Now, um, tonight I've got, uh, Phil Neil coming from Bethlehem Church of Christ, and he's going to pray for us tonight. Please rise. Let us pray. Our dear beloved heavenly father, we uh, we thank you so much for this great country you allowed us to be so fortunate to to live in and the so many opportunities, so many blessings we have. And we're sorry we take so many of them for granted. and help us to know that every good and every perfect thing in this life is from you and it's because you have blessed us with you. We pray Lord at this time especially you would be President Trump and those surround him and who have hard and difficult and tough decisions to make especially concerning the conflict in in Iran. We pray that you give him wisdom and that he'll make the right decisions and do your will and we pray we pray for peace. We hope it'll come soon, but your will be done. And we pray most importantly, there'll be lasting peace that can last. We thank you, Lord, for our servicemen and women, those that are veterans that served in the past, but we're special, mindful now, the those that are serving our country now. Protect them, guide them, and and we pray you'll bring them home safely. And we we thank you, Lord, that so many young men, women, boys and girls are are willing to sacrifice and move away from families and serve his country and protect our freedoms. Help us to give them the honor they deserve. We also pray, Lord, that you will uh be with these people tonight, our elected leaders. Uh help us to show them the honor, the respect they deserve. We know they have tough decisions to make every month and they cannot please everyone. and help us as Christians to realize when they make rules and laws we disagree with, we still have to love them and respect them and never hold

Help us to help us to show the respect to our law enforcement that they deserve. We thank you Lord for every law enforcement throughout the country, but especially in this county. Give them the wisdom to deal with the situations, their face with patience to handle these hard situations. But help them to know here locally we love them and we are with them and we're behind them. 100%. Finally, Lord, we pray that you'll be us as citizens. Help us to to not blame our problems on the government. Rather, help us to solve our problems. Help us look at our families that are in need and help them and help us look across the road and help our neighbors and help us to look across our communities and do what's best for our communities. And I will just say that depending on how you vote tonight on that resolution, we will have a kiosk that'll be back there uh next month. And that kiosk is electronic. And so they can type their name in on that uh which will be good and put their address on that as well. And then there'll be a spot on there where they can uh click the number of what agenda item they want to talk about tonight or or write in something that's germanine to agenda if that's what you choose. But we'll be using that next month back there. We'll have some assistance to help our people with that. Uh and at this time we will go to public comment period. And the first one up is Mr. Ken Young. and Young 1221 Shop Springs Road. You should each have one of these on your desk. This is about your oversight responsibility of the water authority. At the top of the first page, there's a column titled adjacent to the failed drip area. This is the number of homes that are situated adjacent to an oversaturated drip area on a failing system. For example, Ridgewater has 33 homes adjacent to flooded soils and a creek with affluent on the surface. The next column, you'll see that Ridgewater's District 12 commissioner voted once for the last incumbent water commissioner and once against. There are a grand total of 886 homeowners affected. It's not some abstract concept. These are neighborhoods. You represent all the people in them. collectively as this body and as the mayor, you damage your credibility by saying the county has nothing to do with the water authority. Very few pol very few people believe that now and even fewer will in the future. They know you have the power to remove water authority

board members. Remove the chairman. 10 months ago, I stood here and made the claim that the authority wasted almost a million dollars by building Adenus a pipeline. the school did not need. Maybe you didn't believe me then, but it is evident now. The cover up is always worse than the crime. Recall the damage control tours. What you were not shown were the vacant lots that are the missing drip fields again at Ridgewater. Here's the 2011 Lancelot plat. Here's the Rochelle easement to it. A vacant lot. You probably marveled marveled at the clear affluent, but it was no safer to drink than tap water from Kolkata. I bet you were not shown the nondisinfected affluent now piped a mile to the school. 2 million of art money gone, a million-doll school scam. But the greatest financial harm in Wilson County history is what they did to the homeowners. On your next page is the Tennessee residential property condition disclosure form. Think about those 74 homeowners. They are your constituents. Some would like to sell their homes, but they can't because of what the water authority did. Things are not getting better. If anything, they are getting worse. It is your time to act. I'm asking again for you to remove the chairman so we can once again have a water utility we can trust. And I will answer any question. Hello, Mr. Mayor, commissioners. Uh, my name is Robert Moxley. I live at 3190 West Division Street. I'm a US Navy veteran and I'm currently the Democratic candidate for County Commission District 2. I'm here tonight to speak out in opposition against tonight's proposed rule changes to public comment. These rule changes were proposed resulting after the February County Commission meeting where hundreds of residents came to speak out against an ICE detention facility in our own backyards. The words of those people were dismissed by this body as lunacy. But I'm here tonight to tell you that that was not lunacy. That is democracy. We have a core principle in the United States that we govern with consent of the governed. And the government needs to hear from the governed in order to have their consent. So I believe we should be welcoming more participation in our government and that this body most of your legislative work is done in committee and not in these full committee meetings. If you look at tonight's agenda, there's one zoning vote, three votes on the changes to public comment, and a handful of budget appropriations. If anything, we should be making more space for public comment in these meetings where the votes are largely um a matter of procedure. So, I can give you a personal example. I emailed my commissioner back in February raising my concern about some of our zoning laws and the the fact that they opened the door to a potential AI data center coming to Wilson County. It's been over two months and I have heard no reply, but coming to speak to this body during public comment can be the most effective way for citizens to raise their voices. So, I'm urging you to vote no on the

changes that limit public comment, to vote no against the limit on the number of people in this room, and to vote no to the uh restriction on topics being gerain to the agenda. Um, in closing, public comment is an essential function of democracy and it is the purpose for American government to exist. Thank you, Mr. Phil Neil.

Phil Neil, Ben Green Road. Uh, first I thank y'all for allowing me to lead the prayer. I truly consider that an honor. Thank you very much. I also want to thank uh the many of you that came out to to Tucker's Crossroads Ballpark and supported our rally. You bought cakes, you bid on cakes, you helped us raise a lot of money for the school and for the ballpark. Especially thank brother Robert Bryan sheriff. It was his idea and he did a lot of work behind the scenes. Thank thank him especially. The main thing I'm here about today is I'm very concerned about the new 20-year growth plan. I think y'all paid GNRC a quarter million dollars to get public input on the future of Wils County growth. My opinion, GNRC did a great job. They they deserve that money they got. Uh two of the girls told me that they never had so much public participation. I know right ahead of ours. They did Ruford County. They said they had close to a thousand people either attend meetings or fill out their surveys. In Wilson County, they said had almost 2,500 different people come to the meetings or fill out the surveys. According to GNRC, the top two concerns were how to slow down growth. Roads can't handle it, schools can't have it. And right behind it was make sure we have make sure we preserve rural agriculture. They didn't want to see more subdivisions. Even the people that live in subdivision in city said, "Hey, quit turning farmland into subdivision." Based on public comment, GNRC recommended twothirds of all A1 go into five acre minimum lot size in the 20-year growth plan. We love that idea. The other third of A1, they recommend to go into three acre minimum lot side. Love that idea. Here's where the problem started. The steering committee made up of great people, friends, people I

respect. None of them I dislike. I have nothing to bad to say about them. But 90% of them were progrowth builders, engineers, contractors, pe not contractors, developers or their friends, people that pushed the progrowth agenda. And because of that, the problem are they could not agree with the the recommendations by GNRC. So the steering committee at lastport made this recommendation that rural living which includes 70,000 not 7,000 it includes 70,000 acres currently in A1 they recommend it be dropped to one acre minimum lot that is exactly the opposite of what this county commission voted on and did twice in the last three or four years where y'all overwhelmingly voted to move one acres up to two acres. Y'all did it too. Slow down growth, preserve rural living, and that is what we love. I'm only a fourth way through. So, please help us. We We need help and we we need your help. We need somebody to tell the truth about what's going on. Please help us.

They are sponsoring our Governor's Volunteer Stars Award plaques this year that you see behind me. Um, they've sponsored these awards for several years now. We very much appreciate their partnership. You're up to We want to take a moment tonight to shine a light on some folks who make a real difference in Wilson County. These are people who don't look for attention. They just roll up their sleeves and they help where help is needed. And because of that, our county is stronger. The Governor's Volunteer Star Awards is a statewide program that lifts up outstanding volunteers from every county in Tennessee. Each year, counties select individuals whose service stands out. People who give of their time, their energy, and their heart to make life better for others. It's one of the ways our state says thank you to the folks who keep our communities moving forward. Tonight, we're proud to recognize Wilson County's nominees. They represent the very best of who we are. It's my privilege to introduce them to you and celebrate the impact they've had right here at home. In 2025, we received seven nominations for volunteers who devoted their time and attention to Wilson Rides, Inc., ensuring that our most treasured residents got a safe ride to doctor's appointments, the grocery store, and everything in between. So, these nominees include Miss Carol Bennett. Miss Carol if you would and Mr. John Bennett, Miss Linda Patterson, Mr. Jeff Rlette, and Miss Melinda Davis.

And also, Miss Gayen Wilson is gonna accept a nomination award on behalf of Mr. Dave Dobsel. We congratulate all of our Wilson Rods, Inc. volunteers. We thank you so much for everything that you do. Also being honored tonight is Miss Sarah Davidson. Sarah has volunteered over 12 years with Carth Caris Health Center where she's become the first line of caregiving for many who arrive at Caris in vulnerable situations. Listening without judgment, she eases fears and helps patients navigate next steps with clarity and compassion. Congratulations, Sarah. Our next nominee is Mr. Mark Damon. And Mr. Mark, I don't believe he is here tonight, but we're going to recognize him anyway. Mr. Damon has volunteered countless days, nights, and hours cooking for various groups, um, including veterans, local charities, Cumberland University, St. Jude Children's Research Hospital, and local families in need. He also teaches free basic cooking classes, and he has a streaming cooking show called Fresh Food Therapy on YouTube. He's passionate about helping the community through food and if you've ever tasted any of his dishes, you know that. So, congratulations to Mark. He's not here tonight, but we'll be sure to get his award to him. And now, I'd like to introduce to you our winners of the award. Of course,

every volunteer is special and a winner in our eyes. However, the state program will only allow designation of one youth and one adult winner. The 2025 youth winner of the Governor's Volunteer Star Award for Wilson County is Miss Isabella Free. Bella volunteers for multiple organizations including Providence Students, Student Leadership Team, How to Life, Project Lionus, Operation Christmas Child, and much more. Perhaps her greatest area of passion and service is with the FFA. Bella is the chapter president and plow committee chair and has been the chapter vice president of strengthening agriculture chapter secretary animal science committee chair and a day committee ch committee member she's also the middle Tennessee and FFA regional treasurer and has won every award imaginable in FFA up to the state and regional level she's helped with showman clinics to show children can become aware of the value of agriculture congratulations And last, but certainly not least, is our 2025 Adult Governor's Volunteer Star Award winner, Miss Gayen Wilson. Outside of her work is the executive director of Wilson Rides, Inc. Gayen volunteers for organizations such as SALT, the Joe Veretta Foundation, Volunteer Network, the Mount Juliet Senior Activity Center, and Leadership Wilson, just to name a few. This is certainly not an all-inclusive list. She's constantly looking for opportunities to help others. Be it filling food boxes, assisting residents with walk across Wilson, or coordinating with local nonprofits, clubs, and businesses to ensure that older adults are not forgotten. Gayen works tirelessly for her community. Congratulations, Gayen. Um, again, we just want to say

Uh, obviously I'm a math teacher at Watertown High School and I got to say this has been a great year for these uh young ladies and I've been really enjoyed going and watching them play. So, I felt it was very necessary and very appropriate to um to honor them for the season they had this year. So, I'm going to read this aloud and we'll get things rolling. Resolution of the board of county commissioners of Wilson County, Tennessee, honoring Watertown High School's girls basketball team. Whereas, Watertown High School girls basketball team had a tremendous season, finishing with a record of 20 and 13. And whereas the team was crowned the district regular season champions with an undefeated record of 6-0. And whereas in the 83A district tournament championship, they came out victorious for the first time since 2015. And whereas advancing on to the regional tournament semi-finals, the team went 10-1 in their last 11 games. And whereas while not only having a tremendous season athletically, the team excelled academically with a combined GPA of 4.21. And whereas all seniors on the team have played all four years and include Macy Brillia, Juliana Puit, and Isabella Burns. And whereas juniors on the team include Molly Fawill, Larkin Cherry, Kayla Stanley, and Kayn Templeton. And whereas sophomores on the team include Daley Hot. And whereas freshman on the team include Tatum Estus, Bryley Bowers, Addison Agalard, Adeline Davis, and Meline Willard. And whereas the team was led by secondyear head coach Brena Price and her assistant Seth Price. And now therefore, be it resolved by the board of county commissioners of Wilson County, Tennessee, that we hereby recognize Watertown girls basketball for their outstanding season athletically

I've got one more. this young lady here. I've I had the honor of teaching geome honors geometry to her a couple years ago and I've really enjoyed getting to see her play ball and and really um represent Watertown High School and uh this year she had a pretty big achievement. So, we're going to honor her for that. a resolution of the board of county commissioners of Wilson County, Tennessee, honoring Macy Brillia for 1,000 points scored in her career at Watertown High School. Whereas, Watertown girls basketball had an outstanding season. And whereas senior Macy Brillia reached an impressive milestone in her senior year, scoring over 1,000 points. And whereas Macy is the daughter of Shawn and Melissa Brillia. And whereas Macy began playing basketball at the young age of 5 years old. And whereas Macy and her family moved to Watertown for her sixth grade year where she would play sixth through 8th grade at Watertown Middle School. And whereas after four consecutive years playing for Watertown High School, Macy scored her 1,000th career point against Mon County High School, assisted by Juliana Puit with a 608 remaining in the third quarter to make the score 33-21. Watertown went on to win that game 56-37. And whereas while not only reaching an incredible career milestone, Macy remained dedicated to her education, maintaining a 4.3 GPA as an honor student. And whereas Macy's impressive final career statistics are as follows followed. 1,066 total points scored, 154 assists, 579 rebounds, 120 steals, 149 blocks, and 113 total games played. And whereas Macy plans to attend the University of Tennessee Chattanooga to

Christopher did a great job introducing this, but just to seek some clarity. Uh, this is in an effort to host a specific event, but not to change our ability to host the event, which is not in question. The ability for us to host a collector car auction requires us to be zoned for year- round auto sales because the property to get a Tennessee motor vehicle license must be zoned that way. So, our desire is to get it zoned, but understand community concerns. We're not looking to host a year-round auction. Uh, we're looking to host a collector car event auction once a year, a multi-day auction, but that puts our limitations on the zoning of six calendar days in six days in a calendar year just to to keep our limitations on what we use the property for for an auction. um our desire is to host remarkable events in this county, something we want the community to be proud of. Uh this is something we've been trying to attract and attain uh for quite some time with this particular promoter um and looking to do this for a long-term growth opportunity with the county and Nashville Super Speedway. I am happy to answer any questions uh on our desires and our limitations on how to do this and do it the right way um to appease you all. Thank you so much. This came up last month and I believe the way they presented it was a little bit made it sound like it was auto auction year round. Um Matt and I, Commissioner Evans got together and we knew it was going to be like a special event function, but I don't think it was presented that way last month. As you can see, they're going to use us six times a year and it's going to be inside the infield. It's not affecting nothing on the outfield. We're pleased to announce that Miss Brook Nurse has accepted the position of assistant principal at Central Pike Elementary School. She's a graduate of Wilson Central High School, former educator at Gable Middle School, and brings a deep rooted connection to our uh uh families that she will be serving. Her existing familiarity with her community makes her a perfect fit for Central Pike uh elementary leadership team. We'd like to congratulate Miss Lindseay Morgan, Lebanon High School culinary arts teacher, for being selected as 2026 Wilson County Teacher of the Year. She was selected by her peers to represent Lebanon High School as their teacher of the year and then selected by a committee uh and chosen as Wilson County teacher of the year. I think we'll hit 21,000 uh by the end of or by the beginning of next school year. Uh, summer learning academy. There's a sheet of my report that details that. Just the highlights. We will be begin our summer learning academy Monday, June the 1st. It ends Thursday, June 25th. that starts at 7:30 to 2:30. It is Monday through Thursday program. Breakfast, lunch, midm morning snack will be provided by the school district. Also, Wils County bus transportation will be offered to all students at their house. So, you will see buses running the month of June. Not as many, but there will still be uh buses on the road. We we previously we've had around 1,200 students that take advantage of this summer learning program. Uh farm days will be May the 12th and 13th Wils County Fairgrounds. It's an annual event for all second grade students from Wils County Schools, Leon Special School District and Friendship Christian. It's it's a very enjoyable and educational time. Uh and I would encourage you if you get an opportunity to stop by and see another great event that is partnered ship between Wills County Schools and our uh community and and just just a great great event. I'd like to announce that Brook Carr, preK coordinator for Wilson County School, has applied and secured a grant amount of $250,000

Uh we serve over 1.8 8 million meals during a school year travel over 2.3 million miles of bus travel on an annual basis. We have at least one resource officer in every building and our larger buildings have multiple and thank you for for that sheriff. I think if he hadn't left, thank him for that program. It's a great program. Uh we we've recently last year again over 95% graduation rate more than $62 million were offered last year's graduating class and scholarships. Look forward to seeing if we can top that this year. 63.5% of our students that graduated in 25 met the state ready graduate benchmark which includes ACT, early postsecary

Good evening, everybody. Um, the report for the expo center is pretty straightforward. We had a very good March. Uh, ended up with about a little over 17,000 to the good, which always is a good thing to add to the bottom line. a good combination of events and most of those are the staples and a couple of them are brand new ones. So, we continue to bring in new events as the older events dissipate and kind of move on their own way. Um, I'm at the point with a lot of the standard events when they call me and tell me they don't want to sign a contract for advanced years, I let them know you're in you're at risk of losing your dates. and a couple of them have said that's fine and they lost their dates within a week. So, we are keeping busy in terms of taking calls. I turn away more than I book. So, it's a good problem to have. Expenses stabilized a little bit for the month of March, which is kind of why we came up with um the 17,000 to the good. So, I appreciated that for a change. Uh behind the report you've got the summary and uh Commissioner Glover, I made the print bigger for you. Um and we're trending well. Um it's hard to say, but I know that we have got a full calendar and so we're hopeful that the uh expenses will stay down so we can stay ahead of the mark, ahead of the curve so we can bring in additional money. Our preferred provider program is continuing to perform well and so we're very excited about that and we're right on track if you look at the trend on attendance as the number of people that we're bringing into the event. We did get sidelined uh this weekend. Uh the event planner got sidelined. We got sidelined. We didn't see it coming. They all of a sudden had

Mistletoe Merchants is a huge player for us. They bring in somewhere between 20 and $28,000 every time they're in the building. They just added a third show and I was able to make room for them on a consistent basis. Again, one of those that didn't want to sign a contract, they lost their dates. And then fly fishing show is coming in January and then we'll move into February in the following years and that's complete with a casting pond in the middle of the main exhibit hall. I have yet to know exactly what that looks like but they're very excited about coming and they have a very successful show out of Virginia. Uh yeah, I appreciate it. Um I got uh them to put this on this was in everybody's packet, but went ahead and put it on the screen to kind of ask a couple questions about it. Actually, we had public comment about what I'm going to talk about on both things. Um, I don't know if y'all remember, but two and a half years ago in the planning and zoning committee in Colonel McFarland's committee, we uh we did a resolution where we were trying to change R1 from 25,000 ft to 40,000 ft. These seated characters from the east end of the county came in, had cowboy hats on, talk funny. They wanted to do the same thing with A1 and they wanted to amend that resolution to go from 40,000 square foot to 80. Well, the reason I'm bringing all this up is because for 20 years, Wilson County has had 15% of the countywide building permits countywide for as long as I can remember. And we half the we we half the density. We cut the density in half basically. And so here we are. It got delayed two years by a lawsuit. So we really don't have that much data, but it's been four or five months now since we redid it. And now we've got the three quarter three quarters are in. And after this report, it's dropped to where our two cities are now almost 90% of the total development in the county. And I know you're not planning pardon. I know you're just the numbers guy, but just based on these numbers, do you think as this washes out all the old 25,000 foot in R1, all the one acres in A1, which are still in the mix, do you think it's going to cut us down to seven, six, 8%? What What do you think we will be the total number of permits in the county going forward after we half the density?

As far as the percentages on the residential growth, um this year we're at 11.2%. I would say just based off of lots that are still available because I don't know if you remember when we changed that, there was a huge rush of development that came through. So, as far as it dropping below 10%, um I would estimate that would probably be 18 to two years out just based off lots that are still in the queue that have development potential with vesting. But, um I'd say the next two three years, I don't think we'll be at 15. You'll be somewhere between 10 and 12 if I had to guess. Um, as far as the commercial is going, um, I don't know if your question was income based or just estimates, but there's, um, roughly seven warehouses in the county that have yet to break ground that you'd still be able to collect that on.
