City Council - Regular Meeting

Thank you, everyone. We'll turn it over. The mayor is currently en route to London as well as city manager Marcel for the London or Farnborough Air Show. And so we have assistant city manager Dante Martin here today. So the floor is yours.

Thank you, Vice Mayor. Good morning, members of council. Relatively short agenda for the 21st. We have a proclamation for historically black colleges and universities, as well as two awards from the Kansas Recreation and Park Association. Included among those awardees is Council Member Maggie Ballard. On page two of your agenda, bring your attention to the first item on new council business. It's a spec industrial building in District 3. Item number two is our annual comprehensive financial report. Mark Manning will be making the presentation. I want to call out the outstanding work that Nikki Babcock and her team do each and every year as it relates to the ACPA. Continuing on the third page is the Mark Manning show. So proposed changes to the ordinance related to deferred compensation plan. Item number four, there was a brief discussion during the June workshop about increasing change limits and purchasing manager authorization limits. So Mark Manning will present both the deferred comp and the change order limits items.

I just want to say thank you so much to everyone for making this happen. I'm the one who made this request, and I think it will make things so much more efficient. I know department directors are very excited about this, too. So thank you for making this come to fruition and getting on the agenda.

You're welcome. And thanks to Josh. It's something that he's been bending my ear for about a long while. Um, items number five and six are funding for public works projects. We have pedestrian crossing projects as well as the, uh, stormwater utility pump station improvements. Item number seven, software and hardware purchases for the Wichita transit system, uh, necessary for the daily operations of the system. Um, as you look through the agenda report, you'll see the effort that staff has made to streamline and create efficiencies through purchase of hardware and software. On page four, non-consent housing agenda, you'll see one item. It's the monthly public housing recovery agreement status report. Shifting to the consent agenda on page five, we have a number of preliminary estimates as well as a supplemental design agreement. I will call your attention to item 4A. It's a change order related to water and paving improvements at the Buffalo Pines addition. On page six, you will see property acquisitions, including an acquisition necessary for improvements on North Hoover Road, as well as the multi-use path in that area. We'll create a drainage and temporary construction easement. Item number 5B relates to the ongoing stormwater improvement project on Bleckley Drive. At the bottom of page six, item number nine, is a revised petition for stormwater drain and paving improvements. You may be interested as you read through the agenda report. We're making efforts to preserve the natural habitat of the spotted skunk. We're doing our part. On page seven, item number 10, you will see a first reading of a bond ordinance related to a project on 1010 Northway. in district two which would create a golf sports and entertainment venue. Item number eleven is a grant application that will increase our ability to fund arts organizations locally by leveraging federal funds we'll be able to increase the amount available for our activation grant program. Shifting to page eight you'll see several consent planning agenda items as well as consent housing agenda item for the sale of property in district 1 Leading into page 9 where you'll see two other properties in district 1 that are being sold It's a relatively short agenda council members vice mayor.

I just want to put one thing in people's ear. It starts next week, but it'll be before the next agenda review. NBC World Series starts again, 93 years, I believe, in the city of Wichita, the longest continuing sports event in the country. So it starts next Thursday. Next weekend, we'll have baseball around the clock. I'm going to try and do that one this year, finally get that t-shirt. And the week after that, we will have the championship game back downtown at our stadium there. So that'll be another great event for the city of Wichita. So just putting that in people's ear right now. Councilman Johnson? How many games will they have at the stadium?

Just one?

Yeah, just a championship game. There might be some room to expand that in the future, but with minor league baseball and some of the rules that they have regarding stadium use, it's a little trickier than it has been in the past to get more games down there.

Okay, because I think the original agreement said semifinals and finals.

They're still discussing that.
