda minutes from July 9th, 2025 regular meeting. Minnesota or MDHA Stickney Hill Big Horns chapter application to conduct a raffle form LG220 for October 3rd, 2025 at the Great Blue Heron, 305th Avenue South. Trunker Street closure. Closure of a portion of Fifth Avenue South from Highway 23 to 4th Street South on October 26, 2025 from 2:00 p.m. to 5:30 p.m. Recommendation to approve consent agenda as presented. I'll make that motion.
Second. Motion and a second. Any discussion? Not. All those in favor? Opposed? carried accessory structure variance request grafton school. Yep. Yeah. Okay.
Just uh asking for the variance to be passed with that the location of that. I know he was at the planning commission. I was there the night when he presented, but I don't know if Mike or Fran, do you have any questions for the planning commission is recommending it, so I don't have a problem with it. If they are, I'm for it. Yeah, the planning commission had no issues with it. The a lot in general has some challenges with having setbacks from both roads that are adjacent to it. So, this seemed like a reasonable request and we approved it. So, Ryan says it's good. It's good. I like that. No, thank you guys. I think we have to read this.
He has to read this. I'll read a recommendation to approve resol resolution number 2025-14. A resolution approving a variance to allow for construction of a detached accessory structure in the sideyard. I'll make a motion to approve. I'll second it. Motion and a second. Any discussion? Seeing none, all those in favor? Opposed? Gary, there you go. Thank you. Thank you guys. Appreciate it very much. Have a good night. You too. Handicap parking stall by Hes Chiropractor. Chris.
Yeah. I give you a little bit of background. So, it's it's been uh well over a year ago that um that Keith came and asked for a handicap park installed by the chiropractic building. Um, at the time you guys voted to move the one from Wyinners across the street to put it in front of us. Um, John and I've been kind of he's been putting off doing it and I've been we've been kind of monitoring the situation and they really do and he went and talked to the owners at Wyinners and they're very concerned about it that decision. and they have some regular customers in wheelchairs who are really in need of that spot and use it frequently. Um, so we were actually in the process of bringing it back to you for reconsideration and that about the same time that we were talking about it came and said, you know, we're still waiting for our stall. So, um, I guess we're just here to maybe talk about it, see if you might want to reconsider that or if you want to stick with your decision. it was the planning commission had make a decision on it.
Yeah, that was back when you were still on the planning commission. Yeah. And they made a recommendation, the original recommendation to move it. Um, you know, I'm not sure if they really knew how many people use it. Dave brought it up at the council meeting, but um I don't remember the details on why we can I Well, I I did go back and look at the minutes of the planning commission meeting and um just the conversation that was had kind of indicated that planning commission thought nobody was using it. Oh, but we can make a decision here anyway. Yep.
I don't have any problem with I think the chiropractor does need this spot there and the one in front is the easiest access. That's what the door is. Um I wouldn't have a problem with it. I I wouldn't I wouldn't either. I mean I think you know for a doctor's office to have a handicap spot there is perfect. My only concern is is we approved this six seven months ago. Why isn't there a handicap spot in front of the chiropractor now? It was over a year. It was 23. Well over a year ago. So that's my question is why is that handicap spot not there? Right. I think our concern with it was because you did it on condition of move by winners and we were concerned with that happening. Didn't want that either.
So we're asked our our request isn't to just put one by H. It's it's to put one by both or leave the one. And then when I talked to Greg recently, we talked about maybe on Second Avenue actually which makes more sense not take up the main street parking. Second Avenue is still plenty close less busy. I get I get all of that and I get you know we're just talking about this that now we went back and talked about it.
The point I'm trying to make though is we as a council made a decision that should have been moved over there and then maybe we come back and say well hey we made a mistake now let's get one back at winners. But I mean to say it was over a year ago that they wanted this and and we approved it but it never got done. You know we're not doing our job right either. So I think it's you know it's wise that we have it in both spots and I agree. I think one needs to go there but sooner than later. I mean let's not wait another year. Well I'll make that motion that we allow that to be put on Main Street and No, he wants it on second.
Just Yeah. One suggestion. The original request we had was to put it on Second Avenue, which it's a less busy street. Um, it's actually closer to the entrance of our building for the chiropractic clinic because there's two buildings. Um, and and and the council decided they would do the handicap swap, but they wanted it on Main Street across I guess across the street from And you don't want it on Main Street? We would rather have it on Second Avenue. Well, that's a problem because that street's narrower. Okay. I mean, that's I don't know why the decision was made then. We're just again we're discussing it. So I I wouldn't make a motion to put it on. We're fine with that. I think ultimately we just want the handicap part. I just like we talked we just wanted to visit the idea of second. But
is isn't there parking over there already though? Yeah. So I mean having a handicap Well, there is but that would be right at the end. I mean it's hard enough to see traffic when you're coming driving on that street. It's hard enough that you have to get your car out so far to get around anyway. Get a lot better. Another car. I agree with that. There's more room for on Main Street for people in hand in a wheelchair to get out. It's just busier. That's the only thing. They're getting all on the left side. I don't know. That's That's what I would say. They're not all there's a lot more people flying through there than there is on Second Avenue as they're coming up to a stop sign is is what it is. But
all we want is our handicap spot. Either place is fine. Even talking with John, he said he'd rather have it on second as well. I don't care where it is as long as it's there. We just haven't had it for the last year. So, well then why don't we have Winter's Bar on this on the street then, too? It is on the avenue. Again, I mean, if we can put a handicap spot on Main Street for Winter's Bar, we should be able to put a handicap spot on Main Street for you. I put four of them there. I don't care. I just care if we have one and that's all we're really looking for. I think winner spot was always there that handicap spot. It was never this new building. So that's where where it was on either side of it. So
I I kind of like the fact the second a less the nice part about a second avenue one would be we paint the curb back from the corner 25 ft yellow. So then from there it would be blue after that like winter's a little bit. Um, the handicap stall is going to get used less than a regular stall for the most part on average. So, it actually kind of helps with what you're saying, Mike, of not blocking that intersection because more times than not, that stall is going to be open versus if it was just regular, right? But isn't that they put it on the avenue, wouldn't that be further from the front door? Depends location.
So, it' be between both of them. So, it'd be access. And the handicap access is in the back of the building and not in the front. So the handicap access for for the second. Okay. All right. Changed my mind.
Well, I'll make the motion to give them their handicap back. This is where they want it on Second Avenue. It's going to be Second Avenue. I don't like it on Second, but we could do one on M and that would open that all up. then that intersection would actually be a lot cleaner than it is right now. Because I know what you're saying on Main Street where that if there's someone parked in front of our building, you come out there, you got to peek out all the way across just like on winters when it's packed. If you were to put handicap on most spots, you'd have it wide open most of the time compared to people just parking their two spots. I'm saying you can do that if you'd like. We would like us to ask you for one. I was just say you could have what you want as well. Oh boy.
Well, I'd still like to see it on Main Street and because I think that's more it's it's a wider street and uh we've got the one on Winners's right across. So, I'm going to make the motion that we allow it on Main Street. No second. No, I won't second. Is there a second? Seeing no second, a motion is not move forward. I would make a motion to put it on Second Avenue. I second it. Motion and a second to put the handicap on Second Avenue. Any discussion?
No. Seeing none, all those in favor? I opposed. There you go. Thank you very much. Have a good evening. You too. As soon as it dries up, it'll repaint it. I was just going to ask when I'll get a blower out there right now. Landscaping at the fire station. That'd be you, Dan. Francis. Hello, how are you?
Are you familiar with this at all? I can talk about it. You want it? What um with taking the wall the dirt off of the outcropping that's on the east side of the building. There's a lot of branches and trees that got destroyed partially because we had to dig all that stuff out kind of a thing. um a lot of brush in there and stuff and was talked about if we could possibly clean that up a little bit. And then I believe Pete talked with the the owner of the apartments over there. Yeah.
And he would would be happy if it was cleaned up also. So what uh we got a estimate from Kramer to clean that off and clean the we would clean the granite off also that all cropping and make it look like what it is over button a splash pad on the back side so it's nice and clean on there. Yeah.
And then um I believe that the apartment area has wild flowers that are growing in their their side of the fence there. We could possibly do that or something and have that all open on top of that hill there and clean that hill up because some of them trees are going to I mean with all the the digging of and stuff got tore up there. So some of them are going to die and there's some of them that are junk anyway. So we got to doll up that west side a little bit. That would be the east side. East side. Yep. Are we still pouring that little cement that retainer wall? Retaining wall. Yeah, we were talking about it. We had talked about it at one time. Um,
we have a meeting tomorrow at with uh the architect. We're going to look at that. Oh, okay. Cuz I know we have talked about eroding or something. Yeah. Uh cement retaining, not a big one, but there's a retaining wall on the west side right now, but just How are you going to doll up the west side then? Doll it up with what? I don't know that. We got the retaining wall out there already. The east side would just get cleaned up, you know, with, you know, it look a lot I think it would look a lot better. And you're not putting a retaining wall on the east side. I don't know. They're meeting on it. We're meeting on it tomorrow, Mike. That would be an additional This would just be to clean up that hill. Yeah. And and Kramer would like
It's in the 7500. No, that wouldn't be in the 7500. This is just to clean it up and they would like to do it before they do all the other landscaping, you know, get that all cleaned off of there and then we can spray that down and get that mud and stuff off of there and make it look clean. You might get a natural retaining wall out of that cropping once you spray it off in some spots, right? Yeah. I believe there is a retaining wall in the plans. So if we do if we don't do one then we'd actually save that money. Yeah.
But Sam will be there tomorrow, you know, when we have this meeting to talk about the whole building uh being there and stuff. Then we'll bring it up to him and see if we can go forward with just what's there kind of a thing. I think with the outcropping it's not going to wash anywhere but going to go anywhere. So what are our plans with landscaping with that kind of that garden that was missing our house for there is a retaining wall on that west side there now around the finished it's right next to the fence okay
it's maybe backed about that much but yes there is a wall on that west side and just add one more thing Pete did get two quotes the second one he got one from Kramer's for 7500 and one from Barts and excavating and that one was 10,000. I did include some seating but I think he's planning on doing the seating. So any other questions for Anna?
Okay, I'll read a recommendation. Recommendation to approve hiring Crimmer Trucking and Excavating to remove trees and clean granite on the hill on the east side of the fire station at a cost of 7,500. I'll make that motion. Second motion and a second. Any discussion? No, we all heard. All those in favor? I opposed carried. Thank you. Thanks, Dan. What's your word about that that sit in front of you guys forever? Thanks. Number eight, ordinance number 426, wriggling driveway curb west.
Yeah, I think we've kind of talked about this. Um, the planning commission's been talking about it for a while and I think Ryan explained it at the last meeting that we were looking at this. So, planning commission had a public hearing on it last week and voted to move it forward. I'll read the recommendation. Recommendation to approve ordinance number 426 amending the zoning ordinance regulating driveway curbless. I make that motion. Second. Motion and a second. Any discussion? Seeing none, all those in favor carried. That's a good idea. Planning commission. I like that. Thank you. So, does that technically go into effect on tomorrow today?
Yep. Because I had a guy just set up a driveway today on support Friday and I think he might be want number nine, public works director John Stevie. along with Sam. I didn't think it.
Good evening, Mr. Mayor and Council. Um, as you can see, we went out for crack sealing and seal coat and fog seal bid. Um, pretty straightforward. Three bids on the crack fill, two on the seal coat and fog seal. Um, this pricing was actually better than last year's pricing as far as uh per yard and and per pound. So, if you have any questions, always you can read the recommendation. I'll read the recommendation to a recommendation to approve hiring Bertram Asphalt Company to perform the 2025 crack sealing project at a cost of $20,250 to be paid from street repairs and steel coating line item number 6611. I make a motion.
Second motion and a second. Any discussion? No. Seeing none, all those in favor? I opposed. Carried. I'll read a recommendation of B. Recommendation approve hiring Aztec Corporation to perform the 2025 seal coat fog ceiling project at a cost of $51,250 to be paid from street repairs and seal coating line item number 6611. I'll make a motion. I'll second it. Motion and a second. Any discussion? No. Not. All those in favor? I opposed carried.
All right. Um, just some followup to some previous questions Councilman Falls had. As you can see in my memo, I had a second conversation with Sterns County. Um, Matt Zinny will talk to another one of his employees who actually remembers doing something at the roundabout. And uh, they don't know when they're going to get to it, but they are going to put some oil or something in there at some point this summer. So,
well, I appreciate you making a second effort on that. I I kind of couldn't understand why they wouldn't do it. Right. Um, and then also the beat up concrete by uh the bakery from that utility project. I went and looked at that. Um, it looks like to me what happened was they came in with a skid loader and they turned sharp on our concrete that we just repaired the where we filled the tree spot in last year. Um, talked to Blaine from Centry Link. They're going to come out after our festival and pull that whole slab out and repair uh repave it. So, or report good work.
Um, and then just some other minor things. You know, every once in a while you guys get calls. Our city hall gets calls about alleys and things. Um, we did get a couple loads of class 5 today and as soon as it dries up, we're going to be blading alleys and kind of touching up all the gravel alleys in town. So, and other than that, we're just we'll help out with uh Hometown Pride Days tomorrow. Set up the couple tents they have now and keep chugging along. Any questions?
I have three questions for you. All of these questions were brought to me by complaints from the citizens. So, it's not me just trying to find things to pick on me about. First one was I had a number of citizens talk to me about Pioneer Park and they said they went there and the playground was terrible and there's water and mold in the ice rink and they went there to use the roller blades or whatever that skate they use. They couldn't do it in there mainly because there was so much water in it. Um, and the second thing I didn't realize I when I did go up and look at it and there's no wood chips in that. Why I think we talked about putting wood chips in there about five years ago and why hasn't that ever been done in the playground or the
playground? Uh, that one's never had wood chips. Pete actually we sat down and talked budget today and he talked about putting in wood chips in there next year. Um, and it's that's as far as the conversation went for now because we're pre-budget talks, but um, we'll have to talk about that at budget. Well, I think there's a state standard on it. Is there state rule about it? Uh, especially if it's a new park, it has to be handicap accessible, which wood chips count as handicap accessible. Um, that's always been sand, so I think it's grandfathered in. But if we do any improvements out there, it has to be replaced with wood chips.
That does look terrible. Yeah, it's I mean that whole park it's it's tough because the shelter is shot. It's crap. It's all beat up. It gets vandalized non-stop. It's kind of like the you know the area where the bad things happen because of the condition it's in. And um you know we've tried to make some improvements. The dog park is decent out there. Um but the parking lot is terrible. As soon as you get rain like this, you can sink a vehicle away in the spring when you're driving there. Um, I don't know how much money we want to stick into that property or the Lions has been knocking on my door constantly about wanting to help out up there to make improvements. You know, the downfall is, you know, they're throwing around numbers of like $50,000 they may be willing to donate. This is just all conversation one of their members and I had. Um, but as you know, it was what, five, six years ago, I got a quote on a new building to match uh Lions and Frogtown. And at that time, it was like $275,000. So, pretty big expense.
Well, maybe they could start with the wood chips. Yeah. I don't know if they'll do wood chips. They were they were focused on the building itself. Um, they were going to actually host a Lions meeting up there just to show all the members how crappy it is. It is. Yeah. It's terrible. Um, we've limped it along for a while. I don't know. It's It's one of our most used parks and it's why it's always something we want to put in the budget, but it's, you know, it's a straight taxpayer cost and it's expensive. Well, the ball field looks good, but that doesn't. Yeah. All right. Does that building get used at all for anything? Uh, we open it in the in the winter time for a skating warming house. We don't we don't staff it anymore. We just open it just on one side.
Yeah. Is there any plan to deal with that water in the Well, we talked to the guy who poured the concrete. Um, the only really anything we can do is drill some holes in it. You know, kind of put in the low spots. Um, when he poured our he was the same guy who poured our shop floor. And he didn't really have a whole lot of time to talk about it, but I'd like to have him out here, especially after this rain, and show them how bad it is. We've we've we've squeegeeed it. We've sprayed it off with the jet hose because there's algae and stuff that grows sometimes. Um, looking back on it, it would have been nice to have some form of a drain that we could manually open and close, right?
Um, but we didn't we don't have that. Um, I think it's something we could probably maneuver in there yet, but I'm going to have a conversation with Troy. Okay. Uh, the other second thing I have is, uh, I like the look of the crosswalks painting, but did you change the paint on that? I mean, they're slippery. They were slippery when when they're dry and they're and they're extremely slippery when they're wet. And I thought maybe you used a different kind of paint or something to cause that or No, paint should be the same. And the beads we got from the county again, the reflective beads on top. You know, a lot of times they're slippery because they just got painted and the beads are still there. So, they should get better.
Okay. But that's the same stuff the county uses. Um, well, I don't know if you can do anything, but they're dangerous when they're wet. Yeah. The diff the difficult part is like sometimes you're used to the coney ones too where they epoxy them in and they grind them in, right? Or that's just too expensive and not cost effective for all of them that we have in town. So, looks good. Yeah. Uh the third thing I had two different citizens contact me about the cold spring sign on the east side of town covered with weeds or looks weedy and stuff around that. Um the granite one that gets hit all the time. Is that what the granite one that gets hit all the time by kisses? Yep.
Yeah. So just for your FYI that's all I had. Take my turn. Anything else for you? I let Paul cuts that retention thing that line with all those debt trees. Is it the trailer court's responsibility to clean that up or is it out? That's all. Has Paul said anything? Um, no. He has not said anything. Is that So, which which direction? Behind your house? Like to the north of your house? Yeah, that line where the fence is also in there. But there's I mean there there is a bunch through tree on it. But I don't know if it's I'll have to look at that to see if it's on the line or if it's in their property
and I feeling that it walks trailer court property. That'll get difficult but we'll make it work. Yeah. Anything else for John? Not. Thanks John. Sam.
Good evening. Uh project updates tonight. Um we'll start with the lift station number one rehab project. Uh so final grading and seating is complete. We'll just have a a final inspection walk through to do on that one. Make sure all the remaining punch list items were complete. Uh and then that one will be all wrapped up. Lift station's been running fine. No issues this year. Uh 2025 Main Street surface improvements project. mentioned a while back the punch list or repair issues over on May and 10th and May and 9th. Um those are I met with Jeff Kramer last week. Those are getting addressed shortly. Uh the plan is to have them saw cut on Friday and then the repair work to take place on Tuesday next week. Um they have a couple issues with some gate valves sticking up a little bit that they got to adjust. uh on the west end of Maine. And then the striping east of the bridge is supposed to happen tomorrow. So that'll be ready to go for the weekend. Um if it doesn't pour all day again. So we'll see. Um water treatment plant backwash tank. Uh we did I guess I would call it a partial startup of the the tank and controls last week on Tuesday. Uh but they weren't able to get everything kind of all running together. There's some controls and electrical items that still need to be wrapped up. Um so just waiting for that uh to to finish before we can schedule a complete final startup. Um as far as other site work, the the grading and seating were complete. suppose I'll have to take a look through uh that site lift station site make sure
everything's holding up after the rain since Sarah just seated here recently um Riverlengths fifth and sixth edition punchless items will be were to be complete um this week end of this week uh and then the wastewater treatment facility preliminary design just continuing to work through design reports and um items for the whiff application if that submitted to the PFA. Uh Spartan Fields first edition. Still doing some a little bit of tree clearing. Going to start moving a little more dirt here shortly. Um still no, I guess final word on the developers agreement, but as soon as that's uh wrapped up, we'll hold the actual pre-construction meeting. So kind of still operating under that uh early grading agreement as right now. So that's what I have for updates. Sam, what's the latest verdict on Red River
fixing that? The patch. The patch. Last I talked to Jeff, um, the company that's paving it is waiting for a job close. Do you know who's doing it? Is it NPM? Yes. Then I would if it's NPM, I would imagine they get done the same time the patches on Main Street get done next week. if that's what he's waiting. I think I think it's npm, but if it's the same contractor. Yeah, I've had a couple conversations with him because I keep getting told two weeks, two weeks, two weeks. Oh, yeah. We've been told that for six weeks already and it's bad. So, they're when they come back and do the rest. If it's the same contractor, I would I would assume so.
I think we're just going to make them if it's not telling you're here, do it. Figure out billing on your end. So, so I have anybody got something any? No. Thank you. No, thanks. Thanks. Police department report Chief Bloom council. Good evening.
Good evening. Um, some updates to start with. For June in Cold Spring, we had 263 total incidents. uh 21 medicals, 18 suspicious activities, 88 traffic stops with 23 citations issued, and then 136 miscellaneous calls for service. In Richmond, in June, we had 112 total incidents, nine medicals, 10 suspicious activities, uh 42 traffic stops with 13 citations, and then 51 miscellaneous calls for service. Um just some other updates for us. Uh the last two weeks have been actually extremely busy. Um, couple of bigger calls uh during River Lake Days. Um, actually during the parade of River Lake Day, so there was a number of officers in the parade, we had a pursuit in Cold Spring over on 14th Avenue. Um, officers were able to get the, uh, car spiked, deflated some tires and got it stopped and without any injury to anybody. So, um, they worked well together on that. Uh then we also had that Saturday night we had a short foot pursuit with a male with two felony warrants and recovered a stolen bike and uh yeah I was going to hit with that but uh a guy that we're pretty familiar with. So um ended up running from us. So everything went well. Um there's a breakdown of kind of a general idea of what we dealt with during River Lake Days attached there. Um some of the other stuff, August 5th, the first Tuesday in August is National Night Out. Um in Cold Spring, I know we have two block parties that officers are going to stop by. Um in Richmond, there's one block party and then they have music in the park um from 5 to 7 over there. If anybody has if anybody has an event going on that they want an officer to stop by, contact our office. We'll get it added to the list and hopefully make it to all of them. Then on August 6th, um we have big truck
night kind of earlier in the summer. Um there's another event. It's a sensory friendly touch a truck night for any of the individuals that don't like the flashing lights, loud noises, and that type of thing. Um it's a chance for those people or anyone. It's open to everyone, but it'll be quieter. Um try and stagger the group, so it's not as big if anybody um would like to come to that. It's at the deaf August 6th from 5 to 7. Um, Friday night there's dunk tank. I think one of the one of the officers got signed up to be in the dunk tank for a half hour or so. Um, during Hometown Pride, so if anybody's interested, that's on Friday night. And then ordinances. I think we've got a lot of them cleared up. There's a couple of the regulars that we've been dealing with. Um, we just towed a junk vehicle off a property not that long ago in the last two weeks here. um and some of the other ones that uh still trying to work through the process of getting things cleaned up, but it's always a slow thought process when we have to go through the courts and force them to do things. So, um that's all I have unless you guys have questions for me.
I have a couple uh first of all, I we got that report. I like getting those reports and I like the reports, but fortunately we didn't get it till when the meeting started tonight. So, I'd like to be able to look through that and ask you questions about that maybe at the next meeting if that's all right with you. That's 100% fine and I apologize for that, but we had a sex assault that occurred in the middle of last week. No, it's a good report. We were doing warrants and everything. I just didn't have time to get it out before the weekend.
The other thing I wanted to talk to you about is I had a citizen come contact me saying that they want a sign radar sign, no radar sign like we have in other places on the helping the westbound traffic on First Street South. Um, so I don't know how you feel about that, but uh or if that's a budget or what those things cost or whether that's realistic in your mind. Um, so we have one I talked probably the same individual eastbound traffic.
Yep. We have one for eastbound traffic coming into town that was put in with the road project. Um, and then the ones up by the school were put in by the safe roads to school and those are actually run by the county. Um, so if the council wants to put that in them in that that's fine. They roughly if you get ones that collect data that you can pull from. Last time I looked off the top of my head it was probably4500 to $5,000 per sign. Um, and then you have to if you want to get solar power if you want to run power to it and we'd have to look at all those options too. So um is it is an expense. I know we had the speed truck up in that same area um for about a week and a half probably in the last two weeks here. So, I think we just pulled it out of there. Um, so we have had the speed truck up there said that helped. Um, so that would be up to the council if they want to start putting signs around.
Well, I mean, I think we could explore what that would cost. Uh, he tells the person that told me this said that he does notice the traffic much slower when they're eastbound, but when they're leaving town, they seem like they want to go faster because they're they feel like they're leaving town. And so, his complaint was that traffic was too fast. And he may have a point, but I don't know if we could find out what that would cost. Uh it seems like 50,000 would be a lot of money for 5,000, not 50. Oh, well 4500 to 5,000 per and then it just comes down to power and installation. Okay. So the one going east is that collect data and stuff. That one all does. Yes. And that's that's hooked to power though, right?
Yeah. That they put power to it when they redo the road. So that's it always has power. Um maybe that would be something to look in this area. But followup question. I mean being that's we have to get county approval also. It is a county road sign. So we have to make sure we get approval from them because they're going to probably dictate where that sign goes in also and maybe they pay for it. I'm talking the county here. Mike, we can always add that conversation with them uh eastbound or westbound back then and Jody wouldn't pay for it because she said was enough on that street. So, I would say if we're going to do it, it's going to be our cost. Well, maybe this would be worth a second conversation.
It's going to sound like it's going to happen. You had some success with that. Well, we can look into it though. If nothing else, we can talk about it at the budget meeting. Maybe that's all I had. Anything else for Jason? No. Thank you. City administrator, Miss Chris Duckorf. Um, so, uh, the first thing I have is the agreement with Eric and Tanya Lighter. Um, I just brought you the final draft of it at with the changes we made at the last council meeting. So, I'm just looking for approval of it.
I'll read that recommendation. Recommendation to approve the agreement with Eric and Tanya Lighter requiring future connection to the sanitary sewer system. I'll make that motion. I'll second it. Motion and a second. Any discussion? Seeing none, all those in favor? Opposed? Carry.
Uh, and then the next thing I have is just to give you an update on our construction manager search. So, we um we interviewed five firms last week and the committee has it narrowed down to three. Um, when we hired the architect, we brought our our final choices to you guys to be interviewed and and decided on. So, I was just wondering if we could schedule a time to do those interviews. Um, like I said, there'll be three. We did 45 minute interviews. I think we could probably condense that down to a half hour each. Um, so it it might be doable to do at the end of our next regular meeting. As of right now, I don't have a lot for the agenda. You never know. But um so I was going to see if you guys The other option would be to schedule a special meeting.
Would you be checking with all to see if they're available? I would, but I'm I have a hunch they would be right. If we just gave them the date. Do you think a half hour would be sufficient time to interview them? Mike, you're on that committee. Mike, I think so. I think we had pretty lengthy interviews with them before, but I think that they're all kind of familiar with what we're looking at. And um I think they could do a half maybe you can say something about that. It's all dependent on how many questions you would have is really what it boils down to. If there's a lot of questions, then a half hour can get tight because it's usually one question leads into another. And so,
and if you're concerned, we can do 45 minutes, too. Yeah. Mike, more people, more questions. Yeah. I'm just concerned though that we cut it to the half hour and we don't don't ask enough questions. Don't ask enough questions. Well, maybe we could make it 45 minutes and maybe we should do it at the work session rather than at Yeah, that could turn. We're going to talk about after that'll turn into three hour three hours. I would I would sooner have a work session than Yeah, maybe that would be do work session. Okay, that's fine. Yeah, that' be fine with me. So like to schedule it a different day than the council meeting. Okay. Do you have an idea when you want to do it? No.
What do you what do you have some dates you want to suggest to us or? Um not particularly but I it'd be good to do it the sooner the better so that we could keep this moving. Well, I think earlier in August would work better for Yeah, I think so, too. So, even anything in that first week? Monday, August 4th. Oh, I can't be there that day. Fourth, you can't? No. Any of the other days I could be there? How about Tuesday the 5th? That works. I can't be there. You can't be there fifth? No.
How about Wednesday the 6th? That works for me. That works for me. What time? 9:00. Oh, God. What are you doing? 8 a.m. He wants him to get up early. I don't get up till 9:00. Should we do it at 5:00? Like if we could do it in the afternoon, it' be better. Um like five would be fine. Or um because then I don't have to take off work. But five five o'clock.
Yeah. on the 6th, August 6, 5:00. Okay. And that's that's all I have. Any questions for Chris? Now we'll move on to commission updates. Planning commission.
Uh planning, we knocked out a couple of the ones that we had, the detached accessory structure for Grafton and then the uh driveway widths. Finalized that. The big discussion was the uh managed landscapes ordinance and permit. Um Chris put together a really good ordinance and permit for that managed landscapes. Um I think we all agreed that we would leave it as is and then at our next planning commission meeting we would discuss um would be an open what public hearing. It's not a public hearing but yeah
but we'd essentially finalize it next month you know for um approving it for the council to look at. Um, and that was uh that was pretty much it I think from what I remember. Yep. 88.
88. We met Monday, July 14th. Um, we had talked about uh uh I think maybe John was in on it of uh repairing that parking lot down at the end by winters and stuff and pricing. We talked about that. Uh we talked about the signs update. Uh three signs for Cole Spring. Welcome to Cole Spring. Uh not huge signs, but uh signs to recognize the city when they're driving in. Uh that was uh about everything else and what we covered. So yeah, uh that parking lot, I don't know if you're interested in uh to repair that parking lot. uh came to a amazing price. So we're about lab. So that's a thing we're coming to. Park board Dave's not here.
We didn't meet. You didn't meet or Cory Trail did not meet. Move on to list and bills. Recommendation to review and accept payment of the accounts payable according to the list and supplemental list presented by city staff. Oh, I see there's a councilman Fran Ramler is going to get paid here. So, I'm going to make a motion to pay the bill. So, second motion and a second. Any discussion? Seeing none, all those in favor? Opposed? Carried. Questions, comments from council? I have none. Mike, no. Ryan,
uh, one thing I was just gonna probably want to get moving on the, uh, the, uh, fire protection contract stuff as we get further through the year here. Um, I think we're going to run out of time otherwise the way some of the stuff goes, but just something to keep on our on our radar here moving forward. Did you want to do that at a a workshop session? Is that what we talked about? I don't know if we really decided one way or another, but I thought I think we were just going to have it drafted, weren't we? And
and sent to the sent to the townships. I don't know. I think we're going to meet on that. I don't know if we really made an official motion or anything to do that, but I I did I did get it back from the attorney, so I can um bring it back to the next council meeting. Maybe we can just do that. Have to take one last look at it and then we Yeah. move it forward. Yeah. Okay. Okay. No, that's perfect. That's all I had though. I just wanted to make sure we weren't uh dropping the ball on that. And I have nothing. I entertain a motion to adjurnn. I'll make motion. Second motion in a second. All those in favor I oppos. [Applause]
