Hi, I'm Brandy Clark. Um, I almost said my main name. I'm sorry. Um, Amy Schneider's not here tonight due to unsafe circumstances, but she did ask me to read a statement for you guys. She said, "Good evening, mayor and council. I am here regarding the proposal to abandon sending the general obligation bond to a public vote instead find funding elsewhere." She'll be direct. Doing what? Doing that would tell your citizens that their voices only matter when they are convenient. We didn't casually express interest. We filed a petition. People took the time to organize, sign, and follow the proper process to demand a vote. That's exactly how civic engagement is supposed to work. And you acknowledge that you voted to send it to the ballot. If you reverse that decision now, it won't feel like a financial adjustment. It'll feel like the process was allowed only up to the point where it became uncomfortable. This isn't just about a project. This it's about trust. When residents engage in good faith and follow the rules, they expect those rules to be honored all the way through, not changed midstream. You may believe another funding path is better. But avoiding a vote after citizens clearly asked for one sends a simple message. Public input can be set aside when it matters most. This is not a message that the community deserves. Follow through. Let the voters decide. Thank you.

Hi, I'm David Ler. Uh, honorable mayor HP and members of the council. Thank you. I truly do appreciate the work you do navigating all the challenges for our city. I've spent most of my life here in Waverly. I'm a go-hawk. I'm a Warbert Knight. My daughter works at St. Paul's and my son is a third year at Warbert. The Waverly Golf Course is part of my family and many others. Under our golf pro Jordan David, we've seen three consecutive years of over 30,000 rounds of golf plate. The course is thriving, but the clubhouse is failing. It's almost 80 years old. It's been cobbled together over decades, usually as trade work with no permits. It's a liability. I'm in my third year volunteering on the golf commission. And from where I sit, the renovation is not optional. I live with a physical disability, and golf is the last sport that I can physically partake in. Our clubhouse is not ADA compliant. As a city-owned facility, accessibility is not a want, it is a must. We have a responsibility to ensure our public buildings are open to every citizen regardless of their physical ability. Choosing to renovate is a fiscally responsible path, costing roughly half of what it would cost to rebuild. But it really isn't about saving money. It's about what we value as a community. A community is built on providing spaces for people to enjoy. If we stop investing in those things that really bring us together, we cease to be a vibrant community and become just a place to live. That isn't the Waverly I know, and it's not the home I chose to return to. So, I'm going to ask you this directly. If not this, then what? We didn't tear down and build new, and we still have a building that's been failing for years. If we don't fully fund this renovation, then what is the plan? I strongly support this project and urge your approval to preserve the asset for everyone. Thank you.

Good evening. My name is Jerry Hankner and I'm here also to support the the um funding of the pro shop. As Dave already mentioned, it's an older 78-year-old building with many mechanical needs along with the needs to bring the building into ADA compliance. There are increased demands on the building by the record and near near record use over the past year three years exceeding 30,000 rounds. Upgrading will support increased program participation by area youth. also increasing the abilities to support local golf community by offering year-round programs. Local excuse me, local golf complements Waverly by attracting patrons from surrounding region helping local tourism. Having a quality golf course complements the offerings of Waverly along with other great resources, library, park system, bike trails, baseball diamonds, soccer complex, and the much anticipated pool to name a few. And whereas historic preservation is an effective tool for revitalizing neighborhoods, fostering local pride, and maintaining community character while enhancing livability. And whereas it is important to celebrate the role of history in our lives and the relevancy of historic preservation in both urban and rural communities across the nation and by Americans of all ages and all cultural and ethnic backgrounds. And whereas the city of Waverly is a treasure trove of historic resources including five historic districts selected by the National Park Service for listing on the National Register of Historic Places. I will just say that this used to be a women's issue and it's no longer a women's issue. It is a family issue. Um, a little bit of history. I was just chatting with Sharon Abram about this that she and Shirley Dominique and my mother and other women who were in Church Women United started the first daycare center here in town, not inh home daycare, but the one that's now Waverly Childhood Preschool. And they were all they were accused of being communists for um advocating for uh women to join the workforce and have professional child care providers. So, we've come a long way fortunately um because we now have many options in town can always use more but um these folks do really valuable work. So,

All right. Well, Wednesday is Earth Day. So, uh, as a start of a celebration to Earth Day, uh, Northridge Elementary students worked with city staff today on doing a whole bunch of mulching around a lot of our, uh, new trees, a lot of our older trees as well. Uh they did some things at Northridge Elementary, uh along Adams Parkway, in Harlington Cemetery, South Riverside Park, and at Cedar River Park. So there was a couple hundred students, uh second through fourth graders that worked with staff today and did a great job getting a lot of mulch around the trees. So thankful for them. uh April 29th in continuation of Earth Day. Uh we are having a tree planting at the courthouse uh in the afternoon. That's with uh the county supervisors and then also trees forever. Uh trying to get a little a few more trees out on the landscape that they would have lost uh during their construction. And then May 13th, uh we've got uh that's our bigger tree planting. uh that's going to take place in Harlington Cemetery and at the library and we will have middle schoolers uh helping us out with those plantings. So, lots of things coming up for them. Just a quick reminder that we are uh doing bulk bulky item pickup this week. You have till roughly, we'll say Thursday to get any additional items in. You can fill out a form online or you can call public services and we can get you squared away and get it lined up to pick up. Uh, also yard waste pickup is concurrently this week and through the next week. We go oh one week longer than what we do for the bulky item. So

Um, there will be more, um, publicity about that. Um, also wanted to thank the Waverly Symphony for a wonderful end of season concert. It was featured the brass, including our own Bart Mackey. Very nice job. And, um, the mayor and I had the pleasure of attending the Citizens Police Academy graduation, which was fun. Um, people had a lot of really great comments about um, our police officers, what they learned, and it's, uh, truly a valuable program. So, um, I hope to get, now that I know you don't have to get tased, I'm going to sign up to do it one of these years. So,

And to piggyback on to Lanna's comment, there's a lot going on on May 2nd, the art walk also, um, downtown retail promotions, and I think quite a few other activities around town. So, that's going to be a big day for our community and, um, everybody can get out and enjoy. I think farmers market, too, as well.

So, I went and joined them at Adams Parkway. And they were so fun and their comments were hilarious because they were all out, "This is so hard. Our city workers are so tough." So, kudos to our city workers. They were so cute. Um, Cody, who was out there, I think his name was Cody, was a rock star. So, Cody deserves like a high five or something. He was fantastic with these fourth graders. Um, so I had a lot of fun working with those fourth graders at Adams Parkway and I just love that our city can have those kind of partnerships with our youth um and other organizations in this town. I think that speaks a lot to our city that they are willing to do that kind of thing. So just another reason I'm grateful to be in this town. Um, and with that, do I have a motion to adjurnn?
