I have to get right back to work, but it was nice to be able to be here. Um, I wanted to just talk about two things. And because I know you're the voting members that will vote on the moratorum and the IUPs for short-term rentals, I know the commissioners will make the recommendations, but it's you who votes. So, I want to keep talking to you. Um, I'd like to show the video from the May 2025 meeting. I know a few of you watched it when I sent it over email. I don't think all of you have due to technical difficulties today. Bobby wasn't able to play it through here. So, we're going to try this. Just bear with me. just hit play again. Um, so this clearly shows that the 7-day rental requirement is part of the package for approval by council. Yet, it was never written in to the IUP. This oversight has been the source of many of our issues with this. It was admitted at the February meeting that this is the first time most or all of you are do taking care of this. Okay. But but this is a mistake and us the neighbors have had to bear the full weight of this of this air. I have asked other people for like more that know about these sorts of issues more than I do and um they have said it should be looked into. So I as a taxpayer would like to ask you, I don't know who charges, but I would really appreciate if the city attorney Krueger I think is his name could just procedural check into what is the process. It's first time for all of us. Why are we afraid of the information? I think it would be helpful. I'd like to know what should have happened when the IEP error was found that this wasn't written in someone. It didn't get written in and it was voted on. So, if it wasn't handled correctly, how do we make it right now? And is it legal to approve a non-conforming lot for an IUP? And if so, how is that exception explained to the public? Because the other issue we are going to keep bringing up until it's addressed is that the Hubert Lane IUP is on a non-conforming lot. square footage is not 15,000 square feet and the the distance um from the setback from the road is also not confirming and I would like an answer and nobody's answered it yet. The other thing I would like to um just address this is more personal at the February meeting Joy Do shared that a couple of you reached out to them to talk to the neighbors. Now, I'm sure your intentions were altruistic and it was the best, but that approach I would

appreciate if you didn't do that again, that you would make both sides part of this process. And if you want to help, then offer to mediate. Offer to actually bridge both sides because what you heard, what we deal with are people who don't tell the truth. That's what we see in our lane and on our home, but you don't see that. So, what Joy Dog didn't tell you last month was that the other neighbors did talk to them verbally. They did share some ideas that would make the situation much more livable. But she didn't share that at the meeting. She just shared that Jeff and I would have appreciated emailing rather than talking. So, I also want to remind you that the person the Matt do is someone I don't feel safe around. So, when those of you who suggested that they come talk to us, I will remind again, and I'm glad it's on video again. Matt accosted our other neighbors after the during the planning commission meeting back in May. There should be video. I know our neighbors reported it to Bobby. I know I told you, Mark, at the at the break. My husband Jeff talked about it at the May council meeting. Matt Dog came up to our neighbors fingerpointing, swearing, yelling because he wasn't getting his way in that planning commission vote. I don't go outside alone when Matt Doug is outside anymore at my home where I should feel the safest. So, please don't send them to us to have verbal communication without willing being willing to be part of the process to help negotiate. I'm willing to talk. We're willing to talk, but not when it's one-sided. Please talk with both sides. And lastly, and I know I've gone over, so thank you for not cutting me off. Um, this didn't start with Jeff and Amy and Scott and Lisa who just won't let it go. This started with 15 neighbors on Hubert Lane getting together, signing a petition, doing what we're supposed to do as concerned citizens coming in,

Thank you for what I'll re reaffirm her, you know, that you've moved this to the regular council meeting so that we don't have to spend well I have I'm I'm at 5:00 at Cold Spring and not knowing when I could talk here, I had to hurry from there to here. And anyhow, thank you very much for having this and having it as part of the scheduled meeting. I'm Cliff Johnson. I'm with the Cold Spring Area Historical Society and here this evening to invite you to our next program or speakers in this case. Um we in conjunction with the friends of the library, Cold Spring area friends of the library, um are presenting on Wednesday, March 25th, uh 6:30 in the evening at the deaf in Cold Spring. Um it's titled Mystery Author Panel. There are four Minnesota authors. They happen to all be women um speaking about their writings and uh well you you um I guess the way I put is I don't do much writing maybe a journal once in a while but every year I go to a conference a full day conference listening to writers because it is interesting to know their thinking. not just on what they're writing, but how to sell it and all the other things that go along with, you know, making a

So actually I was just thinking about what Brian was talking about with the fire truck. I guess something I want to bring up with that is there's been a lot of city maintenance vehicles that have been boughten brand new here in the last couple years and I've seen you fight very hard for them and it kind of really hurts to hear that you're fighting for the fire department which is running out on emergency calls to get a used repairable ambulance. We've had a lot of handme-downs in the years, free rigs. I mean, I can go up there. I can show you right now. Three rigs that were given to us that we maintain. I don't think it's asking a lot to try to get a rig that's first out the door for everything we go on. Medicals, car accidents, and fires. It's out the door. It's our lifeline. It's the city's lifeline. And it's actually a little degrading to hear that we're going to talk about going to a repairable. I've done my due diligence through the years running and looking at fire trucks. And I've been to Carco many times and looked at fire trucks and I've picked them apart. We've gone up there and looked at them where the paint's still wet and the body's twisted and the tires are worn on the inside delu. I don't think that's what we want running down the road for Roxville.

And we're still filling in who's doing what as far as I, you know, maybe doing a hamburger stand down here. I've been going back and forth quite a bit with the League of Municipal Cities over, you know, kind of what some of their requirements are, reaching out to some other cities. And so, uh, uh, you know, Julie and Jason and myself have all looked at this. Um, we've added some things, uh, I think maybe some other cities haven't added in there. One of them is, uh, an employee checklist. So, kind of if they do go on a leave, like what what are some of the expectations from the city that how they're to communicate to make sure we know what's going on and also letting them know that um just because you're on a leave doesn't mean you no longer have to pay like your healthcare premiums and things like that. So, making sure people are really aware. So, we took a little bit extra time on this to make sure it was right, but that's what's before you guys now. I will just say that almost every employer is probably putting this out right now because I know we just got it for where I work um that they just want to make sure everyone understands the paid leave, how it works. So, I'm sure everyone has heard about it or has signed something on it. Yeah.

All right. Good evening everybody. Um we had our planning commission meeting on March 4th. Uh we started off with a demonstration uh from the radi rapid radicals team uh representing Stickney Hills. And what they're doing is they're trying to take the um I'm going to use the word contaminants, but it's not the proper word, but trying to make their discharge um available so that they can use our sewer system to get rid of their waste. M

and they uh they presented and then passed around a um vial couple vials of what they have and then what it looks like after it's treated. Um and it was very it was impressive as few of you were there. Um so they're asking for a 3month extension on their cup to to play this all out and uh hopefully it will work which I think it will. So, the planning commission is recommending that um you grant them a 3month extension on their cup so they can achieve this. That's one item I've got. So, go ahead. Yeah.

Next item was the we had a lengthy discussion on short-term rentals and just prior to our meeting, um I received a call from Sterns County uh saying that they're willing to sit down with us and tell us what they can or can't do for short-term rentals. And so after when we had our discussion, I brought that up to uh the uh commissioners and uh we tabled any action until our next meeting when uh Sterns County Angie Berg will be at our meeting and I would like to invite all of you uh to attend and they will discuss what they can and can't do in regards to helping the city through the short-term rental thing.

Um, and they had we had a really good conversation about how to move forward. We are taking applicants. So tell tell your friends, anyone that you guys know of that would be interested in giving their feedback and helping out. Um definitely send them mine or Bobb's way and we'll try to reach out to them. Um I think most of our conversation resolved revolved around the survey results that were sent out. Um it it didn't tell us I don't think anything surprising stuff that we it kind of confirmed everything the park and recck committee was working working towards. Um so I think the one thing they're going to really focus on is um updating the the blue park in town. So we're going to start exploring options and working with a company and all really great ideas. So I think that's that was the gist of

everything. and Dan did confirm that that that playground equipment was put in 91. So that is by far the oldest equipment that playground equipment. So we figured that was the most logical place to start with with giving some updates and so you just have at this point it's just a concept that no quote or anything at this time. Is that correct? Hopefully over the next, you know, year or two, maybe longer, the parks committee will kind of fine-tune that idea and uh and be able to come forward to finance and to council. Uh, the first or the high or low bid was Central Dust Control at 78. They go up 2 cents, I think, from last year. It was at 76 cents. Um, then Crow Wing is at a $1.74 and Knife River is also at $1.74. What is the council's wishes on the bids?

I know that the uh if you look at the MP, they uh was looking at about 15,000 where uh Bertrram was at 2400 and then 4,900 if we did everything and over over both of them. Uh Aztec did not put a total bid uh price, but they said it would do per pound. So, we go with Aztec, but we can say that we only want so many pounds or we want it has to stay under a certain dollar amount. I'm just concerned that we just if we give them a $25,000 cap, we'd run we just we can run rogue a little bit rogue there as well. Correct.

That's what I was just going to ask. How does that work? That's what I'm struggling with.

So, they they came out and measured themselves. So, it's it's one of those two guys went out. So, he came out and one person did all the cracks. Uh he also did the old or the new cracks or the ones that were already filled once to bring them back up flush. That was part of the when we went out for bid. So, that's why his is probably a little higher and the other guy might have just been new cracks um for routering. I would say don't go more than 12 pounds. And if we have to cut off roads, the there is alleys and stuff in there too where we could possibly back off a few roads if we need to cut a few. So the main roads will still get crack filled. That's my only cuz how often do we do crack filling? Every few years, five years is now every five.
