Um this is a request to rezone property from A1 agricultural to R1 rural residential. Property is 3.19 acres located at 10800 Highway 109 North. Um the rezoning request was presented to the Wilson County Planning Commission on Friday, April 17th, 2026 and is being forwarded to the Wilson County um Commission with a unanimous positive recommendation. Um the existing parcel is zoned A1. It is shown as two tracks on our parcel viewer. There's actually three tracks there which with the with the R1, that's the max that it would allow. The rezoning will allow the developer to reconfigure those lots cuz right now they're non-conforming A1 tracks. They don't meet our current zoning resolution size. They still have three tracks legally now, but they want to be able to manipulate the property lines to better format that for the development. They still only want three lots and that's all they'll be able to get with the current R1 zoning, but that's the reason they're before you tonight. I'm happy to answer any other questions you all may have. Mr. Bernard, is it in your district? Thank you, Mayor. I have spoke to Christopher about this and I've talked to the applicant and the surveyor. I haven't had any complaints uh complaints over these things. So, I'm going to recommend for approval. That is going to be this Friday, May 22nd prior to the planning commission meeting that will be from 8:30 a.m. to 9:50. And that is for the planning commission to make themselves completely aware of to ask any questions that they feel free that they want answered prior to the June meeting where there will be the
last formal public hearing for the land use plan and where that's their first available opportunity to take action on use plan either amendments or adoption at that point. But the work session will be May Friday, May 22nd from 8:30 a.m. to 9:50. The first planning commission where the public hearing will be will be Wednesday, June 17th and that is a Wednesday in June due to the Juneteenth holiday. Thank you all. Any questions anybody? Wilson County Medical Society has convened and recommended Dr. Scott Frankenfield to continue serving as a medical examiner for another five-year term. I also like to recommend his appointment for your position recommendation. Remember he took Dr. Scott Giles' place as an interim after Dr. Scott Giles passed away. Thank you, Mayor. Yes, sir. Commissioners, I know the report's in your packet this month. Uh just a couple things to go over. Call for calls for service were a little bit above average for this month. Uh school year's wrapping up, so we transition to the SRO training of this time of year. Uh arrests on state warrants were substantially up this year or this month. Um April 25th, school resource officers participated in a DEA drug take back program. And they recovered over 88.6 lb of uh medication that were given that were turned in. Uh and April 15th, applications for Camp Victory have started. Uh this is going to be for the 2026-2027 school year. Uh any questions? Move to approve. Second. Any questions? See none, all in favor say aye. Aye. Report from Education Committee, Commissioner Marlow. Education Committee met May 7th at 5:00 here at the courthouse. Minutes are in your packet. I move they be received and filed. Second. They did move that up as earlier tonight they the board voted to uh enter into contract negotiations with Mr. Travis Mayfield. Uh with uh hopefully bringing a contract in June 1st board meeting to be approved. Included in my report did did I did include the Pepsi-Cola scholarship winners from each school. Again, that's $1,650 each student. And And the reason for that there's been a lot of scholarships coming but just [clears throat] another example of of community partner relationships been developed.

And And And uh they've been wonderful in giving back to each of our schools high school senior uh every year. Uh Of course, it is last week of school. Thursday will be the last day for students. Uh traffic will be a little better Friday morning Wilson County for for a few days. So, uh Did include uh graduation ceremonies which we've already started and will be completing those within by Saturday night. We will have them over right around 1,600 new graduates from this school year. Uh do want to mention it's not in my report just got this information in. If you remember this year uh we received uh some money from the state based on performance of the district. When that was appropriated it included that while we qualified for 3 million, we would not be getting it all but if at the end of the year as the budget was closed if that money was made available, it would be coming to us.
[snorts] Uh we have received word last week from the state that we will be receiving some more another appropriation to fill that out. And of course, once the board has it they will be making determination how to appropriate that and put it. Will not be in the budget as we do not have it yet but but uh hearing hearing a lot of talk about that and again, that is directly related to our student performance for last year. So, big news and and proud of that. Uh we are nearly finished with testing. Uh we'll find out here in the next day or so. We'll have to retest some students in third grade. [snorts]
But but testing is over and we we will are waiting uh our data to start coming back in on that. Going to end the school year approximately 20,878. I thought we I think you'll see 21,000. We'll not be surprised to see 21,000 uh on August 1st when they return. Uh other than that, I'll be glad to answer any questions. Motion by Commissioner Weatherford. Any discussion? The paper clip things that I handed out, these are back from when we did the refundings a few months back and I'm not sure that I ever read these CT forms into the record, but uh so the Comptroller's office gets mad when I don't do that, so uh the summary basically is that we had a total net savings of 3,377,900 dollars and 65 cents over the next 10 years, which is approximately 337,790 annually. Uh the interest cost is about 2.73%. So, the first one that you have is the county district uh school refunding bonds. These would be paid out of fund 152. Uh with a face amount of 42,990,000 with a premium of 5,399,490.40. True interest cost, I'm not I'm only going to go out a couple of decimal decimal places, 2.73%.
Um on the next page, uh the financial advisor fee, 67,500 to Stephens Inc. Uh bond council, Bassberry & Sims of 60,000. Uh rating agency fees to S&P of 28,504. Paying agent fees to US Bank, $850. Printing and advertising, uh 921. Uh escrow agent, 600. And the underwriter's discount, 19,554. For a total cost of issuance of 177,929.90. Uh the other one um is out of 151, the general obligation refunding bonds have a face amount of 33,405,000. Uh we received a premium on those bonds of 4,238,545. Again, the interest cost is 2.73%. Um financial advisory fees to Stephens Inc. of 62,500. Bond council, Bassberry & Sims, 50,000. Rating agency fees to S&P for 22,396. Paying agent fees to US Bank for 850. Printing and advertising fees of 724.35. Escrow agent, 600. And underwriter's discount of $15,210.96 for a total cost of issuance of $152,281.31. So, that is a summary of the refunding bonds, and now the comptroller's office will be happy. Um the other thing that I passed out for you was just an analysis of how much a property would need to go up in value uh to for it to see their taxes increase. Uh so, using an average home price of $478,615, you can follow the computation there.
The property tax on a $478,000 house is roughly at the current tax rate of 1.9089 is $2,284.07. To get that same tax rate uh with the new uh it's not certified yet, but what we expect to be the certified rate of a $1.16, uh in order to achieve that same $2,284.07, that that home price that was $478,615 has to go up to $785,510. So, that is a 64% increase. So, basically, your line of demarcation is 64%. If your uh appraisal went up 64% or greater, you're going to pay a little bit more. If it went up less than 64%, you're going to pay a little bit less. So, uh that concludes my report unless you have any questions for me. Second the motion.
