Um as our new 911 telecommunicator uh she started with us in December and is in training right now. Uh training encompasses about three months of uh basically telecommunicator to telecommunicator training. It's very indepth. Uh it's a long process but she is actually going through very well very uh very fast actually. So she'll be up and running on her own I imagine by midFebruary to March. So ask her all the questions you want. Tell us how you got here. I've been here since sixth grade, so

Well, good evening everybody. Happy New Year to you. Thanks for having us again. Um, I'll kick it off with our business assistance summary. We actually I think we talked last time we did have two applicants that I was hoping to have an answer for by today. Unfortunately, one of them was a little long in getting their application in. So, we're going to be doing our loan review with them tomorrow. Uh they both look pretty good. So, uh I'm hoping uh we'll be able to help them out. Uh one's an expansion and one's a new business. So, uh hopefully uh if it works out, uh we'll be able to bring a at least one uh one or two good wins to the city. Um and we are expecting one more before the end of the year or before the end of the quarter, I'm sorry. And uh my understanding on that one is we already have a loan in place with them. So it'll be uh somebody we've already done business with and that looks pretty good too. Um I want to take a little bit of time on our partnership with Golden Shovel. Uh I've met with these folks four times and I have another meeting scheduled with them on Wednesday. Uh, and in all honesty, uh, the first couple times that I've reported to you guys and that I've met with them, I didn't really understand the relationship between the city and how we got, uh, hooked up with Golden Shovel. Uh, and I just want to say that I think this is one of the best investments we could have made as far as, uh, trying to grow business and attract tourism to, uh, to this part of the state. Um, these guys are super knowledgeable and they are very very uh, helpful and open to meetings. They take my calls whenever I need it. And uh uh everything that we've discussed so far has been really really good ideas that I think uh we stand to gain quite a bit. Very very good investment and I suspect we're going to see a good ROI this year for what we've done with them. They're they're they're great. Um the one of the big things too that they're helping us with is I I think I mentioned this last

month too was um we are going to automate our online or automate our application process. So it's a little more simple. Uh right now it's a little arcane but they are uh they're helping us with that as well. And from a technical standpoint that's that's a giant giant step. Um if you've if you saw your report uh Deb uh went into quite a bit of detail on the Heartland Expressway. I'll summarize a little bit. Uh they are uh that associate is sponsoring a big leadership trip to Lincoln this year and this is an opportunity for her as the chairman of that board uh to go down there and rub elves with the decision makers in the state and federal level. Uh they come in uh for this uh annual meeting that is real high profile and is going to really help her raise visibility for what they're trying to do over here. And right now uh they have some projects planned from Menitara to 385 and there's another uh survey going on on this end of town on north uh the north side of town that is part of that program. So she um she's really kind of keeping track of that because that as everybody knows that's been her baby and u she's very very much invested in it. So when you see these reports as part of my report that's where that's all coming from. Um so workforce development right now uh I'm in the process of bringing together Shadron College and uh the childc care development center for an opportunity uh that I believe you guys are going to be reviewing uh next month's meeting. Uh that's going to be uh uh once that if we get that through that's going to be a huge opportunity for us to start really making uh progress on uh child care here in Chatter. right now it's just a a we're really short-handed and we don't

have a a whole lot of um uh interest uh without this. We really need the help. So, um that effort is going to uh that effort will kick off as soon as we have approval from you guys on uh whether or not we're going to get that footed. Uh I've also found an now uh there's a typo in uh that report uh when I talk about apprenticeship that should have been internship opportunities. Uh right now the uh Shadra College is also re uh restarting their internship program. Uh it's been off the radar for a couple years now. Uh the lady that runs it has been uh was wearing about four different hats over there. So she's she was buried. She and I taking a couple meetings. We're going to be presenting to the chamber. Uh we'll present to Rotary. We'll present anybody that that'll talk to us. But she has a lot of really good uh opportunity for internship there. Uh part of the uh part of the workforce development is also going to include a website called Make My Move. I'll be bringing these guys in with um Golden Shovel. Make My Move is an organization that takes uh local employers that are offering relocation services to employees that want to relocate to this region. So, uh it's a website you you type in where you're at, where you want to go, what your job skills are, and they'll marry you up with anybody that's uh that's offering relocation services. Huge opportunity. We need to get that in front of our business community as soon as possible. the more uh uh participation we get with that, the more like we are to direct to attract qualified employees to the region. And all of that is uh uh if I can get this if I can get the right people in the right rooms at the right time, there's a lot of really good opportunity here. And I think we're going to see the first quarter of this year is going to be uh quite a quite a

bit of high-profile effort there. Um so Safeway back um I if everybody heard this, but Aldi bought uh is putting in 40 locations on the front range in uh Colorado all the way up to Wyoming. And uh I got a hold of those guys as soon as I read the article and told them about our situation here with the Safeway store. They are they were interested, but they're um distribution network doesn't reach us yet. So, while they saw it as good potential, they're not in a position to to step in and help us out with that yet. But, uh, I did make a really good contact there, we are on their radar, and um, if if something does change, uh, they're going to let me know immediately. Uh, I also got a a appraisal, a cost to do an appraisal on that property. Right now, one of the problems we're running into is um Safeway thinks it's worth about three times what we think it's worth. So, uh my effort with them is give let me get a local real commercial real estate agent up here to do an actual appraisal with real market value to give us a a realistic number because we actually do have a couple interested parties in that property, but nobody's taken anything seriously from uh Albertsons and Safeway because their number is way out of whack and they don't have anything to back it up. So, um the uh we have we have a quote in hand for about $5,000 to do that appraisal, which is less than I figured it would be. I figured it'd be closer to 10 based off the square footage. So, uh now we just got to get Safeway Aldi to commit to paying that and let us get it done for them. So, and I I think I mentioned last time too, I did sign an NDA with them. So eventually I'll get keys to the property if they need to show it to somebody or uh if they have uh anybody that uh needs to

get in for anything outside the maintenance contractor that they already have in place. So uh and then uh the last thing on my list is I want to just remind everybody we are having our annual uh meeting this uh uh the 30th uh Friday the 30th at noon at Country Kitchen. Uh it's open to the public, everybody's welcome and we encourage everybody to come and participate. One of my main focuses this year is going to be increasing our membership. Right now, uh we are uh we're losing membership at about uh six to seven a year and uh my goal is to turn that around as quickly as possible. So, does anybody have any questions for me? Good evening, mayor. Good evening, council. Scott Shary Park Cemetery and Airport Superintendent. Um, as you can see, um, it's just time for the upgrade for that the tractor that we have out there. It's a we had to take it in last year. We spent over 6,000 last year. They had to break the tractor apart. The the clutch in the transmission is not going to last much longer on it. It's just we can buy with it. It was a used tractor when we purchased it back in the day and it's served its purpose. But it m uh we have a agricultural uh leasey that does about 200 acres out there and the rest of it's ours to maintain and we have to keep it keep it down. It's a we're regulated by the FAA. Uh everywhere on our runway, our big runway where the ILS is at the instrument landing system and the weather station all has to be a certain height. Uh the runway in lights, the reels and papies all have to the grass has to be a certain height around them. So this is a pretty important piece of equipment for us. So uh we speced out. One thing about this tractor is that if we purchase it and we have it, it's something we can use anywhere. So last year when we broke down here in town, uh the street department had their tractor that's basically non-existent, you know, because it it was broke down. Ours couldn't get back and forth into town. But with this one, we'll have availability. If we get a new one purchased, we can bring it in and help out in town, too, if we need to. That's one nice thing about this kind of piece of equipment.

Will this have a loader on it? I don't think so. We can't really We didn't budget for that, George. So, I mean, it'd be an added 15 any time. Yeah. I like that this one had the cab on it. Yeah. It can be a little more universal.

And it's nicer that way, too. It's more protection for our folks out there because it'll have to have radios in it. If you notice that we had a spec for two different radios. Uh it'll have an aircraft radio in it along with audio radio in it. And it's nicer when when the planes are coming in, when they announce, you can hear it, get out of the way, get in the safety areas. Right now, you know, we have we do a little bit with a tool cap, but it's only got a six foot more. And the rest of it done with the the old mos a 48 inch mo and a six foot moore that's been pawned off from the parks department out to the airport. So they're you know just basically for going around lights but it's pretty dangerous. We have to have somebody out there monitor when we have somebody running those machines. So it's a twoerson job this way we can get it down to one person. We don't have to have two people out there constantly. One person monitor radio as we improve the equipment out there as we do it. We always put an airport radio in it so it makes it a lot safer so the pilots can actually talk to them. Does anyone have any questions about the specifications? I'm I'm a farm boy, so when you talk about tractors, I get kind of interested.

And you know, you're you're getting rid of Massie Ferguson. I think I'm not absolutely certain, but I think my dad bought the first Massie Ferguson tractor in Butler County because he kind of wanted me to stay on the farm and I probably should have, but it was a Massie Ferguson 85. But boy, it burned gas. Then we traded it for a Super 90 diesel which was a lot more economical run. But you know this is the days when you know everything was conventional farming. You got your four bottom plow and spent a lot of time on

Mike Troub, community service officer. Uh we first started mailing out letters uh in November, November 17th. And so far I've sent out oh 113 letters and 82 people have taken care of their violations, which isn't too bad. So far, uh it's mostly overhanging bushes in the alley or branches in the stuff like that, side instructions. So, that's not too bad. And then we're doing thank you letters, either hand delivering them or mailing them also. And I think people like that, kind of reaching out to them. Um, they started training me on parking violations. I haven't done much with that except for trailers on the streets. We've gotten rid of five of those so far, so that's not bad. And next, it's going to be snow if we ever get any. You know, making sure people shovel the snow and There's no snow plowed on the corners so people can't see stuff like that. So far, I think it's going pretty well. I don't know if you have any questions.

Um that's if it's members of the volunteer fire department, if they qualify according to the rules that were set up by the department of revenue, um they get a a break on their income tax return. And this is to designate uh Pat O'Brien as a certified administrator. And I think he's presently doing it.

Um, the only thing we're holding out on this is a little bit of retainage because the only part of the project that's not done is the soding there on the northeast corner of that intersection. That won't be done until the weather permits, probably when it's actually springtime and we can put some water on the and I believe they are going to saw it. So, as I said, um, we're just holding back that $2,000 $2,317. So asking for you to pay the 39,73470.

At the agenda meeting, I I made the comment that even though I hated to spend the money, it was really a good thing that that concrete buckled up and it smooth out that intersection. It was. motion by Clay, seconded by Mark for resolution 2026-11, which is to approve payment application number seven to Fuller Construction Company for the construction of the ADA restrooms for the downtown plaza. Okay, this is the second to the last payment on the restrooms here over on downtown Plaza in the amount of $7,89659. The only remaining um items on this were the punch list items which are now done. Um but at the time of the submitt of this pay request, they were not done. There were just a few things that needed to be cleaned up. There was just a little bit of painting on that privacy screen that needed a touchup. There was one place in the um mortar on the east wall that needed to be um repaired and some splatter on the cleanup of the brick and um there was a fourth thing and I don't even remember remember what it was but everything was very minor. All of that is done and I would expect that we'll be getting a final pay request for that $13 13,425 in retainage and it'll probably be on your next council meeting. and then they are complete.

I know it wasn't that big a building, but Fuller did a nice job. It is a very nice It is a very nice building. Um I think the brick really complements the downtown area. Um I like the privacy screen. I know it's not what we were expecting, but I think it turned out very nice. Um I think the whole project turned out very very nice. So that I still still have to write um a report for the last claim on that last grant of $20,000 to the tourism and then we'll be done with it. It's been a long time coming.

Um, so I've since I missed the last meeting and um, everyone was brought up to date as about the where we sit with the our peer group and where we sit budget wise and salary wise. Um I I did notice uh kind of an abnormal abnormal thing that we had to repair the jet a fuel pump out at the airport. Um and then there's quite a number of items and some of these are maintenance type things or contract for maintenance for in link but that bill was pretty healthy at $4,10 and other thing of course we're paying the engineers for the they're part of the six of maple project. That is about it. I did notice that uh Mike True Blood is apparently acquired a pickup from the water or some other department parks I think it was. I had to do a little work on the heater to get it going. So, I'm sure he appreciates it having heat. He does. So, any other questions?

So if you're interested in public service u incumbents I believe have to file by midFebruary and non- incumbents by March 1st. Don't hold me those dates exactly. So I'll put that out there for anyone interested in serving on the city council. We'll have three positions coming up. Um, and I am not going to rerun. So, I I've enjoyed it. Uh, but at my age, I think there's probably someone younger that jump in. So, city manager report.

Thank you, Mayor. I just got a couple quick things for you. Um, backing up with Mike True Blood on the community service officer, just want to let uh the public and the council know that he's also compiling a list of people that can assist um our citizens throughout the community as far as if they need branches cut down, snow shoveling, things like that. So, he's going to also be a resource for us to help trying to get people where they need to have the best contacts for for some of those things. Um, and I agree, Mike's been doing a really job. Uh we just need to continue that that whole process and he's still got a lot to learn, but uh he's he's gaining really quickly. Um the last or second thing I've got is just a reminder, the library is going to be doing a remodel here uh into February, first part of March or thereabouts. Uh they're still working on trying to figure out where they're going to be doing the placement of where the library will be doing its operations uh until possibly November, first part of December. So there's going to be a few things that's not going to be the full library service. There's just no way they can do everything. The Shatter and Shark Swim Team meet is coming up at the end of the month. Um if you haven't didn't get to go see it last year, uh it was a really good experience for all these kids. Um it's a great opportunity for them. I know they're still looking for sponsors. So, individuals or businesses that are out there looking to sponsor the swim meet, you can get a hold of the Shatter Starks uh there at the aquatic center. Drawing a blank for the coach's name now, Barb. Uh that'll be it's a good time. I know my kids really enjoy the swim swim team there. A lot of others with the election cycle. This has been a really good experience for myself anyway and really humbling to say the least. That's all I've got. Hey, thanks. Um I I have this speech writer at home. She's called Emily and she does a really good job. We had a really impressive thing happen in Shadron over the holidays. It is a mystery. The Calvary Cemetery graves were decorated with American flags. Thank you to whomever performed this beautiful patriotic gesture. Also a big thank you to our egg community and the chamber of commerce for recognizing the jobs that they do for all of us. The egg banquet on Saturday was a big success. Um, I think about Al's death was such a kind of a shock to us and he was a good friend and a client and and just almost every day I think about it and and of course today um Martin Luther King Jr. Day um I don't know how many people in the audience uh would have been alive when he was assassinated. That was 1968. That was kind of a big year for me. I graduated from college. Martin Luther King got assassinated. Robert Kennedy Jr. got assassinated and I got drafted. So, um, kind of a big years, but appreciate all that came about because of the impact of Martin, Dr. Martin Luther King Jr.

Um I just have to um I went to the a banquet this week and uh Shatter as a whole um depends so much on agriculture and or people that do agriculture and um it was a it was a good turnout. Um I want to thank all the businesses for uh donating um their time and and all the gifts, door prizes, everything. Um they they really did a nice job out there and all the volunteers out there um that put on the food and stuff. It was uh it was a very nice day. I guess along with the community service officer report uh and the the NRD grant, I suspect we'll be seeing some some nice things going on in the as far as the trees being removed and trimmed and more clearance in our alleyways.
