City Council - Regular Meeting

2026 City Council meeting to order.

It's 6 o'clock, not 9 a.m. as the mayor announced to all his council people earlier, and I apologize for that, but you shouldn't be too surprised at that, but in any event, appreciate everybody being out tonight. Our crowd is thin, but we'll go ahead and

Father in heaven, we're thankful for another day of life and opportunity to gather here with fellow public servants and folks that take a great interest in their community, Lord. We're thankful for all the blessings you've given us individually and as a community. We're mindful of those that maybe perhaps are grieving the loss of a loved one or suffering because someone is very seriously ill, we pray that you'll be with them. You know their needs and pray that you'll comfort them as only you can. We ask now that you go with us and bless us as we go through this meeting and forgive us our sins. Amen. All right, got a set of minutes there in front of you. From, got two sets, I guess we better take separate motions on them. First set, all right. Okay, that's unanimous. I'm going to digress from our agenda just a little bit tonight. Jonathan Smith's here, and he's asked to address us early. He's got...

conflicts he's got places he's got to be all at the same time which never happens to anybody you know but uh glad that we can accommodate him so so good afternoon thank you all for letting me come up i've got an issue with the ballpark that i need some help with i believe i spoke to mr steve on the phone one day i gave him a call and they asked me to get some photos of what I was talking about. What it is is, like our concession stand is, every time it rains, it's flooding. And mud, dirt, everything is getting inside. and i've tried to keep it washed out bob and cody is trying to help me there's too many points and it's draining off the field and flowing through and i would like to try to revert the water to a different direction to get it to go to the creek away from So what I have done so far, I have reached out to a couple of people that I know for opinions. and prices. So far I've gotten two quotes for an idea that I have to try to convince. What I would like to do is pour a concrete pad with either a drainage, call it a trough all the way around, Or try to do a French dream. I think both of these may be pricing out a French dream. I'd like to see if I can reach out to other people to see if I can get a... different bid on the idea that I would like to have to completely try to convert the water all the way off. The two that I did get to This has been an issue for a while. You work concession day in and day out, and every night it tends to get old. And we go in and clean up before you can start preparing food. Yeah. So right now, this is the two bins that I have. This is the price range that they're within. But if this is something that y'all will allow me to consider pursuing, I would like to keep reaching out to different contractors and see if anyone has a better idea or the funds may be a little different.

Can it be more channeled in a different direction down there? We're going to come into it.

That's what this is for. I want to pour it in.

I'm not to talk about pouring the concrete. All you've got to do is just channel it.

But I don't want to create a safety issue by just putting a ditch or something in up against the fence or across the path to convert the water. I would like to put some type of drainage system in to get it completely away from it. Because if you go down, I wish I took pictures of it. If you all go down and look at the concession stand and just walk around the outside of it, the building is coming apart. I'm going to have to buy some water to start filling in cracks. The foundation is.

so what are you asking Jonathan to get some more bids I want to try to pursue some more bids if this is something maybe the city will consider let me trying to fix yeah I just speak to one man but I'd like to see it done right I mean I do too I mean I think these two bids and I will have to pull these two guys back in together I think one of them is for a fringe drain. I think the other one is for a trough-like system. I want the trough system that way if the dirt does eventually build up in it, we can remove the crate and wash it out with a pressure washer and go on.

Let me ask you this. I know you talked about the concrete in front of the consensus stand.

It'll have to come down the side sometime.

Yeah, you can't run it back on the field. Right. It's going to have to wrap around by the door. Yes. Because the biggest issue right now is I think the water is running up against the side of the building and the door going under the door and taking all the mud.

Even with replacing the bottom end of the door with the front, it's still, the gravel and stuff is just ripping it right back off.

I don't think there's any doubt it needs to be done. So you want us to approve one of these or you want to get some more?

I would like to pull these two guys together and see what page they're on, if they're on the same page with me or not. I think they are. But basically I'm looking at $10,000 off of this. Some could be cheaper, some may be a little bit more expensive. But I'm trying to, I guess asking the council tonight, what type of price range could I stay within to, if I find somebody, I can go ahead and give them the mayor's number and be like, hey, here we go.

So you want to not to exceed price so you can go ahead and get the work done? Yes.

Jonathan, let me ask, did you speak to... Randy or Lee concerning the mortar and the walls?

Yes. Both of them did say that they would get mortar, and that process figured in with the concrete part of it. They would get a bag or two of mortar and fill in the cracks. Okay. They just figured it in with the concrete.

It just wasn't noted on here, the reason I was asking that.

That's the reason I asked the same question because I didn't see it.

Okay. What's the pleasure of the council?

Make a motion to approve up to $10,000.

So the motion is to not exceed $10,000. Not to exceed $10,000. Let Jonathan... We'll pursue getting the best we can for fixing the drainage problem. Okay.

I just want to clarify, I do believe we've still got ARP money left in the REC fund that could cover this? We do.

We have ARP money in Parks and Rec.

Because I know that Jeff... Even with the lights that we approved for Jeff, I think there's still enough to cover this. There should be, yeah. More than enough to cover this.

Let me ask you this, and I don't want to hold you up too long. How's the roof on that building?

As far as I can tell, it's just coming through. I was just wondering about the roof. I don't see no leaks as far as the roof coming through.
