some yeah we can sit close all right okay so this is a timeline this is It's the culmination this eff's largely been done since fall so it was about a year and a half in length um you know really the last few months has been waiting for approval hearings and perfecting a few little things in the document but overall it went from basically you know April 23 till September October this year and we stretched the times out a little bit because we were we stretched the periods of Engagement out to get more input like we had a whole summer and whole spring and so forth so and the town staff and everybody on steering was comfortable with that so I think it's it's working one thing to note in the document that you guys all read through yeah kind of sort one thing that we didn't um this vision statement there was never we didn't any engagement say here's our draft vision statement add what you like and don't like because it seemed like the big focus in this plan was not so much the word smithing of a vision statement but actually fig out what goes in it's thing right but usually these kind of documents do include some sort of vision statement and just to paraphrase I mean essentially it's it's it's not really rocking the boat it's basically we're calling for a high quality the town's looking for a high quality small town focused on families and you know with more things to do here and so forth so it shouldn't shock anyone that vision statement um now the future yes yes that's at an angle if the light is shining that a little better I know you proba work for you guys and on this one it might be better to turn

to your text one thing I did want to point out that has changed a little bit since we had a work session in November we had one in November with the town board you there yes you were there okay so we have the land use plan that really is not baral changed we did get the town got input from the Roberts 81 folks and hey hold now um we had some colors on there that were strictly you know red for retail and some mixed juice colors but the descriptions of those categories as they were in the documents they felt didn't reflect the whole range of things they were looking at in their PD which has been preliminarily approved but not reported technically so technically they don't have a binding entitlement right it's just been hanging out there right because I they want to do a piece by piece or something anyway um so hearing their comment and it's valid would have been nice to have had earlier yeah but we basically created a new color on the map basically call it a roby1 it's that light blue you know kind of grayish blue color there right and we so I want to point that out that's the only real change the last few months and then the language in here describes Robert's 81 as I understand it Robert H1 planner and developer folks have seen the language and they're fine with it England basically it's covering west of 82 north of 76 so basically we described the plan anticipates a mixture of residential commercial uses may include mid to high density resid home senior hous mobile home parks may include a mixture of retail commercial uses as well industrial uses that was the one thing that we didn't have in those colors The Way They Were because they could get some industri

which I think everyone generally fine with there it's well planned um and we basically refer to the Roberts 81 plan development PD document contain additional information regarding land uses and character development anticipate robert1 property so that's the main change in the land use plan from the last few months you know you've probably seen this in the document we had some guidance for downtown wigin in terms of anticipating character streetcape stuff like that Central Avenue as well um it was covered in the work session we did back in October there was a I wouldn't say it was a disagreement there was kind of some back and forth about what to show on the Town Park area we are we weren't contracted to do like an official Park design but we felt like things we to speak to what people might want to see in these parks to help guide the town um the big discussion along the way was always about Comm Center rec center right so the town had done had some planning done by some CU Denver students or whatever for that area down by kyowa Park we had survey questions along the way in in the conference of plan which talked about ask folks where you think a Comm community center on be that seem to be a big focus of people and the plurality definitely said town park over kylo park over on Main Street or someplace to the north and so that became kind of a Focus we had the last round of Engagement of what that might look like and that little plan that's in the document shows an option where that area east of the water tanks you could actually fit in a a smaller Community Center with some parking and so forth and it ties to the rest of town park here now having said that knowing that a community center can cost a a brand new one a good amount of money it might be a while the other option which has really been I think was kind of driven by the

mayor really shows that dirt area east of the water tower and this could also be a near-term thing and you could convert it to a community center later showing putting um another sporting field or two in there additional parking area right so you know instead of just trying to figure out which one want to have we basically have both options from there probably the most likely is to do that easier one first I know from discussions that there's water in hand that can be used for those Sports Fields now and like I said commun the whole 10 20 million right sidebar soing we're almost done with Burling every town on out there they like kids they're problem blah blah blah there's no place to hang out there's no place to work out inside and so they already have a community center but it's basically what they have like they weddings they have Community College office there some me rooms and so forth we're talking about there is actually converting simple space in that building like she just meet into a workout with right stuff like that you guys don't physically have a building do that right but it's not in the document but just you work in these small towns back in for you see you know some ideas floating your have back in between them one idea I did share with them from what mayor's already done you have already done Town Park they have a nice park out there outdoor park but in the winter time it's C right now there's no place to hang out indoors and we put a little box on diagram and said well for Go's sake you could at least have a fairly inexpensive building that could be indoor outdoor like they have a

wigin they SP 150 Grand at least you have garage door so you don't freeze your butt off during holiday life so I think there's probably some interim things you guys can do for community centers and stuff like that but tough part is you don't really want you get out of language about collaborating with the school but that's probably yeah um but we showed an option for that I I'd say I'm getting just you know you a growing Community I think you chance try to get that's the community center topic with Town Park um one thing also to note is the water component so DOA the department of local Affairs which the state of Colorado which fund funded this effort and funds a lot of other Town plan around Colorado they actually have criteria they want you to meet and actually the one change of the last few years is ADD now the guidance of how detail it has to get has been continue to evolve and probably will continue to evolve youve seen emails yeah there's other things that these plans are going to need by within the next five years more detail detail on housing and some of these things even came about in the last half of months and there's a lot of things coming out of the stage for these requirements where but you know I'm not sure all the state ages totally know what the guidance is for commities but basically and youve seen back and forth of DOA water component basically in comp plans of 10 years ago it wasn't even really considered or they

if there was maybe you had existing conditions chapter we all this detail about the pipes and everything or it was a separate water thing here at the very least and the chart is in the document we counted out what all the stuff show on the future Landings plan would result in or could result in just using normal rules of thumb for the water demand per day right so it's 3.6 million gallons a day which is a t and and they also say if a town can show how they're going to how Supply that in the future that's good right the water well there's no way we can go and right to that at this point but at least she gives you an idea scale now the future L's plan I believe it's actually written in the document a little bit to this point it's not like okay everything here's gonna happen within 20 years it's a guide in Colorado and in the middle of the country planning commissions Town board they can drive a truck through me it's like you know the buy showed up and wanted to be down here andbody be like oh you know I mean as my opinion too many towns just blow these things off based upon stuff that comes the go the intent is that you actually use this to guide what happens but what I was getting at is that you know all this probably won't develop within 20 years to some extent um this happens a lot in areas where you can grow in any direction or most directions you show land use guidance for the area around basically provide some guidance for what might happen if development goes there or there or there right and it's there's also the fact that as you know these are a lot of these circles are owned by farmers and private property owners who many of that may just want to sit on prer until something changes right but you know that calculation CS

out everything that could come from this um the comments that I made to the work session I think it's written pretty well in the document is that you know it shows some residential expansion to the east just kind of logical it's attached to the town doesn't really show hardly any to the west or to the South which I think should make the folks in kylo park happy because it'll keep the country Fu essentially most of the area to the southwest and north of town is still gonna you know as colors act it's assuming this all stays rural there could be some expansions of the East but again it would depend upon what happens here but the big story of the cop plan future land use plan is the expansion pretty large area for expansion of business and Industrial and commcial to the north and maybe even some around County Road 3 although that's probably less likely to happen before this this would be more logical you can't see this as well from 76 but obviously the connectivity with 34 and 76 is key and while everyone's been focused on Robert 81 there's still a lot of areas here nor and it may not work necessarily for the gas station or something that needs to have eyeballs for the freeway but you know with Northern Colorado growing so much really for columns this is I would think becoming a pretty important juncture and if I'm looking to put a distribution center or something I exact price to GL but I would think you probably do the heck about it easier here than you could in Sly Johnstown so that's and this is the opportunity to build your tax base then do all the stuff everybody wants in the town like fix the roads and RX Y and drain engine yada yada everything else right the other thing that has come through in the cop plan and it was supported through public engagement you know it's that those images that we saw for Main Street for Central Avenue is you know the idea that on Central Avenue it's not forcing it but you could

actually have kind of a Down have field through you could have twostory buildings you can have some small residential units up above and some commercial down the ground floor on Central Avenue and same thing on Main Street where you have some empty lots or somebody wants to take out a building they can put in a twostory building something like that we're seeing more and more where communities see infill a place where they can't F those kind of housing units that maybe can't fed anywhere else you know you if somebody took out took a parcel here and put in commercial on the ground floor they had like 12 Apartments those this getting beyond the scope of this plan but the town could work have what the school should have it would be teacher units you know for teachers there used to be a teacher to or it could be designated for fire fire central workers you know housing's becoming a big issue everywhere and that's the one thing you need to have is housing PR your central FS so there's that um what else can I C here oh so there was support in the plan for the water conservation Elements which it's in the text here I copied it out basically reduce the amount of irrigated Earth in future parks and current Parks um upgrading the water system to provide capacity that's going with Nob brainer um this is important requiring developments to bring their own water to the table I don't think you have that policy technically but no we didn't so that's push never been adopted well it's in the comp plan so that's not an official ordinance but is pretty strong where it's a pretty strong basis to pass it I'd say You Secure fun for um grants to provide incentives for water customers to install water conserving appliances that's not a huge thing but the big is encouraging use of waterwise landscaping

such as Z escaping basically everywhere in Colorado now the wire discussion you you follow the stuff the metro area but plac like aora you know if you're doing a new development they're severely limitated tur Turf you can put in but it's just I'm a home owner and I do irrigate A A small area of grass it's not a big yard P water quadruples during the summer the household use was like no big deal right so I think you're going to see here in across the state more of a change to that again I'm starting to ram a little bit like Burlington there water uses per capita is 400 gallons per capita per day everyone's like my gosh they they are IR getting like crazy probably more than you are but I think everyone starting to realize that needs to be curtailed and managed some more and so basically the survey third survey there was strong support here like 60 70% favor or strong either strongly or somewhat in favor of that water conservation strategy so if you dig into the details here I don't want to keep you guys too long but and not I'm not going to go through chapter chapter chapter by chapter this but I mean I guess my St speech here is that there is a lot of time and effort and money but when and as a platter I guess I flee to you is to use this use it and you know yes you can deviate from it it's a guy it's a starting point but for the broader Community I probably say this louder to tell Bo you know these goals and action items you have to get involed them but there's a lot of things here that really you ought to do and one of the most important things that I think the town's
