And there had been, well, one or two major parties, but we woke up about 2.30 in the morning on the 17th of this month, and windows were open, beautiful night, and it was 2.30, and I went, looked out the window. There were about 18 to 20 cars in Queens Court, which is a dead-end street from one end, as far as I could see, up to the cul-de-sac. And there were many, many people walking by, maybe 30, maybe 40 people. And they were talking pretty loud, smelled a little weed. just went on we called the police about 2 50 in the morning and they showed up two two police cars showed up and they talked to the gentleman i i assume i don't know but they left and then a friend of ours across the street called called them about 4 30 4 50 in the morning when she was being picked up on an uber uh by uber to go to work and she called them and then we got up uh The police were in the driveway talking. There were about four police officers in the driveway, maybe four police cars or so. And they were talking to people there. Some people left about that time. There were still cars. There weren't 18 to 20 cars, but there were still cars parked on the street. And that was last week. And now we're really what put the icing on the cake. On social media, I have a copy of it on my phone. But basically, they're advertising for a mansion pool party. That's the way it is, mansion uber pool party. And get ready to dive into the wildest vibes at the mansion pool party. Sun beats epic splash. get ready for the ultimate in-person. It goes on and on. And the location, 1579 Queez Court. Not only that, but selling tickets. Like it's a commercial venue, like a nightclub or something. 45 bucks for a man, round numbers. 35 bucks for a woman, round numbers. 50 bucks for a maybe drink all you want alcohol type thing. That's right next door. Now, Danny and I lived here since 50 years.
I mean, we have daughters that graduated from Westlake High. Our granddaughters graduated from Westlake High. We love Westlake. But this house right now, here's what, I think what worries us, somebody sent us an article on top of it I'M SORRY.

SOMEBODY SENT US AN ARTICLE ON problem they had in Bath on 11, I mean, last November the 2nd of 2025, where it was also a mansion party, and they, similar, and they, one person was killed, nine were injured, and we just don't want that to happen in Westlake, and it just seemed like with this commotion, I mean, we being elderly didn't know if they were gang related if it could have turned into a fight you don't know what that many people there were so many cars in the driveway they were parked over the sidewalk and it was amazing and so this house is booked now i'm not saying that every weekend is a party but it's a lot of bookings and we just would like to know What are the rules going to be for this person to have these parties there? It's booked through Thanksgiving. So we're a little nervous about it. And this ad was supposedly pulled, and this party canceled. But we just pulled this off the internet 30 minutes before we got here. So I don't know if there are going to be a lot of angry people because it said no refunds. I don't know if there's going to be a...
hundred people or i'd like to hope that the police would be there it starts at four o'clock tomorrow afternoon and i don't know if they start showing up and says no refunds uh you don't know what could happen i don't know the owner i heard rumor that the owner's going to be here turn him away maybe maybe he's innocent maybe he doesn't know anything about what happened because it was probably the vrbo renter that uh you know that
There's a lot of children our street. It's a very good street and this is just a Sad thing to see happen because I mean the police were right there They the next morning after this Bash, they have two two guys left the premise no shirts on I mean got in a truck and left so I we don't know what went on in there nor do we want to know but it was not your normal you just don't have parties in the middle of the night till four or five and then into the next day yes so we're just concerned about what's else is going to transpire in that house.
Excuse me. And I talked to Mr. Van Dyke and I looked into it a little bit. I know that something's going to go on like this ordinance number 2026-86. I see it here. But I know you have to do it like three readings and things like that. But I'd like you to try to expedite it or do an emergency thing to stop it.

GENERALLY DURING PUBLIC GENERALLY DURING PUBLIC COMMENT AND I PURPOSELY DIDN'T COMMENT AND I PURPOSELY DIDN'T the rules for public comment. It's not an opportunity for a dialogue back and forth. However, I purposely didn't read the rules seeing what this was because I know the mayor may have something to add.
Oh, you're going to make a comment that we did get a copy of that advertisement. Our police have been on it for about four or five days. They were the individuals with the billing department that talked to the supposedly one of the owners or investors. I think it's more of an investor. Okay. And we were told that they canceled it. But our police are going to be around there tomorrow to make sure.

And on an ongoing basis, as you see, the ordinances that ordinance you referenced, we're also going to be discussing during Committee of the Whole next week, the short-term rental environment in Westlake with the expectation legislation will be brought forward as a result of that meeting. We've been working with the law director. The law director and I have been talking about this in the mayor for a few years. The time is now, and we hear you, and we are being proactive with what we're looking to propose to do here.
OK, thanks that I we looked into in how bath after it happened in Bath. They did a lot of work where they almost banned it and so far as the short term relevance went, but I'm sure you guys will do the right thing.

Good evening, my name is Ed Nangle. I reside at 27728 Royal Forest Drive and I'm here on behalf of some of the neighbours in regards to ordinance 2026-83. specifically comments from Barbara Forsland who lives at 27766 Royal Forest Drive in regards to the modification and she states the following my understanding of the draft modifications is that future use of the property as a hospital would be precluded at the Concord Reserve property due to the lot size being smaller than 50 acres and and that many of the more disruptive permitted buildings and uses would also be precluded due to the change to accessory use to a hospital instead of a main use. Since Royal Forest is an adjacent stricter residential district, A 50 foot landscape buffer would be required on the northern boundary of the Concord Reserve property and roads, driveways and stormwater basins would not be allowed within the landscape buffer. These all appear to be positive changes to the Health Campus District Ordinance. Please clarify if my understanding of the draft modifications are incorrect. I see three areas that are not addressed by the draft modifications that concern me. First, the height restrictions have not been changed, so buildings up to 50 feet high would be allowed directly behind our homes. Buildings of this height would reduce privacy into our homes, impact the homeowner's ability to enjoy backyards of the adjacent properties on the south side of Royal Forest, and cut off natural light into the adjacent properties while introducing artificial lights that may be on all night. Consequently, I ask that a height restriction of 30 feet be added to the ordinance for residential buildings within a senior living facility. Second, it appears that the change in zoning to a health campus district, the applicable lighting code would be commercial for the planned expansion to the senior living facility, not residential. If the following If following the commercial lighting code will introduce more artificial light into our properties, I ask that a modification be added to require lighting in, on and around the living areas of the facilities to follow residential code, not commercial. Third, there are no building setback restrictions in the ordinance. On the site plan that was submitted as Exhibit C to the rezoning petition, the smallest setback from the two-story residential buildings to the Capel Vale property lines is 180 feet, while the three-story residential buildings are 150 feet from the school property. Since the Royal Forest community has the same zoning as Cablevale, the same setbacks should apply to our shared boundaries when transitioning from a more restricted residential use to the head campus district. Consideration should also be given to adding setback requirements into the zoning code. Thank you for the opportunity to provide these comments.

Well, as everyone knows, this is the 250th anniversary of our founding of our country, and the city of Westlake is going to have many festivities at Clegg Park. We are also increasing the size of the fireworks, so it will be a little noisy that particular evening. But I think it's an opportunity to recognize our country's birthday as well as westlake's 215th um anniversary since we were founded so i invite everyone to join us on the 4th of july for the parade that'll start at lee burnison and go to Clague Park. And then we'll have a short ceremony with a partial reading of the Declaration of Independence. And then we have many festivities throughout the day. And I know it's going to be a little hot, but hopefully we can still enjoy the day.

Also that evening at 6 p.m., PZL Committee will meet to discuss Ordinances 2026-84, 83, and 2 CUPs. Within the Committee of the Whole, We went into executive session to discuss real estate.
