And one additional item, we do have a request for a non-aggenda item for the High Park Hill Amenity Center. So that was deferred from your agenda last month and it was inadvertently left off of this month's agenda. We do have a report on your desk for you. They are requesting deferral to the to the July meeting and if you choose to accept it, we'll need to have a vote on it prior uh right after the announcements. Mr. Chairman, that's all that I have. And um was that the only two questions or sorry name, address, and was that it? That's it. Okay. For now, right? No, go ahead. Tell us what you're here for. Oh, I'm here because uh there's a sign um to for a meeting tonight at 5:30 that was uh for a proposed development for I think it's called Owen Valley subdivision. And uh I only know what's on an eight-page PDF that um just describes kind of how the wastewater treatment works and and a basic layout. And on page seven, it says that uh there aren't any known wells within 1500 ft. I don't know the significance of 1500 ft. I'm just saying that's what it says. um and that they had, it sounds like they had asked the state for information on if there was any water wells, but I have a water well on my property. It's probably 4 or 500 ft away from from the development. So, I just wanted to get that on record because I didn't know any other way to do that because in reading that I thought, oh, it looks like they they may have missed that. It's on the Tennessee website, too. You can kind of zoom in and see where the wells are. Um and so that was just comment one. And the second thing is um when it does come to uh city water pressure is really low. Um for everybody that I know out there it's
like 25 uh PSI and my understanding is 50 to 60 plus is more like what you normally see. So I have a concern about I don't want to speak for my neighbors but that I I have that concern and I know that concern is bouncing around also like hey what's going to happen with water pressure? or is there a lack of water to service the new 72 homes? Is that going to affect the existing water pressure? Um, which uh seems pretty low. So, that's all I had to say. Thank you very much. Yep. Staff, will we address the well when that comes up? what that would do to, you know, normal things like water pressure, things like that if it is if it is, you know, suitable and and and stuff like that. [Applause] Under old business, the first item on the agenda will be preliminary plat review for Susan Hal Hollow LLE subdivision containing four lots on 31.13 acres located off of Pewitt Road in the first voting district. Uh the development totals uh 31.13 acres. Uh consists of four lots shown in the fuchsia color. Um the lots are accessed via uh access easement shown in green. The resource protection standards have been met. Uh building envelopes have been separated by 200 f feet and lots 1 to two comply with fire apparatus access standards while lots three to four will have fire sprinkler systems. Water will be provided by individual
wells. Waste water will be handled via individual on-site septic systems and staff recommends approval with the standard conditions outlined in the staff report. Thank you. Is the applicant present? Staff, Mr. Chairman, I will be recusing myself of item number 24. Thank you. Thank you, Mr. Chairman. This property is located off of Owen Hill Road. You can see it here in the red. The properties are approximately 374 acres. You can see the two properties in the green and the blue. This will serve the Owen Valley subdivision that is planned for the property and all necessary components have been provided. You can see on the screen soils area one in the purple, the soils area two in the green, and then the storage pond in the brown. The CCN has been issued as has, excuse me, the draft state operating permit. The DDR and the DSIR were reviewed by
the county's wastewater consultant and they recommended approval of the site plan. Ordinance standards have been met and staff recommends approval with the conditions for a nontraditional wastewater system as outlined in your staff report including the posting of the performance bond for the dispersal system and storage pond. Okay. Thank you. Uh do we have any comments as far as the wells are concerned? This is the one that So Richard Richard House with SEC. As far as the wells, we did not find any when we did our report within the 1500 ft of the uh um system itself. I'm glad to talk with the guy and see where it is, but I'm not we did not find anything. Okay. Do we need to hold on this item until we find out about the wells? I don't think so. Now, Christie, I mean, certainly move on to other items and come back to it and give uh Mr. House an opportunity to talk to him. I mean, if if there is a well within 1500 ft of the system, then we need to know that. Um, so if you want to just put a pin in this, move on to the other items and circle back to this one. This development is located off of Old Hillsboro Hillsboro Road and there you see Old Hillsboro Road in the red. It consists of 137.56 acres. The concept plan was previously approved in May of 2023. And this revision is to increase the number of lots from 16 from 16 to 18. And there you see the lots in the pink and the white. And there's 21.59 acres of open space. And there you see the open space in the green. And the roads will be uh private and gated. There you see the road network in in the orange and the resource protection standards have been met. Uh water will be provided by the HB and TS utility district. uh lots will be served by individual on-site septic systems. And the Williamson County Department of Sewage Disposal Management has re reviewed and approved the revised lot layout and the additional septics areas for for the two two additional lots and staff recommends approval with the same conditions established with the original original approval. Item 31, preliminary plat review for the village at Triune West subdivision containing 97 single family lots and 133 multifamily lots on 159.94 acres located off of Murphy'sboro Road and Horton Highway in the fifth voting district. Staff, thank you, Mr. Chairman. This property is located off of Murphy'sboro Road. You can see it there in the red. And then Horton Highway also in the red. This property totals approximately 160 acres. This is a 97 lot conservation subdivision. You can see that in the green. And then a 133 lot town home development. You can see that there in the purple. Contains approximately 59 acres of open space. And the applicant is proposing a combination of public and private roadways. on the screen. The road that is in the in the brown will be public and that which is in the red will be private and gated. Numerous off-site roadway improvements are required in conjunction with this phase. We included those roadway improvements in your packet as attachment 31-3. Now, uh off-site roadway improvements have been reviewed and approved by T DOT. Wastewater is handled by the triune wastewater facility and waterway and natural resource protections have been met. The plat is consistent in layout with the approved concept plan that was done in March of 2025. And finally, staff recommends approval with the standard conditions outlined in the staff report, including the construction of all off-site roadway improvements prior to the submittal of the first final plat.

Uh but the phase totals 126.08 08 acres in size and contains 38 lots shown in pink on the screen. There's approximately 87 acres of open space and the roads will be private and gated. The roads are shown in the orange. Uh lots are out of the flood plane and waterway natural areas and water will be provided by the Milcraftoft and utility district. The waterway natural areas and flood plane are shown in light blue. Lots will be served by Superior Wastewater Systems aka King's Chapel capacity. And where we left this was the there was a question on the uh wells. Have you had an answer on that? The uh well is outside the 1500. They they read it as being in within 1500 feet from the development and we designed ours from the site itself and so it is outside the 1500 ft. Okay. Thank you for checking that question. Okay. You have anything else you'd like to add? Uh as far as the water line that that was brought up, we are working with the utility district to get water line upgrades made. Thank you. Any questions from the staff? I mean, sorry, from the committee on this one. I have a question on the on the water pressure topic. What are the county's requirements on that? What does an applicant have to show or do we just lean on the utility provider, the water provider? So the developer when the when the subdivision comes in will provide us with a water uh letter of water availability saying there is adequate pressure for it for this particular development. There will be numerous off-site roadway off-site improvements to the water system that will be
required. So when the concept plan comes back to you next month, we will have a list of all of the required improvements and what they'll need to do for that. We're working with the applicant and the utility district to get all of those water improvements that will be required. Thank you. Any other questions in this item? Mr. Chair, I was wondering if we might just get confirmation from one of the neighbors that that's their understanding too, that their particular well is 1500 ft away from the septic or the treatment site. Okay. I believe it was Mr. Valentine that brought that up. Was it Is that correct? Yeah, I brought it up. I mean, the wording come up to the podium, please. I know I got kind of a loud voice. [Music] Yeah, the the wording on the document is from the development. That's the And and the representative here is saying, well, they're doing it from the retention pond. Um, but to say that it's cleared up for me, I wouldn't say that. I'd like to do my research on what the implications are for that well with the development where it is and what the, you know, what code is being discussed specifically that makes that 1500 foot in play. Is it a county code? Is it a state code? So, I still have questions just because it's written differently than it's been verbally stated in terms of what is the distance from. Is it from the development or from the pond? Because it's written that it's from the development. So, um, my questions aren't necessaril necessarily answered. I don't know that that can be that can happen tonight. I mean, it was clarified that he's talking about the pond, but I'm new to this game and I'm I'm just trying to do my research on what the implications are for the quality of the water from the well. So, Okay. Well, hold on, just
staff. Is it is it in our records? It is from the subdivision or is it from the treatment center? Mr. Mr. Chairman, I I would prefer that you provide staff the opportunity to look at it closely. I mean I mean I don't know the I'm only speaking to the countyy's own zoning provision and it and it just says that in order to protect drinking water aquifers abandoned water supply wells within the treatment site must be identified along with all public water supply wells within 1500 linear feet of any wastewater treatment disposal site. Um and all private water supply wells within 500 linear feet of any wastewater treatment disposal site. from the shallow wells within 500 ft of a wastewater treatment disposal system will require monitoring. So basically you have to have 1500 ft from public water supply wells and 500 although we generally ask them to identify any that are even you know remotely like that from all of the components. So it's whether it's the treatment, the disposal site, the backup disposal site, any kind of holding pond, not a not a drainage, not a storm water pond, but just the if there's a holding pond associated with the treatment disposal system. So our rules require the 500 or 1500 linear feet from the wastewater system components, all of them. And so that's what we would need to confirm is the case here. Okay. I'll need the applicant to come present again, please. [Music] Okay. What's the question again? Okay. The question is, is it 500 ft from all of the treatment center within the property yet? I mean, the the disposal system is within I mean is 500
ft. There's no wells listed within it within the 500t radius that we found of any part of it. Backup area, disposal area, treatment area, Our area is all in that one in that one location down in the in the bottom. We don't have any separate sites. So, it's it's within that within 500 ft of that for, if I heard you right, private wells and 1500 ft for public wells. Mhm. We did not find any within those those ranges. Are there some within 1500 feet, public or private? We didn't find any. I'm not saying that there aren't. Well, I mean, they just told you where theirs was. So, is that one within 1500 ft? I would say it's not, but it I mean [Applause] [Applause] Mr. Chair, if I ask is there a way we can move to approve it with a condition that there's no well within that specified parameter. I mean, yeah, you can and then have it confirmed at the on the concept plan or you can defer it to next month and have them all identified. So either either way would would that be the best way to go? would be the best way to go to defer it until the next meeting. I think probably deferring it that way. I mean, it can be a little more clearly identified on the document and that way you all see it and it can be measured. Um, I mean, the concept plan is not coming back till next month anyway. So, as long as this appears on the agenda before the concept plan, they can still both be heard next month. Okay. So, that'd probably be the cleanest route in my
