This is that is not listed already on the agenda. In order for everyone to be heard please limit your comment to three minutes. Do we have anyone in the room that would like to address the commission today. Seeing none, we will now move on to the public hearing portion of this meeting. Item two, consider approval of CUP 2026-004 adopting a class 32 categorical exemption from further environmental review under the California Environmental Quality Act and approving a conditional use permit to allow an adult daycare center located at 1750 Shaw Avenue Moss Lane Ventures LLC owner and social vocational services and central line design LLC applicant and representative Eric Garcia assistant planner will be presenting.
Good afternoon chair good afternoon commissioners. As you mentioned this is for CEP 2026-004. The project will be located and it's highlighted here in red. The project will be located on the southwestern area of Shaw Avenue and Fowler Avenue. Within the Shaw Avenue Plaza shopping center the land use designation for this is a general commercial and it is zoned C2. Some of the surrounding uses around that project are it's commercial to the north east and west and there is a senior living facility to the south of the project. So the CUP request is from Social Vocational Services to construct a new 7,278 square foot adult daycare center. Social Vocational Services already has an existing location here in Clovis, and they have multiple locations here in the state of California. For the site here, they have two existing vehicle access points that will remain. One is on Shaw Avenue, and the other is on Fowler Avenue. Parking for this site is for it's calculated cumulatively for the entire site it requires 149 stalls and they will have 151 stalls therefore exceeding the parking requirements Operationally, social vocational services will provide vocational training to adults with developmental disabilities. They plan to operate Monday through Friday from 7 a.m. to 4 p.m. Their state license does allow them to have a maximum of 90 participants. They typically only see 35 to 40 participants at one time. They are anticipating to have 12 to 15 members per shift. Social vocational services will also provide transportation to all of its participants. So therefore they're going to have 15 company vehicles or vans that will be parked there overnight. This item was published to the Business Journal on July 3rd, 2026. Notices were mailed also to property owners within 525 feet of the subject property. Staff did not receive any opposing or comments in favor of the project. The city has determined that this project is exempt from CEQA through a class 32 exemption. And with that being said, this CEP was able to meet all of the required findings. It is consistent with the general planned land use. And we did not receive any opposing comments from external or outside agencies. And staff is recommending that the Planning Commission adopt a resolution approving this conditional use permit subject to the conditions of approval as listed in the staff report and attachment 1A. I am available for any questions if you have any.

I have a question. Is there any possibility that they're going to be doing some type of activity after 4 PM in the afternoon?
I am not sure but if the applicant wishes to clarify that Hi to answer your question at four o'clock it's cut off and they drive everybody home There's no possibility ever of anything. That's all their facilities are like that all over, California Everybody in that age group wants to get home typically by five o'clock.

Hello again. Before I begin this item, I do want to say that there is updated revised agenda packet. The only revision on there is condition 24. So I will get started. So the project location here outlined in red is on the southwestern area of West Bullard and Miniwawa Avenue. And this is within the Crossroads Shopping Center. The land use designation is general commercial and it is zoned C2. Some of the uses here are multifamily to the north and to the south of the project. To the east of the project is a post office and to the west is a single family residence. This request is to allow indoor amusement center at 50 West Bullard and it's for an existing 1,700 square foot indoor amusement center. And I will get more into the operational characteristics of it in the next slides. For the site here, there is four vehicular access points. Two are on Bullard and the other two are on Miniwawa. Parking for this site is also calculated commutatively within the entire shopping center. If you may recall in 2023 there was a Starbucks project CEP 2023-010 that memorialized and approved this shopping center to have 275 parking stalls. Since this CUP, there is no expansion of the tenant space, there is no parking modification, and they are operating at different usage hours from other peak users there, this project will meet the center's parking requirements. Operationally, Tilt's Tap House functions primarily as a pinball and classic video game arcade. There will be no cooking or kitchen there. They will serve soft drinks and prepackaged snack foods. They will have a beer-only tap system, which will require a Type 40 alcoholic beverage control license. We did route this to PD, our Clovis Police Department, which handles all of our ABC licensed things, and they're in support of this project at this location. Operationally for hours, they're primarily going to be open in the evening and afternoon, Tuesdays and Thursdays from 3 to 10 p.m., Friday and Saturday from 3 to 11 p.m., and Sunday from 12 p.m. to 6 p.m. This item was also published to the Business Journal on July 3rd, 2026, and notices were mailed to property owners within 300 feet of the subject property. Staff did not receive any comments in favor or against the project. The city has determined that this project is exempt from CEQA through a class one exemption. And with that as well, the CUP was able to meet all the required findings. It is consistent with the general plan, and staff did not receive any opposing comments from internal or outside agencies. Yeah. So the bingo hall operates Friday Sundays and Tuesdays and it's from 4 to 10 p.m. on Fridays Sundays from 2 to 8 p.m. and Tuesdays from 4 30 to 11 p.m. So there's going to be minimal overlap of the use of the parking.
