Good morning. We'll call uh the regular meeting of the planning and funding commission uh and public hearing into order on April 8th, 2026 at 5:13 p.m. Sorry for the delay everyone. Um we have a roll call. Uh, member Pat Rawlings here, member Carolyn Le here, vice chair Carson here, and Russ Scott here. All right. Uh, do we have any public comments to say public hearing? There is none.
Okay. So we'll start with the first item on the agenda with the consent agenda which is to approve the planning and zoning commission's meeting minutes from the March 18th 2026. I move that we accept those minutes. A second. We have a motion and a second to approve those minutes. That items we move on to the regular agenda. Can you vote on that? Oh, sorry. So, we got a motion and a second and now we need to vote on the consent agenda to approve the minutes from the previous meeting. I'll approve. All in favor say I. I

The first item is a public hearing concerning a planned unit development for development specifically lots number five number six number eight number nine number 11 number 12. You have any comments from the public on this or question?
Yeah. Okay. So, we're going to open that public hearing at 5:15 p.m. And you said there was somebody online com I don't have any for manager of the P8 for Bill and just here taking notes to contract to the homework.

Well, if we don't have any comments or questions from the public for the public hearing, I'll go ahead and close the public hearing at 5:16 p.m. and move on to the next item on the agenda, which is discussion and possible action from the public hearing concerning planning and development ordinal matters number five, number six, number eight, number nine, number 11, number 12, and send final report to council. We don't have a lot of action from the public hearing. Um, which means that doesn't really that that doesn't change anything from our last meeting. Um, so open to any action items um or questions that you have.

So your action tonight would either be to uh because the public hearings were called already. So it goes to council one way or the other. Your decision tonight is whether or not you recommend council approve or disapprove the PUD application. I would like to make a motion that the planning and zoning commission approve uh the PUD for the affformentioned lots and send it forward recommend it be accepted by the city council. Second. We're going to rotate it. I move that we um accept the new uh recommendation for two finished off street spaces in lie of the previous three finished off street spaces and send a report to council. So the motion uh was to move forward by uh sending council our recommendations to move from three to two off street parking spaces street off street parking spaces uh to send it to council for their final review. I have one thing that popped up on my radar that I was just reading through stuff on the internet like everybody does. And as of September, every city in the state of Texas, except for cities that have no commercial zoning at all, will have to have an area zone for manufactured homes. Don't we already have the department? Do we have that?
A manufactured home manufactured home. So, our attorneys gave a presentation at something called um Hog Wild that they hold and they addressed this. And during that presentation, I took a bunch of notes and by the end of it, I realized that it would not apply to Wood Creek because of a specific reason. Um, however, if you would like to have the attorney present to you all, we can facilitate that. I'm I'm basically just recommending to staff that they investigate this and assure that we don't have we're not on the hook for that.
Yes, sir. It is on my radar. We have about it. And there are only 14 cities in the state of Texas that don't have to. And they are ones that have neither um you you have to have both not either or but both no commercial area. And then there was one other thing that you didn't have. And we didn't have the other thing, but we do have commercial zoning because of the liquor store and cigar. So anyway, it just from all of my reading on it, it sounded like we might be on the hook. So to to catch you up, we're in announcing future business and Mr. Rollins has brought up recent legislative changes that um he might need to address a mobile home or manufactured home zoning. This was presented on at Hog Wild uh briefly during the legislative update. So go. Well, yes, there were some legislative updates and there lots of our clients are revising their mobile home regulations to catch up to the new state requirements. Is that on is that on the agenda for tonight on the next
future business? So, the inquiry is mostly is this on our radar, which it is on it's in my notes as future business. I was just wanting it to go to staff for research and see what Yeah. Should planning and zoning hold the meeting about this topic? Yes. Okay. Yes, they should. Um and we've got a template that our planner division has worked up. um they can provide that and I can submit it for the next agenda with the red lines on what's changing. That'd be great.
Yeah. So, I assume the planners are the ones that u made that presentation, but but there are some updates and in fact it's it's on the agenda for tomorrow night uh for a meeting I'm going to with Gonzalez. So this just bring it up. I wasn't actually at this point. I think we should uh if I made a recommendation um I think we should maybe form a subcommittee simple subcommittee for this with uh Pat Stanley and maybe Carson uh to just do some basic research on that get the communications from him see what that is and bring that to the next council meeting agenda with the recommendations you have from what we found out
the next PN meeting did I say you did you're all shoes. Yeah, if I recall correctly, um it it's it's kind of the policy behind it is to upgrade future installations of mobile homes to the newer models that meet certain standards. So, in other words, you can't bring in your 1979 dilapidated home into the city. Um, I mean, unless it's grandfathered and already there,
you can't bring in a new one. So, you've got to meet certain upgraded requirements. Yeah. What I read was talking about actually having just like we had multif family, single family, stuff like that that all the cities were now required to have a zone where people could bring in manufactured homes. Yeah. And so yeah, I think that's the biggest standardization and some strength and going I don't even know if we have enough area left.
This is not on the agenda. So public hear this discussion. So it's going to be on the next agenda and we can fully discuss the ins and outs and ups and downs at this meeting. U so I but I would like it if you you know be willing to work with Stanley and Carson. Yes. Not a lot of work. you know, maybe 30 minutes or an hour of research between hit, you know, back and forth just to what is it and do we need to forget about it or do we need to dig deep, you know, kind of a thing. Great recommendations. Any other considerations for agenda items for our next regular planning and zoning commission meeting? Do uh madam mayor um question. Do we need to take up any action based on the fuel inter uh recommendations for drainage that's going on right now? We need to step back into that.

That's the only thing I have on the agenda items is uh to do a little research and decide whether or not we need to be concerned about the require change requirements for manufactured homes in the city of Wood Creek. Um thank you for that. Do we have any announcements? Uh these items will be taken up by um council this evening in a public hearing. Uh that's a major conven major announcement. We're still looking for uh a fifth planning and zoning member as well.
And we are also looking for people to serve on other boards. So if any of y'all feel like getting really wild and want to serve on another board, we would happily accept that. Try not to roll your eyes too big. Um but that that's kind of it for right now. We don't have um you know, we should hear about the government land um general land office grant application very soon. we're reaching that like deadline for notice. The fact that we haven't heard yet is very promising. Should we get that grant, you all will have a series of events. You'll be mobilized essentially for the comprehensive plan and zoning updates that that grant would fund. So
um I was find more council related but I didn't want to report that unfortunately we had to cancel the the egg hunt but the music in the park went off fantastic tons and tons of great response from the hats off to our community relations committee and city council for supporting that.
