Thank you. Citizen comments. Anyone like to come up and speak? Go ahead and give us your name and address at the microphone.

0:58 – 1:50Speaker 2

Sandy Hom, West 230 South 3827 Milky Way Road. I did some research on the cremation thing. I thought it was really interesting. I think it's a good business to be in as well as nursing homes with the boomers where they are now and all retiring and dying. 63% of Wisconsin residents choose cremation. And I just think it's, I don't know what the reason would be to object to it. I don't know whether Neighbors Bar and Grill has objected. I heard they didn't, but I don't know that. Anyway, I think you should take a serious look at it, and if someone is really concerned about fumes or odors or noise or something, we should go tour it and go to one that's operating and find out. Anyway, thank you very much.

1:50 – 3:48Speaker 6

Thank you. Any other comments? okay hearing none moving on uh reports the clerk treasurer reports comments concerns questions okay moving on public works or fire department either of those sure if we commission or non-compliance any of those okay will move on beyond the reports then approval of the minutes from the prior meeting dated may 28th of 2026. entertain a motion or any edits that anyone has i move that we accept the minutes for may 28 2026. is there a second i'll second okay any discussion All those in favor of approving the minutes for the board meeting on May 28th, 2026, say aye. Aye. Anyone opposed? That carries. Up next, discussion of possible action items. First one being the fireworks permit for Fox River Christian Church. I know this was already pre-approved at the prior meeting. However, there was a cancellation due to the forecast for last night when the fireworks were supposed to be. The executive pastor reached out to me earlier in the week Asking if it's possible because it wasn't in the application originally if we could Authorize it for being tonight instead and so we amended the agenda and that's why if you saw the agenda Agenda amended this week. It was to add that that's kind of a last-minute thing. So All terms are the same. The only thing is just changing the date on the event. I

3:50 – 4:10Speaker 5

So I'll make a motion to approve the change of the date. I'm just curious. What if we said no? In an hour or two, they're going to. This is really cutting it close. Yes. We didn't find out until Tuesday.

4:11 – 4:35Speaker 6

OK. All right. All those in favor of approving the change in date for the fireworks permit, say aye. Aye. Anyone opposed? I'm curious. I will text them as we go so that they officially come. As we speak, as we bring. Up next, Hanson's landscaping noncompliance update. You want to come up to the microphone, sir? Sure.

4:39 – 6:57Speaker 3

Good evening, I'm Joe Hanson, owner and president of Hanson Landscaping, located at S16W22097 Arcadian. I believe one of my project managers was here at the last meeting that I couldn't be here, and I think he gave you a couple of updates. Since he was here about a month ago, we have cleaned up more items around the site, moved some things around so that the view from Arcadian Avenue is much improved. And we've also added some additional landscaping items Above and beyond what was originally our landscaping plan. So we've put in additional trees bushes plants expanded the berm areas just to give ourselves some additional screening from Arcadian Avenue. I think the one kind of outstanding item is regarding the asphalt pavement. And I have some reservations about that only because, as many of you know, our building and property sits on about 12 to 14 feet of fill. And much of that fill process was going on before we bought the property. couple years ago so we didn't have as much control of the fill process as we would have liked so when we built our building they actually drilled down to virgin ground and put in pilings to support the weight of the building per the engineering that was done so We we notice that there is still settling going on because the fill that was brought in was all types of different material. And so in regards to the asphalt pavement, it just makes us a little weary wary to. Pave the parking lot when we know that there's still some settling going on so I would like to wait until 2027 to do that. Everything else I believe we are in compliance with.

7:04Speaker 6

Okay, so the grading is complete, the landscaping is complete, all the equipment outside that's been stored is moved inside or elsewhere?

7:13Speaker 3

Everything.

7:14Speaker 6

The connex box, all those things?

7:17 – 7:47Speaker 3

Yup, connex boxes were moved. Everything, the building is full. We've put as many things inside as we can. Um, there are some things that we use daily outside loading trucks and whatnot. So if you drive past during the day and you see some equipment, there's ongoing stuff. But everything, um, to the best of our ability gets put away every night as as possible. Okay.

7:50Speaker 6

Uh, Is the building permit still in place then for the property as far as like extending the asphalt portion?

8:01 – 8:58Speaker 3

I believe it has not been closed out yet only because the county portion has not been closed out yet because my engineer who's working on it has had numerous delays not not due to us, but due to other stuff he's doing he has to come out and do his final survey. He's viewed it in person and from his engineering I everything looks like it's graded properly, but he has to just do the final survey submit those findings to the county and then the county will close it out and then I think we would submit that to Sean and then he would close out his portion. I don't know how the asphalt would get handled. Maybe we can close it out conditionally pending the asphalt, or I guess I would talk to Sean about how he wants to do that. And I'm happy to reach out to him also.

9:01Speaker 6

What kind of settling are you seeing?

9:03 – 10:08Speaker 3

Um, you know, we just noticed like from time to time, especially after heavy rains that every, you know, areas that were smooth and graded out will develop, you know, potholes of six inches or so in random locations. Um, so we're just hoping that additional time, which should indeed help that. Um, I want to, possibly put down some asphalt later this year, just in front of the building pad, because we know that area was all over excavated and stone put down. So I've gotten quotes to just do like a 12 foot wide swath of asphalt for the full length of the building, right in front of the building, just to alleviate some of the mud and stuff getting tracked inside. So I've gotten some quotes on that. I was hoping to do that towards the end of the summer here. And then the rest of the asphalt, like I said, we're planning to do in 2027.

10:23Speaker 6

Board, comments, questions?

10:26 – 10:43Speaker 1

Well, if we extend it to 2027, we should probably still have a date. So say it, because I know we can't lay it like late September or get it done before like June or July or something. So we make sure it gets done in 2027 if we extend that, if we wish to choose to do so.

10:43Speaker 2

I mean, did you have a date that you would...

10:48Speaker 1

say you have done by, I guess, in 2027?

10:51 – 11:08Speaker 3

I haven't thought of a date. I was thinking, you know, just I know that they can pave all the way through the fall and up until it gets really cold and they shut the asphalt plants down. So I was thinking like October 30th or something of 2027. October 30th? Yeah.

11:51 – 12:22Speaker 6

Well, I guess my concern is when it comes to a non-compliance issue, we've made extensions and we keep making extensions, and here we're asking to make an extension now for pretty much a year, which is, once we get to this point with these types of issues, we're not generally agreeable to those types of terms. I can see giving it until fall or something like that, but to say we're just going to leave it open for a whole year on the It's not a compliance issue? That's not normal.

12:22Speaker 5

No, we'd have to have a drop-dead date that we'd do. And I understand the settling part of this. I feel that was hauled into that, and I get that part of it.

12:31 – 12:46Speaker 6

We talked about that. I think we did. But it was evaluated when we talked about the whole building to start with, and you pushed the building part through. Are you having issues with settling there yet? Cracks in the walls or anything?

12:47Speaker 3

No, but they drilled down to virgin ground, you know, which is about 12, 14 feet down, which we paid a lot of extra money for. Sure.

13:02Speaker 6

And when did you move into the building? Just refresh our memory. Was it last summer or the year before?

13:08 – 13:26Speaker 3

It was the, it was like the end of 2024. Okay. Right at the end. I mean, let me ask you guys this. I know we have asphalt on our plan of operation. Is asphalt required for a property like ours?

13:28 – 13:43Speaker 6

Well, I think it's approved as part of the plan, so I think you'd probably have to come back in with new applications saying you no longer want that, and then the Planning Commission and everybody, I think, would have to reevaluate that at that point.

13:43 – 14:07Speaker 3

Okay. Just curious, I guess. I do intend on having asphalt there. I like a clean environment. I don't want to be tracking stuff into the building or out on the road or any of that. My only concern is, like I said, we put down asphalt and then a year from now it's all cracked and alligatored and gone to pieces and, you know, it's a major...

14:07 – 14:23Speaker 6

But the same could be said for two years from now as well, right? Sure. If you're going to continue that settling, I don't know that one... one additional year is going to stop that. You could be getting it for the next 10 years depending on, right? I'm not an expert in that, but I would imagine it's not just automatically done.

14:24 – 14:55Speaker 3

Sure. No, there's no, there's no date or, or thing that says here's the settling is over. I think in terms of settling from when we moved into the building until now, we're seeing much less of it. Um, because I remember when we moved in, there were big craters that would open up in the, in the driveway and parking areas that were, you know, 18 inches deep at certain points. And we'd fill that in. And then, like I said, this year it's, it's still evident, but much less that we've then we've seen.

14:57 – 15:17Speaker 6

So you haven't brought it up, but the representative that was at the prior meeting did, um, part of what they told us was that that person told us was that there's also budget constraints related to that. So you're solely speaking of just the settling issue, but they also mentioned the budget for it as well.

15:18 – 15:41Speaker 3

Yeah, that is a point as well. Um, you know, we, we spent more than we plan to to build the building because of the extra money we spent to drill down to burgeon ground. Um, so the, the budget to put down the asphalt is definitely tight. Um, an extra amount of time would greatly, greatly alleviate that concern.

15:53 – 16:12Speaker 6

Okay. I was just asking if she had access but she doesn't to be able to see what the permit dates were and such to say when the permit from the village would expire for the property for all the work you're doing.

16:12Speaker 5

You're asking for the fall of 27?

16:16Speaker 3

That's correct.

16:17Speaker 5

I can't do that myself. I can't let this thing go like you said for a whole year. They had a plan here that was supposed to have been met, and we're already extending it.

16:30 – 16:48Speaker 6

Right. Personally, I'd be open to getting through the end of this asphalt season, so I'm not saying that it has to be like July, but I'd say by the time the asphalt plans usually shut down around Thanksgiving at the latest, so six months or something to the effect that I'm not opposed with.

16:48Speaker 4

Well, you're essentially asking for 15 months. It's not just...

16:53 – 17:29Speaker 3

Well, and the reason I pulled that date out of the fall of 27 is because our busiest time is during the summer months in terms of our business, obviously asphalt, you know, regrading, putting down gravel asphalt in the parking lot. is a big disturbance to our daily activity. So if we could do it in the fall, that just helps alleviate some of that.

17:33Speaker 5

Well, I guess I would be OK with this fall, but I'm not sure. I'm going to go 227.

17:51 – 18:13Speaker 3

I mean, it doesn't have to be 15 months, 12 months. If we can schedule it for some time during 2027, that I think would let it go through one more winter and freeze-thaw cycle of the ground, I think that would help a lot.

18:25Speaker 6

Well, Bob and I have given our opinions for years. Al, Roger?

18:30 – 19:18Speaker 1

Well, I agree. I mean, I don't think I ever extended an extra period. We already did it a couple times already, and go 15 months. I don't think we ever have done it ever since I've been around or whatever. And it's a long time to – I know your issue. You've got settling, and obviously you don't want it to take a crap on you or whatever, but that's – Could have been maybe taking place earlier if we had it more compacted, but some of the stuff was already put in when you bought the place, like you say, to put pylons in for your building. But it should be nice to get it done by fall, I guess, at the end of this season, if you even wanted to go all the way until December when they would put asphalt in.

19:23 – 19:45Speaker 4

Okay, Roger? I would be okay for going through another season of settling through the early winter and have a drop dead date of about April 1st, 2027. Yeah, but I don't think the asphalt plants are opening up then.

19:46Speaker 6

Asphalt's starting probably in April generally, right? Yeah. You're not getting any asphalt plants operating in April.

19:53Speaker 3

Yeah, if we could go through one more freeze-thaw cycle, I think that would help greatly.

20:02 – 20:24Speaker 6

No, I can reach out to them. Okay, can you get that, if that's all squared away, can you get that done this week, or it's Thursday, so by the end of next week?

20:24Speaker 3

Yeah, I'll call Jared right away and ask him to come up.

20:29Speaker 7

Joel is the one to contact now.

20:32Speaker 7

Do you have his information?

20:34Speaker 3

I don't think so.

20:34Speaker 6

It's the same generic email. It's the same email.

20:38 – 20:49Speaker 3

Okay. Does he have a card out here I can grab on the way out? I'll grab one of his cards. Yep. I'll contact him right away. Is it the same company or is it a different Joel is taking over? Okay.

20:53 – 22:12Speaker 3

Okay. Got it. Yeah. And uh, as I mentioned earlier, um, we, we installed, um, extra trees and bushes and stuff beyond what's listed on our landscaping plan. Only Intempts to beautify the area and give us some additional screening as Additional bushes and trees become available to us I plan on doing more of that later this summer and into the fall I want to pretty much line most of Arcadian and our property line to the West with additional trees just to create a really really nice natural barrier, if you will, keeping everything well maintained. We've got grass growing out there, we've got mulch berms, we've got a variety of different trees, evergreens, flowering trees, maples, birches, stuff like that. So I only plan on adding to that. considering it's our business, so we want it to look good from the road, but we also are sensitive to creating a screen, a natural screening of things.

22:15 – 23:09Speaker 6

Okay. Okay. Well, I guess with the poll that's been taken, I'll make a motion to... I guess extend to allow time for the building inspector to come in for all of the other issues other than the asphalt to give you and them time to get together to make that for July 9th for that portion of the compliance issues. So that gets you through to the next meeting we have, which is the first one in July. As far as the rest of it for asphalt then, the motion would be to include that that's extended from the non-compliance issue until December 10th of this year. That gives you five-ish months. So it would give you the rest of this asphalt season to get that done. So that's my motion.

23:15Speaker 6

Any other discussion?

23:15Speaker 7

Do you want him to attend the July 9th meeting?

23:21 – 23:43Speaker 6

The only reason you would need to attend the July 9th meeting is if they find that all the non-asphalt issues are not resolved. Does that make sense? Got it. So if they sign off saying everything else is good besides the asphalt that's in the issue list, then you don't need to show up. But if there's things in there that they are at odds with you on, then you'd have to come back on Monday night to discuss that.

23:43Speaker 3

Okay. Understood. Got it.

23:46 – 24:04Speaker 6

Okay. Any other discussion? All right, so all those in favor of the motion to extend to July 9th for all non-asphalt compliance issues and December 10th of this year for the asphalt, say aye. Aye. Anyone opposed? Okay, so that's the dates.

24:06 – 24:57Speaker 6

Thank you. Thank you. All right, up next will be the clerks going through some of our roles as far as boards and committees and such. It was determined that we had some vacancies that we need to correct. So CED and ENF are related to appointments for Bob and Todd to the Village of Vernon, Village of Waukesha Shared Zoning, Town of Oahu, Village of Waukesha Shared Zoning, and then Village of Waukesha, same for both, but it's one board member and one Planning Commission member for each of those. So I'll make a motion to approve or appoint Bob to the Village of Vernon slash Waukesha Shared Zoning and the Town of McGonigal slash Village of Waukesha Shared Zoning and Planning Committee.

24:59Speaker 1

I'll second.

25:01 – 25:56Speaker 6

Any discussion? I'm doing C and D together. All right. All those in favor of approving Bob to both appointments, say aye. Aren't you doing C and D together? Yes. I thought you said E. No, C and D. All right. The two that are with your name on them. Okay. All those in favor, say aye. Aye. Anybody opposed? Okay. And then I'll make a second motion to the same effect, but for Todd. to those two boards as noted in E, Edward, and F as in Frank. Is there a second? I'll second it. Any other discussion? All those in favor of that motion, say aye. Aye. Anyone opposed? Okay, that's done as well. Up next, the alcohol beverage licenses renewals for the four locations. Chris, you got anything you want to add?

25:57 – 26:11Speaker 7

No, they handed in all the paperwork as required. They were all complete. They paid their own required dues. Okay. Everything looks good.

26:14Speaker 1

Anyone want to make a motion? I'll make a motion to approve the alcohol beverage license renewal for the four that were listed.

26:23 – 26:54Speaker 6

for Legend of Arrow Hills, Lilac Acres Farm, The Neighbors Farm and Grill, and Talley's Tap and Eatery? 10, yes, sir. Okay, is there a second? I'll second it. Any discussion? All those in favor of approving the four alcohol beverage renewals for those four businesses, say aye. Aye. Anyone opposed? That carries. Operator's license. Where is that, Chris? Too many sheets to go through. Let me pack up.

26:59 – 27:19Speaker 7

Operator's license, Exhibit A, Letter H. That is a list of all the operator's applications that were received for this year's term. The ones with the asterisks are new this year and had background checks done, and those are for separate approvals. I have them separated out for separate approvals.

27:23Speaker 5

The ones with the asterisk? Are new.

27:25Speaker 7

Okay. Yeah, those will be new, but all the rest of them are repeats.

27:32Speaker 6

Okay, so renewals.

27:33Speaker 7

Renewals, yes.

27:36Speaker 6

Okay. I'll make a motion to approve the renewals for the operator licenses that are in Exhibit A, not including the new licenses that are in that same exhibit.

27:46Speaker 5

I'll second that.

27:50 – 28:48Speaker 6

Any other discussion on that? All those in favor of approving those, say aye. Aye. Aye. Aye. OK. Motion carries. Aye. I didn't say it, too. I was looking at Roger, but I don't think I did either. My apologies. OK. Up next, letter I, operators licenses. So these would be the new ones that were just referenced under the exhibit. They each have their individual applications in the packet. No one has any offense issues that we're needing to be concerned of. They all look like they're completed properly and dated properly. They have their certificates with them. You want them separate or are you good with one motion for all of them?

28:49Speaker 7

I think one motion for all is fine. There were no records found on any of them. That's kind of why I grouped them together.

28:55Speaker 5

I'll make a motion to approve the operator's license for the legend and Hill Merrill Hills, the new, new, uh, applicants.

29:04Speaker 6

Okay. So Athena, Brianna, Audrey, Jillian, Sherry, Jackson, Alison, Taylor, Abigail and Connor that are all listed.

29:13 – 29:33Speaker 6

Okay. Second. I'll second it. Any discussion? All right, all those in favor of approving the operator's license for the new operators for Legend and Merrill Hills, say aye. Aye. Anyone opposed? Operator's license for Lilac Acres for Ava, Michael, and Kaylee.

29:35Speaker 7

There were no records found for any of them either.

29:41 – 29:54Speaker 4

Okay, motion? I make a motion to accept their application for Lilac Acres, and that would be... All four, or you want me to? Three. Three. Ava, Michael, and Kaylee. Ava, Michael, and Kaylee.

29:54Speaker 6

Okay, is there a second?

29:56Speaker 1

I'll second.

29:58 – 30:12Speaker 6

Okay, any other discussion? All those in favor of approving the three for Lilac Acres, say aye. Aye. Anyone opposed? That carries. Operator's license, there's just one, Brady, for Neighbors Bar and Grill.

30:14Speaker 5

I'll make a motion to approve the operator's license for neighbor's bar and grill and Brady Rice. I'll second it.

30:45Speaker 7

Oh, okay. That was the only one that happened.

30:50Speaker 6

Okay, we're good there.

30:51Speaker 7

All right, I just wanted to have it available.

30:53 – 31:06Speaker 6

Thank you. Okay, all those in favor of approving Brady's application, say aye. Aye. Anyone opposed? That carries. License for Amber and Crystal at Talley's Tap.

31:08Speaker 1

I'll make a motion to approve the operated license at Talley's Tap for Amber and Crystal.

31:13 – 31:24Speaker 6

I'll second it. Any discussion? All those in favor say aye. Aye. Anyone opposed? That also carries. Cigarette tobacco license renewal for Legend of Merrill Hills.

31:27Speaker 7

They are the only ones in our municipality selling over-the-counter cigarettes.

31:37 – 33:17Speaker 6

I'll make a motion to approve the renewal for Legend of Merrill Hills. Second second any discussion All right, all those in favor of renewing the cigarette and tobacco license say aye aye aye anyone opposed that carries Temporary alcohol beverage license for Kiwanis Club for the Walker short early risers for July 11 and 12 and September 26 and 27 This is annual Request that they've made at least for the last couple years. I'm not sure how far back at least ago at least that money This is a PLA Yes Yeah, he came in paid the fine fill out the paperwork and I'll make a motion to approve the temporary alcohol beverage license for Aquinas Club for walks early risers for July 11th and 12th 2026 and September 26 27 2026 All right, is there a second? No second. All right, I'm just checking one thing in there. This was beer only, right? All right, all those in favor.

33:18Speaker 4

I got a question. What is the difference between the temporary temporary status and a permanent status for an alcohol beverage license?

33:26Speaker 6

this would be just for these specific dates and events.

33:29Speaker 4

Otherwise, if annual, our permanents are for how long? One year and renewed?

33:37 – 34:21Speaker 6

Yep, that's why we do them all at this meeting because they expire on June 30th every year. So that's why we have this long list tonight every year. Okay, didn't know that. Thank you. All right. Any other comments, questions, or discussion? Okay. Yep. All those in favor of approving the Kiwani Club temporary alcohol beverage license, say aye. Aye. Anyone opposed? That carries. Fireworks permit for Legend of Merrill Hills for July 4th at 9.30 p.m. Everything is in the packet there. And I think we had an issue with that. That was filled out last year, but it looks like it's all accurate this time. I think that's the one we had an issue with.

34:22Speaker 7

I think so, yeah. They didn't realize we had changed the business.

34:26Speaker 6

It does say Tana Walkershaw is the certificate holder, not Village.

34:29Speaker 7

Oh, does it? I didn't touch that.

34:34Speaker 6

For the liability insurance.

34:40 – 34:51Speaker 7

I could have them reissue that. I think that was what the issue was last year. I will have them reissue that. They didn't have any problems reissuing it either.

34:52 – 35:36Speaker 6

Okay. Otherwise it looks like the same as it usually is, year by year. Okay, I'll make a motion to approve the fireworks permit for the Legends at Merrill Hills for July 4th, 2026 at 9.30 with the requirement that they update the certificate to be the Village of Waukesha for the certificate holder. Is there a second? Second Any other discussion Roger he was faster at the draw Okay any other discussion

35:36Speaker 4

I have a question. Okay. How many years running has this been about eight, nine years?

35:40 – 36:16Speaker 6

It's been here 18 years, 19 years in my house close to it. And I think it's been every year since. Okay. If not more events, because there's been weddings and things each year too, which they haven't had those in the last couple of years. It's been just July 4th that I can recall. It's been, you know, good to know. Thank you. Okay. All those in favor of approving the fireworks for July 4th at legends say aye. Aye. Aye. Anyone opposed? Curious. Disposal of the DPW forklift. Did Rob give any specifics on that?

36:17 – 36:50Speaker 7

Yes, he did. He said that he will either take it to auction or scrap it. We'll do the auction first, but we'll have a minimum bid of like $1,000 because he could get about $240 a ton. for that if he took it for scrap. So he figures he'll put $1,000 on it minimum and see what he gets there. Now that he's got the front-end loader, he can maneuver around and get the forklift onto the trailer and out and all that stuff.

36:51 – 37:20Speaker 5

It's a good point that he brought it up for the scrap value because I heard of a municipality scrapped out an old plow truck with a wing on it and a plate. And they had it advertised for $2,800 they wanted for it, and it brought... It brought... $2,200 on auction, and the guy turned around and bought it, sold it for $4,800 and thought, scrap it. So, I mean, Rob's pretty smart here at figuring it out that way. He did that.

37:24 – 38:01Speaker 6

Okay. I'll make a motion to approve disposal of the forklift for the DPW to send to auction. As stated, if that doesn't work, then Rob can be authorized to scrap it. I'll second it. Any other discussion? Is this thing still operable? Barely. It's being limped along, and that was part of what brought us to where we ended up with the equipment we bought for them this year because it blew out an oil line or something last year. They had to fix it. It needs to go.

38:01Speaker 4

It's got 500,000 miles on it. Well, it was what you used to begin with.

38:05Speaker 7

He figured it was a 1970s model. Okay. So that's 50, almost 50.

38:14Speaker 5

50-something. I'm not quite there. 40-something.

38:18 – 38:42Speaker 7

a lot older than i thought yes depends on what 70 you're talking about yes yes i went oh wow thanks rob i didn't realize that you know that was that old is it kind of in the in the it's in the condition that you know they take it out of the garage and something else goes wrong yes it's it's going the plan was for it to go either way yeah again that's why what we purchased with

38:43 – 40:18Speaker 6

the front end loader came with forks and things intending to replace this to get rid of it. All right. Any other discussion? Okay. All those in favor of disposal of the forklift as discussed, say aye. Aye. Anyone opposed? That carries. Up next, the Village of Waukesha procurement policy revisions that are in your packet. Hopefully you've had a chance to look that over. um any questions on it so a back story to this the last time this was uh looked at or revised i believe it was dated 2003 or 2004. it's outdated there's been changes to laws as far as dollar amounts for different purchases and things like that for going off the bids since then there's Things that weren't in the policy related to disposal like we just approved We've updated some language to those things allowing some autonomy to the department head so something as simple as a Broken office chair like the ones we're sitting on The current version would potentially make them bring that before us to be able to throw that chair away when it's broken So we're changing some things in those ways. We've updated with different definitions. And Chris and I have been working on this literally for three months, just going back and forth on making some edits and double checking statutes and things to make sure we're in compliance and whatnot.

40:19Speaker 4

What change stands out the most as far as that side?

40:25 – 42:00Speaker 6

Well, the different dollar amounts for purchases as to whether or not It can just be purchased. So something that's, say, I don't know, Rob needs to replace the drills and he's gonna go on a farm and fleet to buy a Milwaukee tool, drills that. He can just go use his credit card and do that based on the dollar amount. So we've changed the dollar amounts for things like that to then include, so if you look at page two of the documents, purchases that are between five and $10,000. used to have to come to the, I think $5,000 worth of threshold rate on the old setup would have to come to us. So if Joel bought $6,000 worth of turnout gear, which is three sets of them, not even depending on what brand and model he buys, he'd have to bring that before us. So we've changed it so things like that, that'd be that $5,000 to $10,000 threshold, the department head would have to obtain at least two price quotes instead of just one and then bring it before us. Things over $10,000 would have to come to the board then for approval. Again, putting in there then that they have to get three price quotes for that. They can't just bring us one and say we're good and things like that. We've added in stuff as far as sole source language. So if the item is only available from one supplier and they're the only ones that make that item, there's no competitive model to it, that gives some abilities there as well. So a bunch of different things within the language. but well overdue to have revisions to this.

42:02 – 42:21Speaker 1

So the only question I have is, say, letter B that purges between 5 and 10, which I agree they need some lead ways so the head can get their equipment up and running, but how many times can he do it a year? Is that still going to come before us, the 5 to 10, to okay it? No. I mean, he can spend...

42:22 – 42:39Speaker 6

Well, but that's what I was gonna ask the same question but the way this is So he can't say because I use the example of Joel of turnout here He can't decide to spend a hundred thousand dollars on turnout gear and just break it up into ten

42:40Speaker 5

But if there's a $6,000 purchase of a New hydraulic tool and a $7,000 purchase of a new radio and something out whatever the case like that Those fall into this and they're separate deals, you know They're not gonna come before us and I'm I I don't think we need to be

43:10Speaker 4

bringing every one of those before us and those dollar figures. We don't need to micromanage that, is what you're saying?

43:16 – 43:50Speaker 6

Yeah, I don't know what to say. It's micromanaging, but I would say that we should give them some more autonomy to those smaller dollar amounts. I know $5,000 is not a small dollar amount, but in comparison to other projects or purchases that are out there, something as simple as replacing the copy machine that was in that dollar range. That would still be before us because there's a contract that goes with it for services and stuff like that. But if it was just straight up buying one from Best Buy, that he has control of his budget, let him do what he needs to do.

43:51Speaker 5

That's always on my part. If it's in the budget, we approve that.

43:57 – 44:51Speaker 6

Yep. And so there's language in there, if you saw, as far as if it's going to be outside of the budget, that it still has to come to us for budget amendments and things of that sort. Yep. All right. Any other questions? All right. Well, we were just in the discussion phase there, so I'll make a motion to approve the procurement or purchasing policy as shown in the packet. Is there a second? I'll second that. Okay. Any other discussion on the motion then? Hearing none, all those in favor say aye. Aye. Anyone opposed? I'm curious. Authorizing of the bills is up next. In the combined total of $329,830.67. I'll make a motion to pay our bills of $329,830.67. Is there a second?

44:55Speaker 1

I'll second it.

45:07Speaker 6

All those in favor say aye. Aye. Aye. Aye. Anyone opposed? Okay. Adjournment?

45:17Speaker 5

I'll make a motion to adjourn.

45:19Speaker 6

Second. All those in favor? Aye. Aye.
